Step aside Gladiators! Here come the

Teen Trojan Warriors of the Durban-

ville Childrens Home!

Thirteen children of the childrens home

have been doing sit-ups and push-ups and

several other body strengthening exercis-

es to strut their stuff as possible Teen Tro-

jan Warriors at the Fairmont Festival this

weekend.

They love it and want to prove them-

selves, said Bernadette Beyer, chief exec-

utive officer and founder of Trojan Warri-

ors, a programme similar to the popular

Gladiators. Beyer was elected as Mrs Fit-

ness in 2011 and was known as the gladia-

tor Diamond in the reality show Gladia-

tors.

Although they train for only one hour

a week on Monday, I can already see the

difference, Beyer said after the fourth

week of the childrens body weight train-

ing, which is sponsored by Trojan Warri-

ors.

All the exercises are performed using

their own body weight and can easily be

practised on the climbing frameat the chil-

drens home, she said.

These children will do their try-outs at

the festival at Fairmont High School on

Saturday 27 October from 10:00 to 18:00.

people who think they have what it takes

that will be held next year in the June

school holidays at the Grand Arena at

City wards in Cape Town can now secure

the services of a law enforcement officer,

solely for the purposes of specific

neighbourhoods, paid for by the ward

councillor, from the ward allocation

fund.

In essence, thismeans that everywardwill

have and pay for its own cop, an initiative

questioned by the ANC.

Subcouncils were last week reminded of

this externally funded programme of the city

announced by executive mayor Patricia de

Lille earlier this year.

In terms of the programme law enforce-

ment officers will be referred to as

Neighbourhood Safety Officers (NSO), and

deployed to pre-defined areas.

According to the report tabled by Richard

Bosman, the NSOwill be an experiencedme-

tro police member, trained to identify pro-

blems that can lead to crime and disorder.

Moreover, the NSO will be mandated to

work with the community, business, city of-

ficials and other security agencies to deal

with such matters.

To achieve this, the NSO will be required

to get to know his or her neighbourhood inti-

mately and be aware of all factors contribu-

ting to crime and disorder. He or she will be

involved in the entire spectrum of policing,

from social crime prevention initiatives to

actively being involved in police operations,

(in terms of city bylaws), the report stated.

Although this programme was welcomed

by themajority in subcouncil, the opposition

questioned the principle of equality or ra-

ther lack thereof, as they view it, coupled

with the proposal, saying that the poorer

wards in Cape Town might not be able to af-

ford such allocations.

Poorer wards in the city cannot afford to

use funds allocated for other purposes such

as parks and open spaces, for the purposes

of law enforcement, which should be provi-

ded by the city in any case, said proportio-

nal councillor of the ANC Tony Ehreinreich,

also regional secretary of Cosatu in the Wes-

tern Cape.

What are you saying, that the city does

not have enoughmoney for policing anymo-

re? he asked.

According to Ehrenreich, this project

could only bring greater inequalities to the

poorer wards of the city, who need the extra

policing more so than the more affluent

wards.

Subcouncil chairman Grant Twigg, howe-

ver said that all wards will get the same allo-

cations with regard to this programme, and

that disadvantaged areas will in fact be allo-

cated more funds for this purpose.

I fully support this initiative providing

that existing law enforcement personnelwill

not be deployed from our areas, Twigg said

andadded that the issueswill first bedebated

in council before being adopted.

Project manager Clinton Overmeyer, res-

ponded by saying that existing officers will

not be withdrawn, but merely deployed el-

sewhere in the city as andwhenneeded,whe-

reas the NSO will only work in his or her

neighbourhood.

This project has made it possible for the

city to recruit more officers, mainly for this

project, as their salaries will be paid by the

different wards, he said.

After an initial temporary six-month pe-

riod, the ward can decide to employ the offi-

cer permanently.

The lack of supervision and a drawn out

appeal process are threatening the parks

andpublic open spaces in thenorthern su-

burbs.

Since 2009, themaintenance of these spaces

has been made infinitely harder, because in-

stead of having one formal tender in place, a

host of contractors are now being appointed

on a quotation basis to clean the hundreds of

parks situated in the Central District.

This district includes areas such as Good-

wood, Bothasig, Parow, Bellville, Durbanvil-

le, Brackenfell and Kraaifontein.

A new two-year tender was awarded in

2009, but itwasappealedandupheld,whichme-

ant the City of Cape Towns procurement de-

partment had to go back to the drawing bo-

ard.

The new tender is set to be awarded by Fe-

bruary next year, provided there isnt another

appeal which is upheld.

To add to the citys woes, the people whose

job it is to supervise themyriad of contractors

efforts after the grass has been cut and remo-

ved, are stuck in their offices doing tedious ad-

ministrative work; that is when they are not

subjected to disciplinary hearings.

All these facts were revealed at the De Gren-

del Subcouncil meeting last week Friday after

the chairperson, James Vos, tabled a motion

to monitor service delivery.

Says Vos: Over a period of many years,

large amounts of ratepayers money have

been spent on the development of parks and

public open spaces. Parks of a high quality

not only contribute to an aesthetically plea-

sing environment, and to greener and healt-

hier communities, but they also enhance

property values.

As a result the subcouncil considers it im-

perative that urgent steps be taken to pre-

vent the degradation of parks andmore mo-

ney being allocated to provide formore staff

and contractors to conduct proper park

maintenance and tree pruning.

During the subcouncil meeting, a repre-

sentative of supply chain management and

the Parks Department presented the cur-

rent state of affairs to councillors.

It was revealed that the budget for the over-

allmaintenace of the parks in theCentralDis-

trict is in the region of R26 million a year.

This money is used among other expenses,

for the irrigation of trees and the payment of

contactors to maintain the parks.

Gideon Slabbert from the Parks Depart-

ment elaborates: On average, one park goes

through 10 cycles a year, which means the

grass must be mowed about 10 times. It can

cost the city anything between 1 cent a square

meter to 60 cents a square meter per cycle to

clean a park or a public open space.

Contractors are expected to first clean the

park, then mow the grass, pick up any excess

litter and then remove the grass cuttings the

same day. Ideally the supervisor will then in-

spect the work that very same day or the

next.

This supervision has, in many cases, not

been happening.

As a result, incompetent contractorsmight

be appointed again during the next cycle.

During the meeting, horror stories were

recounted regarding inept contractors.

One story involved a contract being awar-

ded to someonewhodidnt evenhave the tools

to do the job.

It is also apparently quite common for con-

tractors to mow the grass before they pick up

the litter, which results in shredded garbage.

They also often leave grass cuttings next to

parks for days before they remove it.

Councillors receive complaints from irate

ratepayers on a weekly basis.

To conclude, themotion put forward byVos

calls for the Portfolio Committee tasked with

oversight of parks to consider increasing the

budget for operating and capital expenditure,

reviewing the current processes relating to

the appointment of contractors to ensure ca-

pability and competency, and reviewing the

planning systems to ensure smoothandeffici-

ent service transition during financial years

to avoid maintenance interruptions.

Red tape means long grass

The maintenance of parks and public open

spaces is causing some concern among

councillors and the public.

Brackenfell drummer, Darryl Kruger, is

living his musical dreams in Los Ange-

les.

Darryl left SouthAfrican shores last year,

and travelled toAmerica, after being accept-

ed to studyat theprestigiousMusic Institute

of Los Angeles (MILA), becoming the first

South African to study an associate art de-

gree in drumperformance at the institution.

He was one of 12 students out of 150 musi-

cians who graduated, and did so as top stu-

dent as well.

Local music fans may recognise Darryl

from his work with the bands Symphonic

Schizophrenia and Flint.

Darryls time at the MILA has given him

the opportunity to meet world-renowned

musicians like Corey Taylor from the band,

Slipknot, Ray Luzier from Korn, and Adam

Levine from Maroon 5.

He has also played with Laura Wilde in

North Hollywood and recorded in LA.

Before leaving for America, Darryl told

TygerBurger that many bands are formed at

MILA and many look to the institute first

when shopping for a new band member,

almost ensuring guaranteed employment in

the music industry.

Darryl has now been chosen by Herbie

Hancock, a 14 times Grammy Award Win-

ner, to play with the band, Riligion.

Next year he will be heading to India, to

play in Bollywood, before he heads to Nash-

ville to make music there.

He also hopes to bring some big names to

South Africa, to present drum clinics at

schools, universities and colleges around

the country.

Other future plans include releasing a so-

lo album, which he plans to record here and

overseas.

riste ry veral langs Madeliefie-

straat en Hartebeesweg, pleks om

van die aanliggende hoofverkeers-

we gebruik te maak. Inwoners

gaan dus gebuk onder verkeer wat

nie vir die gebied bestem is nie. Die

Stad is gevolglik oorval met versoe-

ke vir verkeerskalmering in Made-

liefie- en ander omringende strate.

Alternatiewe oplossings word

voorgestel om die verkeer deur die

woongebied te verminder. Dit sluit

in die sluiting vanMadeliefiestraat

en n moontlike eenrigtingstelsel.

Hierdie moontlike oplossings sal

tydens die ope dag aan die publiek

bekendgestel word. Lede van die

publiek, wat besorg is of hierdeur

geraakword, word genooi omdit by

te woon en kommentaar te lewer.

Die ope dag kom nadat n openba-

re vergadering op 7 Junie misluk

het om die kwessie met inwoners

van Madeliefiestraat en aangren-

sende strate Fuschia-, Hartebees-

en Waterbokstrate te bespreek.

Inwoners het die proses wat die

Stad gevolg het, gekritiseer en ges

die brer publiek is nie indie proses

geken nie, omdat slegs mense in se-

kere strate genooi was.

Wait for bikers in summer

In reading the letter Traffic cam success

in the TygerBurger dated 17 October, I am

surprised thatMrVan Jaarsveld can already

claim success as he makes this comment:

Currently the effect thereof is already bear-

ing fruit weve noted a considerable reduc-

tion in noise/speed.

I wonder what detail, parameters or factu-

al data was used to make such a comparison

towhat the noise /speedwas before and after

the cam installation in order to make this

statement or, to claim success.

I must caution Mr Van Jaarsveld not to

push his chest out too far as yet, as you will

no doubt know and agree that we experi-

encedquite awetwinter and still do.Wehave

had only a very limited number of nice sum-

mery days during the last two weeks. Hence,

the fact remains, poor weather and motor-

bikes do not go together, thus fact: fewer

bikes are on the road. Other modes of trans-

port are used during bad weather. Claiming

success at this point is highly unlikely.

Wewill have to see if your statement is cor-

rect when summer (with motorbike weath-

er) is in full swing. My anticipation is that

we will not experience an improvement. I

stand by my reasons and comments made

prior in TygerBurger on 18 July 2012.

As far as Mr Van Jaarsvelds comment:

Eerstens wil ek s dit is vir my n hart-

seerdag om te sien hoe verkeerbeheer

daagliks agteruitgaan. Die taxis is n pyn,

want hulle doen wat hulle wil. Dit wil

voorkom of verkeersbeamptes bang is vir

hulle. Jy sien nie enige verkeersman by

die regte plekke nie, want dit salmos bete-

ken dat hulle uit hul voertuie moet klim

en werk.

Die kwessie van selfone gebruik terwyl

n persoon bestuur, is met groot gedruis

uitbasuin van hoe sodanige persone aan-

gekla sal word. Nie veel kom daarvan nie

enmywaarneming is dat personewat oor-

tredings pleeg, meestal met n selfoon

langs die oor sit. Die verskoning van n te-

kort aan verkeersmanne is nie die belas-

tingbetalers se skuld nie.

Verkeersbeamptes stel net daarin be-

lang om vinnig boetes in te samel, soos

met spoedoortredings, en waar hulle in-

strument-ondersteunde klagtes kan l,

dan hoef hulle mos nie hof toe te gaan nie.

All the schools in the northern suburbs

have a much higher Afrikaans to English

class ratio. This also leads to the English

classes being completely overcrowded.

So, when I attended the first information

evening Meridian hosted and we were in-

formed that it would be an English medium

school, I was thrilled!

I now had the opportunity and actually

stood a chance of placing my child in a good,

affordable school, without the fear of being

told that all the English seats were already

filled!We cantwait for the first day of school

at Meridian next year!

teeth, but for the uninformed guests, the

similarities with ordinary dogs ended

there.

Questions such as What is that? were

met with strangely familiar answers such as

a St Bernard or a great Dane.

After the realisation settled in that all

these creatures at the Theo Marais Sports

Complex in Milnerton on Sunday were, in

fact, dogs, so questions evolved to What

breed is that?

Hundreds of dogs escorted their owners to

the complex and together they contributed

to a show of note.

Adjectives such as adorable and cute

were mostly replaced by impressive and

imposing.

Therewere somany pure-breds during the

day that the one or two familiar-looking

mongrels had a unique look to them.

Dogs the size of small horses paraded be-

side giant four-legged mops. The days pa-

radewas really a sight to behold and cherish.

The outrageous shapes left dropped jaws

in their wake and then once the price of a

dog is revealed the jaw drops even further.

Imagine paying R40 000 for a dog with an

average lifespan of 11 years!

The eventwas knownas theWesternProv-

ince Rottweiler Clubs Annual Champion-

ship Show, but there were 10 different dogs

for every rottweiler.

All about ability is the theme for the 18th

annual Cape Town International Kite Festi-

val, taking place on Saturday 3 and Sunday

4 November in Zandvlei, Muizenberg.

The Heritage Kite Competition will take

place on Sunday and prizes will be awarded

for the best kites on show.

Learners from30 schools, including learn-

ers with special educational needs, will be

participating in the Edu-Kite Schools Com-

petition on Saturday.

A range of workshops will be presented

for aspiring kite-makers including the first

Swaeltjie kite-making workshop.

Craft and food stalls as well as childrens

rides will also provide outdoor fun for the

entire family. All profits from the festival

will go towards Cape Mental Health to help

provide much-needed mental health servic-

es to adults and children inpoorly resourced

communities in the Western Cape.

The event starts at 10:00 and runs until

18:00 daily.

Die geleentheid het by die Palms-restau-

rant op die Bottelarypad net buitekant Brac-

kenfell plaasgevind, waar n stampvol saal

aandagtig toegekyk het. Die finaliste was

vanregoordieSkiereiland, insluitendeGor-

dansbaai, Bergvliet, Veldrif, Bellville, Mil-

nerton, Tableview en natuurlik Brackenfell

en Kraaifontein. Hoewel die senuweesmaar

geknaag het, het die 15 jong vroue hul eerste

geleentheid gehad om hul staal te wys voor

n groot gehoor.

Die kompetisie was straf en te oordeel aan

die gehoor se reaksie, gaan die beoordelaars

hul hande vol h met die finale beoordeling.

Volgens een van die beoordelaars, Marie

Slabbert van Celebrity Castings in Panora-

ma, is daar baie aspekte vanmooi-wees, wat

nie noodwendig fisieke voorkoms insluit

nie. Die finalis wat uiteindelik wen moet

haarself kan projekteer. Sy moet selfver-

troue h en spontaan wees. Daarbenewens

moet sy ook professioneel wees en haarself

moet kan bemark as die draer van die titel,

Die ander beoordelaars is Elmarie van

Wyk van Sunbird Perfume en Burnedette

Bekker, n Mev. Suid-Afrika-finalis. Die ge-

meenskap het die geleentheid gehad ommet

stembriefies vir hul gunsteling te stem. Be-

soekers aan die Oktoberfees sal ook di ge-

leentheid kry. Die wenner sal Saterdag om

11:00 by die Oktoberfees gekroon word.

Wie kan n snytjie louwarm varsgebakte

brood weerstaan? Min mense, glo ek.

Wanneer laas het jou kombuis soos n

plaaskombuis geruik met die reuk van

brood wat in die lug swewe

goudbruin met n krake-

rige kors.

Die meeste mense deins te-

rug as daar gepraat word van

enige gebak waar gis gebruik

word. Vandag wil ek di mite

die nek inslaan. Hierdie vas-

gestelde riglyne sal sorg vir

spoggebak.

Eerstens, wanneer jy gis by

jou bestanddele voeg gebeur

niks tot jy dit aktiveer nie. Jy

moet dit ast ware wakker

maak om te beginwerk. (Baie

soos met tieners).

Die regte temperatuur

warmwater sal die gis aktiveer om sodoende

jou deeg te laat rys. As die water jou brand,

is dit te warm. Die korrekte temperatuur is

49 C tot 54 C om dro gis te aktiveer. Te

warmwater sal die gis doodmaak en jou deeg

sal nie rys nie. As die water te koud is, sal

die gis nie geaktiveerwordnie dusplat, toe-

geslane brood.

Die ander knelpunt is die knie van die

deeg. Ek het lank gesoek na n resep waar ek

hierdie lastige stap kon uitskakel. Daar is

nie altyd n man naby wie ek kan nader trek

om die kniewerk te doen nie. Ek het sowaar

spiere van papiere, het beslis nie my ouma

se bo-arms gerf nie! Ek deel dus vandag n

heerlike broodresep sonder kniewerk. Hoe-

ra! Niks van inknie en afknie nie. Nou kan

al die nuwe bruide hulle skoonmoeders ver-

rasmet di woorde: Ek het n

broodjie in die oond!

Tuisgebakte brood son-

der knie:

7 koppies (1 kg) meel

2 teelepels (10 ml) sout

1 pakkie (10 g) suurdeeg

(gis)

4 koppies sterk louwarm

water

Verhit oond tot 180 C.

Meng dro bestanddele, voeg

sterk louwarm water by en

meng goed deur. Verdeel tus-

sen twee gesmeerde brood-

panne en laat rys tot die pan-

ne tot bo vol is. Bak vir 1 uur

tot mooi bruin bo-op. Verwy-

der uit oond, plaas op rakkies en smeer bo-

kors liggies met n bietjie botter indien ver-

kies.

Notas:

Ek gebruik die groen pakkies gis op die

winkelrak, nie die koekies nie. Dit is dro

korrelgis.

Ek verkies om koekmeel te gebruik.

Wanneer dit koud is, rys brood nie goed

nie. Ek verhit my oond tot 100 C en skakel

dan die oond af. Sit dan die broodpanne in

om te rys vir sowat 40 minute.
