The organization aims to engage citizens to remove trash and debris from beaches and waterways all over the world, identify the sources of debris, and change the behavioral patterns that contribute to pollution. Celebrated every year, ICC mobilizes a multitude of volunteers from more than 90 countries and states to clean-up trash and debris from beaches/shorelines, rivers, lakes, and waterways and to raise environmental awareness. During the clean-up activities, data cards are completed by the volunteers; then the data are compiled and analysed. The final result will be published and used to educate the public, business, industry, and government authorities about the marine debris issues. Through education and awareness of such issues, long term solutions and changes in behavior are expected to be brought forth. The Philippine Fisheries Development Authority-Navotas Fish Port Complex (PFDA-NFPC) rallied its stakeholders to join the 2014 International Coastal Clean-Up Day on September 27, 2014. Supported by the NFPC clients, Local Government of Navotas and Malabon, other government agencies, and some private citizens, the activity with around 435 volunteers produced 12,620 kilograms of trash from a stretch of 1.8 kilometer-coastline along the port area, including the harbour basin. In the Philippines, ICC was officially adopted through Presidential Proclamation No. 470 dated September 15, 2003 which made the country an active participant, next to the USA, of this worldwide environment clean-up event. PFDA-NFPC has also been a strong supporter of this activity. It is committed to continuously participate in the rehabilitation of the country's oceans, seas, rivers and other waterways. Through the efforts of the volunteers, the clean-up drive produced different types of trash; mostly construction materials (3,612 kgs), food wrappers (2,927 kgs), and rope (2,099 kgs). The rest consisted of shoes/slippers, water lilies, plastic bags, take-out food containers, and fishing net. The volume of ‘COWBOY’ MANAGER. General Manager Eduardo M. In keeping with its thrust to capacitate officials and employees for further career advancement, the Administrative Services Department-Human Resources Division (ASD-HRD) completed the conduct of scheduled in-house trainings as part of its capability- building program for CY 2014. The ASD-HRD organized the in-house trainings based on training needs assessment where the following were identified as priority concerns: middle-level management/supervisory development, port operations, financial management, administrative discipline, procurement law compliance, and written communication competencies. Experts in their respective fields were tapped to impart their knowledge to the training participants both from the Philippine Fisheries Development Authority Central Office and the regional operating units. The ASD-HRD coordinated with other government agencies to facilitate the conduct of the training programs. Management Development Course Recognizing the critical role of middle level managers and supervisors in modern-day, and competency-based HR management, the ASD-HRD conducted this seminar/workshop on April 28-30, 2014 attended by 35 supervisors and senior staff from the Central Office and the regional operating units. The office engaged the services of Ms. Josefina J. Quintana, former director of the Civil Service Commission (CSC) and currently an accredited resource speaker of the Civil Service Institute, to conduct the Management Development Course. Effective Writing The Seminar on Effective Writing was conducted on May 27-29, 2014 (Batch 1) and September 10-12, 2014 (Batch 2) to address the need to enhance the technical writing competencies of both supervisory and technical staff of the agency. Ms. Quintana was tapped anew to conduct the training for a total of 66 participants. Integrated Port Operations Course The Navotas Fish Port Complex, in coordination with ASD-HRD, facilitated the conduct of the Integrated Port Operations Course from July 22-24, 2014. A total of 50 PFDA officials and technical staff involved in fish port operations and management were apprised on the recent developments that affect the conduct of port operations. The program was handled by accredited trainers of the Philippine Ports Authority, namely Mr. Jose Cesario O. Bautista, Mr. Arvin D. Dadulo and Mr. Regner N. Gayramon. Seminar on Administrative Discipline Instilling awareness among unit heads and supervisors regarding the pertinent rules and regulations on administrative discipline was also one of the thrusts of the ASD-HRD's capability- building program for 2014. Atty. Krunimar Antonio D. Escudero, Chief, Division 5 of the CSC Office for Legal Affairs, imparted his expertise on the Revised Rules on Administrative Cases in the Civil Service (RRACCS) and relevant jurisprudence on the subject matter during the training held on August 15, 2014 with 60 participants from the Central Office and operating units. Seminar on Procurement Law Noting the importance of proper compliance with the government procurement process, the ASD-HRD organized the Seminar on Procurement Law for chairpersons and members of the Bids and Awards Committees, supply officers, and technical staff involved in procurement activities. The seminar was held on August 28-29, 2014 with Dir. Aida N. Carpentero (Department of Education) Atty. Peter Paul A. Soliva (Bangko Sentral ng Pilipinas), Engr. Gilbert C. Mondroy (Department of Environment and Natural Resources) and Atty. Allan Dexter P. Macaraig (Office of the President) as resource speakers. The ASD- HRD coordinated with the Government Procurement Policy Board on the conduct of the two-day training attended by 55 participants from the Central Office and operating units. The General Santos Fish Port Complex (GSFPC) once again collaborated with the local government of General Santos City to organize the 16th Tuna Festival, the carrier event of the City's 46th Charter Anniversary.

Under the leadership of the new Port Manager-Officer-in-Charge Custodio L. Balaoing, the TunaFest took off with the launching of the month-long flea market, which was participated in by more than 200 stall locators, on August 15, 2014.

The calendar of activities was highlighted by the Lawihan Float Parade and the Street Dancing Competition. Other events were water sports and skills competitions, the much awaited Guinness World Record Attempt for the Largest Fish Display, and the search for Mindanao's most beautiful in the Mutya ng Mindanao 2014.

The celebration kicked off on September 5 with the Float Parade of Lights from SM Gensan to the Oval Plaza Grandstand where the Opening Ceremonies, underscoring this year's celebration of the bounty of the sea: “Pyestang Karagatan, Pyestang Lawihan sa Magandang Gensan,” was held. The opening gala was well-

attended with guests from the neighboring cities and municipalities along with foreign visitors who clearly enjoyed the colorful and vibrant performances. Mr. Balaoing gave a heart-warming welcome address inviting everyone to join the festivities. Afterwards, the slicing of the tuna took center stage which has become a tradition for opening ceremonies since 2012 when the Philippine Fisheries Development Authority instituted it. And the much anticipated fireworks display completed the evening salvo.

GSFPC also took the lead in the Guinness World Record Attempt for the Largest Fish Display with the cooperation of its Market 1 clients. Mr. Balaoing set the preparation in motion with a meeting with the clients who were likewise anticipating the world record attempt. On September 11, Market Hall 1, which was designated as the display area, was abuzz with both excitement and apprehension as early as 4:00 in the morning. The attempt was officially clocked for at least 15 minutes displaying 33.61 metric tons of tuna.

Aside from the world record attempt, another new event caught the interest of spectators: The Mutya ng Mindanao 2014. Eighteen

in the conduct of the Seminar on Financial Management and Reportorial Requirements on October 1-3, 2014. The three-day workshop aimed to harmonize financial reports and other relevant requirements submitted to Central Office, and resolve other issues raised by technical staff involved in the preparation and analysis of financial documents.

Ms. Helen B. Holgado, Supervising Budget and Management Specialist of the Department of Budget and Management, provided inputs and clarifications on the budgeting concerns of the agency. The seminar was attended by 46 participants from the Central Office and operating units. effectively support corporate goals and strategies. The trainings are

expected to have positive impacts on the performance of the participants and their respective units. (Thirdy Ruiz)

The conduct of capability-building programs is among the agency's commitments to enable PFDA officers and staff to

beautiful ladies came from as far as Lamitan, Basilan to represent their cities. The candidates participated in the opening ceremonies parade of costumes and were also at the fish port to witness the world record attempt. They also visited the adopted community of the GSFPC Employees Multi-Purpose Cooperative at Sta. Gemma for a feeding program much to the delight of the residents. On the night of September 12, Ms. Zamboanga Christine Juaton was chosen as the Mutya ng Mindanao 2014. The coronation was scheduled on the night of September 13, the same time of the closing ceremonies of the Tuna Festival.

One of the highlights during the last day of festivities was the Lawihan Street Dancing Competition. Six contingents vied for the title of the 16th TunaFest Lawihan Street Dancing Champion. The theme centered on 'pyesta” and how their dances depicted the

beginnings of Gensan and its fishing industry.

The participants, that included students from schools in the neighboring South Cotabato and Saranggani Province, rendered breathtaking performances—from their colorful costumes, creative props, and energetic dance movements; but there could only be one best performance which went to the Christian School of Polomolok. The festival ended with an equally lively and multi-hued closing program. The fireworks, despite being shorter than that of the opening salvo, still wowed the spectators.

An all-night band live show followed, entertaining the Generals until the wee hours of the morning. It was indeed a Festival celebrating Gensan's continued blessings from the sea, reminding the Generals that this is their ocean, their treasure, their celebration. (Fritzie Leviste)

This year's coastal clean-up at the fish port was led by PFDA General Manager Eduardo M. Chu with the assistance of Acting Assistant General Manager Rodrigo M. Bulaon and NFPC Officials:

Port Manager Miguel Lamberte, Jr., Administrative Chief Danilo Axalan, Police and Security Chief Arfilo Catipay, Harbor Operations Chief Alexis Inocentes, and Market Operations Chief Luz Ortiz. It was participated in by NFPC personnel, selected PFDA-Central Office employees, local government staff of Navotas and Ma labon , NFPC Mar i t ime contingent, Bureau of Fisheries a n d A q u a t i c R e s o u r c e s representatives, and some private citizens.

With the sponsorship of PFDA-NFPC clients like RBL,

Frabelle, Seaport Royale, Royal Fishing, Young's Town Sardines, Rock Energy, Bonanza Fishing, Sta. Catalina Security, Therma Mobile, Petron Corporation, and Irma Fishing among others, the 2014 ICC created awareness on environmental protection among the port users and the people serviced by the Navotas Fish Port Complex. Reaching the Grassroots

The project was initiated by the local government unit (LGU) of Barobo led by its mayor, Felixberto Urbiztondo, to build a tangible community of fishermen and fishery-related workers in the area. This will create a fishing business center in the municipality, establishing a centralized spot for fishing, marketing and trading in the barangay and nearby districts.

The existence of 1,217 fishing boats operating in Barobo (12 of which are commercial; 50 semi-commercial; and 1,155 municipal), which dock in scattered areas was one of the factors that made the project proposal feasible to pursue. Moreover, the socio-economic profile of the municipality shows that its fisheries sector contributed about P122,822,914.20 to the local economy from more than 3,765.94 MT of fishery harvest in 2008; establishing this infrastructure will increase productivity of the involved workers.

Barobo Municipal Fish Port is the first port established in the area, giving the local government positive hopes that it will soon be reached and utilized by local and foreign fishing operators who were affected by the closure of Indonesian waters to Filipino fishermen and the ban on purse seiners to fish at the Western and Central Pacific areas. The operation of the fish port will likely affect the economic growth of Barobo due to the big possibility that commercial and foreign fishers will use the port's facilities.

According to the local fishers and residents, the opening of the port is something they looked forward to as

they rely on it as a new door of opportunities to provide them with jobs.

Barobo ice dealers will likewise benefit from the project as they can source their supply from the ice plant facility. Prior to the operation of the port, ice suppliers used to travel 60 kilometers to support their daily trade requirements.

Future Ventures

The completion of the structure, however, did not stop PFDA from still improving the post-harvest services of the fishing industry in Barobo. The technical staff supervised by Technical Services Department Manager Rodrigo M. Bulaon proposed dredging the waterway instead of extending the causeway to reach the required depth so commercial fishing vessels could berth in during low tide.

The PFDA and the Barobo LGU are now in the process of sourcing out funds for this additional component of the project. (Amber Alonzo)

- personnel actions such as hiring, promotion, reassignments, and termination; as result of disciplinary action; and

- the formulation of office policies, procedures, rules and regulations.

To ensure that the mutual concerns arising from the Agreement are promptly addressed, a Consultative Committee (Article XII) shall be created within five days from the effectivity of this agreement to be composed of three representat ives from each party. The Consultative Committee shall meet on a quarterly basis or as the need arises.

CNA Article XVII stipulates that in recognition of the significance of the Agreement between the PFDA and the UNION, a CNA incentive shall be granted to all employees and officials. The CNA incentive shall be paid as a one-time benefit within the first quarter of every year during the life of this Agreement, based on the allowable computed Maintenance and Other Operating

Expenses (MOOE) savings of the preceding year.

The necessary funds for the implementation of the provision of this Agreement shall be derived from cost-cutting measures of both management and the UNION, and they shall establish a system with which to prioritize the utilization of corporate savings, in accordance with the existing government accounting and auditing rules and regulations. CENTRALIZATION. The construction of the Barobo Municipal Fish Port centralizes fish unloading and trading activities in Brgy. Wakat, Barobo and will allow commercial and semi-commercial fishing bancas to dock in at any tide. This eliminates old system of scattered and unsystematized unloading and trading along the riverbank, in the old market in another barangay and within the respective barangays of the fisher folk.

One of the highlights in the celebration of the PFDA's 38th anniversary last August 11, 2014 was the renewal of the Collective Negotiation Agreement (CNA) between the Philippine Fisheries Development Authority (PFDA) and the Association of Concerned Employees of PFDA (ACE-PFDA), also known as Sandigan-Lakas ng mga Kawaning Bayan ng PFDA (SALAKAB-PFDA). The renewed CNA was entered through a signing ceremony that was attended by the PFDA top management; the PFDA Management Negotiating Panel headed by Mr. Jose M. Abarquez, Port Manager of Lucena Fish Port; the UNION Negotiating Panel headed by the National President Allan B. Vasquez; and PFDA employees at the PCA Compound, Elliptical Rd., Diliman, Quezon City.

After the CNA was signed by the negotiating parties, ratified by the majority of the rank and file employees, and confirmed by

the PFDA Board of Directors, the collective negotiation provisions shall continue to be effective for a period of three years or until August 11, 2017.

This Agreement is a contract negotiated between an accredited employees' organization (ACE-SALAKAB) as the negotiating unit and the employer/management (PFDA) on the terms and condition of employment and its improvements that are not fixed by law. The CNA will pave the way in granting specific employee benefit program which generally aims to improve the welfare and working condition of the PFDA employees.

The CNA stipulates that both parties agree to promote the principle of shared responsibility, and foster a progressive and harmonious relationship on good governance, transparency and professionalism. The parties shall adhere to the Agency Code of Ethical Standards and ensure proper compliance with the PFDA Citizen's Charter.

The PFDA shall recognize the ACE-SALAKAB (UNION) as having the primary role and exclusive negotiating representation for all rank-and-file employees of the agency. All matters and issues pertaining to the employee's rights, benefits, and interests shall only be negotiated and settled directly with the UNION.

The UNION, on the other hand, shall recognize the authority and prerogative of PFDA in the implementation of existing laws governing:

- the terms and conditions of employment in the government service;

- the grant of employee benefits as provided by law;

The accomplishment of the goal to build fish ports and other post-harvest facilities to cater to the infrastructure needs of the fishers nationwide is not only a quest for the agency but a welfare for the public as well.

The Philippine Fisheries Development Authority's construction of the Barobo Municipal Fish Port and 5 MT Ice Plant at Barangay Wakat, Barobo, Surigao del Sur is just one among the targeted 21 fish ports, under various fundings, to be completed in 2014.

This construction project aimed to (1) centralize fish unloading activity; (2) supply the ice needs of the fisher folks and fish traders in Barobo and its adjoining municipalities which are rich in marine resources; (3) address the high cost of ice in the area; (4) and support the Bureau of Fisheries and Aquatic Resources' Mariculture Park project that cultures bangus and other high valued species

which are in demand in the local and export market.

Allotted with P44,254,357.00 from the Malampaya Funds, the project construction which started in May 2013 was awarded to Equi-Parco Construction Company.

THE FIRST. The 5-MT Ice Plant and Ice Storage of the Barobo Fish Port is the first ice plant facility in the municipality. The port is situated near the provincial highway, providing easy access to the public.

It has been the tradition of the Philippine Fisheries Development Authority (PFDA) to commemorate its anniversary on August 11 with a simple program. But for this year's 38th celebration, PFDA gave it a little twist, adding more fun and more meaning to the usual annual happening.

Amusing August

Bringing Luzon, Visayas and Mindanao to a single venue, the PFDA Central Office filled the office compound with colors and noises through its portrayal of different Filipino cultural festivals such as Panagbenga of Baguio, Barutuan of El Nido, Pahiyas of Quezon province, Dinagyang of Iloilo, Sinulog of Cebu, Mascara of Bacolod, and Kadayawan of Davao.

The highlight of the event was not the parade of the contenders alone (with one male and one female models for each of the festivities), but also the resourcefulness and teamwork displayed by the employees in creating costumes out of recycled materials without compromising the quality and aesthetic appeal of their designs.

General Manager Eduardo M. Chu shared in his message his delight from witnessing solidarity among the employees not only in business undertakings but also during fete competitions.

Davao Fish Port Complex (DFPC) also played with hues by having its first inter-color sports fest—comprised of Blue Blazers, Green Gropers and Yellow Tigers—to strengthen the camaraderie of the DFPC family.

The most anticipated component of DFPC's sports fest was the cheerdance competition which the teams deliberately prepared for during weekends. Games which were contested according to the team colors included basketball, volleyball, badminton, and table tennis among others. A fun run opened the celebration on August 11, 2014.

Despite the month-long planning and arrangements for the annual Tuna Fest, making time for a humble gathering to remember the agency's foundation was not difficult for the General Santos Fish Port Complex (GSFPC) staff. A program was still held where GM Chu's message was read and where a Bingo social gave the employees a short-time break from the hectic schedule caused by the demands of the big and awaited Tuna Festival. Loyalty awards were likewise given to the employees.

'Do it simple' was meanwhile this year's groove of Camaligan Fish Port (CFP) for remembering PFDA's beginnings by having a Friday night party attended by its employees and clients on August 8, 2014. The festivity also served as a quality time spent together for the CFP family as all of them took part in the preparation for the event without exceptions as CFP Port Manager Carlos E. Hagosojos served as the banquet chef.

Joys and Meanings

To discover meaning from what one does might be a cliché for some but the employees of some PFDA fish ports chose to

find meaning from a supposed-to-be pure fun celebrations. In coordination with the Philippine Red Cross, Zamboanga Fish Port Complex (ZFPC) organized a one-day bloodletting activity inside the port complex where not only ZFPC staff, but also coast-guard contingents, processors, and clients donated blood.

A week before this humanitarian effort, the ZFPC employees, as part of the anniversary fest, organized for themselves indoor games such as table tennis and bowling.

On the other hand, their concern for the environment prompted the Lucena Fish Port Complex (LFPC) employees to conduct a tree planting activity to replace utterly destroyed trees caused by typhoon Glenda that hit the country in July. A total of 100 Narra seedlings donated by the Quezon Provincial Office upon the request of LFPC management were planted inside the port's compound.

'Better together' was the theme of the 38th anniversary event of Iloilo Fish Port Complex (IFPC), involving its brokers in the festivities. Considering that partnerships with clientele play important roles in the growth of the port, IFPC awarded its top five brokers during the celebration.

Other fish brokers and ice processors at the port, namely: (1) Iloilo Fish Brokers Association; (2) JETTI Petroleum; (3) Orient Cold Storage, Inc.; (4) Balt-Bep Fishing Corporation; (5) MRC Fish Brokerage; (6) CGC Fish Brokerage; (7) Jomar Aqua Marketing; (8) YYN Fishing Corporation; and individual clients (9) Ms. Macaja Cebral and (10) Ms. Anna Vriginia Yoshide were also recognized at the affair. PFDA-IFPC employees were likewise given Certificates of Appreciation during the program.

Moreover, the largest PFDA port, Navotas Fish Port Complex (NFPC), made this year's celebration a big one, too. Stressing both enjoyment and important concerns, and with the theme “Feeling Great at 38,” NFPC held a week-long celebration (from July 31 to August 8, 2014) composed of activities promoting health and environment.

A mini sports fest for leisure, Zumba sessions for fitness, and tree planting inside the complex for beautification and environment consciousness were conducted within the week to celebrate PFDA's 38 years.

As the past gives meaning to the present and the future, Sual Fish Port (SFP) had a little track back to time through its Vigan and Ilocos tour on August 10-11, 2014. Further, the historical trip strengthened the camaraderie among the port employees, reminding them of the meaning and importance of togetherness.

While PFDA continues to delight in a momentous celebration each year, its anniversaries become part of its history-making, marking not only the beginnings of the agency but also its progress and growth as a corporation during all these years. (Amber Alonzo)
