There are 525 acres worth of big plans afoot for Casa Grande. Gilmore Planning & Landscape Architecture designed the master plan for the CRE project, which is across I-8 to the north of the developer’s Mountain Ranch community. That 758 acre community was approved in 2007 for more than 2,500 residential units, 99 acres of commercial uses and 134 acres of medium- and high-density residential. At the commission

meeting last week, open space requirements were reduced by four acres to 150 acres to accommodate a future I-8/Henness Road interchange.

The two projects are south of the area owned by PhoenixMart developer AZ Sourcing, which is proposing a dual development on and adjoining the Home Center Outlet Mart. Stations I and II (AZBEX, Oct. 23, Sept. 6) propose residential, commercial and lodging development between Florence Highway and I-8.

New and small-business owners looking for a collaborative work space have a new option in the West Valley.

MyOffice Business Suites, which leases to such businesses as in-home care providers, real-estate agents, financial planners and attorneys, moved into an office park near 83rd Avenue and Thunderbird Road in Peoria last month.

The space was renovated to include executive suites, conference rooms, common areas for single-day users, a reception area, multipurpose room and coffee bar.

The common spaces are designed to foster collaboration and networking among professionals and businesses to help them take their companies to the next level, co-owner Shelley Bade said.

Experts predict the collaborative office space, or co-working trend, will continue to grow with advancing technology and the onset of the Millennial generation into the workforce.

The co-working trend doesn’t mean the end of traditional large office buildings, although the shift includes large corporations across the country like Google and Yahoo. It is being driven by both advancing technology that allows people to work virtually and by Millennials, he said.

The company has four locations in the West Valley, including Arrowhead Ranch in Glendale, Peoria Chamber of Commerce and CityCenter of CityNorth in Phoenix.

Improvements costing nearly $1.7M for Safford’s Downtown are expected to begin this Spring. At the Dec. 16 Safford City Council meeting, the council unanimously approved amending an intergovernmental agreement with the Arizona Department of Transportation regarding planned improvements to Downtown intersections.

In addition, ADOT is planning a $1.1M project to increase capacity on U.S. 191 through Safford. Adding two additional lanes, one in each direction, will require eliminating parking on the highway through most of the city.

Downtown Improvements Start in SpringUtilities Director/interim City Manager Eric Buckley said the project will total about $960K for the city and ADOT. The plan will improve the intersections at Central, 5th, 6th, 7th and 8th Avenues along Main Street.

The streetscape improvements include creating bump-outs at five intersections, installing new drainage, landscaping with vegetation and new crosswalks. The bump-outs and crosswalks will be made out of inlaid brick pavers and they will be accented with benches, bicycle racks, planters and vegetation. Additionally, the city will utilize a separate $720K grant to replace the traffic signals Downtown at the same time.

Construction should begin in fall 2014 and last for about nine months to a year.

ADOT to Reduce Parking and Increase U.S. 191 Lane CountAfter years of development, the Arizona Department of Transportation has settled on a design for its capacity improvement project for the U.S. Highway 191 and U.S. Highway 70 corridor.

The project will improve the U.S. 70 and 191 intersection, create two additional lanes (one northbound and one southbound) on U.S. Highway 191 from 11th Street to the intersection with U.S. Highway 70 mostly by simply striping the road for the lanes.

The $1.1 million state and federally funded project is scheduled to begin construction in fiscal year 2015/16 and should take about nine months to a year to complete.

The striping and widening project will cause the elimination of on-street parking in the affected areas of both U.S. Highway 191 and U.S. Highway 70.

When Mesa built a new fire station on West University Drive in 1957, Dwight Eisenhower was president, American parents were still aghast at Elvis, and nobody had ever heard of Sputnik.

Ike, Elvis and Sputnik are memories now, but Fire Station 203 isn’t — despite Mesa’s efforts to move its busy crews into bigger and more conveniently located accommodations.

Those efforts have spanned the better part of a decade, back to before the 2008 bond election in which voters agreed to borrow money to buy land for a new station. In the November 2013 bond election, voters approved bonds for construction, even though Mesa has yet to nail down a site.

The search has focused on the half-square-mile bounded roughly by Main Street and Broadway, Alma School and Dobson roads.

Early on, Mesa looked at a large tract at Broadway and Longmore, not only for a fire station but also for athletic fields. But the city and the owner differed on price, and Crescent

Crown Distributing eventually built its beverage warehouse there.

Another promising site emerged about a year ago: Broadway Road and Mulberry Street, one mile south of the current station.

The search has narrowed to another tract in that general area, which remains undisclosed due to negotiations. Mesa aims to spend about $1M for the site.

Just a little more of a push, and U.S. construction spending can be rounded up to a $1T a month. November’s numbers were the brightest in five years, coming in at more than $934B in total spending. The jump, according to the U.S. Bureau of the Census survey, was driven by a 4.5 percent jump in commercial construction and a 2.6 percent bump for office projects.

Looking back a year, construction spending was up 16 percent over November 2012, including jumps of more than 31 percent for lodging construction, 17 percent for commercial and 16 percent for residential construction.

Arizona construction spending approached $880M in November 2012, compared to the national figure of $882B for the same month. With the most recent Arizona data, April through June 2013, Arizona construction sales totaled $2.7B; the national figure was $2.6T for the same period.

The 2012-13 Arizona data were published in AZBEX on October 11. Data for the first quarter of 2013-14 are scheduled for release this week.

While most private sector construction was up in November month-over-month and year-over-year, public construction spending looks bleak. Overall, public dollars were down nearly 2 percent over October 2013, and were flat when compared to November last year. Public office and commercial construction spending was down nearly 13 and 28 percent respectively. Drops of 4 to 8 percent were recorded in infrastructure categories.

The Associated Press reported that multifamily construction was up 36.3 percent over 2013 and single family was up 18.4 percent.

The last time a month had more than $934B in construction spending was in 2008.

The project to widen Riverview Drive is being scaled down due to the fact the road was ruled out as the site for a second bridge between Bullhead City and Laughlin.

Originally, Riverview was to be widened from two to five lanes, but now the plan is for three lanes, including a center turn lane. Pawan Agrawal, Bullhead City public works director, said the focus has shifted from making the road a feeder for the bridge to making it more compatible with Rotary Park.

The city has a $3.2M grant for the project that must be used for Riverview Drive and Oatman Road construction.

The design process is in its early stage, with the Arizona Department of Transportation running the project. Agrawal said he hopes work will get under way sometime in 2015 and be completed the following year.

The objective is to make Riverview “more bike and pedestrian friendly,” he said. He said city officials are looking at the possibility of a multi-use pathway running parallel to the road, for biking, walking and jogging.

As part of the Riverview project, North Oatman Road will be widened slightly from Miracle Mile to St. Margaret Mary Church, Agrawal said.

WinCo plans to further continue its expansion in Arizona and in the Western United States, although spokesman Michael Read would not go into detail about WinCo’s plans.

“We have a number of sites we’re looking at in some stage or another,” he said. “We continue to develop and grow all the time.”

Read said the company plans to open 10 percent more stores each year nationally for the foreseeable future.

WinCo is still a relatively small player in terms of Arizona’s highly competitive grocery market. Walmart is the largest food store, with 112 stores and 31,837 employees in Arizona, according the The Arizona Republic’s Who’s Who in Business rankings.

WinCo, founded in 1967 in Boise, Idaho, is known for its no-frills approach. The grocer has customers bag their own orders and doesn’t accept credit cards because of the associated fees.

Nationally, the chain has 91 stores in seven states and employs about 15K people, according to WinCo.

In the Valley, WinCo has four stores across Gilbert, Glendale, Mesa and Phoenix. In addition to its proposed store in Surprise, the company plans to open another grocery in Gilbert.

Each WinCo employs about 225 people.

WinCo’s successes are due to the company’s ability to balance low prices with fair employee treatment, said Burt P. Flickinger III, of the Strategic Resource Group, a New York-based consumer-industry consulting firm. He said WinCo’s rapid expansion is unlikely to slow down.

As WinCo expands its no-frills grocery chain in metro Phoenix and the West, the Idaho-based company has battled opposition from community groups from Surprise to California.

The Mohave county planning and zoning commissioners will discuss January 8 a change to a plan for a proposed Mohave Valley subdivision, Everglades Estates subdivision off Mountain View Road between Joy Lane and Everglades Boulevard in Mohave Valley.

The subdivision’s California developer is asking to remove two conditions from the preliminary plan including having to build a clubhouse and a 6-foot block wall in the first phase of the project. The other condition is requiring the developer to have front yard landscaping or shingles or siding on the garage matching the residence.

The Everglades Estates subdivision is expected to be built in two phases on more than 45 acres with 155 single-family residential lots, a clubhouse, six lots for open space and two lots for drainage. The size of the residential lots will be 7.6KSF.

The U.S. Environmental Protection Agency was wrong when it said Rosemont Mine’s proposed mitigation for its impacts on streams and washes is “grossly inadequate,” the mining company told another federal agency.

Rosemont Copper wrote the Army Corps of Engineers that an EPA letter late last year significantly overstated the proposed copper mine’s impacts and mischaracterized the company’s proposals to buy land and water rights to compensate for them.

The Rosemont letter from December makes clear that the two sides are far apart on virtually every aspect of the company’s application for a federal Clean Water Act permit that it needs to operate the mine.

Rosemont’s letter says the EPA’s comments “appear to ignore” corps regulations and guidelines for issuing permits. The EPA has also prematurely determined the mine’s impacts without the benefit of various conditions on the mine laid down by more recent documents such as the Forest Service’s draft record of decision, the company’s letter said.

“When the effects are properly identified and characterized by the corps, and as the mitigation proposal is refined, it will be clear that Rosemont has developed a proposal, that, when finalized, will meet the requirements for compensatory mitigation,” wrote Kathy Arnold, the company’s vice president for environmental and regulatory affairs.

The EPA declined to respond to Arnold’s comments on the environmental agency’s Nov. 7 letter asking the corps to not approve a permit for Rosemont. The EPA has a veto power over such permits that it’s used sparingly.

Pima County also wrote the corps just last week, blasting Rosemont’s position. The county’s letter agreed with the EPA that the mine’s mitigation plans are inadequate. County Administrator Chuck Huckelberry singled out a key element of the Rosemont mitigation plan — buying 1,122 acre-feet of annual water rights for lower Cienega Creek — as doomed “due to an unpredictable and insufficient water supply.”

Work crews are starting to widen the Hunt Highway—connecting Florence with Queen Creek—in Pinal County. The project comes not a day too early for traffic-weary San Tan Valley area residents. But they will have to wait years for full relief.

The highway also has become a symbol of what happens when new subdivisions are built without planning for roads.

First came thousands of new homes, the surrounding San Tan region was one of the fastest-growing in the nation, but roads weren’t built to match the influx of people.

So, Hunt Highway remained a two-lane road, not equipped to handle the estimated average 25K vehicles a day that drive it. The 12-mile Pinal County stretch is designed for half as many cars. It remains the only way in and

out of a region that is now nearing 100K residents.

But state, local and transportation budget battles and a recession stopped any progress toward improvements.

Pinal County officials originally estimated widening the full 12 miles between Florence and the Maricopa County line would cost $75M, money the county didn’t have.

In 2008, the county hoped to borrow $47M from the Greater Arizona Development Authority, but learned that development impact fees wouldn’t generate enough money to repay the loan.

With no funding, improvements to the road were delayed, then split into seven phases.

The current work is a $5M project to widen 1.7 miles to two lanes of travel in each direction.

It’s expected to be completed in August.

Facing forecasts in 2006 that its population would explode from then 270K to 1.9M by 2025, Pinal County commissioned its first countywide long-range traffic study. The study concluded highway improvements to handle all the new traffic would cost $1.56B.

Adobe Meadows, a northeast Mesa subdivision plan that struggled to balance preservation efforts with financially feasible lot sizes has secured unanimous Planning and Zoning Board approval despite neighbors’ lingering worries.

The vacant, 40-acre parcel on the northwest corner of Signal Butte and Adobe roads falls within the city’s Desert Uplands zone, generally bordered by Power Road, the Central Arizona Project canal, University Drive and Mesa’s northern and eastern boundaries.

Approved at 71 homes, the initial proposal for Adobe Meadows had 80 lots, the maximum density Mesa’s General Plan would allow on the site.

City planner Kim Steadman called the proposal a “balancing act” between residents’ concerns and developer objectives.

Developers plan to conserve nearly 10 acres of open space, and “a lot of that land is on the perimeter and will be re-vegetated in a desert fashion,” he said. “We’ve come to a point where we feel this is a balanced

approach to this site.”

The City Council will review the proposal in mid- to late January.

Trends1. Office vacancies are still pretty high

in Phoenix, even though the trend is improving. Phoenix Business Journal real estate reporter Kristen Hansen reports in premium content that the

rate is still knocking on the 23 percent mark. In her article “Office Vacancies Falling but Still High,” she reports that Phoenix rates #1 of the top 12 markets in office vacancies.

2. Lowe Enterprises, Los Angeles, and J.P. Morgan Chase Asset Management, New York City, picked up a pair of office buildings for a total $51M; one in Phoenix, the other in Scottsdale. The seller of both buildings was CJK Investments, Newport Beach, Calif. The Phoenix project is a 175KSF office building, 5090 N. 40th St., which was worth $26.4M ($150/SF). The Scottsdale Financial Center III, 7272 E. Indian School Rd., was $24.7M ($103/SF) for the 150KSF building. CBRE handled the transactions for both sides.

3. Lili Rubin Investment Properties sold its second apartment of the last 12 months. This one, Pine Ridge, 2627 N. 45th Ave., Phoenix, was sold for $7M ($23K/unit) to Community Enhancement Group, Denver, Colo. The buyer plans to renovate the 301-unit complex. Newmark Grubb Knight Frank represented the seller.

4. In a double-deal, Gladstone Land Corporation acquired 1.8K acres near Willcox and signed a 10 year lease with a grain-growing tenant. Gladstone paid $6.7M ($3.8K/acre) for the irrigated farmland, and then inked the pact with Premier Grain Farms. The seller was not disclosed.

5. The bitter temperatures up north are sending cold, hard cash down south. A group of Canadian investors, Talia Jevan Properties, Inc., paid $5.2M ($235/SF) for a 22KSF corporate office complex, 6970 E. Chauncey Ln., Scottsdale. The firm has invested $40M into Valley real estate in the past year. Cashen Realty Advisors was the broker in the deal for both sides. Alliance Real Estate Holdings LLC was the seller.

6. In a reversal of the usual story, the conservation non-profit sold the land intended for preservation to a mining company. The Reid Park Zoological Society sold 765 acres donated to the zoo in 2010 for conservation purposes. For $3M, the organization sold the property to Freeport McMoRan Copper and Gold for $4K/acre. The land was donated by Gilbert Aguirre, a southern Arizona native, to “give something back to the community” after he made “a lot of money” selling a nearby 5K acres to a developer. Aguirre told Arizona Daily Star that he was disheartened to learn of the sale.

7. Another Tutor Time site has been sold (AZBEX, Sept. 25). This one, 1652 E. Elliot Rd., Gilbert, sold for $2.5M ($238/SF) to a family trust. Lee &

Associates represented the buyer in the deal; Encore Realty represented the undisclosed seller.

8. NAI Horizon closed a number of deals during December:

▶ In Payson, Fieldbrook Payson Partners LLC sold 26.8 acres of undeveloped residential land to an undisclosed buyer. The Rumsey Ridge Development sold for $2.1M ($80K/acre). NAI represented the seller in the deal.

▶ NAI represented the buyer, the Church of Jesus Christ of Latter Day Saints, in its purchase of 5.3 acres for $1.5M ($280K/acre). The future stake center, Crismon and Baseline roads, Mesa, was tendered by an undisclosed buyer.

▶ Seller Iota Thirty Six LLC used NAI in the sale of 103 acres of land, Kleck and Hacienda roads, Casa Grande, for $1.4M ($13K/acre). The buyer was not disclosed.

9. The National Park Service purchased the McCauley Ranch, using funds

provided The Conservation Fund and the National Parks Conservation Association. The 4.3K acre acquisition brings into Petrified Forest National Park the lands of a private ranch within the park’s boundaries. The ranch, located east of the Puerco Pueblo, results in protection of the park viewshed and an improved visitor experience.

10. Banner Health has agreed to acquire Casa Grande Regional Medical Center for an undisclosed sum. With the opening of a new clinic in Maricopa, this acquisition provides the “hub” for the hospital’s Pinal County growing hub and spoke medical services system. The deal is subject to regulatory approval that will run the closing into spring 2014.

11. De Rito Partners real estate arm acquired the Macayo’s Plaza, Bell and Reems roads, Surprise, for an undisclosed price. The real estate investment arm has been increasing its acquisitions over the past 12 months. De Rito Partners brokerage represented both sides in the deal.

12. The Valley restaurant market is ablaze with new local eateries. This has hit some of the venerable chains hard. With real neighborhood eateries owned by real neighborhood owners, Applebee’s Neighborhood Grill & Bar is one of those chains being hit. A sale of a group of the franchises resulted in 78 closing nationally, including a fifth of those in the Phoenix metro inventory. Five Applebee’s have shut down in the Valley: 1245 W. Chandler Blvd. and 2805 S. Alma School Rd., Chandler; 830 W. Warner Rd. and 3843 S. Gilbert Rd., Gilbert; and 10460 N. 90th St., Scottsdale. 19 units remain open at this time.

13. At the end of this month, Kitchen Collection in the Tanger Outlet Center will close after serving customers for

22 years. The influx of outlet centers into urban markets has impacted the aging destination outlet malls. Simon Properties opened the Phoenix Premium Outlets south of Chandler on Gila River Indian Community lands, is planning a new outlet mall north of Tucson in Marana, and has pumped renovation dollars into Tempe’s Arizona Mills. Tanger opened a major outlet center in Glendale’s Westgate complex. Only six major name retail outlets remain at the Casa Grande/Eloy outlet center.

14. Home fashion retailer Z Gallerie has closed its only Tucson location in the Park Place mall. The store opened in 2000, and was one of four in Arizona. There are two locations in Scottsdale and one in Mesa that remain open.
