The project consists of constructing approximately 11.8 miles of 69 kilovolt (kV) electric transmission line in western Ohio and southeastern McLean counties in Kentucky. Big Rivers Electric Corporation may request financing from RUS to con- struct the proposed project. RUS may consider this funding request, thereby making it an undertaking subject to re- view under Section 106 of the National Historic Preservation Act (NHPA), 16 USC 470(f), and its implementing regula- tion, “Protection of Historic Properties” (36 CFR Part 800). S U P P L E M E N T A R Y I N F O R M A T I O N : Big Rivers Electric Corporation (Big Rivers Electric) proposes to construct approxim- ately 11.8 miles of 69 kilovolt (kV) electric transmission line. The proposed transmission line route extends southwest- erly from an existing electric substation in western Ohio County, north of the unincorporated community of Kirtley. The proposed route then turns westerly crossing the Green River into McLean County, and proceed further westerly cross- ing State Route 1412 and 431. From State Route 431 the proposed route continues in a westerly direction to a point east of Sacramento, Kentucky, where the route turns northwesterly, westerly, and southwesterly, extending around Sacramento crossing State Route 85 and 81 to connect to an existing electric substation northwest of Sacramento on the eastern side of State Route 254. The construction of the new transmission line, and a new 100-foot-wide right-of- way (ROW) with an overhead type design with the electrical conductors supported by single wood or steel pole structures make up the Wilson to Sacramento 69 kV Transmission Line Project. Big Rivers would purchase the necessary property and easements. As part of its environmental review process, RUS must also consider the effect of the proposed Project on historic prop- erties in accordance with Section 106 of the National Historic Preservation Act. Pursuant to 36 CFR § 800.2(d)(3), the Agency is using its procedures for public involvement under NEPA to meet is responsibilities to solicit and consider the views of the public during Section 106 review. Accordingly, comments submitted in response to the EA will be con- sidered by agency decision makers under Section 106 as well as NEPA. An environmental report that describes the project in detail and discusses its anticipated environmental impacts was prepared by Big Rivers Electric. Consistent with 7 CFR §1970.5(b)(3)(iv)(C), RUS has completed an independent evalu- ation of the environmental information and analysis performed by Big Rivers Electric and accepted the cooperative’s ER as RUS’ EA for the proposed project. The EA is available for public review at the addresses provided in this Notice. Questions and comments should be sent to RUS at the mailing or e-mail addresses provided in this Notice. RUS should receive written comments on the EA on or before February 22nd, 2020 to ensure that they are considered in its envir- onmental impact determination. Should RUS, based on its EA, determine that the impacts of the construction and operation of the proposed project would have no significant environmental impact, it will prepare a Finding of No Significant Impact (FONSI). Public noti- fication of the FONSI would be published in newspapers with circulation in the project area. Any final action by RUS re- lated to the proposed project will be subject to, and contingent upon, compliance with all relevant Federal, State and local environmental laws and regulations, and completion of the environmental review requirements as prescribed in RUS’s Environmental Policies and Procedures (7 CFR Part 1970). ACTION: Notice of Availability of an Environmental Assessment for Public Review

SUMMARY: The Rural Utilities Service (RUS) has issued an Environmental Assessment (EA) to meet its responsibilitiesunder the National Environmental Policy Act (NEPA) and RUS’s Environmental and Policies and Procedures (7 CFR Part1970) in relation to possible financial assistance for a proposed project by Big Rivers Electric Corporation. The projectconsists of constructing approximately 11.8 miles of 69 kilovolt (kV) electric transmission line in western Ohio andsoutheastern McLean counties in Kentucky. Big Rivers Electric Corporation may request financing from RUS to con-struct the proposed project. RUS may consider this funding request, thereby making it an undertaking subject to re-view under Section 106 of the National Historic Preservation Act (NHPA), 16 USC 470(f), and its implementing regula-tion, “Protection of Historic Properties” (36 CFR Part 800).

SUPPLEMENTARY INFORMATION: Big Rivers Electric Corporation (Big Rivers Electric) proposes to construct approxim-ately 11.8 miles of 69 kilovolt (kV) electric transmission line. The proposed transmission line route extends southwest-erly from an existing electric substation in western Ohio County, north of the unincorporated community of Kirtley. Theproposed route then turns westerly crossing the Green River into McLean County, and proceed further westerly cross-ing State Route 1412 and 431. From State Route 431 the proposed route continues in a westerly direction to a pointeast of Sacramento, Kentucky, where the route turns northwesterly, westerly, and southwesterly, extending aroundSacramento crossing State Route 85 and 81 to connect to an existing electric substation northwest of Sacramento onthe eastern side of State Route 254. The construction of the new transmission line, and a new 100-foot-wide right-of-way (ROW) with an overhead type design with the electrical conductors supportedby single wood or steel pole structures make up the Wilson to Sacramento 69 kV Transmission Line Project. Big Riverswould purchase the necessary property and easements.As part of its environmental review process, RUS must also consider the effect of the proposed Project on historic prop-erties in accordance with Section 106 of the National Historic Preservation Act. Pursuant to 36 CFR § 800.2(d)(3), theAgency is using its procedures for public involvement under NEPA to meet is responsibilities to solicit and consider theviews of the public during Section 106 review. Accordingly, comments submitted in response to the EA will be con-sidered by agency decision makers under Section 106 as well as NEPA.An environmental report that describes the project in detail and discusses its anticipated environmental impacts wasprepared by Big Rivers Electric. Consistent with 7 CFR §1970.5(b)(3)(iv)(C), RUS has completed an independent evalu-ation of the environmental information and analysis performed by Big Rivers Electric and accepted the cooperative’s ERas RUS’ EA for the proposed project. The EA is available for public review at the addresses provided in this Notice.Questions and comments should be sent to RUS at the mailing or e-mail addresses provided in this Notice. RUS shouldreceive written comments on the EA on or before February 22nd, 2020 to ensure that they are considered in its envir-onmental impact determination.Should RUS, based on its EA, determine that the impacts of the construction and operation of the proposed projectwould have no significant environmental impact, it will prepare a Finding of No Significant Impact (FONSI). Public noti-fication of the FONSI would be published in newspapers with circulation in the project area. Any final action by RUS re-lated to the proposed project will be subject to, and contingent upon, compliance with all relevant Federal, State andlocal environmental laws and regulations, and completion of the environmental review requirements as prescribed inRUS’s Environmental Policies and Procedures (7 CFR Part 1970).
