In an effort to provide moreand even better service totheir clients, Aruba's electric-ity distribution company,Elmar N.V. recently pre-sented their innovative proj-ect to the community. Theyhave officially launched theintroduction of prepaid me-ters. These will be installed inthe Noord and San Nicolaasbarrios as a pilot project. Pre-paid meters will be madeavailable to residents in andaround these barrios.

According to Elmar, theprepaid meters function verymuch like the traditional postpaid meters and can be suitedto both 110 as well as 220volts with ease. The meter isaffixed to the outside wall ofthe house, while inside asmall box is installed close toan electrical outlet. Upon in-stallation the client receivesinstruction about the func-tioning of the equipment aswell as a user manual.

The system reportedly hasvarious benefits. The systemallows the client to controltheir use and their expenses.This enables the cleint to re-duce their electrical con-sumption, pay on time andeliminate monthly bills.

The system uses a token.The client purchases a tokenof the value of his chosing.For example, a Afls.100token or whatever amountthe client perceives to needfor his cosumption over acertain period. Elmar, in turnassures the client that he re-ceives the amount for whichhe purchased.The minimaltoken amount is Afls.5. Whenthe purchased amount isabout to finish, the meter willalert the client to have hismeter recharged.

The meter tokens areavailable for purchase at thefollowing locations: ValeroEssoville, Valero PalmBeach, Texaco Sasaki and atElmar N.V. Elmar wants to alert thecommunity that the prepaidmeters carry the same tariffsas the traditional meters, theycost the same; the only differ-ence is that the client controlshow much he spends whichcould result in a monthly sav-ing.

ration for gas or petrol inAruban waters, which hasbegun in earnest at theNorthen side of Aruba, Rep-sol and CAP representativesinvited a group of individualsto get acquainted with theirSeismic Vessel. On February15 a group of invited guestreceived a tour of the inter-esting vessel.

Repsol representative inAruba, Willy Hernandez, re-ported that the first trial peri-oid is divided into threephases. During the firstphase, to take one and a halfyears, they will acquire theship to do the seismic re-

search. This will be followedby the second phase, whichwill also take one and a halfyears during which time theywill receive the seismic stud-ies in 3dimension. This willbe followed by a period ofthree years during which timethey will dig an exploratorywell based on the results oftheir seismic analysis.

They expect to coversome 4 thousand kilometersduring the next 40 days dur-ing this first phase of explo-rations. According to WillyHernandez, the farthest pointthey will go for explorationsis 60 miles from the coast ofAruba. And, the closest willbe the protected area of 3kilometers from the coastwhere no activities will beconducted. The total area tobe covered will be 14 thou-sand square kilometers andwill entail the area south ofAruba as well as a major part

of the Northern side.They explained that dur-

ing the entire process of theexploration, they will bemindful of fishermen in thearea. They will take measuresof mitigation with every sec-

tor, such as fish-ermen, divers,etc. according toHernandez.

There will bethree ships atsea. One shipwill carry all themeasuring andregistration ap-

paratus, while the two otherships will be helping with theprocess. At the more sensiblezones they will perform apre-scouting two days in ad-vance to study what kind of

animals are in the area andwhat is their behavior. Wthrespect to mitigation meas-ures, these will be done peri-odically within one and threedays to ensure that all is donecorrectly and well.

Finally, they indicated thatthe objective of the ex-ploratory phase is to acquirea seismic campaign with dataof the best possible qualityand to ensure that there is nodamage to the environmentnor to the health of persons.

On the other hand, thetechnical objective is to de-termine where there arestructures containing hydro-carbon. The final confirma-tion of the presence ofhydrocarbon will determinethe perforation point.

Que Pasa was a perfect loca-tion for this evening and theproject turned out to be a bigsuccess.

The auctioneer created alot of excitement during thebidding process and morethan 30 paintings were of-fered to the crowd. Somebids reached way over Afl.1,000. More than 80 atten-dees were bidding on the pre-sented paintings and at theend of thenight over Afl.17,000 was collected.

Indra Stamperof the FPNC wasvery impressed bythis great result,the full proceeds ofthe auction will bedonated to Funda-cionPa Nos Comu-nidad.

"We can use allhelp to fightpoverty on our is-land," Indra men-tioned. FPNC is a

foundation that supports vul-nerable groups and voluntaryinitiatives in the Aruban com-munity.

Separate from the fact thatmany people will be helpedwith this project, it is alsonice to mention that the cre-ative incentive of this projectproduced a lot of new artists.It was a fun entertainment forparticipants and definitelyworth repeating!

The “Art Project” auction ahuge success

GENOA, Italy (AFP) - Sup-porters of a new Italian anti-austerity party led by formercomedian Beppe Grillo cele-brated early results pointingto a stunning electoral suc-cess on Monday that couldturn the movement into thecountry's third biggest politi-cal force.

In Grillo's home town ofGenoa in northwest Italy, thebeer flowed at a local bar --the Mente Locale -- wherecandidates and activistscrowded in to cheer as pre-

liminary results showed theymight have won as much as aquarter of the vote.

Dozens of mostly youngcandidates -- some close tothe minimum age of 25 andmany with little or no politi-cal experience -- are set toenter parliament for the firsttime as Italians fed up withausterity and corruptionflocked to their ranks.

"This is an extremelystrong sign of change," saidStefano Camisasso, a candi-date for the Five Star Move-

ment (M5S) for the Senate,containing his euphoria as heplanned the move to Rome.

Another candidate,Cristina De Pietro, said shewas still in shock as shewatched a television.

"This is a moment whenyou feel a bit weird becausewe are ordinary citizens, wedon't have political experi-ence," she said.

"We have a lot to learn,"she said.

Asked what she made ofthe early results, she said

simply: "This is what Italyneeded!"

Grillo, a bushy-haired 63-year-old, took to the cam-paign trail in a camper van,travelling to rallies across thecountry which drew largecrowds of young people, pen-sioners and women sick oftraditional politicians taintedby scandals.

The Internet-based move-ment has called for Italy'spublic debt to be cancelledand for a referendum onwhether to stay in the euro-

zone, as well as advocatingfor a 20-hour working week.

It grew out of Grillo's pop-ular blog and forced Italy'smain parties to take it seri-ously when it won the highestnumber of votes for any sin-gle party in regional electionsin Sicily last year.

M5S proposals are alsodriven by a mix of economicpopulism and idealism --from free Internet for every-one and electronic tablets forall school children, to a greeneconomy.

NEW ORLEANS, Louisiana(AFP) - Prosecutors accusedBP of letting greed triumphover safety Monday in theopening of a multi-billiondollar trial over the devastat-ing 2010 Gulf of Mexico oilspill.

A federal judge in NewOrleans is tasked with deter-mining how much BP and itssubcontractors should pay forthe worst environmental dis-aster in US history.

US prosecutors are deter-mined to prove that grossnegligence caused the April20, 2010 blast that killed 11workers and sank the BP-leased Deepwater Horizonrig, sending millions of bar-rels of oil gushing into thesea.

The US government plansto introduce ample evidenceof "systemic problems of cor-porate recklessness" and howa "culture of disregard tosafety" led to the blowout,said Michael Underhill, leadtrial counsel for the UnitedStates.

"Reckless actions weretolerated, sometimes encour-aged by BP to squeeze everydollar," he told the court.

"Every fork in the road,BP chose time and moneyover safety in the operation ofwhat (one rig worker) calledthe 'well from hell.'"

BP is equally determinedto avoid a finding of grossnegligence, which woulddrastically increase its envi-ronmental fines to as much as$17 billion.

BP is also hoping to shiftmuch of the blame -- and cost-- to rig operator Transoceanand subcontractor Hallibur-ton, which was responsiblefor the runaway well's faultycement job.

Transocean's poor safetyrecord was the focus of thefirst lawyer to speak, JimRoy, who represents thou-sands of individuals and busi-nesses impacted by the spillthrough a steering committee.

Roy told the court that theSwiss giant's top safety offi-cial on the multimillion dollarrig "was not even minimallycompetent for this job."

"His training consisted ofa three-day course. Amaz-ingly, he had never beenaboard the Deepwater Hori-zon," Roy said, noting thatthe blowout was the seventhmajor incident aboard aTransocean rig in the space of17 months.

Transocean defended its"well-trained" crew whose"death-defying acts of hero-ism" ensured that "every sin-gle man and woman whocould have survived, did,"and described BP's attempt toshift the blame as "shameful."

"None of this had to hap-pen. It happened because BPwas behind schedule andneeded to get this done," saidBrad Brian, Transocean's leadattorney.

"BP considered another al-ternative to this: Plug the welland abandon it. but thatwould have cost over $10million."

BP accused of greed, laxsafety at US oil spill trial

CAPE TOWN (AFP) - Vet-eran British explorer Sir Ran-ulph Fiennes has pulled outof an attempt at the world'sfirst Antarctic winter crossingdue to frostbite, the expedi-tion said Monday.

"This decision has notbeen taken lightly and it is,naturally, a huge disappoint-ment to Fiennes and his col-leagues," the mission, knownas The Coldest Journey, saidon its website.

The 68-year-old adven-turer was injured after fallingduring a ski training sessionin temperatures of around

minus 30 Celsius (minus 22Farenheit), the BBC reported.

"In seeking to re-attach hisbinding he felt that he could-n't get it on and had to takehis glove off in very coldconditions and exposed hishand to snow and as a conse-quence he has contractedfrostbite," said the expedi-tion's Tony Medniuk.

According to the website,Fiennes had "very reluctantlydecided" to leave his five fel-low explorers while an evac-uation was still possiblebefore the start of the Antarc-tic winter.

However, a blizzard hasput on hold plans to transporthim by snowmobile toPrincess Elisabeth Station,which lies around 70 kilome-tres (43 miles) away from theteam's current location.

The plan is then to fly himto Novo for a connectingflight to Cape Town, fromwhere the expedition shipsailed in early January.

The decision to leave wasmade with the team doctorand in the interests of the suc-cess of the journey. The cam-paign aims to raise $10million (7,6 million euros)

for the Seeing is Believingblindness charity.

The remaining five expe-dition members will press onwith the journey and are "inan excellent position" to startthe crossing on March 21.

"Sir Ran is leaving but wewill carry on," tweeted IanPrickett who is part of the team.

They hope to be the first tomake the over-3,200 kilome-tre (2,000 mile) crossing inwinter.

The furthest winter jour-ney in Antarctica so far cov-ered 60 miles in the early20th century.

The idea for the automatic,arbitrary budget cuts emergedas a way to ease a previousshowdown between Obamaand Republicans in Congress.

The massive reductions tothe military and domesticbudget were supposed to beso severe that both sideswould be forced into a deal tocut the deficit. But such isWashington's dysfunction, noagreement has been reached.

Obama on Monday hit outat the polarized political at-mosphere in the US capital,telling his foes at some pointthey had to agree to govern.

The president is calling oncongressional Republicans toagree to stave off the cuts by

closing tax loopholes thatbenefit the rich and corpora-tions to raise new revenues,along with a program of tar-geted spending cuts.

"We can't just cut our wayto prosperity. Cutting alone isnot an economic policy,"Obama told Democratic andRepublican governors at theWhite House.

Many Republicans agreethat the sequester is a badway to trim the budget andreduce the deficit but theyargue that Obama is not seri-ous about reining in spend-ing.

Bobby Jindal, the Repub-lican governor of Louisiana,who is a possible 2016 presi-

dential candidate, emergedfrom the meeting withObama and issued a searingattack on the president's han-dling of the sequester.

"There is a responsibleway to cut less than three per-cent of the federal budget,"Jindal told reporters. "I thinkit is time for the president toshow leadership. This admin-istration has an insatiable ap-petite for new revenues.

"Enough is enough. Thepresident needs to stop cam-paigning, stop trying to scarethe American people."

The cuts will slash defensespending by at least $55 bil-lion and non-defense discre-tionary spending by $27billion this year.

BARCELONA (AFP) - UScredit card giant Visa an-nounced Monday a global al-liance with Samsung to letshoppers make payments bywaving their smartphones neara special reader.

The deal could significantlyboost the long-touted use ofsmartphones to pay for goodsworldwide without any physi-cal contact, and without theneed either for credit cards orcash, it said.

The system could be usedby owners of Samsung smartphones equipped with a tech-nology known as Near FieldCommunication, or NFC,which lets a phone transmit in-formation to a nearby readerwithout touching it.

By mid 2012, 26.5 millionpeople were subscribing toLTE services, it said.
