HOW TO LOG IN
Click on the following link to access the Provider Portal.
https://admissions.plymouth.gov.uk/ProviderPortal_LIVE
At the login screen, enter your username and password which you have been given.
The first time you log in you will be sent an activation email to your email address with the
following message.
Click on the link in the email to activate your user account. When you log in you will be
prompted to change your password. Please change your password.
Your new password will need to contain at least one capital letter and two numeric characters.
Important Note
The Portal will time-out if left longer than 30 minutes. Please save your work regularly to prevent loss
of data.

The window below is your welcome screen. From here click on the Two Year Old Funding (Me2)
icon to enter the Me2 module. The other icon will take you to the Headcount module. A separate
guide is available for the Headcount module.

ME2 HOME PAGE
The window below is your Me2 home page.
The three main Me2 funding actions which can be performed from here are as follows.
The option allows you to make an application for Me2 funding
eligibility together with a parent/carer.
The option allows you to notify Plymouth City Council of funded
placements for 2 year old children.
The option allows you to check assisted applications that you have
already made.
The button takes you back to the home page from wherever you are in the Portal.
The button allows you to change your password.
The button is where reports supplied from Plymouth City Council are located.
In the ‘My messages’ section you will find messages that we may send you for regarding Me2
applications and placement notifications. Click on a message to view.

START AN ASSISTED APPLICATION AS A PROVIDER
Adding a Child
To start an assisted application, from the home page click on the
icon.
On the following screen enter the child’s date of birth and postcode and click Continue.
On the next screen enter the rest of the child’s details including their forename, surname and
Gender then click Next.

On the next screen you will need to click the Find Address button to search for the child’s
address based on the postcode entered previously. Select the correct address from the list
and then click Select and then Next.
If the address cannot be found then select the option to enter the address manually and then follow the instructions on the screen.
On the next screen enter the child’s ethnicity and first language by selecting from the drop-
down lists. Then click Save.

Entering Applicant Information
On the following screen you will be asked to enter the details of the applicant (i.e.
parent/carer). Enter the details required and then click Continue.

SELECTING THE CLAIM TYPE
The next screen allows you to choose a claim type. An economic claim will assess the applicant’s eligibility for Me2 funding based on economic
grounds. A non-economic claim will assess the applicant’s eligibility for Me2 funding based on non-
economic grounds.
Economic Claim
When selecting the Claim on economic grounds option on the previous screen you will then be prompted to enter the applicant’s economic information on the following screen.
Enter either a National Insurance Number or National Asylum Seekers Number and a date of birth then click Continue.

The next screen you will see is a declaration. You will need to read this and tick the box to
confirm you agree before proceeding with the application.
The system will now perform an eligibility check via the Eligibility Checking Service (ECS).
Eligibility confirmed
If the result comes back as eligible then the following screen will be displayed.
The eligibility result page above contains the reference number which will need to be retained
for use later in the placement process. This result can be sent to the applicant by email, via the Citizen Portal (if they have registered
an account) or a printed copy. These options can be found at the bottom of this form.

Eligibility not confirmed
If the check was unable to confirm eligibility for Me2 funding then the following screen will appear.
From this point there are a number of options. It is possible that the details of the first applicant were entered incorrectly. Therefore you can
select the Edit Applicant Details button to make amendments before submitting another
eligibility check against the same person. Alternatively you can select the Second Applicant Details button to perform an eligibility
check on a second applicant (i.e. spouse or partner). If you have carried out the above steps but eligibility still cannot be confirmed then you can
select the Request Help button. This will present the following screen.

Fill out the above form with as much information about the application. Then confirm that the
applicant gives consent for the Local Authority to perform an eligibility check and click
Continue.
On the following screen you then have to select the applicants preferred methods of contact.
This is then how the Local Authority will respond to the request for help. Click Continue.
On the following screen enter the applicants contact details and click Continue.
The next screen provides confirmation that the request for help has been submitted. Click
Finish.

Non-Economic Claim
From the Claim Type screen click on the Claim on non-economic grounds option.
The following screen provides a list of the non-economic selection criteria. Select the criteria
applicable to the application.
Now provide details to support the claim relating to the criteria selected.
Where applicable attach evidence using the +Add file option. Tick the box at the bottom of the page to confirm that the parent/applicant is aware of the
terms and conditions then click Continue.
Now select how the applicant would like to be contacted once their application has been
reviewed.

On the following screen enter the applicant’s telephone number and an email address.
The next screen confirms that the application has been submitted.
The Local Authority will now review the application and respond via the preferred method(s)
of contact chosen above.

ASSISTED APPLICATION SEARCH
To view applications that have already been made by your service, select
from the home page.
Enter a date range and click Search.
If a request for help has been submitted following an economic check the status will show as
Help Requested.
If the Local Authority request further information regarding an application then the status will
show as Awaiting Information.
When a non-economic application has been submitted, the status will show as Not Opened.
Once the application has been opened by the Local Authority the status will change to
Opened.
Once eligibility has been confirmed the status will change to Approved.
If a non-economic application is rejected the status will change to Rejected. Click on an entry to see further details or to resend an application voucher.

PLACEMENT REQUEST
To notify the Local Authority of funded placements for 2 year old children navigate to the
home page and select the option.
To make a placement request you will need the application reference which the applicant
will have received when their eligibility for Me2 funding was confirmed.
You will also need to enter the date of birth, surname, forename and start date of
placement. These details need to match the information provided with the original
application for Me2 funding was made. Click Continue.
The next screen will provide a summary of the application. You need to confirm and
declare that this information is correct before proceeding. Once confirmed, tick the
declaration box and then select Agree and Continue.
Next you will need to confirm that the child’s address is correct. Follow the instructions to
confirm/amend the address.
Next you will need to confirm the address at placement date. Follow the instructions to
confirm/amend the address.
On the following screen you will be asked to confirm the service from which the placement
will be funded.
The next screen contains a declaration which you must tick to proceed. This is to confirm
that all the above details are correct.

The final screen (shown below) is a summary of the placement details. Once you are happy
that the information is correct, click the Finish button and the placement will be submitted
to the Local Authority for approval.
If at any time during this process you need to make amendments on a previous screen, you
can use the back button at the top of your internet explorer taskbar.
The placement request will now be sent to the Local Authority for processing.
You will receive notification via a portal message when the placement has been approved.
Alternatively you may receive a message requesting further information regarding the
placement.

Click on the message to view details of approved placement
The child in relation to this placement will now appear on future claims for funded hours
issued to you via Headcount tasks for this service.

FORGOTTEN USERNAME OR PASSWORD
Forgotten User Name
If you forget your Username, click on the ‘Forgotten your Username?’ link from the log in screen
From the following screen enter your email address and click Submit

Forgotten Password
If you forget your password, click on the ‘Forgotten your Password?’ link from the log in screen
Enter your User Name and email address on the following screen to receive an email containing
your new password

Once you click the submit button you will receive a ‘Forgotten Password’ email containing a
temporary password and a link which you will need to follow in order to reset your password
(see below)
Click on the link and enter your username and temporary password.
Note: After you logon, you will be asked to create a new password. The New Password must be
between 8 and 10 characters and contain at least one capital and two numbers
