CRIME INCREASE: RESIDENTS SUSPECT LINK
Vagrant wars continueANDRÉ BAKKES
@andrebakkes
Montague Gardens is fast becoming an“haven for vagrants”.Almost no area is safe from this
city-wide dilemma, but the influx of va-grants into Montague Gardens has businessowners concerned. One even reckons these vagrants could be
acting as “the eyes and ears” of organisedcriminals. This business area has seen a hike in rob-
beries over the last few months. One of these business owners, Deon Co-
etzee, elaborates: “Just a few weeks ago ahandful of vagrants decided to erect shacksclose to my business. After living there fora month they have finally been removed by
authorities, but the homeless people thenjust migrate to a different part of MontagueGardens. It is no doubt a problem here.”Coetzee says it is very difficult to link va-
grants with the increase in crime, but hemuses that it makes it easy for those who ac-tually commit the crime to hide “amongthem”.
SquattersHe reckons one of the reasons why they
chose to squat in Montague Gardens is be-cause there is a liquor store and a scrapyardin the vicinity.Another businessman, JohnAckerman, is
just as vociferous as Coetzee about the va-grants.“It increases all the time.Maybe these peo-
ple cannot find an adequate place to live in
neighbouring areas, so they all migrate toMontague Gardens. At the moment it ap-pears to far easier for them to beg for moneythan be rehabilitated,” he says.“I think it is impossible to rule out that
some of them are linked to the increasedcriminal element in Montague Gardens.”Milnerton police spokesperson, W/O
DaphneDell, doubts there is a connectionbe-tween vagrancy and serious crime.Ward councillor JoyMcCarthy deals with
the vagrancy issue all over her ward and us-es other problem areas as an example whenshe argues: “In the beginning vagrants wereinnocent. They were just people looking tomake a living from bin-pickings. But recent-ly in the Potsdam/Outspan area, we’ve hada major incursion of cable thieves, and lewdbehaviour.”
According to McCarthy the biggest chal-lenge is to navigate the rights of vagrants .
RIghts“If they do not want to be taken to a night
shelter then they don’t have to go. Also, ifthey live in a structure – as long as someoneis in it then you may not remove it, or them.If they left the structure for the day then youmay remove it, but not their possessions. These are the laws and people don’t under-stand it. These wonderful laws prevent usfrom removing them unless we can takethem to an appropriate space.”If, however, there is a sign saying that one
isn’t allowed to overnight on a piece of prop-erty and someone ignores this, then the per-son will be arrested and not just fined, con-cludes McCarthy.

Unlucky fish: An otter ventured into Rietvlei on Monday morning to have its pick of thejuiciest fish. This particular otter managed to catch a meal bigger than itself. It took theotter just over an hour to fill up and lazily swim back to the ocean. A Parklands resident,Frieda Prinsloo, was on the scene to capture the feast on camera. PHOTO: FRIEDA PRINSLOO

An interest in stones and rocks as a childin Namibia, a book she read years ago andthen finally, a TV programme she watchedon Stonehenge, the prehistoric monumentin England, sparked an epiphany for localresident, Faith Booysen (69).According to Wikipedia, Stonehenge is
the remains of a ring of standing stones setwithin earthworks. Archaeologists believeit was built anywhere between 3000BC and2000BC.Faith realised there was a direct link be-
tween thewayStonehengewasbuilt and theEgyptian solar calendar. These calendarsare the origin of the calendar we use today. She then wrote her first non-fiction book,
Stonehenge:TimesSquareBC, onher theoryof the purpose of Stonehenge, which hasbeen debated for hundreds of years. One need only to Google Stonehenge and
its purpose to realise its many theories(from being a burial ground to a place ofhealing), none of which has ever been prov-en.Faith was been honoured with interna-
tional recognition by being invited to theLondon Book Festival in January 2012. Onthis occasion, she received an honourablemention in the general non-fiction categoryfor her first book.Faith later discovered a link between the
calendars inBritain and the SphinxTemplein Egypt, which then led to her latest bookZ The Sphinx and Stonehenge connection:4500 year old mystery solved. The book was published in March this
year. Once again she was invited to the Par-is Book Festival in May, where she againreceived an honourablemention in the gen-eral non-fiction category. She visited Stonehenge in England in
1994. “Surrounding the Stonehenge monu-ment, is a circle of 56 postholes, which onceheld wooden posts.”“Today the circle is referred to as TheAu-
brey Postholes. I found this interesting –just fourmore than 52, the number of weeksin a year. I realised that the ancients wouldhave divided the circle in four, using fourof the postholes.”“Each of the four quarters now represent-
ed a seasonof 13weeks.At sunrise eachday,a marker would be placed in front of eachpost until there were seven markers in linewith each of the 52 posts – 13 in each season.“On the last day of the year, a marker
would be placed in the centre giving a totalof 365, the exact number of days in a year.”“I realised the circle of 56 postholes repre-
sented a precise solar calendar,” she ex-plained – this calendar is similar to theChichen Itza Pyramid in Mexico. It, too, consists of four sides with 91 steps
leading to a platform on top of the pyramid. This totals 364 steps. “As with the AubreyPosts, the last day was marked by using theplatform as the last day of the year,” shesaid. She went on to discover a further six pre-
cise solar calendars in Europe. She builtmodels of the calendars, photographedthem, and included them in her book to il-lustrate how the calendars work. Then, after the first book was published,
she discovered that three of the temples onthe Giza Plateau were also solar calendars, hence her second book, The Sphinx andStonehenge Connection. The books are available at Amazon.com.Go to www.tygerburger.co.za to listen to
an audio clip of her theory.V Visit her website www.timehenge.com or TimeHenge on Facebook at https://www.facebook.com/pages/TimeHenge.

Fines alone ‘won’t stop taxis’ANDRÉ BAKKES
@andrebakkes
How many taxi drivers have unpaid finesissued against their names? It is difficult to determine this, but a com-
munity police forum chairperson reckonsthe statistics are unimaginable.According to mayoral committee mem-
ber for safety and security, JP Smith, thisproblem ought to be resolved within a year.Table View chairperson Andrew Brace
joined a traffic operation held byMilnertonTraffic and Table View police recently andin 30 minutes they stopped almost everytaxi that passed by. There was more thanR100 000 of outstanding fines.“It was unbelievable,” says Brace.Of the drivers, 10 were arrested and 22
have been issued with warrants.“One driver had six unpaid fines, another
had seven and another had 10. One driverhad 18 unpaid fines!”Brace found the extent of the problem
shocking and says the only way is to “getthe taxis off the road”.Issuing fines are, according to him, not a
good enough deterrent.“Iwill continue to request thatMetro traf-
fic, provincial roads and the police shouldimpound these illegal taxis.”Despite the City of Cape Town impound-
ing hundreds of taxis every year, the illegal-ities seem to be spreading. The city has a dedicated Public Transport
Unit that enforces all taxi-related com-plaints. This unit is complemented by aTaxi Ghost Squad teamandMetro Police of-ficers and Provincial Traffic officers whoassist with enforcement operations.During these joint operations, illegal taxi
drivers are arrested on the spot and theirtaxis impounded and all taxis that fail road-worthy tests are suspended.Smith adds: “Outstanding warrants
meanno transacting, no renewingyourpro-fessional driving permits and no gettingyour operating licence. Theworst taxi oper-ators’ licences will be revoked. The publicmight just say, ‘So what’ to these measures.‘They’ll just drive without a licence then’they might think.“In the past thismight have been true.We
would catch 30 000 drivers without licenceson the road and just issue fines, whichwerejust being ignored. The penalties were sim-ply not effective. Nowwewill take your taxioff the road and the very expensive releasefee is R5 000 to R7 000.”Smith says one of the main challenges in
this system is the attitude of some of thecourts.“Some courts don’t take these offences se-
riously and dismiss these fines. We are be-ing undermined in this regard. I respecttheir independence as a judiciary, but their
judgements are disappointing because itshows a lack of insight into the carnage andthe realities of what these guys are doingon the road.”Smith says that hopefully by the end of
the year MEC of Transport and PublicWorks, Robert Carlisle, would have issuedthe new provincial traffic regulations actthat will allow the impounding of vehiclesfor a number of offences when previouslya person would just have received a fine.Richard Bosman, executive director: sa-
fety and security concludes: “The city urgesall residents to ensure their vehicles are ro-adworthy.“Unroadworthy vehicles not only place
the lives of their drivers in danger, but alsothe lives of other innocent civilians. Withthis in mind, the driver of any vehicle thatis found to be unsafe will be shown no leni-ency.”
Taxi operators who drive unlicensed vehicles or have warrants out against their name will soonhave to “face the music” according to Mayoral Committee Member for Safety and Security, JPSmith. PHOTO: ANDRÉ BAKKES

Major cemeteryupgrades soon
Maitland Cemetery recently underwent a faceift. The fountainarea is now “a real feature” atthe cemetery.
ANDRÉ BAKKES@andrebakkes
The City of Cape Town will spend R6 mil-lion in the coming year to upgrade Mait-land and Atlantis cemeteries.
This after they have already spent aboutR4,6 million in the last year to beautify thetwo facilities.
Maitland Cemetery’s upgrade includesimproved permeable perimeter fencing, tarred roads, landscaping, new entrancegates, a fully paved fountain area and secu-rity infrastructure to reduce theft and van-dalism.
The plan will cost the city approximatelyR3 million.
The Atlantis Cemetery now boasts newmain entrance gates, paved parking areaand footpaths, extensive fencing and land-scaping.
The cost for Atlantis is about R1,6 mil-lion.
Says mayoral committee member forcommunity services and special projects,Belinda Walker: “These cemeteries areamong the most popular for burials. Thelargest (Maitland) is 113 hectares and hason average 165 burials per month. Atlantisis the second largest at 84 hectares. Wewant to ensure that our cemeteries aresafe, peaceful and beautiful spaces wherepeople feel at home.”
She says that it is very important for thecity to provide “dignified spaces wherepeople can bury and mourn their lovedones”.
Plans for the upgrades to Maitland Cem-etery in the next few years include the up-grading of roads and stormwater from Gate7 to Gate 10, office infrastructure, land-scaping and formalising of pedestrianroutes throughout the cemetery, lightingand fencing along Vanguard Drive and atcemetery buildings.
Atlantis Cemetery upgrades will includeextension of the cemetery towards theR307, extension of Main Road, extension ofboundary fencing, development of newgrave blocks, stormwater management, de-velopment of Gate 2 and bus parking.
“City Parks is working hard to ensurethat cemeteries keep up with the demandfor burial space in future years. As a result, the extension of burial space in our exist-ing cemeteries is a priority,” she contin-ues.
Walker does, however, add that the cityhas been putting a lot of effort into the pro-moting cremation and as a result have seenthe proportion of cremations increase inrecent years.
“In 2012 there were 11 988 burials in city-owned cemeteries and 8 208 cremationsdone at the Maitland Crematorium. Cre-mation is affordable and helps to alleviatethe ongoing challenge over lack of space.”
The City Parks Department is responsi-ble for the maintenance and managementof 38 cemeteries in the municipal area. Ofthese, 21 are fully operational and 17 areeither full or dormant.
In 2012, the city averaged 999 burials permonth in city-owned cemeteries. The main road in Atlantis Cemetery has been repaved.

The police to population ratio in TableView is approximately three timeslower than the provincial average ac-
cording to Dan Plato, Western CapeMEC ofCommunity Safety.According to statistics released by Plato
last month there is one Table View policeofficer per every 721 citizens. The South African Police Service (SAPS)
in the Western Cape apparently boasts anaverage of one officer for every 245 citizensand in South Africa the ratio is one officerper every 303 citizens.Plato’s claims have reverberated into the
upper echelons of SAPSandhave beenwrit-ten off as lies. The provincial commissioner, Arno
Lamoer has insisted that Plato’s figures areincorrect and that the ratio isn’t nearly asbad as suggested.Table View Community Police Forum
chairperson Andrew Brace agrees thatthese stats are wrong.According to him the ratio is actually
much worse. Stats SA’s census indicatesthat there were 38 000 people in the TableView area in 2001 and 72 000 people in 2011.“Nobody seems to know exactly how
many people there are in Table View. Weestimate it to be about 114 000. We have 150SAPS employees at Table View police. Thatfigure includes office and cleaning staff,”reveals Brace. So ifBrace’snumbersare correct then the
ratio for every SAPS employee to citizen is1:760.“Without the office and cleaning staff we
are sitting at one to a 1 000!”“If it wasn’t for the community then
crime would have been even more out ofcontrol,” he adds.
Table ViewNeighbourhoodWatch (TVN)is playing a huge role in crime preventionin the area. TVN chairperson Ryno Robertselaborates: “Our members patrol well over2 000 hours a month. The police put out onaverage three police vehicles per nightwhereas we have between five and 10 vehi-cles on the road.“The police just don’t have the resources
or manpower to be visible and preventcrime.”According to Roberts it is difficult to say
whether crime would have been muchworse had it not been for the blossomingneighbourhood watch.“If we had a police officer on every corner
then no criminal would want to come intothe area.“One just needs to look at the 40 to 60 %
decrease in crime in the City Bowl areaonce a security guard was put on almostevery corner.“More people fighting crime equates to
preventative instead of reactivemeasures,”says Roberts.Plato’s actions of shining a spotlight on
the police to population ratio has led to thenational police ministry accusing him of“pure grandstanding” and trying to embar-rass police in the province. He responds: “While people are being
killed the National Minister of Police isplaying politics. It is well known that thepolice management have not provided ade-quate resources to those crime affected are-as where they are most needed.“What we need is for police management
to urgently fix identified problems in polic-ing in this province so that trust can bebuilt up and faith restored in the policeservice.“This will make the province safer for all
citizens, including the police membersthemselves.”

The innocent among us sometimes pay forthe sins of others. And one doesn’t getmuchmore innocent thananunborn child. To say Foetal Alcohol Spectrum Disor-
der (FASD) is rife in the Western Cape issomewhat of an understatement accordingto Eleanor Brook, founder of Home ofHope.“This province has the highest percent-
age of FASD sufferers in the world and70 000 FASD children are born in the coun-try every year,” she explains solemnly. That is why non-profit organisations
such as Home of Hope are so important.Just having these organisations are, of
course, pointless if the public doesn’t sup-port them. The most common FASD is Foetal Alco-
hol Syndrome – a pattern of mental andphysical defects that can develop in a foe-tus if the parent consumes high levels ofalcohol during pregnancy. She admits that the demand to help these
children completely outweighs the supply, despite the best efforts of Table View, Mil-nerton and Phoenix Home of Hope. They often hold fundraisers such as the

A 52-year-old man was killed on Sundaywhen he tried to cross the N1 near SableRoad.MaitlandPolice’s spokesperson,W/OSi-
yabulela Vukubi has revealed the identityof the deceased as James Cupido.According to ER24 spokesperson, Vanes-
sa Jackson, for reasons unknown Cupidoparkedhisvehicle on the sideof thenation-al road near the Sable Road turn-off andtried to cross the roadwhen amotorcyclistslammed into him.“At around 09:00 paramedics responded
to the scene of a serious accident.“When paramedics arrived they found
that the pedestrian had sustained exten-sive injuries.
“Hewas unconscious and needed urgentcare.”She says his condition deteriorated to
the point where paramedics initiated CPRefforts, but there was no change in his con-dition and he could not be revived.“Despite all of their efforts the man was
later pronounced dead on scene.”The motorcyclist suffered critical inju-
ries andwas rushed to Groote SchuurHos-pital by ambulance under advanced lifesupport care.Vukubi confirms that they are investi-
gating a case of culpable homicide againstthe motorcyclist, despite the deceased try-ing to cross a national road. Both Jackson and Vukubi have sent out
a stern warning to pedestrians crossingbusy roads.“Wedealwith these incidentsquite regu-
larly,” Jackson says. “We know peoplestruggle sometimes to find a place to crossthese roads, so if they have no other optionthen theymust please make sure there areno approaching vehicles.“It is very difficult to judge the speed of
an oncoming vehicle, so rather wait a fewminutes before you cross.“Motorists do not expect to see people
running over a highway.“When a person gets knocked down by
a vehicle on the highway then it is moreoften than not fatal.”Vukubi concludes: “There are bridges,
so people must use them. It is very riskyfor someone to walk across highway.”At the time of going to press TygerBur-
ger could not establish the identity or thecondition of the motorcyclist who was ta-ken to Groote Schuur Hospital.

If turningonyour geyserhasbecomea luxu-ry, your pocket has probably been hit hardby the rocketing cost of electricity. But a policy known as net metering –
through which consumers generate theirown electricity using solar panels – couldmean the end of sky-high costs, an energyexpert reveals.David Lipschitz, the owner of renewable
energy company My Power Station, insiststhat although the City of Cape Town has netmetering tariffs, it is “doing everything inits power to prevent the adoption of net me-tering”.And an Eskom employee, who asks not to
be named, agrees with Lipschitz. He explains how the “power struggle”
over electricity actually works.“Households buy their electricity from
the municipalities. The municipalities buyit from Eskom. ““If households were to start generating
their own electricity through net meteringand selling off the excess back to the city, how would the municipalities make theirmoney?” he asks.“Farmers, factories and mines – all big
consumers – buy their electricity directlyfromEskom. They pay a lot less than house-holds, who have to pay additional costs fortheir electricity from the municipality.“Of course municipalities would be
strongly against net metering because any-body can install solar panels.“Eskom, for one, would be very glad be-
cause then we would be saving it a lot of en-ergy.“But the money from household consum-
ers is what keeps the councils going.”Lipschitz explains netmetering as “a pay-
ment system where users of electricity‘make’ their own electricity, and usuallybuy and sell electricity at the same rate”.He says consumers who buy electricity
from Eskom or the City at R1.50/kWh unitbut do not use all the power then resell theexcess to the service provider at the samerate.“The idea is that during the day you
‘bank’ excess electricity generated, and at
night youuse electricity from the grid,” Lip-schitz says. The city says it has many reasons for not
yet installing net metering. These include tariffs and technicalities
regarding individual households, or “small-scale embedded generation” on the powergrid, says Ernest Sonnenberg, the city’smayoral committeemember for utility serv-ices.“While encouraging the use of small-scale
embedded generation technologies is note-worthy, this should not be done in a waythat disadvantages others,” he says.He explains that the city has to charge a
tariff that “recovers their fixed costs underall circumstances, doesn’t unfairly penalisenon-generating consumers, and still pro-vides some level of compensation for thosewho make the capital investment to per-form small-scale embedded generation”.Net metering requires the installation of
solar panels that are connected to the elec-tricity grid.Access to the same grid will be utilised in
the event of a reverse power flow –when en-ergy is depleted and energy needs to be sentto accommodate a household’s supply.According to him, there are no technical
standards yet which governwhat these con-nections should look like.“The city is currently involved in a na-
tional workgroup that is developing nation-al technical standards,” Sonnenberg says.“Unfortunately, until national standards
are fully developed and implemented, andsuppliers can provide grid connectionequipmentwith the relevantmark ‘stampedon it’, the process of obtaining approval touse alternatives is complex and lengthy.”The current plan is that as soon as grid-
connected small-scale embeddedgeneration– such as net metering – is allowed, the citywill charge a tariff which includes a dailyservice charge, a higher energy consump-tion tariff and a lower tariff for when thecity buys excess electricity, Sonnenberg ex-plains.Lipschitz points out that the technology
is popular in Europe and America.V For more information about net metering, phoneDavid Lipschitz on (021) 551 9935 or (021) 813 9895or visit www.mypowerstation.biz.

People with disabilities need all the helpthey can get, even if it just a warm blanketto show there are some out there who care.People now have the opportunity to do
just that thanks to theWesternCapeAssoci-ation for Persons with Disabilities (APD).A blanket is not just a gift that keeps on
giving, but also proof that small things canmake a big difference.According to Rita Scott, the PA to APD’s
provincial director JohanJoubert, theknit-ting has already started, but they need help.“And you don’t even need to know how toknit, you could also just donatewool or nee-dles.”The idea is to distribute the blankets to
many of the 250 people they care for.Scott adds that these people are often not
just disabled, but also very poor, so a blan-ket would be appreciated no end. There are nine provincial associations. When it was started in 1939 under the
name Cape Cripple Care Association, theintention was to co-ordinate orthopaedicservices to persons with disabilities. Theysoon realised that a far greater need lay inassisting people to cope with social issues. They now take a holistic look at the per-
son’s circumstances and work with themtowards their own independence.Awareness projects are aimed at educat-
ing the public on all aspects of those suffer-ing from a disability. These people theyhelp are trained in public speaking and areencouraged to share their story in an effortto combat incorrect perceptions.V To knit blankets or donate wool or needles contactScott on 021 555 2881. Members of the public are strongly urgedto have their say on the draft policy regard-ing the proactive re-blocking of informalsettlements.Pro-active blocking is the repositioning
of informal structures in a re-configured,logical layout. It addresses the urgent need identified by
the City’s Disaster Risk Management andFire Services sections, as pro-active block-ing will reduce the occurrence and spreadof fires in informal settlements. The re-configured layout provides for
spaces between structures, courtyards forthe community, fire hydrants (where possi-ble) and access and egress roads for emer-gency and service vehicles. It will also create opportunities for a
greater number of households to accessone-on-one municipal utility services.Currently, there are 204 informal settle-
ments of varying sizes and densities inCape Town, which accommodate approxi-
mately 193 000 households. These settle-ments are characterised by a lack of formaltenure, public space and facilities; inade-quate access to municipal services; a lackof convenient and safe access; andnon-com-pliance with planning and building regula-tions.Despite the progress the city has made in
the provision of basic services, the organicform of these settlements makes the provi-sion of service delivery very difficult. In addition, the compact nature of infor-
mal settlements limits access, which putsthe lives of inhabitants in danger. The process started on 1August and runs
for the duration of the entiremonth, endingon 31 August.V Members of the public are encouraged to submittheir comments via email: Levona.powell@capetown.gov.za; telephone: 021 710 9319; fax: 086 5761610 or address: City of Cape Town, Informal Settlements, Corner Strandfontein Road and New OtteryRoad, Ottery (For Attention: Levona Powell).

Last month Abbotts College in Century Cityhosted a “Christmas in July” charity eventfor an old age home in Khayelitsha. As soon as all the elderly men and women
walked into the hall, the mood of the warmsmiling students was already a portent of asparkling and festive afternoon. Some of the college staff members were
dressed in traditional attire and sang verywell known traditional songs that had theentire room standing up. A relaxed but quietatmosphere gave way to a room filled withclapping, singing and gestures that had allthe students and staff members standing inawe of the rich culture that was on display.
The hospitality students spent manyhours preparing succulent finger foods forthe guests which included milk tartlets, fin-ger sandwiches and quiches. The seeminglysufficient quantitywas quickly depleted andonce all the students had cleared the platesand finished serving tea and coffee, therewas a bit of musical entertainment and poet-ry. After traditional Christmas carols hadbeen sung and the moving poetry had beenrecited, Abbotts College had one more sur-prise in store for everyone – a gift bag, con-taining scarves and toothpaste as well asother general items that we tend to take forgranted in our everyday lives.

What a lot of hog, demandingland because we are over-crowded. I’d like to move toPlett and demand a piece ofvacant land because there it’snice and they have lots of it.Most people, even in South
Africa either bought their land, rent it or inherit it, but thismob seems to think it’s all forfree. However, it is also blatantly
obvious that the city has noanswer to this ever-increasingflood of people from outsidewho squat and expect to begiven hand-outs, left, right andcentre. South African officials, including those in Cape Townneed to study how it’s handledin the communist capitalisticChina, when they send bulldoz-ers and the army to clear out,not thousands but millions tomake way for new urbandevelopments. No questionsasked, no demonstrationsallowed! They plan from aboveand implement their plans. Here, the city, as all other
cities and the country’sgovernment have no plan forhow to deal with the ever-in-creasing urbanisation, and Ithink that even if there wereplans, there would probably beno action. In last week’s TygerBurger
article entitled “We want landor else...”, the paragraphentitled “threats” made mewonder: how many of thedemonstrators were actuallydemonstrating, and how manyin the crowd were persuadedto participate?Again it appears that some
organisers are pushing theirown agenda. Of the hundredswho might not have obeyed(the threat) and gone to work, how many might have foundtheir home burnt down byevening? It’s an untenable situation,
not only in Du Noon but manyother suburbs (call themtownships). The managementof the country, the cities and

The secondphase for applications for enrol-ment at Western Cape schools is now openfor parents and their children. The first phase between March and June
saw thousands of learners finalise their en-rolment at schools for the 2014 school year. The Western Cape Education Depart-
ment (WCED) is aware that many schoolsare now full. Of course these schools willno longer accept applications for the 2014school year.Parents can ask to be placed on a waiting
list. However, this does not guaranteeplacement in the school. For this reason, the Education Depart-
ment strongly advises such parents to reg-ister their child at an additional school toavoid disappointment. The deadline for the second round is Fri-
day 20 September, the end of the third term.Should a parent experience difficulties in
having their child admitted to a school,WCED officials in every district are readyto help parents find school placements fortheir children.Officials work closely with schools to
identify available places, and then withparents to match children to these schools. They will try to find the most suitable
places, but cannot guarantee places atschools of choice.Parents should also be aware that schools
cannot charge fees such as a registrationfee, a deposit, re-admission or pre-admis-sion testing fees, or any other fees at thetime of application. If a parent is asked topay such a fee, it should be reported to thenearest WCED district office.Parents must also realise that the admis-
sion policy of a public school is determinedby the school governing body, and not bythe WCED.“A school can refuse admission if the
learner does not meet the requirements ofthe admission policy.”“However, if parents believe their child
has been excluded from a school withoutjustification they have the right of appealvia the education ministry,” says WCED’sMinister Donald Grant.

Attie Laubscher, organiser of theCHOC Challengeproject, was deeplymoved whenMaureen Hendricks, the principal ofRondehuewel PrimarySchool in Hermon, apoor farm school justoutside Paarl, handedover R2 000 that herunderprivilegedschool pupilsmanaged to raise forthe project.
Braving cold Berg Riverfor children with cancerThis year’s participants in the 23rd BergRiver CHOC Challenge have three millionreasons to smile!
Their actions helped raise over R3 millionfor children who have been diagnosed withcancer.
The challenge, which involved a rivercruise along the Berg River from Paarl toLaaiplek on the West Coast, kicked off on24 July and ended on a high note on 28 July, when a record R360 000 was raised by wayof three concerts and auctions on that day.
This substantial amount was however afraction of the total amount of over R3 mil-lion raised in similar fashion for the dura-tion of the challenge in its entirety.
The 21 participants, mostly from CapeTown’s northern suburbs, kicked the raceoff in nine inflatable boats and made stopsat three farms along the Berg River to dis-tribute fruit and stationery to over 600 un-derprivileged children.
Three of the nine teams that participatedwithdrew from the race due to mechanicalproblems with their boats.
According to Hardus Zevenster, GeneralManager of Radio Tygerberg, it is the pas-sion that Attie Laubscher, organiser of theCHOC Challenge project and his team dis-play in tackling this project that inspireshim and his team at Radio Tygerberg to
come on board each year as one of the mainmedia sponsors.
Among the participants this year wereFrancois Peenz, CEO of CHOC, who cameall the way from Johannesburg to take part, and Rey Janse van Rensburg, of thekykNET programme, Voetspore en Op VerreRoetes.
Janse van Rensburg was part of one of theunlucky teams who experienced mechani-cal problems with their boats.
A sum of R35 000 was raised on the firstnight at the Allesverloren Wine Estate inRiebeek West, where the popular musician,Nic Stevens, had guests on their feet witha world-class performance.
The following night R80 000 was raised atthe Misverstanddam outside Moorrees-burg, where participants entertainedguests by dressing in women’s attire in aneffort to raise the price for items that wereauctioned off.
The final leg of the challenge concludedat Curro Private School in Langebaan, where R42 000 was raised.

Epiphany finds its voicein ‘a place called home’LOUISA STEYL
@lounotes
“It was a realisation, the quintessen-tial epiphany.” This is how vocalistValentino van der Schyff describes
his band of the same name.“The name is exactly what the word is,”
adds Tina Gordon, who sings female vocalsin the band. “We came to the realisationthat we need to put together an originalband,” she says, adding “a band of our ownbasically, so we could do originals.”“We all come from different bands, that
do a lot of covers and stuff, ” she explainssaying that she and Valentino, who hadplayed in other bands together before, de-cided they wanted to play their own music.“We sort of sat down and we had this con-
versation, and we had the epiphany and wethought that would be the perfect name forthe band,” Tina says.
Hooking up“We hooked upwith Bradley Adams, who
in turn hooked us up with other musi-cians,” Valentino explains.Lead guitarist, Bradley, introduced them
to Angelo Bagley on keyboards/synth, Wal-do Samuels on bass and Julian D Maree ondrums and Epiphany was born.“It’s onlybeenacouple ofmonths,”Valen-
tino points out, but already the group havereleased their first single, “A Place calledHome”.“Because we are such a big band, we
couldn’t decide on what we wanted to do,”Tina says. “Wehad this idea thatwewantedto do a song that represents what we alllove,” she explains, adding: “That’s what ‘Aplace called Home’ is about”.“It’s not necessarily about your home, it’s
about the thing that you feel most comforta-ble with and the thing that you love themost,” Tina says.
She and Valentino wrote the lyrics to thesong and then took it to the rest of the band, who put the music to it.For the band, the thing that they feelmost
comfortable with is music, so Tina says, that’s what the song represents for them.“Angelo is the sound guy,” Valentino
says, adding that they all have very differ-ent music tastes that range from pop andjazz to more produced music.
IdentityValentino explains that all these elements
are mixed to create the band’s own sound.“In a very short space of time, we did a
lot to promote the band and we work hardat rehearsals, to write music and to createour own identity,” Julian says.“The band as we are, we work very well
together,” Tina adds. “A lot of people aresurprised to hear that we haven’t been to-gether that long,” she says. The band has been together for just under
a year and they are working hard at gettingtheir single play listed on local radio sta-tions and doing the marketing themselves. They have recorded a second single and
are plan on recording many more in thenear future. The music video for “A placecalled Home” is also in the works andshould be ready by the end of the August. In the meantime, fans can download the
band’s new single at www.epiphany-band.co.za, where they can also find more-information on the band, as well as their so-cial media links.V Epiphany is on the Orange Couch this week. Visitwww.tygerburger.co.za to watch their performanceand interview.

Alles gee“Die harde werk begin eintlik nou eers,
