The earlier work in regional skills standards:

Initiated by Labor Ministers in 1971

APSDEP started work on Model Occupational Skill Standards (MOSS) in 1986

Malaysia became Lead Agency

ASPDEP meeting in ‘96 asked for further research on a new approach

ASPDEP meeting in March, ‘98 agreed upon the Regional Model Competency Standards (RMCS)

Purpose of Competency Standards

A way for industry to set out their requirements for what individuals need to be able to know and do in workplace.

As a benchmark for assessment of whatever an individual is competent either as part of a training program or for existing workers.

Provide benchmark for the training system to develop and deliver training programs relevant to workplace needs.
