COMMENTARY

by Tony MilanDirectorate of Plans, Training, Mobilization and Security

While the Fort Lee community has a connection to the 1993 and 2008 tornados in the Tri-City Area and the Virginia Tech and Fort Hood shootings, it has been blessed to avoid other disasters such as terrorist attacks, chemical spills from industrial plants or train derailments, aircraft crashes, and many other potential hazards in the area.

As a community, we feel safe inside the fence line of the installation. That is something Fort Lee takes pride in. Our responsibility is to identify and address all hazards that may happen to the installation and our service members, Family members, Department of the Army Civilian employees and everyone who comes on post. A big part of that preparation and planning is the Mass Warning and Notification System, a network of multiple systems designed to issue a warning within 10 minutes of an emergency threatening Fort Lee personnel.

Have you ever heard the sirens wailing and the announcement that this is a test of the notification system? The Installation Operations Center sets these sirens off

potential for a real weather emergency). The main reason for the tests is to provide everyone the opportunity to

What does this mean to you? Post residents and personnel will be seeing more directions on how to respond to different emergencies, such as active shooter, sheltering in place and hazardous materials, to name a few. The weekly siren activation is an opportunity for leaders and proactive Families to schedule drills or practice hazard response measures. These practices could be as simple as stopping for a minute and conducting a “What if? Self-Survey” or as involved as an internal organizational or house\hold

A “What if? Self-Survey” is when you think, “What if there was a ___ (Fill in the emergency of your choice)? What would I do? Where would I go? Should I go anywhere? Do I know what to do?” Check to make sure you answered your questions correctly or find out the answer if you did not have one at www.acsim.army.mil/readyarmy/ or www.ready.gov. The Fort Lee Force Protection section of the DPTMS has several handouts available on specific hazards and responses.

Another reason for the weekly siren test is to make

sure the people who are responsible for it know how to operate it. The Force Protection office is also a source for emergency plan assistance. Leaders may select personnel to be responsible for specific tasks in an organization. Families can assign jobs to its members at home. During a

counting people at the set meeting point outside.A multiple hazards response that calls for sheltering in

place will need people designated to tape plastic sheeting in place to seal doors, windows and other openings. Who is responsible for these items in an emergency? What if this person is not available during the event? Who is the back up? These issues and short falls are not discovered unless the plans are practiced.

In the near future, we will be incorporating the Interior Voice and Communicator NXT elements of the mass warning system into our preparation routines. There are almost 100 buildings on post with the IV system. Most

Fort Lee’s Muslim military and civilian community will continue to observe Ramadan (The Holy Month of Fasting) and

The start date is determined by the lunar calendar. One religious practice for Muslims during this time is daily fasting (abstaining from eating or drinking) from

festival of thanksgiving and rejoicing and is celebrated at the end of Ramadan.

Certain accommodations may be necessary to allow Muslims to observe these religious celebrations. Muslim

Vollherbst and Ulysses S. Kirksey, symphony director, led the musicians in a

program of popular patriotic music and Broadway standards. The twilight concert, held near the confluence of the Appomattox and James rivers, drew hundreds of audience members from the area who came for the music as well as the cannon fire provided by Soldiers of the 59th Ordnance Brigade.

FORT EUSTIS – Army Chief of Staff Gen. Raymond T. Odierno traveled to U.S. Army Training and Doctrine Command headquarters at Fort Eustis July 31 to receive briefings on TRADOC initiatives that impact the current force and the Army of 2020.

Gen. Robert W. Cone, TRADOC commanding general, welcomed Odierno and hosted the briefing sessions, which included updates on Army physical fitness training and Doctrine 2015.Master Fitness Trainer Course

Originally developed in 1983, the MFTC was based on concepts of health and fitness as prescribed by the American College of Sports Medicine and Army physical fitness doctrine. Due to costs and reshaping initiatives, the program was terminated in 1992; however, units continued to request and pay for MFTCs until 2001.

TRADOC is preparing to re-establish the MFTC, which will provide commanders at all levels with certified fitness advisers, resulting not only in an increase in readiness, but more importantly, an overall increase in the health of the force.

“It’s not just about physical readiness training – it’s about health, fitness and well-being,” said Maj. Gen. Brad May, TRADOC’s deputy commanding general of Initial

Military Training.Additionally, the fitness program is expected to gen-

erate significant cost saving and cost avoidance for the Army through decreased accession losses, reduced injury rates, standardization of unit training, easier integration of new personnel into operational units, increased physical readiness of the force and increased discipline. The Initial Military Training Center of Excellence is initiating a pilot MFTC this summer to ensure appropriate steps are being taken to restore the physical fitness asset to all units.

To strengthen the emphasis on implementing physical readiness training doctrine Army-wide, TRADOC will transition TC 3-22.20 to Field Manual 7-22, Army Physical Readiness Training, and Master Fitness Trainers will train units on the doctrine in TC 3-22.20 in order to reduce inju-ries and improve Soldier performance. TC 3-22.20 focuses unit training on developing the Soldier physical readiness required to perform Warrior Tasks and Battle Drills.Doctrine 2015

Odierno also received an update on doctrine develop-ments from Lt. Gen. David Perkins, TRADOC’s Combined Arms Center commanding general.

“Within 90 days, we’re going to release to the force an unprecedented amount of doctrine,” Perkins said, refer-

ring to Doctrine 2015, an effort to overhaul and streamline Army doctrine through a simplified, common professional language.

The goal is to create a top-to-bottom hierarchy, or ech-elon, of publications and manuals that provide top-level, easy-to-read doctrinal principals with supporting refer-ences that increase in length and depth of information. Doctrine 2015 will make these references available at the point of need through interactive media such as mobile ap-plications.

All 15 Army Doctrine Publications, or ADPs – the top-level of Army publications – each at about 10-15 pages, will explain the fundamental principles that guide the ac-tions of military forces in support of national objectives.

According to the command, TRADOC is leading the Army’s transition into the future by shaping the Army of 2020, developing adaptive leaders and organizations, modernizing equipment, and revolutionizing training.
