ITEM NO. 2: PUBLIC COMMENTS - NON-AGENDA ITEMS: Gus Meyer appreciated Commissioner Josi's comments on the Healthy Forests initiative.

Tassi O'Neil reported on the election results with 50.25 percent turnout. The road bond passed by 186 votes. She didn't think this would change. There are a number of write­ins for positions where no one filed. There are still 62 ballots that need to be counted.

ITEM NO.3: REVIEW AND DISCUSSION CONCERNING A TRANSIENT ROOM TAX ON THE NOVEMBER BALLOT: Michele Bradley, Chair, Economic Development Council (EDC), reported on its board meeting yesterday concerning the Transient Room Tax (TRT). The recommendation was for a 9%/9% for incorporated and unincorporated areas. There was one nay vote that wanted a lower tax. Dan Biggs outlined the options considered by the EDC.

Mary Jones said the most important thing for south Tillamook County is that all funding is coming from unincorporated areas so collaboration will be difficult. Her group of companies supported the 8%/7% tax which was more equitable. A large portion needs to go back to where the taxes were raised. They need assurance that at least 50 percent goes back to the unincorporated areas to support tourism. The areas where the taxes were raised need to have the say on where the tourism dollars are spent.

Jeremy Strober agreed with Ms. Jones but hoped the Board will continue to look at other TRT structures. He feels the 9%/9% is wrong. It taxes the unincorporated areas in a way that prevents collaboration; and it will not pass. Mr. Strober described the Clatsop County model.

At the request of Chair Labhart, Paul Levesque outlined one of several possible frameworks that the Board could incorporate within the ordinance to ensure that the 70 percent tourism portion of the TRT would be recommended to be allocated by representatives from the constituency and areas where the taxes were collected. Mr. Biggs said the EDC would also be recommending a framework for developing distribution recommendations.

Chair Labhart said the Board has two decisions: whether to accept the EDC recommendation and then direction to staff on how to craft the revenue distribution mechanism. He said the Board needs to craft the ordinance and there will be a workshop in addition to two public hearings. Ms. Bradley added that some of the cities will be contributing. Mr. Strober said those cities can raise their taxes. Mr. Biggs said there are governance issues regarding tax policy.

Chair Labhart read excerpts from Doug Olson's letter (see attached). Chair Labhart said the cities support the recommendation of Option 2. Commissioner Josi said he supports the EDC recommendation and setting a workshop which is important to get an acceptable ordinance for public hearing. This item will be carried forward to the 10:00 a.m. meeting.

ITEM NO. 10: (TAKEN OUT OF ORDER) DISCUSSION AND CONSIDERATION OF A PROPOSED DRAFT HEALTH PROVIDER PAY TABLE: Deb Clark said the Salary Adjustment Panel (SAP) met Monday to discuss this. Four of the seven members were present with Mona Hamblen and Marlene Putman. Supporting documentation was also presented. They also discussed the $400,000 debt to the General Fund and no new hires. The SAP was not in favor of the proposed new pay table. Two were in favor of a new pay table that would top out at $169,000. The three who were not present were contacted resulting in five not in favor and two in favor. Ms. Clark explained they were not in favor of the proposed table or the one topping out at $169,000.

Chair Labhart said it was not the role of the SAP to recommend whether a position should be hired but only on compensation. He felt it was stepping outside the role. Ms.

O'Neil disagreed. Commissioner Josi was going to discuss this but agrees with Chair Labhart. Ms. O'Neil said what the SAP will do is to just say yes or no without explanations. They will weigh in on new positions at Board meetings. Chair Labhart agreed. He read the excerpt from the SAP guidance. He felt morphing into this is outside the box. Ms. Hamblen said it was the rationale for the decision not the recommendation. Ms. Clark said they have a current pay table. Ms. Hamblen said they were suggesting we stay with the current pay table. Commissioner Josi said that we need to stay focused. The SAP discussion shows a bias. Ms. O'Neil asked whether they were to consider input from the leadership team. Chair Labhart wants to just discuss whether to accept the new proposed pay table. Denise Vandecoevering said they understand their role but felt it was important to provide the background for the recommendation. Sheriff Long said there was some bias but did not know how to eliminate that in their discussions.

Vice Chair Baertlein wants to know how we compare to other counties and organizations; that is all he wants to know. It does not matter how we get there.

Ms. Putman appreciates the background of the discussion. She understands the SAP's role. She believes the focus is about the compensation for the position. She understands that adding the position for internal medicine to the table was the problem. She said the current pay table is not comparable to the family practice proposed pay table. They looked at pay tables for all Federally Qualified Health Centers (FQHC). The mean for all is about $168,000. Oregon's mean is $178,000. She looked at Oregon, where they all pay less than private practice. When you take our scale, it is less than the average FQHC. She also checked with local providers who started at $185,000. She provided additional context. Ours is $176,000 which is below the mean. They know what they can get elsewhere. She talked about the difficulties recruiting to rural areas. To be at the median, she doesn't know if it will bring people in. She was trying to find comparables. She will look at internal medicine com parables in the future.

Commissioner Josi asked for the SAP rationale. Ms. Hamblen said they were comparing to local counties. We are higher than Lincoln County. She gave some examples. She said other local counties don't have similar positions. Ms. Putman said Clatsop's FQHC is not part of the county.

Ms. Vandecoevering said they looked at Ms. Putman's information but Ms. Hamblen provided information that said we were in the ballpark. Other county positions make less than urban county comparables. There are also signing bonuses, year-end payments, and stipends. Ms. Putman said the others do that as well. We are in the middle. There was a discussion about lack of information on other rural counties.

Chair Labhart said the dilemma is how to attract providers and pay a decent salary. Ms. Putman said she did not do an analysis of the current pay table. She provided some examples. She could do more analysis.

Chair Labhart asked Commissioner Josi as liaison for his input. Commissioner Josi said the pay tables are reasonable. He said recruitments are difficult. Providers drive the economic engine. If we can't hire we lose out. He felt Dr. Rex Parsons would support the higher scale. He said the hospital has recruitment problems and they pay more.

He added some specialists are making upward of $1 million. We need to be competitive and allow Ms. Putman to manage it. Commissioner Josi said he knows there are big issues facing Ms. Putman and we need to give her the tools. If it fails, the public will blame the Board, not the Salary Adjustment Panel. We seem to be putting up barriers to Ms. Putman. We need to follow her recommendation to be competitive or fold up shop. He said we should have had a written report from the SAP. Just saying no serves no purpose.

Vice Chair Baertlein knows other doctors in the community are making a lot more. With affordable health care coming on we need to be competitive. He knows nurses in the community that are making more than $90,000. We need to be competitive. This community is not an easy sell. He agrees with Commissioner Josi. If finances get tight in the Health Department, we may need to make changes.

Ms. Clark said they were unable to do a written report due to timing. As Treasurer, she agreed we need to be competitive but was concerned about the fiscal responsibility.

Sheriff Long said the SAP is not trying to put up barriers. They didn't have time to do a written report. Ms. O'Neil agreed with Ms. Clark and Sheriff Long. For the record, she told Ms. Putman she was doing a phenomenal job.

Chair Labhart agreed with Commissioner Josi and Vice Chair Baertlein, stating that Ms. Putman is accountable. He has reviewed the chart. In order to produce the revenue they need to be competitive.

A motion was made by Commissioner Josi to adopt the proposed provider pay table. The motion was seconded by Vice Chair Baertlein.

Ms. Putman said she appreciated the SAP.

The motion carried with three aye votes.

Commissioner Josi signed off the phone conference.

ITEM NO. 4: DISCUSSION CONCERNING A JOINT USE AGREEMENT WITH THE OREGON BOARD OF FORESTRY AND OREGON COAST REPEATER GROUP, INC. FOR USE OF THE SOUTH SADDLE RIVER COMMUNICATIONS SITE: This item will be carried forward to the 10:00 a.m. meeting.

ITEM NO. 5: COMMUNITY DEVELOPMENT UPDATE: a) JANUARY, FEBRUARY. MARCH 2013 PERMIT ACTIVITY REPORT: John Boyd said he followed the same format but wants to drop construction values in future reports because it is a shifting number that does not add to the conversation. He will provide this report monthly.

ITEM NO. 6: DISCUSSION CONCERNING AN OREGON HEALTH AUTHORITY AMERICORPS*VISTA/PARTNERSHIP PROJECT HOST SITE AGREEMENT FOR 2013-2014 FOR THE HEALTH DEPARTMENT: Ms. Putman said the county has a VISTA volunteer now. Our grant was awarded. Our cost share is $2,500. They will continue on worksite wellness and behavior health planning. This item will be carried forward to the 10:00 a.m. meeting.

ITEM NO. 7: DISCUSSION CONCERNING A LETTER TO THE OFFICE OF EARLY LEARNING SYSTEM DIRECTOR AGREEING TO ADMINISTER HEALTHY START FUNDS, FLEXIBLE FUNDS AND RELIEF NURSERY FUNDS: Ms. Putman said the Commission on Children and Families transition results in continuing funding for Healthy Start and Early Learning Council. This item will be carried forward to the 10:00 a.m. meeting.

ITEM NO. 8: DISCUSSION CONCERNING AN INTERGOVERNMENTAL AGREEMENT WITH THE EARLY LEARNING DIVISION FOR THE 2013-2015 COUNTY HEALTHY FAMILIES OREGON MEDICAID ADMINISTRATIVE ACTIVITIES AGREEMENT FOR HEALTHY START: It is not changed from the past. Our cap is $66,000. It is managed Medicaid. This item will be carried forward to the 10:00 a.m. meeting.

ITEM NO. 9: DISCUSSION CONCERNING AN INTERGOVERNMENTAL AGREEMENT WITH THE OREGON DEPARTMENT OF EDUCATION EARLY LEARNING DIVISION FOR A 2013-2015 MIXED FUNDS AGREEMENT FOR HEAL THY START: Ms. Putman said it is called mixed funds because of eight other funds that will be combined. This item will be carried forward to the 10:00 a.m. meeting.

ITEM NO. 11: HUMAN RESOURCES REPORT: a) DISCUSSION CONCERNING AN ORDER AUTHORIZING THE TILLAMOOK COUNTY HUMAN RESOURCES DIRECTOR TO OVERSEE THE TILLAMOOK EMPLOYEES RETIREMENT TRUST: Ms. Hamblen said that Dave Dickman was designated in the past. The item will be carried forward to the 10:00 a.m. meeting.

b) DISCUSSION AND CONSIDERATION OF PERSONNEL REQUISITION TO REFILL A REGULAR PART-TIME REGISTERED NURSE 3 FOR THE SHERIFF: This position was filled by a retired, rehired person but now she wants to fully retire. It will not be full time, about 24-32 hours per week. Sheriff Long said a lot is on-call.

A motion was made by Vice Chair Baertlein to approve the personnel requisition to refill a regular part-time Registered Nurse 3 for the Sheriff's Department The motion was seconded by Chair Lab hart. The motion carried with two aye votes.

c) DISCUSSION AND CONSIDERATION OF PERSONNEL REQUISITION TO REFILL A REGULAR FULL-TIME PHYSICIAN/MEDICAL DIRECTOR FOR THE HEALTH DEPARTMENT: Ms. Hamblen said this will replace Dr. Zimmerman in October. Ms. Putman said recruitment could take a year. He will be moving to a different line of work. Ms. Putman discussed the limits of transition if it occurs.

A motion was made by Vice Chair Baertlein to approve the personnel requisition to refill a regular full-time Physician/Medical Director for the Health Department. The motion was seconded by Chair Labhart. The motion carried with two aye votes.

ITEM NO. 12: DISCUSSION CONCERNING AN ECONOMIC DEVELOPMENT COUNCIL EXECUTIVE BOARD OFFICIAL BALLOT: Chair Labhart said the Economic Development Council (EDC) will have three vacancies but all three are willing to be re­appointed. He needs confirmation from the Board of Chair Labhart's prior vote.

A motion was made by Vice Chair Baertlein to codify Chair Labhart's vote on the Economic Development Council to reappoint The motion was seconded by Chair Labhart. The motion carried with two aye votes.

ITEM NO. 13: DISCUSSION CONCERNING A LETTER TO THE OREGON DEPARTMENT OF FORESTRY SUPPORTING THE FISCAL YEAR 2014 ANNUAL OPERATIONS PLAN FOR THE TILLAMOOK STATE FOREST: Chair Labhart said the Board reviewed this. This item will be carried forward to the 10:00 a.m. meeting.

ITEM NO. 14: CHIEF OF STAFF REPORT: Paul Levesque said the two applications for Title Ill funding culminate a process that began last October when the Board allocated certain amounts for Search and Rescue (SAR) and Firewise programs. He outlined the two subsequent applications, public notice requirements, the 45-day comment period and notice to the Road Advisory Committee (RAC).

ITEM NO. 15: STAFF REPORT: a) SUGGESTION BOX: Sue Becraft presented a suggestion to reinstate past employee recognitions. Ms. Hamblen said this is on the list of priorities for Human Resources. She agreed with the suggestion, but Human Resources is short staffed. It will be implemented at some point. She wants the Leadership Team to help prioritize. Ms. Becraft will draft a response.

ITEM NO. 16: BOARD CONCERNS- NON-AGENDA ITEMS: John Boyd reported on the Sheckler issue. He still does not have the updated engineering. He is asking for authorization to spend up to $1 ,500 for engineering. There was consensus to do so.

Chair Labhart received a National Association of Counties (NACo) request for proxy at the conference.

A motion was made by Vice Chair Baertlein to appoint Commissioner Josi as Proxy at the National Association of Counties conference. The motion was seconded by Chair Labhart. The motion carried with two aye votes.

Deb Clark said in consultation with Katie Bush we can wrap up the library refunding bond with the road bond. She will keep the Board and Mr. Levesque in the loop.

ITEM NO.3: VIDEO PRESENTATION ON OREGON WORLD WAR II MEMORIAL: Chair Labhart said this nine-minute video was presented to the Association of Counties (AOC) board. A local monument was dedicated on the Courthouse grounds by the

flagpole last week for World War II veterans. Funds are being raised for a state monument. The video was presented. Chair Labhart spoke about the importance of donations.

ITEM NO. 4: BOARD OF COUNTY COMMISSIONERS' MEETING MINUTES FOR APRIL 17 AND 24, 2013: A motion was made by Vice Chair Baertlein to approve the Board of County Commissioners' Meeting Minutes for April 17, 2013 and April 24, 2013. The motion was seconded by Chair Labhart. The motion carried with two aye votes. The Board signed the minutes.

ITEM NO.5: CONSIDERATION OF CONCERNING A TRANSIENT ROOM TAX ON THE NOVEMBER BALLOT: Michele Bradley, President, EDC, provided a background on the Transient Room Tax (TRT). She presented the recommendation that the Board place on the ballot a TRT measure for 9%/9% option, which would impose a 9% TRT in the unincorporated areas with up to a 9% credit within cities offsetting a TRT within each city. Dan Biggs said 30 percent of the revenue will go to roads and 70 percent to tourism promotion. Chair Labhart complimented Mr. Biggs for his work. Mr. Biggs said there is more work by EDC on how the funds are to be spent. Vice Chair Baertlein said he appreciated the work.

Chair Labhart asked for public comment.

Jeremy Strober, Pacific City, said in the public meetings the public did not support this proposal which came from city mayors. He said it is lopsided with no contributions from cities. It will receive significant opposition and will fail. He asked the Board to consider a more equitable proposal.

Vice Chair Baertlein said the Board agreed to consider a TRT. As discussion goes forward, he hopes the unincorporated areas have a large say in how funds will be spent. Chair Labhart said Commissioner Josi agreed at the staff meeting to support the 9%/9% proposal. Chair Lab hart said Tillamook County is one of the few counties without a TRT. By law, 70 percent must go to tourism promotion. He said the Board is on record that if it passes, 30 percent would go to road funding. He said all three EDC options generate significant revenue. Our tax must be comparable to other adjoining counties. It needs to be straight forward to administer. The key for him is how the revenue is distributed. He said there will be an initial workshop on this. He said the lodging industry in Salem has stated it will take a neutral position. He sits on the EDC and has studied this. All three proposals were adequately vetted. He supports the mid-range 9%/9% as recommended by the EDC. The key is how the 70 percent is administered.

A motion was made by Vice Chair Baertlein to direct staff to begin the public process of moving forward to put the ballot measure on the ballot in November. The motion was seconded by Chair Labhart. The motion carried with two aye votes.

ITEM NO.6: CONSIDERATION OF AN ORDER AUTHORIZING THE TILLAMOOK COUNTY HUMAN RESOURCES DIRECTOR TO OVERSEE THE TILLAMOOK EMPLOYEES RETIREMENT TRUST: Mr. Levesque said the prior Human Resources Director had performed this function of administering the trust based on direction from the Board. Ms. Hamblen, as the new HR Director, is seeking Board authorization to perform those administrative functions.

FOR USE OF THE SOUTH SADDLE RIVER COMMUNICATIONS SITE: Michael Soots said the Oregon Coast Repeater Group is an active adjunct for our ham radio component. They take care of the facility and equipment. We have had a long standing arrangement with them.

ITEM NO. 8: CONSIDERATION OF AN OREGON HEALTH AUTHORITY AMERICORPS*VISTA/PARTNERSHIP PROJECT HOST SITE AGREEMENT FOR 2013-2014 FOR THE HEALTH DEPARTMENT: Ms. Putman said we have a current VISTA for worksite wellness. This will allow us to continue that work. They live at poverty level. We provide $2,500.

ITEM NO. 9: CONSIDERATION OF A LETTER TO THE OFFICE OF EARLY LEARNING SYSTEM DIRECTOR AGREEING TO ADMINISTER HEAL THY START FUNDS, FLEXIBLE FUNDS AND RELIEF NURSERY FUNDS: Ms. Putman said the legislature is developing a sunset on the Commission on Children and Families replacing it with an Early Learning Council. Existing work must continue during the transition. This letter agrees we will still run the program during transition although we will not know the amount of funds.

The Tillamook County Courthouse will be closed on Memorial Day, Monday, May 27, 2013. The State Circuit Courts, Tillamook Library, administrative offices in the jail and justice facility, Tillamook County Road Department, Tillamook County Community Development Department, Tillamook County Surveyor's office and health department and clinics will also be closed.

The commissioners will hold an executive session on Thursday, May 30, 2013 at 10:30 p.m. pursuant to ORS 192.660(2)(i) to conduct a performance evaluation. The executive session will be in the commissioners' meeting room B of the Tillamook County Courthouse, 201 Laurel Avenue, Tillamook. The executive session is not open to the public.

The annual land sale will be held on Monday, May 31, 2013 at 1:00 p.m. (registration begins at 12:30 p.m.) in the Board of Commissioners' Conference Room A, Tillamook County Courthouse, 201 Laurel Avenue, City of Tillamook. The Tillamook County Sheriff will conduct this oral auction of properties acquired by Tillamook County through tax foreclosure proceedings or other means.

The monthly Leadership Team Meeting of the County Board of Commissioners with the Tillamook County Elected Officials and Department Heads will be held on Monday, June 3, 1013 at 8:00a.m. The meeting will be held in the commissioners' meeting Rooms A& B in the Tillamook County courthouse, 201 Laurel Avenue, Tillamook.

The commissioners will hold a Workshop on Monday, June 3 at 10:00 a.m. with John Upton for a quarterly report on Tillamook County's Retirement Plan. The workshop will be held in the commissioners' conference room B at the Tillamook County Courthouse, 201 Laurel Avenue, Tillamook.

The commissioners will hold a workshop on Monday, June 3, 2013 at 2:00p.m. to meet with Oregon Department of Aviation Staff to discuss land use laws and allowing structures to encroach in the flight safety path at the Pacific City Airport. The workshop will be held in the Kiawanda Community Center, 36400 Cape Kiwanda Drive, Pacific City.

The Commissioners' evening meeting schedule will resume in October.

Board of Directors Economic Development Council of Tillamook County

Since I will be out of town on TPUD business during our regular monthly Board of Directors meeting May 21, 2013, I respectfully ask that you add this letter and vote to the process to select a recommendation for a county-wide TRT to forward to the Tillamook County Commission.

I believe that Tillamook County's traditional industries of dairy farming and dairy products, forest products and other natural resource industries including fishing and crabbing will continue to be the backbone of our economy in Tillamook County. I also believe that those industries will also continue to face significant economic and political challenges to remain commercially viable in the long term.

I also believe that tourism and the hospitality industry will continue to be a significant and growing part of our economy in the region. While overall wages are somewhat lower than our natural resource industries, tourism nonetheless provides many jobs and offers significant growth potential throughout the county. It also offers substantial indirect spinoff benefits to many county businesses.

The proposed Transient Room Tax (TRT) I believe is perhaps the most significant development in recent years to help grow our economic base. It has the potential to move Tillamook County to the upper tier among regional destinations. Indeed, significant long term funding, together with our magnificent natural resources and attractions, can be the catalyst to help set new directions and stabilize our somewhat volatile economy.

For these reasons I strongly support submitting a TRT proposal to the County Commission for their consideration in placing the issue before voters at the November 2013 General Election.

For a TRT to be both successful long term as a driver of our tourism economy and be acceptable to the voters of Tillamook County, I believe the recommendation from TCEDC must meet the following criteria:

1. It must stand a reasonable chance of passage by the voters

2. It must have the potential to generate significant new revenue to Tillamook County

3. The overall TRT cost to visitors to our county must be close to the TRT rates of our neighbors in both Lincoln and Clatsop Counties

4. The overall TRT should be approximately the same across Tillamook County including our cities and unincorporated areas

5. The TRT should be straightforward and relatively easy to administer by Tillamook County

6. It must enjoy the support (or least a neutral position) of the county's seven cities. believe it would be a serious error for TCEDC to forward a recommendation which is not supported or possibly opposed by our elected officials in our cities, especially those which currently have a TRT.

7. It must have general industry support including support at the state level. understand certain segments of the hospitality industry may have other preferred options, but I believe that the great majority of those in the industry will see the long term benefits to our county and will support a new and significant source of revenue.

8. I also believe that the process to administer and disburse funds properly belongs with the Economic Development Council with the advice of a representative steering committee, at least for the first several years until significant history is developed. This is a key element of the entire concept of a TRT and must be given a high priority as the process moves forward.

For the above reasons I vote to support Proposal # 2 as discussed at the EDC meeting of May 7, 2013. That is the nine percent TRT Proposal with Credit up to nine percent for cities. If our cities modify their support of other options, then I vote to support the proposal which generates the largest amount of money to Tillamook County and which is supported by the cities.

Goal of the Project: The OHA VISTA project aims to reduce poverty in local communities through building

sustainable county-wide well ness initiatives and taking a systems-approach to creating healthy communities. The

project aims for health equity, access to care, and community resiliency for all residents of Oregon, regardless of

financial status.

Objective of the Assignment (Period of Performance: April 2013-April 2014) Assist with Public Health Accreditation for Tillamook County Health Department The VISTA will participate in a Community Health Assessment, Community Health Improvement Plan, Quality Improvement/Assurance and Documentation as part of the accreditation process The VISTA will first review the Community Health Assessment and become familiar with areas concerning the greatest need, primarily tobacco screening and immunizations. The VISTA will then collaborate with the steering committee from the local Community Advisory Council to develop a Community Health Improvement Plan (CHIP) and initiatives for Quality Improvement/Assurance. The VISTA will also partner with the Coordinated Care Organization and surrounding counties to address the health needs of the greater region, with a focus on community members facing poverty. The VISTA will also begin the Documentation process required for Public Health Accreditation.

Member Activity: • Step 1: Review Community Health Assessment of Tillamook County and determine what gaps, if any.

The VISTA may also reach out to surrounding counties (Ciatsop, Columbia, etc.) to conduct a regional evaluation. In conjunction with the evaluation. the VISTA will assemble a group of local students to create an event for Kick Butts Day through the Campaign for Tobacco-Free Kids. This may include but is not limited to a school-wide assembly, community forum, petitions to increase regulation of tobacco use, or any other public event to raise awareness about the dangers of smoking.

VISTAsrrPEP Coordinators in Clatsop, Columbia, Hood River, and North Central Health District to use tools and methods already adopted for such evaluation.

Ensuring continued support fur children and families is an Early Learning Council priority as Oregon

transitions to a new model for providing services. It is crucial that systems be in place for continuing

resources that support Kindergarten readiness for Oregon's children. To meet this need, the Early

Learning Council is submitting an Intergovernmental Agreement (IGA) to TILLAMOOK COUNTY for

your review.

The agreement anticipates a number oflegislative possibilities based on the following:

• Healthy Start Funds are expected to flow to counties for the 2013-2014 portion of the coming

biennium. Up to 4% of the quarterly General Fund allocation to counties is allowed for

administrative processing of these funds.

• Relief Nursery Funds are expected to be directed to relief nursery entities. Statute does not

allow for any administrative cost to be taken from Relief Nursery funds.

• Basic Capacity funds are anticipated to end local Commissions on Children and Families on June

30, 2013.

• It is anticipated that some portion of flexible funding Will continue. Further details will be

determined by legislative action.

County input is crucial to this process.

TILLAMOOK COUNTY support is critical to ensure children and families keep access to valued

services during an interim period. The ELC is asking for your help to direct resources from the state to

community programs that sen•e children and families. Specifically, the ELC seeks answers to the

following questions:

• Healthy Start: Is TILLAl\100K COUNTY willing and able to administer these funds to

ensure services on an interim basis?

The Tillamook County Board of Commissioners completed a review of the draft Fiscal Year 2014 Annual Operations Plan (AOP). You and Kate Skinner provided this review on May 15. Thank you for taking the time to sit down and review the plan with us.

For the record, we support the draft FY 14 AOP. We believe the plan is well balanced and does a good job of providing for active management of the Tillamook State Forest across the broad landscape of the forest. We support active management of the forest to not only provide for increasing forest health but also for the revenue and jobs generated from the harvest of this replanted and man-made forest. The 2014 Annual Operations Plan continues the Board approved Forest Management Plan_

NOTICE EMERGENCY ECONOMIC STABILIZATION ACT OF 2010 COMMENT PERIOD ON PROPOSED TITLE Ill PROJECTS

2012 FISCAL YEAR

The County Commissioners received two applications for Title Ill funds. As required by the program, a 45-day public comment period is necessary before the funds can be awarded. The public is encouraged to review the applications and make written comment to the Commissioners.

Copies of all the applications are available in the Commissioners' Office, 201 Laurel Avenue, Tillamook, Oregon. As part of their weekly Board meeting, the Commissioners will hold a Public Hearing at 10:30 a.m., Wednesday, May 22, 2013 at which time the applicants will make presentations on their projects and be available for questions. Public comments on the proposed projects will also be received at that time.

Summaries of the 2 projects are as follows: The Oregon Department of Forestry is requesting $101 ,000 for its Firewise Community Program. The proposed communities for outreach programs are countywide and are described in the Draft Tillamook County Wildfire Protection Plan (CWPP).

Under Firewise, additional workshops for developers, planners, contractors, etc., will take place to help participants to identify interface hazards and understand concepts of Firewise design of homes and landscapes, educate others about wildland/urban interface fires and incorporate Firewise planning into existing and developing areas of Tillamook County Communities. Fire safety trailers will be played at local theaters during fire season and booths promoting Firewise ideas will be displayed at shows, festivals and the Tillamook County Fair. An additional aspect to this Firewise proposal will be to educate and aid individual landowners occupying property in CWPP communities to perform defensible space establishment around "at-risk" structures. Major emphasis will be placed on educating landowners on how to maintain their defensible space and fuels reduction on lands within the CWPP for years to come.

Tillamook County Sheriff Andy Long is requesting $29,760 for reimbursement for Search and Rescue or Other Emergency Services on Federal Land. This amount would reimburse the county for salary/wages of emergency response personnel deployed during an emergency response; replace equipment, material and supplies expended, damaged or destroyed during an emergency response; repair equipment damaged during an emergency response; and maintain vehicles, equipment and facilities during an emergency response.

Project Description*: Under Firewise, additional workshops for developers, planners, contractors, etc, will take place to help participants to identify interface hazards and understand concepts of Firewise design homes and landscapes, educate others about wildland/urban interface fires, and incorporate Fire wise planning into existing and developing areas of Tillamook County communities. Fire safety messages will be relayed through local media outlets during fire season and booths promoting Firewise ideas will be displayed at shows, festivals, and the Tillamook County Fair. An additional aspect to this Firewise proposal will be to educate and aid individual landowners occupying property in CWPP communities to perform defensible space establishment around "at-risk" structures. Major emphasis will be placed on educating landowners on how to maintain their defensible space and fuels reduction on lands within the CWPP for years to come.

A) Education: Conduct Firewise Workshops, Firev.ise Community Outreach Programs, door to door contacts, display booths at shows, festivals, and the county fair.

B) Defensible Space Development: Utilize the C\VPP and identifY at-risk structures within recofplized CWPP communities, and with landowner involvement perform defensible space establishment.

Current Status Of Project Preparation: This project is directly related to the completed CWPP. The education segment of the program can commence as early as spring 2013. The establishment of defensible space portion of the project may commence as early as summer 2013. Defensible space establishment would involve several partners involving (but not limited to), individual homeowners, ODF crews, contractors, and possibly Tillamook County Parole and Probation.

How Does The Project Benefit The Community? Property owners living in communities listed in the CWPP will have an opportunity to attend a Firewise Outreach program presented for their community during the course of the Title 3 Firewise project. With defensible space around structures and hazardous fuels reduction within the CWPP, residents and property will have less exposure to catastrophic fires.

Project Accomplishments I Expected Outcomes: Landowners will Jearn to identify interface hazards, understand Firewise design of homes and landscapes, educate others about wildland/urban interface fires, and incorporate Firewise planning into existing and developing areas and communities. Landowners will also learn what defensible space from wildfire is and how to establish defensible space and develop techniques to maintain it. Initially. the goal would be to treat (establish defensible space) in excess of 100 structures per year.

How Is Project In The Public Interest? The Firewise program is predicated on landowner and public safety with the ultimate goal of protecting life and property from wildfire.

Will Project Create a Product Or Benefit To The Federal Resource? By assisting in mitigating the overall risk of wildfire traveling from private property on to Federal Lands.

Monitoring And Reporting Plan To Measure Outcome (what measure or evaluation will be made to determine how well the proposed project meets the desired objectives): An ODF coordinator will monitor the programs compliance and act as a liaison with the Tillamook County Planning Department. Coordinator 'Nill monitor defensible space establishment projects and monitor homeowner continued involvement in maintaining defensible. A comprehensive report will be produced outlining the progress of the program, including educational opportunities realized and accomplished, and number of homes treated for defensible space establishment.

Other Comments: This will be an on-going project working in conjunction and collaboration between ODF, Tillamook County Planning Department, and the CWPP Advisory Committee's review and update of the Co nun unity Wildfire Protection Plan.
