    Troubled Waters , an hour-long documentary

    written and produced by the United Church

    o Christ, will be aired nationally on ABC

    television beginning on October , 006. It

    portrays some o the challenges aced by people andnations everywhere with regard to access to clean,

    sae drinking water and adequate sanitation.

    The lm addresses the increasing privatization

    o water resources around the world and raises

    disturbing questions about who has access to this

    precious resource. Water is a git rom God and

    a human right, arms executive producer WallyRyan Kuroiwa, not a commodity available only to

    those who can pay or it.

    Produced as a cooperative venture o Justice and

    Witness Ministries, Wider Church Ministries, and

    Proclamation, Identity, and Communication Team

    in the UCC, this provocative lm was shot in Arica,

    South America, the Middle East, and the United

    States, and is narrated by the legendary actor Lynn

    Redgrave, a UCC member.

    Voter rights

    As Election Day, Tuesday, November 7, draws

    nearer, it is important to remind registered

    voters what they need to know when they go tothe polls. Especially or newly registered and rst-time

    voters, the process can seem a little intimidating.

    Add to that the controversies surrounding the 000

    and 004 election procedures, and even more recent

    diculties with new voting equipment in 006 primary

    races, it is all the more essential to empower voters with

    inormation on their rights and what they can expect atthe polling place. Here is how you can help!

    Help Voters Understand Their Rights:

    Visit the League o Women Voters website at

    http://www.lwv.org to nd your local election

    board to nd out what voters need to bring to the

    polls and what to do i they do not appear on the

    voter list. Many states are now requiring IDs. In anycase, it is good to bring an ID along.

    When i Was in prison

    The words o Jesus concerning those who are

    truly ollowers o His teach us that when

    He was hungry we ed Him. When He was

    thirsty, we gave Him something to drink. When He

    was sick, we ministered unto Him and when He was

    in prison, we visited Him.When you read the Lords words in Matthew you

    will see where those to whom He was talking asked

    Him when did they see Him hungry or thirsty, sick

    or in prison? Jesus responded to them by saying, In

    as much as you have done it unto the least of these,

    my little ones, you have done it unto Me.

    Our Prison Ministry has taken the Lords words

    seriously. They do prison visitation on a regular

    basis. Our Prison Ministry visits Joliet Prison, Dixon

    Prison and the ederal acility in Wisconsin.

    Not all o us can be a part o the Prison Ministry

    and actually do physical prison visitation. We can

    write to prisoners, however!

    Almost every year I have to put out a call or

    persons who are interested in corresponding withprisoners, so that the correspondence load does not

    become unbearable. Our Prison Ministry (and your

    Pastor!) stays in touch with over thirty prisoners a

    month. That is made possible by members o the

    congregation who take ve to ten minutes a week to

    sit down and write our prisoners.

    Every time I send out a plea or prison ministersI get ten to teen people who say, Yes. Within six

    months time, however, that number who said yes

    has dwindled down to one or two aithul members

    who stick to it and keep writing.

    The Prison Ministry has just made me aware

    o the act that they need some more writing

    volunteers or this year. The large number who

    volunteered last year is now down to under ve

    aithul correspondents!

    month

    Domestic Violence is a pattern o physical,sexual, psychological, and/or economic

    abuse, threats, intimidation, isolation,or coercion used by one person to exert powerand control over another person in the context oa current or ormer dating, amily, household, orcaregiving relationship. Domestic Violence is neverjust a private amily matter. It aects our entiresociety.

    Family violence costs the nation rom 5 to 10billion dollars annually in medical expenses, police

    and court costs, shelters and oster care, sick leave,absenteeism, and non-productivity. 80% o violentcriminals report having witnessed violence in thehome as children. Over 50% o all homeless womenand children in this country are feeing domesticviolence, thus contributing to the high rates o pov-erty. Social science research shows there is a strongconnection between violence in the home and the

    way society normalizes violence in our local com-munities and on a global scale. Domestic Violenceis everyones business. The ruin o a nation beginsin the homes o its people. (Arican Proverb)

    In your Get-Out-The-Vote phone calls and

    announcements, remind people to check to make

    sure they know where their polling station is

    located. This inormation can be ound on your

    voter identication card. You can also check the

    LWV website to nd it. Every state has dierent

    cut-o dates or voter registration. Know the last

    day or people to register to vote in your area!

    Let people know that i they get to the polls and

    nd they are not on the list o registered voters,

    they can request a provisional ballot in many

    states.

    Find out what the laws are in your state regarding

    the rights o ormerly convicted people to vote.

    Individuals who have served their jail sentenceand have been released rom prison oten may

    not know they have the right to vote in many

    jurisdictions.

    Let people know that they can always ask a poll

    worker or assistance i they make a mistake on

    their ballot or have a question about using a

    voting machine.

    Inorm people that i they are in line at the time

    the polls close, the law requires that they be

    allowed to vote. Stay and vote!

    steWardshipresults o a redeemed lie

    The next time you see Geese heading south or

    the winter fying along in V ormation you

    might be interested in knowing what science

    has discovered about why they fy that way. It has been

    learned that as each bird faps its wings, it creates an

    uplit or the bird immediately ollowing. By fying in aV ormation, the whole fock adds at least 71% greater

    fying range than i each bird few on its own.

    Christians who share a common direction and a

    sense o community can also get where they are going

    quicker and easier because they are traveling on the

    thrust and uplit o one another.

    Whenever a goose alls out o ormation, it suddenlyeels the drag and resistance o trying to go alone, and

    quickly gets back into ormation, to take advantage o

    the liting power o the bird immediately in ront. I

    we have as much sense as a goose, we will stay in or-

    mation with those who are headed the same way we

    are going. When the lead goose gets tired, he rotates

    back in the wing and another goose fies point. It pays

    to take turns doing hard jobs with people at church or

    with geese fying south. The geese honk rom behind

    to encourage those up ront to keep up their speed.

    What do we say when we honk rom behind?

    Finally, when a goose gets sick or alls out, two geese

    all out o ormation and ollow him down to help and

    protect him until he dies or is able to fy again.

    The geese who helped each other shared. Sharingis both serving and giving. Its a part o our stew-

    ardship. We believe that it is the privilege o the

    Christian to dedicate what he has, what he is, to God.

    We commonly speak o time, talents and possessions.

    How we use these is a choice we make which indicates

    the depth o our aith.

    There has been much ado about the recent

    passage o HB 4050. The name o the

    bill is Predatory Lending Database Pilot.

    The Housing Ministry o Trinity United Church

    o Christ met with members o the State Senate o

    Illinois, Senators Jacqueline Collins and Kwame

    Raoul (our member), and the Department o

    Financial Regulations Phil Dalmage, in order

    to understand the bill and its ramications. The

    goal o this volume o To Do Justice is to provide

    inormation as given to us about HB 4050.

    In sum, the pilot program establishes a screeningprogram or mortgage borrowers in the Southwest

    portion o Chicago. Here are the requirements:

    Borrowers seeking a loan through a mortgage

    broker or loan originator or a home within the

    10 targeted zip codes will have to undergo HUD

    approved and sponsored credit counseling, i they

    all within the ollowing mandatory counselingcriteria:

    1. The borrower has a FICO score less than 60

    2. The borrower has a FICO score o 61-650

    combined with any or all o the ollowing actors

    a. The home was nanced within 1 months o

    the date o the current loan application;

    b. The payment or the loan being applied or is

    interest only;

    c. The interest rate is adjustable within three years;

    d. The loan uses a stated income or the borrower,

    rather than veriying the borrowers income through

    other means (tax return, pay stubs, etc.)

    3. The loan includes any o the ollowing,

    regardless o the borrowers FICO score:

    a. Prepayment penalty

    b. Results in negative amortization

    c. Total points or ees paid by borrowers at or

    beore closing will exceed 5%

    The major question asked is why the Southwestportion o Chicago? Why not all o the state? Why

    not some areas o the city and other areas o the

    state? According to Senators Collins and Raoul,

    and according to Phil Dalmage o the Department

    o Financial Regulation, 48% o all o the

    oreclosures in the state o Illinois are in Chicago.

    Further, most o these oreclosures are in black and

    brown neighborhoods. The bill was proposed by

    Mike Madigan, and his own zip code is included.

    (Included zip codes are 6060, 1, 3, 8, 9, 3,

    36, 38, 43, and 5).

    Even with that reasoning, the appearance

    o racism is present in selecting only black andbrown neighborhoods or this pilot program,

    as i oreclosures are not occurring across the

    whole state. This point was raised with the state

    delegation. In response to this, it was stated that

    the pilot program has a our year term. However,

    ater the rst year, zip codes can be added or

    deleted rom the program. Because it is a pilotprogram, none o this is written in stone. Senator

    Collins also vowed, ater the reports rom the

    rst year are returned, to ght to make the pilot

    program statewide. Furthermore, with no zip

    codes specied in the legislation itsel, there is also

    the possibility o doing partial zip codes, as there

    are some zip codes where certain areas have high

    oreclosure rates, while other areas in the same

    zip code do not. (Zip codes cannot be specied

    in the legislation because that would amount to

    legislative redlining).

    Another interesting move that has occurred

    since the bill has gone into eect is that some

    bankers and mortgage brokers have decided not tolend in the zip codes aected by the program. This

    apparently speaks to their motives or predatory

    lending in those areas.

    Lastly, Senator Collins shared the proponents

    and opponents o the bill. Opponents to the bill

    were people who generally could benet rom

    the predatory lending practices. These included

    groups like Mortgage lenders, Realtors, and

    Ameriquest (currently in court, being sued or

    predatory lending). Proponents o the bill include

    groups like the Attorney Generals Oce, AARP,

    Citizens Action Illinois, and a host o community

    organizations.Hopeully, this column enlightens and educates

    us on the issue o HB 4050. In the coming weeks,

    we will be hosting a teach-in with legislators

    and housing proessionals to urther educate

    the congregation and community on this very

    important piece o legislation.
