PiPiOur Dog of the Month for December is PiPi and he was rescued about four years ago. PiPi is a smart dog and he is very friendly to strangers. My favorite thing about him is when he doesn't see me for a while and I walk in the house he cries... and his favorite thing that we do is we sing in the car together put on the music and he goes howling away. So also do a little shuffling with his singing, but his singing is much better than his dancing.

Bulk Pick-up ProcedureTo accommodate Twin Rivers' need for bulk trash collection, each Quad has pick-up once a month. Please read the following information.

The updated pick-up schedule is as follows:Quad I is picked up on the 1st Wednesday of the monthQuad II is picked up on the 2nd Wednesday of the monthQuad III is picked up on the 3rd Wednesday of the monthQuad IV is picked up on the 4th Wednesday of the month

You must call the Trust at 609-443-1113 to schedule your pick-up. This is necessary in order for the office to efficiently schedule staff. If you do not notify the Trust Office to schedule a pick up, your items will not be collected and you will be subject to trash fines. Please adhere to the following points to allow pick-up to run smoothly:• "Bulk" refers to furniture, large appliances, televisions, etc.• Bulk items must be placed out after dusk on the evening beforehand, or before 7 :00 A.M. the morning of your scheduled pick up.• Please Note: Mattresses or box springs must be wrapped in plastic wrap. Violators will be fined.

Administration Highlight ReelMattress Disposal RulesWhen disposing of unwanted mattresses and box springs for bulk pick up all items MUST be wrapped in clear plastic. The mattresses will NOT be picked up by the Trust’s staff or Solterra, including the condos and apartments complexes.

Purchasing Ice Melt for Snow/Ice RemovalThere are different types of commercially available salt for use on your front steps, front walk, patio and driveway:Sodium Chloride: table salt, is often sold as rock salt or halite. It is the least expensive ice-melt, but it is ineffective below 14 degrees Fahrenheit, and even worse, it will damage concrete, your car, landscaping, trees and waterways. Avoid this option. Calcium Chloride: This is the good stuff; it is what we use here at the Trust. It looks like little white pellets. It will melt ice at very low temperatures and only does damage in high concentrations. Do wear gloves while spreading to avoid irritation. Best Choice. Magnesium Chloride: It is the newest product on the market. Melts snow up to -10 Fahrenheit and it is the least damaging product to the environment. It is often sold as 'eco-friendly' or 'safe'. You will pay for the superior technology though. I hope you find this information to be useful when you make your next ice-melt purchase. In the meantime, fingers crossed for clear skies.

Leaf Pick-upWhile the Facilities Staff works hard to accomplish routine leaf pick-up, please keep in mind that our staff only removes leaves from front yards! Please do not rake/transport leaves from your backyard into your front yard. All garden debris from your rear yard should be bagged and placed outside your rear fence on Wednesdays, before 7am. As always, the bags cannot weigh more than 30 pounds and any branches must be bundled and tied together, also weighing no more than 30 pounds.

2020 Monthly Assessment CouponsMonthly assessment coupons will be mailed to all owners prior to the end of December 2020. If there are any spelling corrections to your name or address, please notify the Trust Office in writing with your corrections as soon as possible. If you do not receive a coupon book by January 1st, please notify the Trust Office. The monthly assessment payment will be

processed through the Lockbox at 1st Constitution Bank. Please note that payments that are mailed should be sent to Twin Rivers Community Trust c/o 1st Constitution Bank, P.O Box 574, Cranbury, NJ 08512.

Snow RegulationsWith the winter months approaching, we want remind residents of the parking rules during snow fall. Please review the “Snow Parking Rules” in this issue. A complete list of Parking Rules can be found at our website: www.twinrivers-nj.com.Please remove snow from around your car onto the surrounding lawn or parking lot island; do not shovel snow back into the parking lot. Twin Rivers' parking lots are addressed on a rotating schedule; therefore, it may take some time before we return to clear that lot again.

Snow Plowing Schedule:1. Trust-owned roads2. Parking lot aisles3. Emergency access lanes4. Main common walkways5. Parking spaces will be cleared in parking lot order rotation when enough vehicles have moved out of the lot to allow for safe and efficient snow removal.Please be advised: Twin Rivers Drive, Twin Rivers Drive North, Probasco Road, Abbington Drive, and Lake Drive are East Windsor Township Roads. Therefore, Twin Rivers Community Trust is not responsible for snow removal on these streets.For emergencies call 911.Christmas trees and wreaths should be put out with garden debris Tuesday evening after dusk for Wednesday pickup.

Gutter and Sump Pump ProblemsDid you know that discharging water beyond your property is against the law? State and Township ordinances make discharging of water onto someone else’s property illegal.During the winter months, excessive water is being discharged or pumped onto common walks and parking lots causing ice patches to form, blocking the normal runoff of water to swales and storm drains. Although these areas are sanded and salted on a regular basis, it is impossible to keep ice from forming from continual discharge, leaving the constant threat of slip and fall

NOTICE: ASSIGNED PARKING / TOWING

PROCEDURE

Assigned Parking provides one space for each address in the court. You have been issued two permits

(stickers) for vehicle display that identify the assigned

number of your space. The remaining unmarked spaces are for public use.

Assigned parking does not add additional spaces to your court; it insures that residents have a designated parking space.

If someone has parked in your space, we ask that a request for them to move the vehicle be the first step taken. If the vehicle owner is uncooperative to this request, as a second step, you may call East Windsor Police (609-448-5678) to have the vehicle ticketed. When the police arrive, they will need verification of your name, address and permit number, as the summons issued is in the form of a complaint. You will be required to appear in Court as the complainant for the fine to be enforced.

If the vehicle has not moved after the filed complaint, the FINAL step is to have the vehicle towed, which must follow steps 1 and 2 in the preceding paragraph. You must call the towing service that has made prior arrangements with the Trust: City Auto Center of Hightstown, NJ 609-448-9800 (day) 609-271-1885 (night). The towing service will require your name, address and permit number. While the owner of the towed vehicle will be responsible for towing and storage charges, if the vehicle is gone before the tow truck arrives, you will be responsible for tow-charge. This is why we request that towing be your last resort. The resident is the only party that is permitted to contact police or towing service to remove an unauthorized vehicle in an assigned parking space.

The homeowner could be responsible for reimbursing the Trust for its defense costs.As a note of interest, there are performance standards for acceptable walk and ground drainage adjacent to building. Water from rainfall should dissipate within 24 hours and water caught in a swale built to displace water from walks and lots should dissipate within 48 hours after a rainfall. Drainage performance standards are not applicable if the ground is frozen or if snow or ice is present (NJAC 5:25-3.5).All owners are encouraged to inspect their property and remove any downspouts or sump pump discharge lines that discharge storm water directly onto common property. For those homeowners who would like a copy of the Sump Pump Ordinances for East Windsor (22.22a-g), you may call the Trust Office. We will be happy to forward you a copy.

Holiday DecorationsWith the holiday season arriving and holiday decorations present in the community, please remember that although it is permitted during an allotted time be sure to remove all holiday decorations by January 15. It is also important that no decorations obstruct walkways or common areas.

Resolution No. 2019-12Twin Rivers Homeowners Association

As Trustee For The Twin Rivers Community Trust

Parking Violation Fines WHEREAS, the Board of Trustees of the Twin Rivers Homeowners Association is entrusted with the responsibility to enforce the Trust documents as authored by the developer of the said Planned Unit Development and as amended from time to time, namely the By-laws of the Twin Rivers Homeowners Association, Declaration of Restrictions and Reservation of Easements and the Indenture (hereafter referred to as the Documents); and

WHEREAS, the Board of Trustees of the Twin Rivers Homeowners Association is responsible to enforce the Indenture and the Declaration of Restrictions and Reservation of Easements pertaining to the parking of vehicles on any road or in the common parking lots within the community; and

WHEREAS, the said By-laws of the Twin Rivers Homeowners Association, Indenture and Declaration of Restrictions and Reservation of Easements gives the said Board of Trustees the authorization to create reasonable rules and regulations and management over the roadways and common parking lots within the community; and

WHEREAS, the Board of Trustees has recognized the cost and expense involved by the Trust employees in enforcing the said Documents and the rules and regulations involving the towing of illegally parked vehicles and desires to establish a fine necessary and reasonable to compensate the Trust for its expenses and costs related to the enforcement of the said Documents and rules and regulations; and

NOW, THEREFORE, BE IT RESOLVED, that the Board of Trustees hereby establishes the following parking violation fines:

First violation – $ 50.00

Second violation – $ 100.00

Third & subsequent violation – $ 200.00, plus towing at owner’s expense; and

WHEREAS, if there are no violations for a twelve (12) month period from the last dated violation, the next violation notice is considered a first violation.

BE IT FURTHER RESOLVED, that the said fines set forth in this Resolution may be increased or decreased, depending upon whether the costs and expenses of the Trust increase or decrease in order to enforce the said Documents and the rules and regulations governing the common parking lots and Trust-owned roadways within the Twin Rivers Development; and

BE IT FURTHER RESOLVED, that the printing of this Resolution in its entirety in the community newsletter publication, “Twin Rivers Today”, and the mailing of said Resolution to each resident of record on the books of the Twin Rivers Community Trust, constitutes proper notice.

BE PREPARED-WINTER STORMSPreparing for winter storms is crucial to survival and safety. Become familiar with winter storm warning signals so you can take appropriate action and learn the dangers of winter ailments so you can avoid injury.

Winter Weather WarningsFamiliarize yourself with the following weather alerts so you know what actions you may need to take:

• Winter storm watch: Be alert, a storm is likely

• Winter weather advisory: Experts expect conditions to cause significant hazards, especially to motorists

• Frost/freeze warning: Experts expect below freezing temperatures and damage to plants, crops or fruit trees

• Winter storm warning: Take action, a storm is entering—or is already in—the area

• Blizzard warning: The combination of snow and strong winds will produce blinding snow, near zero visibility, deep drifts and life-threatening wind chill—seek refuge immediately

Preventing Cold Weather InjuriesTo prevent serious injury from extreme cold, which could result in death or permanent damage, do the following:

• Select proper clothing for cold, wet and windy conditions and layer clothing when possible, making sure to include layers that repel moisture away from the skin.

• Take frequent breaks in warm, dry shelters when possible.

• Avoid over-exerting yourself, as your body needs this energy to keep its muscles warm. Work in pairs when it’s cold to share the load and watch for warning signs of frostbite or hypothermia.

• When you know you will be exposed to extreme cold, prepare yourself warm, sweet beverages to drink and warm, high-calorie foods to consume. Avoid drinks containing caffeine or alcohol.

Other Winter Storm HazardsBe on the lookout for the following winter storm hazards:

• Adverse driving conditions, such as low visibility and slippery roadways

• Icy walkways and sidewalks, which could cause slips and falls

• Falling objects like icicles, tree limbs and utility poles

• Electrocution due to downed power lines or downed objects in contact with power lines

• Exhaustion, dehydration and back injuries from conducting manual labor in the snow

NOTICE: SNOW PARKING REGULATIONSThe Twin Rivers Board of Trustees in their desire to create rules and regulations to best serve the beneficiaries of the Trust, the Board passed at their meeting of November 14, 2013 Resolution 2013-05, Snow Parking Regulations.

Under normal circumstances pick-up trucks and other commercial vehicles are barred from parking in certain common areas within the Twin Rivers Development. The new resolution states that during periods of snowfall in excess of one inch, pick-up trucks and commercial vans not to exceed fifteen feet need may be moved to listed locations so that snow removal can proceed in an orderly fashion. The Trust has designated the following certain areas to allow pick-up trucks and other commercial vans to park during said snowfalls in excess of one inch.

Quad 2 - Evanston Drive - West side

Quad 2 - Pool Parking Lot

Quad 2 - Overton Road - During snowfall in excess of one inch vehicles should only park on the sidewalk side of the road.

Quad 2 - Pennington Road - During snowfall in excess of one inch vehicles should only park on the sidewalk side of the road.

Quad 2 - Robertson Road - During snowfall in excess of one inch vehicles should only park on the sidewalk side of the road.

Quad 3 - Pool Parking Lot

Quad 3 - Bolton Road - South side

Quad 3 - Canterbury Court - South side

Quad 3 - Danbury Court - South Side

Quad 3 - Enfield Drive - During snowfall in excess of one inch vehicles should only park on the sidewalk side of the road.

Quad 4 - Avon Drive East - South side

Quad 4 - Jamestown Road - South Side

Quad 4 - Hebron Drive - During snowfall in excess of one inch vehicles should only park on the sidewalk side of the road.

Quad 4 - Fairfield Road - West Side

The new resolution shall not change the prohibition set forth in Section 8 of the Declaration of Restrictions and Reservation of Easements regarding the parking of other vehicles in the common lots of Twin Rivers at any time except for those exceptions set forth in Section 8 of the Declaration of Restrictions and Reservation of Easements or in the new resolution; 2013-05 Snow Parking Regulations.

Once the snowfall in excess of one inch has ended, those individuals who have parked their said vehicles in the said designated locations shall have twenty four (24) hours to remove their vehicles prior to the imposition of any fines, or be subject to towing at the vehicle owner's sole cost and expense.

COMMUNITY ROOM RENTALThe Community Room located on 675 Abbington Drive, in Twin Rivers is one of the many amenities the residents take full advantage of. Whether you are hosting a birthday, wedding, Bar/Bat Mitzvah or any other special affair the Community Room will more than meet your needs. To secure the room you must be a member in good standing and have all homeowner’s fee current. If you rent a home or apartment, you need to have current renter's insurance. Event Insurance is also required when reserving the room with a Coverage amount of $350,000 and must list Twin Rivers Community Trust as the Insured for the date of your event.

If you have a specific date in mind be sure to contact our office to check availability. You will need to come into our office and complete the required paperwork along with a $250.00 refundable deposit to reserve your date, along with a $275.00 rental fee due prior to your event. The rental fee of $275.00 is for a five-hour event.

What's For Dinner?

Turkey Salad with Cranberry Feta Cheese Dressing

Ingredients:1 head of red leaf lettuce• 2 cups of cooked turkey• 1/2 cup of dried cranberries• 1 cup whole berry cranberry sauce•

1/2 cup chopped pecans• 2 tblspns white vinegar• 1 tblspn sugar• 1 cup crumbled feta cheese• 1/2 cup olive oil•

Directions:

Line salad plates with red leaf lettuce add chopped cooked turkey and sprinkle with dried cranberries & pecans. Put cranberry sauce, vinegar, sugar and half of the feta cheese in a blender and blend on high speed for a few seconds. With the blender still running, slowly add the olive oil, add more feta if necessary. Drizzle dressing over salad plates and add crumbled feta cheese.

Cream of Potato & Arugula Soup

Ingredients:2 tblspns olive oil• 8 ounces leeks (white part only) sliced• 1 large onion (chopped)• 1 lb potatoes (peeled & diced)•

6 cups chicken stock• 1 tspn salt• 1 tspn white pepper• 2 bunches or 2 bags of arugula chopped• 1/2 cup sour cream•

Directions:

Wash leeks well and pat dry. In a large sauce pot heat the olive oil over medium heat. Stir in leeks, onion and 1 cup stock. Cover and cook for 10 minutes, stirring frequently until mixture is soft but not browned. Add the potatoes to the pot and about half of the remaining stock and bring to a boil. Reduce heat to a simmer and cook covered for about 20 minutes or until potatoes are very soft. Remove from heat and add a bunch of chopped arugula. Use an emulsifier to blend, or transfer to a blender or food processor and puree until smooth. When mixture is pureed, return to pot unless emulsified and add remaining stock and season with the salt & pepper. Bring to a simmer and cook for 3-5 minutes. Remove from heat, stir in remaining arugula and sourcream until well blended.
