    What? Its not finished yet? At last check, it

    was supposed to be done on November 25.

    Before that, they said by November (which

    meant October), and before that, September,and before that, August, and before that, June,

    and before that, April. I mean, they promised.

    Surely its done by now. Surely it is.

    Oops. Our bad for taking their multiple

    words for it. On Monday night, City Council/

    Staff gave us a new completion date:

    Sometime in spring of 2014. That means

    sometime between March 20 and June 20.

    Dont put money on that. I mean really.

    Somebodys head needs to roll on this. Thebusinesses and drivers that depend on Walnut

    continue to suffer as the construction plods on. We

    remember back in 2011 when new construction

    on a Walnut Avenue bridge had to be torn out

    and replaced because somebody wasnt paying

    close enough attention to what was going on

    down there. At what point do the people in this

    town start holding City Staff accountable for

    their non-stop record of screw-ups? The answer

    is never. And Council just replaced the old CityManager with his protg. Excellent. Business as

    usual in Texas Most Corrupt City.

    Taxpayers in this city are being given the

    full battered wife treatment. Lies, excuses,

    and abuse all in service of a vanity project put

    in motion by former Mayor, and now District

    udge, Bruce Boyer, and former City Manager

    Mike Morrison. Thanks, Bruce. Hope you and

    Mike like the monument to yall.

    Heres the latest whopper were supposedto swallow: According to Octavio Garza, (the

    Citys Capital Programs Manager and point-

    man on Walnut), we have to wait until spring

    to get the street done because we need 70

    degree weather in order to pave. We thought

    that sounded suspect because we know that

    our local street department doesnt shut down

    paving ops for three or four months every

    year, so we checked the science with TxDOT

    and came up with this:The normal requirement is that the

    ambient temperature should be 50F and rising

    on a paving or patching project. Air

    temperature is a factor in cooling

    hot mix asphalt pavement, but

    the base or ground temperatureis more critical. The second step

    is base or ground temperature.

    Monitoring the base (ground or

    existing pavement) temperatures

    can be accomplished with an infrared

    thermometer to assure the base temperature

    is 50F and rising.

    Then we thought ahead to the excuse

    the City will make, which is that the ground

    temperature wont be as warm as the air,and checked the scenario with a workingTxDOT crew on Tuesday morning. The air

    temperature was 47 degrees at their job

    site, and their infrared thermometer read the

    ground temperature at a balmy 59.7 degrees.

    WHAT? The ground was warmer than the air?And that was on a BRIDGE (Bridges are cooler

    than regular road surfaces). The crew plans

    on paving that bridge by the end of the week.

    It should be noted that while we get a fewsuper-cold days once in a while, the average

    daytime temperature in December is 63degrees. In January its 61, and in February,

    65. If at an air temperature of 47 degrees the

    road is 59.7, it seems we should be fine if the

    air starts out at over 60. Seriously.

    So yeah, that whole 70 degree thing mustbe a special rule just for us. Clearly, the laws

    of physical science are as different for New

    Braunfels streets as generally accepted rulesof ethics are for the 4-B Board.

    In typical domestic abuse style, three

    property tax hikes were approved last year,one of them voted in by the electorate itself,

    as if giving City Hall just one more chance

    to mismanage vast sums of cash will make

    everything ok. It wont. They will keep taking

    us for granted, and well keep going back formore. Because deep down, we dont think we

    deserve honest, competent civic management.Somewhere along the line, taxpayers here

    bought into the myth that local government is

    somehow smarter and more important thanwe are, a view that most Texans would find

    appalling if applied to the federal level. At

    this point its clear that Council and Staff are

    making a serious run at the title of Texas Most

    Abusive City to go along with the Citys

    current honors. Hey, weve got wall space at

    City Hall, might as well get another plaque.

    Photographer GamesWe needed a decent photographer. Ratherthan teach ourselves how to take betterpictures, we decided to hire a real picturetaker. Then we decided we didnt want topay somebody if there was a possibility ofexploiting someone else with a modicum of

    talent. So we started a contest among localup-and-comers, examined some samples oftheir efforts, and came up with a short-list ofphotographically-minded applicants whosework we wanted to see more of.

    Last week, we took our final four intern-photographer candidates and sent them out in ahead-to-head competition to shoot the same event,in this case Wassailfest, to see who brought backthe best stuff. Naturally, we factored raw talentand developed skill into our decision, but themost important quality we were looking for wasTHE ABILITY TO FOLLOW SIMPLE DIRECTIONS.

    The Simple Instructions: Concentrate on faces. Get some shots out at Fire House #1. Put the photos in folders and Zip them up. Send all photos at 300 dpi.

    The Assumptions:

    That the above instructions would be followed. That all photos submitted would be in focus.

    That the photographer would include theirname with their submission.

    The Results: One photographer sent obstructed face shots. Two photographers did not use Zipped les. One photographer submitted low-resolution

    shots. Two photographers sent us out-of-focus shots. One photographer sent individually Zipped

    photos rather than a folder. One photographer did not identify his/

    herself, and sent the photos from a differentemail address than he/she had used before.

    Now, were not going to say whocommitted what offense, but we did take thebest shot that each competitor submitted, andprinted them on page 15 (we figured outthe missing name through deduction). As forthe winner, well, were pleased to announce

    that our new intern-photographer, who camein with a 3.5 out of four Simple Instructionsfollowed, is Kathryn Gomez! Keep an eye outfor her plying her trade around town, and herwork in upcoming issues.

    Congratulations to Kathryn, and thank youto the other three photographers who braved

    freezing conditions to take a shot at the win!

    Dear Rob,I had to look this one up because Im

    with you about not remembering this term inpast years. Basically, freezing fog is fog thatis super-cooled but still in a liquid state. Thisfog then can come in contact with surfacesthat are below freezing and instantly turn toice. Since the fog is not really a measurableprecipitation, it also doesnt create significantice on those surfaces, but frequently, freezingfog is accompanied by freezing drizzle andthat does cause accumulations of ice.

    Ice fog, a separate occurrence, isactual fog in an ice state and can occur attemperatures of 14 or lower in arctic regions.Not to be confused with this is the fog thatmany elected officials operate under as theygo about creating laws and occurs under any

    Uncle Esel,A few times this fall I have seen

    someone post an item urging peopleto not give to a bunch of charities likethe United Way, Red Cross and manyothers and urges us to give to certaincharities like veterans charities. Teposting states that the CEO of the UnitedWay makes a boatload of money and

    that they are actually not very good atpassing along the money they collect. Isthis accurate info about these charities?Im not sure what to believe and who tocontribute too.

    Dear Stan,You might be a newer reader, but I have

    said over and over that the internet in general

    and Facebook in particular, where youveobviously seen the posting you mention,are notorious for spreading lies and badinformation and this one is no different. Thisparticular lie has been around for years andis full of inaccuracies. Some of the peoplementioned are not correct and the salaries arealso wrong, but in some cases the salaries areactually higher than mentioned.

    Of particular importance are thepercentages they mention, for example they

    say the Red Cross ranks a 39% efficiency whichis incorrect. According to Charity Navigator,a website that provides rankings for efficiency

    based on how much donated monies actuallyget applied to the intended use, the Red Crossactually ranks at 92%, quite a difference.

    The unfortunate reality is that a charitytoday is also a business and governmentregulations and the proliferation of new

    charities have made the job of getting donationscomplicated and expensive. Before donating,it is always good to check Charity Navigatorand the financial information for your selectedorganization(s). Locally, much controversysurrounded the establishment of charities thatresulted from the sale of the McKenna Hospitalyears ago due to the significant (okay, theywere actually obscene) salaries that were paidto a few directors and administrators of thosenewly established charities.

    Dear Esel,Hey, there was a story about a waitress

    getting stiffed on a tip because she was alesbian. Someone told me that the storymay not be true. Whats the latest?

    Dear, ummmm, Hostess,The original story was that a customer

    had stiffed a one Dayna Morales at a NewJersey bistro where she worked and left amessage in place of the tip stating that she didnot approve of Morales lifestyle. Naturally,people were outraged and I even muttered afew expletives under my breath. Fast-forwarda few weeks and now the customer involvedhas come back with evidence that she did infact leave a tip and bank records dont lie.

    Closer inspection revealed that Moralesapparently took the customer copy that was

    left behind and did some minor adjustmentfor some much needed attention. Apparentlysome donations that were made to Morales bypeople that believed her story have been sentback and after initially backing Morales, thebistro fired her.

    Also coming to light is the fact thatMorales was discharged from the military forfailing to show up for required drills and hadtold friends and co-workers that she had cancerwhich she did not have. One former co-worker

    even categorized her as a pathological liar.Too bad for Morales that she didnt live herewhere telling lies can land you a lucrative jobworking for the Edwards Aquifer Authoritywith a prime office suite and a fine salary.

    Tis the season to make cookies! This recipe was an inspiration to me thanks to my dear friend

    and New Braunfels local Mark Slafka. Mark popped by my home just as the recent winter

    freeze was coming down upon us with a basket of beautiful lemons from the tree in his yard.

    With this cold weather, why not bring a little sunshine to the season?

    Holiday Lemon Crinkles

    cup butter, softened 1 cup sugar

    tsp vanilla extract

    1 large egg

    1 freshly grated lemon zest

    1 freshly squeezed lemon juice, from the zested lemon

    tsp salt

    tsp baking powder

    1/8 tsp baking soda

    1 cups all-purpose our

    cup powdered sugar

    Preheat oven to 350. Line backing sheet with parchment paper or lightly coat with

    cooking spray.

    Using a hand mixer, mix soft butter and sugar together in a large bowl until light and

    uffy. Add vanilla, egg, lemon zest, lemon juice, and mix well. Use a spatula and scape down

    the sides of the bowl if needed. Add the dry ingredients except for the powdered sugar and

    mix until just combined. Place the powdered sugar on a large plate or shallow pie dish. Roll

    tablespoon-size balls of cookie dough in the powdered sugar to coat. Place on the prepared

    baking sheet, about 2 inches apart.

    Bake the cookies for about 12-15 minutes until very lightly browned on top and bottom.

    Cool the cookies on a cooling rack and eat immediately while still soft or store in an airtight

    container. Better yet, wrap them up in a gift basket for friends and neighbors!
