1.Why a HW Observatory for Africa?

Very few evidence-based HRH policy-making

Weak capacity at various levels : HRH Information, methods, technology, standards and dissemination

Poor statistics at all levels

Lack of data harmonization

Limited exchanges and collaboration amongst countries

Lack of Early warning system on HRH situations

Few evidence-based knowledge available for policy decisions and advocacy

2.What is the Africa HW Observatory ?

A cooperative network initiative among the countries and different partners of the African Region, to produce information and knowledge necessary for improving human resources policy decisions, and sharing the country experiences in order to improve human resource development in the health services.

• Develop national capacity for M&E of HRH situation and trends

• Provide information and evidence for HRH development policies, strategies, plans and their implementation

• Provide a forum for partnership, sharing of experience and advocacy in HRH development

• Facilitate networking of expertise in HRH and health systems

• Serve as an early warning system or whistle blower on HRH impending situations

3. Progress so far� Since March 2007 : Secretariat for

observatory established and functionning

� Sensitisations for setting up National observatories (RC57, RPM, Meetings…)

� Establish collaboration with sub regionalinstitutions with ECSA, OCEAC, SADC and WAHO to facilitate and follow up process of national observatories and HRH data collection.
