    E ,

leadership canno cope, ormer German Deense Minis-

er Karl-Theodor zu Gutenberg said a he 2015 Fortune  Global

    Forum on November 4.

Taking par in a panel discussion iled “Navigaing Global Vol-

ailiy,” Gutenberg began by discussing wha he called he deep-

es crisis Europe has aced in he las couple o decades—he

immigraion crisis. He warned ha i impacs some o he core

elemens o Europe and condemned he dramaic lack o leader-

    ship wihin Europe.

“The problem is we are sumbling rom one necessary shor-

erm soluion o he nex necessary shor-erm soluion,” he said.

“You need a shor-erm soluion or … probably 1.3 million re-

ugees—highly uneducaed by he way—in Germany his year,” he

coninued. “You need a shor-erm soluion or how o deal wih

Ausria. You need a shor-erm soluion o wha happens i we

have our German Charlie Hebdo,  which is only a mater o ime

.… We’ve been lucky so ar”—reerring o he erroris atack las

January in Paris which killed 11 people.

“You’ll need a shor-erm soluion or energy prices ha migh

be affeced,” he said. “You need a shor-erm soluion or his and

his and his and ha. And a he same ime you have a consruc

o he European Union, which is consanly somehow involved orsomehow affeced by here an elecion, here an elecion, here an

    elecion .…”

“You are dealing … wih a paien on he operaing able where

you have 28 very disinc, alened docors sanding around his

operaing able,” he explained. “And once in a while someone is

sumbling over he plug o he hear-lung machine, and hen he

paien groans, and hen hey would pu he plug back ino he

wall and everyone will be happy he paien is sill alive. Bu again,

    anoher shor-erm soluion.”

Gutenberg bemoaned he ac ha no leader in Europe was

willing o risk losing an elecion o make he decisions ha need

o be aken. This is “anoher breeding ground or growing naion-

alism in counries where you didn’ dream o growing naional-ism,” he said.

He was also criical o Germany’s domesic poliics, condemn-

ing he very worrying finger-poining going on beween he mem-

bers o Germany’s coaliion. He said ha German Chancellor

Angela Merkel is overawed by he idea o being a leader and ha

her syle is o lead rom behind, using ad-hoc soluions o deal

wih he problems o he day. There was a ime she could have

begun a Europe-wide debae on a subsanive issue, he said, bu

no now—implying ha his ormer boss has los a lo o her sa-

    ure in Europe.

However, Gutenberg didn’ see he crisis as all bad news. He

said ha i could lead o a “caharic momen” where Europe pus

an end o some o is ounding lies and is orced o find real, long-erm soluions or is problems.

He was equally criical o Europe’s leadership when i came o

Russia. When asked i he hough Russia would invade he Bal-

ic saes, he gave a confiden no. , he said, was no sanding

up o Russia. Russia could invade Europe all he way up o Mol-

dova, and would do nohing. Why would Russian Presiden

Vladimir Puin ake he risk o atacking a member when

here’s so much oher erriory ou here ha he could be aking

    wihou ha risk?

The final quesion o he discussion revolved around he big-

ges changes businesspeople could expec in he world in he

nex five years. Gutenberg said ha businessmen would have

o become much more used o paying atenion o geopoliical

evens, warning ha hey’re going o impac our lives much more

He also said ha in five years’ ime, we’d all be asking ourselveswhy we didn’ spend more ime and effor preparing or he firs

    major cyberatack.

Also on he panel were Eurasia Group Founder Ian Bremmer

and Allianz SE Chie Economic Adviser Mohamed el-Erian. Boh

orecas a dramaic increase in volailiy around he world, wih

he rise o China changing he global balance and more 9/11-ype

    evens hiting Europe.

Gutenberg’s decision o commen publicly on so many o he

op issues acing Germany oday is ineresing.

He made his firs small comeback o European poliics las

monh when he joined an advisory eam or Chrisian Social

Union () leader Hors Seehoer. Officially, his job is o advise

he csu on oreign policy in he run-up o he nex elecion.Bu Spiegel  repors ha Seehoer has greaer ambiions or

his new hire. “Markus Söder and Ilse Aigne are seen as promis-

ing candidae successors o Seehoer,” Spiegel wroe on Ocober

    26. “Ye he doesn’ include hem in his sraegy eam. Insead

Karl-Theodor zu Gutenberg is experiencing a comeback” (rans-

    laion ours).

“I is very likely ha Seehoer’s compeence eam is o serve as

more han jus he preparaion or he upcoming elecions; i is

also mean o discipline eager poenial heirs. … Seehoer wans

o appoin his uure five represenaives in he csu leadership

including … Karl-Theodor zu Gutenberg” (ibid).

Germany is in crisis. Gutenberg is condemning leaders boh

on he naional and European level or no showing leadershipand, a he same ime, may be a he sar o his own comeback.

Angela Merkel Will Survive—Bu Will he Soul of Poswar Germany?Hans Kundnani, Spectator | October 29

    A A M

power, Germans are alking abou a possible Kanzlerin-

nendämmerung—a “wiligh o he chancellors.” Anger is growing

a Merkel’s handling o he migraion crisis. Germany, which has

only recenly reconciled isel o he idea ha i is a “counry o

immigraion,” mus now inegrae vas numbers o asylum seek-ers, beginning wih he million who are expeced o arrive his

year. A he same ime, he counry has been hi by wo huge cor-

rupion scandals, involving Volkswagen and he , he German

ooball ederaion. The odds are ha Merkel will survive—i’s

hard o see a he momen who can replace her. Bu he unprec-

edened challenges she now aces hreaen somehing more un-

    damenal: Germany’s poswar ideniy.

Germans like o believe ha hey have moved beyond naion-

hood in he classical sense; ha hey have developed a pos-na-

ional ideniy based on “consiuional parioism” …. This iden-

iy was in large par inormed by a sense o responsibiliy and

conriion or he Nazi pas and he Holocaus. …

In realiy, German poswar ideniy is more complex han hisaccoun allows. For a long ime he embryonic “pos-naionalism”

ha developed in he Federal Republic rom he 1960s onwards

coexised uneasily wih a raher regressive ciizenship law

based on he principle o ius sanguinis, or “ciizenship by blood,”

which wen back o 1913. Unil he law was reormed by Gerhard

    Schröder’s “red-green” governmen in 2000, Germany coninued

o define isel in ehnic erms. Even second- or hird-generaion

Turkish immigrans were officially “oreigners.” …

Moreover… he pride in heir counry ha many ciizens

el ofen came no rom he German consiuion or rom deal-

ing wih he Nazi pas, bu rom economic success. In his 2008

book on German myh, Mythen der Deutschen, he poliical sci-

enis Herried Münkler wroe ha, agains he background ohe poswar Wirtschafswunder , or “economic miracle,” he Mer-

cedes symbol had replaced he Iron Cross as a symbol o Ger-

man naional pride. Habermas also argued ha, in he absence

o alernaive sources o naional ideniy, a kind o economic

naionalism had developed in Germany. …

Many, including Merkel, reer o Germany as an “expor

naion”—a erm ha sugess ha expors are cenral no jus o

he German economy bu also o naional ideniy isel. …

The ension beween hese wo versions o German poswar

ideniy was expressed mos clearly in he saemen allegedly

made by he Bavarian Chrisian Democra leader Franz Jose

Srauss, ha “a people ha has achieved he economic success

ha we have has a righ o hear nohing more abou Auschwiz.”

In his conex, Merkel’s problems ake on greaer signifi-

cance. The migraion crisis is clearly he biges and mos impor-

an. When he scale o he influx o asylum seekers o Germany

became apparen in Sepember, Merkel old he German public:

“We can do i!” …However … []here has already been an angry backlash

rom voers, and ha could increase. Since he crisis began,

he euroskepic and increasingly xenophobic Alernaive ür

Deuschland (AD), which had seemed o be alling apar … has

been rising in he polls again. Meanwhile atacks on asylum seek-

ers have aken place on an almos daily basis.

The resurgence o he AD and he increasing requency o

atacks on asylum seekers illusraes how ragile Germany’s sense

    o ideniy remains. …

This is also he significance o he ooball scandal. The 2006

World Cup was he momen when, in he popular imaginaion,

he new muli-ehnic Germany came ino being. … Bu  Der Spie-

gel’ s recen allegaions ha he creaed a slush und and paidkickbacks o Fia officials in order o secure he World Cup have

rerospecively ained ha momen. … A grea momen o Ger-

    man pride has been soured.

Meanwhile, he Volkswagen scandal hreaens Germany’s

ideniy as an expor naion. Over he las decade, Germans have

increasingly seen heir expor-driven economic success as a

model or ohers …. Bu precisely because auomobiles were he

symbol o Germany’s Exportstärke, or expor srengh, he reve-

laions ha Volkswagen cheaed on emissions ess in he Unied

Saes has ained he success o German expors.

The scandal also broke a a ime when oher developmens, such

as he economic slowdown in China, had already illusraed he ra-

giliy o Germany’s expor-dependen growh model. In shor, Ger-many’s expor success looks less susainable han beore. …

[T]he exraordinary consensus which cenered on Merkel and

which has dominaed German poliics over he las decade seems

o be unraveling. Tha consensus, around a synhesis o cen-

er-righ economic policies and cener-lef social and environ-

menal policies, was based on he idea o Germany being a coun-

ry o immigrans, as well as an expor naion. As he challenges

ha Merkel now aces pu his sense o ideniy under increas-

ing pressure, German poliics may be abou o become more con-

esed and unpredicable, hough his may be no bad hing or

Europe. When he Merkel era does finally come o an end, i is

no a all clear wha kind o counry she will leave behind.

A Mass Migraion Crisis, and I May Ye Ge WorseRod Nordland, New York Times | October 31

chairs, carrying children on heir shoulders and lie savings in

heir socks. They came in search o a new lie, bu in many ways

There are more displaced people and reugees now han a any

The poniff’s schedule includes a visi o Kenya November

25-27, Uganda November 27-29, and possibly C.A.R. November

29-30. The Vaican announced Monday ha he pope’s rip o he

violence-sricken naion remains “on he program.” The Vaican’s

depuy spokesman Ciro Benedetini old ha “Francis grealy

desires o go here.” Bu he also indicaed he rip o C.A.R. may

In his Sunday message a S. Peer’s Square, he pope himsel

he rip o he Cenral Arican Republic. He spoke o i as he “rip

I he rip proceeds as planned, Francis will ravel o C.A.R.’s

capial, Bangui, where he will visi a reugee camp, a mosque in

a nooriously dangerous Bangui neighborhood, and a sadium

Bu he Cenral Arican Republic is rapped in a “cycle o

ral Arican Republic—The Definiion o Caasrophe,” his cycle

o violence is more han jus anoher Arican problem—i’s a ull-

fledged religious war beween Chrisians and Muslims.

The mos recen spae o violence in C.A.R. began in Sepem-

ber when milians incied people o avenge he deah o a Mus-

lim man who was murdered while operaing his moorcycle axi.

Since hen, a leas 90 people have been killed, and hundreds o

    a mosque.

Las Thursday, hree Muslims were atacked when hey lef

ness added some disurbing deails o he murder: “Even children

were soning he man who moaned and beged or mercy beore

dying.” Laer ha day, a Chrisian was murdered in realiaion.

More have been killed in he proceeding days.

I’s highly likely ha Pope Francis will cancel his rip o he
