Visit the Ministry of Environment and Natural Resources Development (MENRD), Bairiki, Taraw a PURPOSE

Kiribati.

Maximise the investment of the equipment procured under the EC funded Lome 3 Mari ne Resources Program. Ensure that the equipment was integrated into the existing infrastructure. In particular, the Minerals, Fisheries Licensing, Economic, Environment, Finance and Administration Units at headquarters Bairiki. Provide an Information System for the Department through integration of software and hardware and prepare a forward plan Provide clear and concise documentation to describe the Information System Identify new areas of SOPAC assistance and determine existing areas where modification is required.

REPORT The visit was initially for 5 working days but was extended to 10 due to problems with flight informati provided by the Air Nauru agent in Tarawa and Air Nauru's unpredictable schedules. An activity log is provided as Attachment A.

The Ministry has one of the more sophisticated computer based information systems in the region which has been mainly due to the requirement for management of the fisheries resource and in particular the fisheries licensing system. This licensing is handled by the Fisheries Licensing and Surveillance Unit at the Ministry headquarters in Bairiki, Tarawa, and revenue from foreign fishing vessel licenses generated an income of some 12 million Australian dollars in 1992.

There are some 10 computers at the Ministry headquarters, with the Licensing System being operated on 2 desktops and 1 deskside computer. Data entry is carried out on one desktop while data is transferred by disk or link cable to the other two units for analysis and system development. The existing system is unsatisfactory as the data sharing is inefficient and the data lacks integrity. There is an obvious and urgent need for a network which will be headquarters wide to allow all units based at that location to have ready access to Ministry data as well is provide resource sharing, in particular printers.

The deskside computer had been purchased with the objective of using this unit as the network server but at present it is being used as a stand alone unit.

An initial analysis showed that a network could be implemented as well as providing necessa ry additional equipment which included a high performance desktop computer, colour notebook computer, low cost laser printer and low cost colour printer where the total cost was of the order of AUD 38,000. It was discovered that it would be far more effective to present the upgrade as a two phase project where each phase was under AUD 20,000 in order that government funds could be released without undue bureaucratic procedures.

Following consultation with relevant staff the upgrade proposal was provided and is included wi copy of covering letter as Attachment B.

It was discovered that the deskside system had been purchased from Singapore and had been delivered with incorrect configurations and two days were spent rectifying faults.

The majority of the time was spent assisting Naomii Biribo in using Maplnfo for sand and gravel data analysis and Johnny Kirata in using Maplnfo for fishing activity analysis. A report was provided with a covering letter as Attachment C.

SUMMARY MENRD headquarters have an upgraded and consistent computer system as well as a clearly defin forward plan for future development of their information system. Continuing support by SOPAC in this area was stressed.

Future sharing of national baseline data will be acheived through cooperation with the Public Works Department, Lands and Survey Department as well as all Divisions within this Ministry.

Relocation of the PEACESAT terminal from Tanaea to Bairiki will reduce communications costs for MENRD and later for SOPAC when that facility is installed.

The EC funded equipment has been a timely addition to a Ministry who have a firm commitment using an information system to assist in the operation and planning of the organisation.

The latest McAfee ver 106, was selected as the anti-virus sentinel in preference to MS I (Central Point) anti-virus software as the Kiribati government has purchased a country site which guarantees upgrades.

Learnt that Saturday Air Nauru flight would not be operating and contacted SOPAC with altern Friday and Monday via Tuvalu with Air Marshalls.

Imported a file BETIO.DXF into Maplnfo. This file had been supplied by Robert Smith. Ha into Autocad 386 12 on my Compaq notebook to find projection, limits and units before we w to get a successful import. Recommend that all DXF files which are supplied by SOPAC projection, limits and units of measure in an associated read me file.

When opening files with data from external applications, the latitude data should be degrees negative South of equator. negative westings 0.0 to -360.0 but not both.

If column headings are used in external data such as Excel or Base then Maplnfo will select columns for latitude and longitude in Create Points if the columns are named XCOORD respectively.

Use open file with type set as Excel or dBase. Use check box to select column names above selected area. When creating points set multiplier to 1.

Once points are created from an external application data file and changes are required Mapinfo file must be closed and the associated *.MAP file deleted before another attempt to create points.

When working with data created from an external application file (i.e. TEST1.XLS) the data is not editable. The solution is to save with another name and work with that copy. Maplnfo will only allow data editing when using its own data files (i.e. TEST1 .DAT).

Used Merge from Clipboard and Merge from Columns to amalgamate polygons into regions.

When more than one polygon is merged into a region the centroid of the region is the centroid of the last polygon selected for the merge.

The centroid of a polygon is the mid point of the extents.

It is not a simple procedure to unmerge a set of polygons. The most effective method is to export the map in MIF format and edit the MIF file. Attention will be needed to the attribute data MID file as there is a one to one relationship between each record in the MID file and each region in the MIF file.

Contacted ACE Technology for quotations for information system upgrade.

Thursday 16 September Met with Nakibae Teuatabo, Secretary, and discussed the need for and benefits from an informati n system upgrade to a network. Also recommended that the PEACESAT terminal be relocated from Tanaea to Bairiki as the telecommunications bill of the Ministry is averaging AUD 7,000 per month and the PEACESAT terminal is inaccessible and under utilised at Tanaea. The inaccessibility was evident as during the entire week it was not possible to get a connection on PEACESAT to talk with FFA. The phone at Tanaea is either not answered or if a call is booked on PEACESAT nothing is carried out by the Tanaea staff. If there was ever to be cost savings through rationalisation of staff within the Ministry then Tanaea is an obvious area for attention.

Further work with Maplnfo using sand and gravel extraction data. The limitations of Maplnfo were demonstrated and it was shown that there are cases where it is equally effective to use a single map with multiple Excel graphs rather than multiple maps. The main limitation of Maplnfo is the time required to produce a map from a given data set which is identical in format to other maps and this is especially true where output is to a non colour device such as the HP Laserjet 4 and fill areas have to be differentiated by shading. This is Analyze -> Shade by Value -> Customise where screen shades do not match the printed output. Light grey shades and hatching must be used as mid to dark grey shades print as black.

Investigated problems with Fisheries Management Information System (FMIS) which was written in Saturday 18 September

dBase 4 by FFA. There were many faults and many modifications required. Unclear how many of the faults were due to original code or due to incorrect modifications of code.

It was decided that further investigations needed over weekend.

It was noted that Air Nauru came through Tarawa on schedule despite advice to the contrary.

Demonstrated this to Naomi and Johnny and sent copy of manual and software with covering letter to FFA to be hand delivered by Johnny when he meets next week in Honiara in preparation for Cairns Vessel Management System conference.

1. ACKNOWLEDGEMENT

The author wishes to acknowledge the invaluable assistance provided by the Europe a n Community under the South Pacific Marine Resources Program which has provided the computer based equipment for the Ministry of Environment and Natural Resource Development as well as supporting the travel for this visit.

2. INTRODUCTION

Member countries need access to up-to-date tools which will provide accurate and timely information to assist in policy making and which will allow for the maximum economic benefits to be achieved through the responsible management of their natural resources.

The area of Information Systems is one of the most important of these tools for analysing the large amount and various types of data which comprise the input to the government sectors of the Pacific Island states responsible for the economic living and non living resources which include fisheries, mineral and hydrocarbon resources as well as water resources and environmental monitoring.

An upgraded Information System can achieve outputs and outcomes which are detailed in the following section while the mission statement, staff and structure of this organisation are covered in the organisation section. A description of the specific tools which comprise the upgrade is outlined in the Implementation section.

This report was prepared during a visit to the Ministry as a follow up to the provision o f t he EC funded computer equipment for the Minerals Unit where the equipment was shipped at the conclusion of the Resource Assessment Workshop held at SOPAC in June 1993.

3. OBJECTIVES

The tools required should have the ultimate goal of creating the following outputs:

The Ministry and its Divisions have a total of 209 staff. The headquarters and its 5 Uni s have provision for 22 staff while the Fisheries, which is the biggest Division under the Ministry, has provision for 84 staff. The other two Divisions, Agriculture and Meteorology each have 82 and 21, respectively.

4.4. Project background and justification

The Divisions and Units of the Ministry are not located in the same building or are . However, in the headquarters at Bairiki, Tarawa, the heads of Divisions are located along with several Units of the Ministry. These Units are responsible for various functions of the Ministry and would be major computer users in their respective fields. Sharing of information and hardware among computer users of these Units is essential to maximise benefits. The following Units would greatly benefit from the installation of a Local Area Network (LAN).

The Economic Plannning Unit is responsible for the sustainable development of the nation in the areas of fisheries, agriculture and mining. The Unit, which is presently manned by only two economists, has the task of identifying, preparing, appraising and monitoring all development projects where timely appraisal and monitoring of these projects demands continuous effort. Considering the limited manpower of the Unit, such tasks can only be achieved effectively through the use of essential tools such as computers.

The Environmental Unit is responsible for ensuring that new projects will meet accepted environmental standards through environmental impact studies while ensuring that developed projects maintain the same standards through regular monitoring. This unit through specific overseas expertise can effectively evaluate any potential negative impact to Kiribati's fragile environment. However, these available databases of environmental information and resource group/personnel are only accessible through the use of computers.

The Fisheries Licence and Enforcement Unit is the major revenue earner of the Ministry. It is this Unit in which Government heavily relies on for revenue earnings to balance its budget. The Unit makes its money by selling fishing and other related rights to foreign interests. The amount charged as licence fees is calculated on a fair return of the value of the harvested catch. Analysis of catch and effort data along with price and market information has enabled the Ministry to determine what are fair return rates and sustainable levels of harvest. Timely evaluation of the fishery and output reports were essential for the management of the unit. It was for that objective that computers hardware were installed in the unit and robust systems developed in available applications to facilitate the process.

The Adm inistration and Accounts Unit administers the expenses of the Ministry and its Divisions and Units. This consists of recording and monitoring recurrent expenditure on a timely basis, reconciling the accounts of those items under the Ministry's provisional vote and recording revenues earned by the activities of various Units Timely and accurate financial reports are also submitted to planners to assist in their projections.

The increasing demand for more data to be processed and analysed in a shorter time as well as the sharing of information has made upgrading of the present computer facilities of the Ministry essential. The upgrade will result in faster machines with larger data storage capacity and networking of existing and new hardware which will meet this requirement.

5. UPGRADE

This section describes the benefits from and implementation rationale and timing for the proposed upgrade. Cost are summarised as well as being fully detailed in attachment A.

5.1. Benefits

The benefits from the upgrade are as follows:

resource and data sharing through a peer-to-peer and then a server based network. the high level of security offered by a server based network. maintenance of regional standards adopted by the resource management sector o f member country governments. acquisition of new equipment which will replace old equipment which has become unusable due to either failure or insufficient performance and storage to run the current software. adherence to Windows based applications which provide ease of learning and Use through a consistent graphical interface.

5.2.1.Phase 1

5.2. Implementation

A two phase implementation is necessary to allow rational upgrades within the Ministry where the existing equipment inventory is provided in Attachment B.

This phase should achieve resource and data sharing within the Ministry through a peer-to- peer network and the addition of a further 486 desktop computer. The peer-to-peer network is shown in Figure 1 and summary costs are is listed in Table 1. Detailed costs are provided in Attachment A.

Details of each summary line item are as follows.

5.2.1.1 Hardware server upgrade The HP deskside computer will become the Ministry server but requires additioi storage capacity and memory to enable it operate Novel Netware 3.11. The stora should be increased through the addition of a second SCSl hard drive with 2 capacity while the existing memory requires upgrading to 12 MB through the addition of a further 8 MB SIMM.

This item includes procurement of all the network components as well as provision f or funding the actual wiring of the building. The wiring is very straight forward and could be carried out in house or by a Kiribati Telecom technician. All equipment is included in order with the exception of cable ducting. If this is required than standard Telecom ducting could be used.

The Licensing Officer requires his own desktop computer for current Ministry duties a s well as administration of the network.

A low cost HP Laserjet 4L, 4 pages per minute, printer is required for the Minerals U n it which will replace the current HP Laserjet 4, 8 pages per minute, which can be used as a shared network printer for the entire Ministry.

Microsoft Windows for Workgroups will provide a low cost peer-to-peer network and will provide resource and data sharing but without the security features available unde r Novel Netware which will be procured under phase 2.

n 5.2.2.Phase 2 This phase provides for a file server based network which offers resource and data shari g but with the security of data through Netware services. The addition of a modem will allow for users to access the network remotely and to connect to SOPAC, other regional organisations and international data services via the public switched telephone network, packet switching and the PEACESAT satellite network. There is already a PEACESAT node at Tanaea and it is recommended that the terminal be relocated to the Ministry headquarters at Bairiki. It is also recommened that direct access to analogue telephone lines be provided at both Tanaea and Bairiki for data exchange by modem between these two sites.

This equipment for this phase should be reviewed prior to seeking quotations as although the anticipated date for procurement is only 9 months from the time of this report the field of information technology is rapidly changing.

Figure 2 shows the server based network at the Ministry and an overall diagram of th e network is shown in Attachment C. The summary costs are shown in Table 2 and detailed costs are included in Attachment A.

5.2.2.1. Hardware portable - Secretary The Secretary requires a portable system which will comprise a colour notebook computer and inkjet printer. The current choice is the Compaq Contura 486/25CX with 210 MB hard drive while the printer is the HP portable deskjet. Both the above may change by the time the order is placed and the selection will be subject to the review.

The most cost effective method for training would be option 2 at it would allow, at no additional cost, a second staff member, in particular the Minerals Officer, to be able to handle System Administration tasks in the absence of the Fisheries Licensing Officer

management of the fisheries resource and, in particular, that sector exploited by foreign fishing fleets which resulted in revenue earnings of approximately AUD 12.9 million in 1992. This benefit can be expected to grow at 5 percent per annum through responsible monitoring and management of this resource by negotiated agreements which can only be achieved with access to accurate and timely data.

The earnings from foreign fishing represented 40 percent of the total revenue income for the Government of the Republic of Kiribati in 1992 and it is essential that the Ministry maintain an up-to-date information system through appropriate and cost effective upgrades of hardware and software tools which will improve productivity without any increase in staff.

It should again be stressed that computers have a finite lifetime and like vehicles require replacing every three years. This is especially true of computers which are currently over three years old as they usually have 286 processors with 20 or 40 MB hard drives and EGA monitors. These models have insufficient processor power, hard drive storage or video resolution to be able to run Windows applications which are the accepted standards in the public and private sectors.

The upgrade will provide resource and data sharing within the Ministry and can be achieved in two phases.

I have been visiting the Ministry of Environment and Natural Resources Development, Tarau Kiribati, as a follow up to providing the Ministry and in particular the Minerals Unit with a computer system under the EC funded Regional Marine Resources Program.

I understand that you sent some data up for Johnny to investigate analysing under Maplnfo f r Windows 2.1. Well I think the data, presumably on disk, is going backwards and fowards between Tanaea and Bairiki as the by the time the person responsible for delivering the same arrives at Bairiki sufficient time has elapsed to forget to undertake the delivery. And so the disk goes back to Tanaea

I got some 1990 purse seine data off Johnny which presumably has been sent from the Multilateral Treaty Unit at FFA as an Xbase file. I was able to "degree square" it after modifying the file and then geocoding it into Maplnfo.

I'ts all swings and roundabouts whether Maplnfo is better than FMS or vica versa. The crunch is that Maplnfo is rich with data analysis features but doesn't have the performance and tight data coupling of FMS running on the mini and it doesn't have the performance of FMS under Windows. But it is far more flexible. I have not seen the latest FMS for Windows but unless there were dramatic enhancements to printing/plotting and support for OLE (Object Linking and Embedding so you can copy and paste, cut and paste, link and embed objects) then Maplnfo is slightly better. The main disadvantage of Maplnfo is the graphics and database that make up this GIS (Geographical Information System) take their toll on the CPU and you need lots of horsepower to make it perform. You need at least a 486DX2 66 and I am waiting on delivery of a 586 60 to see whether it starts to

Data from foreign fishing vessels is received by the relevant authorities in the form of BACKGROUND

logsheets which contain detailed fishing activity and are submitted at the completion of a fishing trip. Data may also be received from the vessel in the form of electronic reports which contain summary information such as brief catch data for that day or the past week.

It is necessary to analyse both the logsheet data (historical data) and the electron ic data (near real time data) in order to effectively manage this resource. Analysis of tabular data is critical especially where revenue, in the form of license fees, from catch has to be distributed amongst owners of various areas or zones but it is equally important to be able to display the data spatially on geographical maps.

Authorities responsible for managing fisheries resources will perform the analysis on computer systems and many have developed in house software for graphical representation of this data

The development of such software has been necessary as well as the continuin g need to maintain such software due to the unavailability of suitable applications. The Forum Fisheries Agency developed such a mapping system in 1985 and it has been upgraded and maintained since that date and is currently available in a Unix and a Microsoft Windows version.

The Unix version has the advantage of performance and the ability to integrate with a Regional Fisheries Management Information System which is currently stored in an Oracle database. The disadvantage is lack of portability as the mapping portion of the system is both hardware platform and hardware output device specific.

The Windows version has the advantages of performance, consistency of us e r interface and full portability. The disadvantages are the restrictive nature of the underlying data formats and inadequate printing and plotting features.

USING MAPINFO As previously stated, the above systems were developed as there was no readily available commercial applications. However, since the introduction of Windows 3.1 and its acceptance by users as a standard interface as well as the availability of computers with sufficient performance to run Windows acceptably, it has become economical for software developers to produce specialist applications and one Of these has been Maplnfo for Windows 2.1.

This application is essentially a Geographical User Interface (GIS) which provides for tabular data (attributes) to be associated with graphical data (objects) and allows for data to be imported from or linked with mainstream applications such as Excel 4.0, dBase, FoxBase and FoxPro as well as major databases such as Oracle, Sybase and Informix.

While Maplnfo has a full set of features for display and analysis of data it is necessary for the end user to provide the reference data whether this be in the form of street maps, state maps or maps of the world.

It should be noted that while SOPAC has assisted FFA in the preparation of its delimitation maps in Maplnfo format, SOPAC does not distribute these due the anomalies on many adjacent borders which are in dispute by the countries. However, it is anticipated that these disputes will be resolved by the end of 1994 and a set of agreed EEZs or Provisional Treaty Lines (PTLs) can be provided in Maplnfo format where adjacent borders are coincident.

reference or baseline data for display of fishing activity. However, it is necessary to aggregate fishing activity by areas smaller that an EEZ and it was found that the most effective method was to produce a grid of square cells and use these for thematic mapping. It should be noted that Maplnfo is provided with several grids to represent lines of latitude or longitude but these are made up of lines and not closed polygons which are necessary for performing analysis.

A simple FoxPro program was created (see Attachment A) which produces a pair o f Maplnfo Interchange Format (MIF) files which can be imported into Maplnfo add subsequently used as a grid for analysis. The user can specify any cell size in decimal degrees, the X and Y origins and limits (again in decimal degrees), and the name of the output files.

The overall size of the grid rectangle and the size of cell should be no larger than necessary to minimise processing time when performing the analysis as well as creating and importing the grid data. For example, a 15 x 15 degree grid with 0.1 degree cell size will take a several minutes to create, a total storage of 1.5 MB add take several minutes to import as well as several minutes for an analysis against 3,000 record database.

The data was purse seine activity for 1990 and had been sent to MERND from FFA as an Xbase table. It was necessary to add two fields, XCOORD and YCOORD and update these with decimal degrees calculated from the LAT and LON fields in each record. Maplnfo needs decimal degrees where positive is North of equator and East of 0 degrees (0 - 360 degrees). Another field, TOTAL, was added to store the sum the weight of all species. Unused fields were then deleted. This enabled the data to be geocoded using the XCOORD and YCOORD with multipliers of 1.
