Baer, PennDOT/BOPD The Performance Engineered Mixture project was established to assist states in adoption of test methods that will help deliver on the promise of better performance. PennDOT is one of nineteen states that along with FHWA, four national associations and other industry groups that that have come together to fund this project. This presentation will provide an update on PennDOT’s plans for evaluating and implementing PEM technologies.
1:45 pm Impact of Competition on Pavement Economics -Randolph Kirchain PhD, MIT
Previous analysis of the effects of competition on public works procurement has focused only on intra-industry competition in the form of the number of participating bidders. Recent MIT analysis has expanded this to also examine the role of inter-industry competition as indicated by market concentration by one material or the other. Analyzing bid data for forty-seven states over ten years suggests that a more balanced materials market can be a more powerful tool for lowering bid price than is having more bidders participate.

NOTES:
I-376 Airport Expressway is a limited access freeway that serves as the main access for high speed traffic traveling to Pittsburgh International Airport from the Metropolitan Pittsburgh Area. The average daily traffic on this highway is 50,000, but ADT is expected to climb to 70,000 vehicles.
Golden Triangle Construction won the alternate bid for the project, which included full-depth concrete re-placement, minor structure improvements of four major bridges, and updates to the guide rail and median, along with some additional construction. The entire project included 20 lane miles of paving over a span of 4.7 miles. The project also included two major interchanges that serve airport cargo companies and other airport vendors, as well as other businesses in the area.
After being awarded the contract, Golden Triangle proposed three innovative cost-saving ideas:
• Cement soil stabilization in lieu of traditional undercutting methods to stabilize the subgrade
• Recycling and reusing existing concrete pavement for the aggregate subbase
• Designing a new maintenance and protection-of-traffic scheme to allow for full 24 ft.-wide paving in lieu of single lane 12 ft. lane paving
These recommendations allowed for expedited construction, safer access for construction and passenger vehicle traffic and a smoother pavement. In addition to Golden Triangle’s proactive strategies providing a better finished product, they also saved the PennDOT $1.4 million of the approximately $13.4 million allo-cated for paving.
Another innovation on the project was the pilot of Performance Engineer Mixtures for PennDOT. Applying the use of the formation factor test, box test, Super Air Meter and water/cement ratio calculation using the microwave test, provided feedback to PennDOT and the contractor, and may lead to the use of more PEM mixtures on future projects.

3:15 pm Full-Depth Reclamation with Portland Cement Stabilization -Heather Steffek, ACPA/NYS Learn how to upgrade local roads using the full depth reclamation process. This presentation highlights the role portland cement plays in stabilizing weak soils that lay beneath local roads.
3:45 pm Calcined Clay & Other Emerging Pozzolans for Concrete -Farshad Rajabipour PE/PhD,
Penn State University. In recent years, concerns over the supply, quality, and cost of fly ash and slag for use as pozzolan in concrete has become widespread, and this trend is forecasted to worsen in future. This presentation introduces several emerging and alternative pozzolan re-sources including calcined clay, FBC fly ash, ground bottom ash, and raw natural pozzolans. Specifically, the performance of concrete made with calcined clay will be showcased.

The requirement for concrete adhesive anchor installers and inspectors to be certified under the new ACI code as required by FHWA, and the certification of finishers that is underway for reducing scaling potential.

Scuillo PE, Golden Triangle The I-376 Expressway Reconstruction Project was an Alternate Design/Alternate Bid project that utilized contractor innovations combined with Department support to provide safer, more cost effective solutions to a challenging project.

Potential Use of Lightweight Aggregate Produced from Bottom Coal Ash for Internal Curing of Concrete Systems
This work introduces potential use of a novel Spherical Porous Reactive Aggregate (SPoRA) as an efficient light-weight aggregate produced from waste bottom ash for internal curing of concrete. SPoRA has a spherical
shape to increase the workability of concrete and possesses better sorption properties to absorb and desorb water for internal curing.

Calcined Clay as a Supplementary Cementitious Material
Calcined clays are abundant and have been shown to serve as a quality supplemental cementitious material by themselves or in combination
with limestone or other SCMs. In this study, a low-purity kaolinite resource was evaluated. The results showed that the produced calcined
clay met ASTM C618 and the performance requirements in concrete.

Quantifying the Freeze-Thaw Performance of Air-Entrained Concrete Using the Time to Reach Critical Saturation Approach
Many State Highway Agencies have been working to develop performance-based specifications for concrete pavements in freeze-thaw
environments. A time to reach critical saturation (TTRCS) model has been proposed to estimate the freeze-thaw performance of concrete.
This study evaluates the model for 30 different concrete mixtures with varying air volumes and quality of air void. Simple QC test procedures
are used to determine the model input parameters.

Deleterious reaction of pyrrhotite (an iron sulfide mineral present in aggregate) has recently been found to have severe impacts on durability
and serviceability of concrete structures. This poster will present the ongoing research towards understanding the mechanism of such
concrete deterioration.

Any stiffness and thermal incompatibility between the repair material and in-situ concrete leads to the generation of additional stresses at the

The theme of The American Concrete Institute (ACI)
International, “Progress through Knowledge” has inspired the
members of the Pittsburgh Area Chapter to work toward a more informed industry for over 50
years. The Chapter was founded in 1962 by a group of dedicated
people led by Art Livingood, Andy Fertal, and Bob Zerns.
Their vision has helped influence the shape of concrete
construction in Pittsburgh as well as the tri-state area.
Today our chapter has over 200 members. We hold monthly
member meetings from October to March and every April we
hold our annual Awards Banquet. We offer ACI
Certification and conduct several classes and test hundreds
of individuals each year. For more information on these
programs, membership opportunities and upcoming

SESSION 4 Moderator– John H. Roberts PE, International Grooving & Grinding Association
8:00 am Pipe Sustainability & Resilience -Trygve W. Hoff PE, American Concrete Pipe Association Resiliency is the new "Green". Buzzwords are often overused and underutilized, and Resilient Infrastructure frequently falls in that category. Yet in today’s constantly changing climate, engineers must consider the resiliency of their projects to withstand floods, fires, and earthquakes. Precast concrete products are the definition of resilient: absorbing an impact and continuing to provide service with little or no repair necessary.
8:45 am PennDOT/PACA Testing of Shrinkage Reducing Admixtures -Mark Moyer, NESL The Shrinkage Reducing Admixture Testing was a cooperative PACA and PennDOT effort. Shrinkage (ASTM C-157) is a specification criteria for AAAP Bridge Deck concrete mixes, some aggregates (due to geology) have difficulty in achieving the current specification. The goal of this testing was to help provide data which would corroborate shrinkage reduction of certain concrete mixes, especially those with a history of high shrinkage values. SRA has been widely used in the commercial industry for over 10 years with success in flatwork.
9:00 am Texas Skid Study Overview -Richard R. Jucha PE, ACPA/PA Research was initiated by industry leaders from western Pennsylvania to evaluate frictional resistance of various concrete surfaces produced from non-blended & blended aggregate concrete mixes. This presentation will provide an overview of equipment, procedures and progress of testing concrete pavement samples at the Univ. of Texas, Pickle Research Center.
9:30 am IRISE Overview—A PennDOT Perspective -Brian Wall, PennDOT Planning & Research
The Impactful Resilient Infrastructure Science and Engineering (IRISE) Cooperative Research Consortium focuses on implementable solutions leading to more durable, longer lasting highway infrastructure. Experts from the public sector, private sector, and academia work together in identifying and solving problems. The presentation will provided an overview of the initiative.

nominations for projects completed in 2019 will be accepted by ACPA/National beginning April 2020.

10:15 am IRISE Projects, Customizing Rigid PavementME & Early Opening to Traffic Study
-Lev Khazanovich PhD, University of Pittsburgh The presentation will give an update for two IRISE projects. Under the first, close to completion, project a simplified mechanistic-empirical design method and a localized design tool for concrete pavements were developed. The new procedure, PittRigid ME, is based on the AASHTO MEPDG design procedure, but restricts design input parameters to the most influential and relevant ones for Pennsylvania conditions. It matches the MEPDG predicted performance at a fraction of the computational cost. The second, just initiated, project aims to develop a mechanistic-empirical model for prediction of concrete pavement damage due to early opening and recommendations for early opening data analysis.
10:45 am Precast Bridge Project Showcase -Troy Jenkins PE, Northeast Prestressed Products The Coplay Bridge was the first post tensioned splice girder bridge built for PennDOT. It was also the first bridge in the United States to use electrically isolated post-tensioning tendons. This presentation is about the fabricator’s perspective of building this bridge type.

Dave was the Lead for the 2020 Publication 408 Update –Section 500. His Team had representation from PennDOT Central Office & Districts, FHWA, the Pennsylvania Turnpike, APC, ACPA/PA, and PACA. Goals for the Team were to reduce Special Provisions, address known specification issues and improve quality.
