1 Scheme Overview

1.1 Introduction This Local Network Modelling Technical Note has been prepared by Arup and is submitted in support of a Transport Assessment (TA) regarding a hybrid planning application for the Canada Water Masterplan. The hybrid planning application is made in relation to land bounded by Surrey Quays Road to the north, Lower Road (A200) to the west, Redriff Road (B205) to the south and Quebec Way to the east (the “Site”) on behalf of BL CW Holdings Ltd, a subsidiary of British Land Company Plc (“The Applicant”), hereafter referred to as “British Land”. The Development comprises the comprehensive redevelopment of the Surrey Quays Shopping Centre, and adjacent sites. The Development will comprise retail, office, leisure and community floorspace along with residential dwellings. The purpose of the local highway network modelling is to assess the effect of the development in terms of traffic impact. The A200 Lower Road, which runs adjacent to the site contains a number of signalised junctions which have been assessed using LinSig. In addition, four further have been tested. This note outlines the local highway network modelling.

1.2 Purpose of Report This report has been produced by the design engineer to outline the modelling process and results for the following signalised junctions constructed using LinSig:

• Surrey Quays Road / Deal Porters Way / Canada Water Bus Station and Surrey Quays Road / Lower Road (2 Node Model);

• Lower Road / Hawkstone Road / Rotherhithe Old Road / Redriff Road (LinSig) and Lower Road / Redriff Road (LinSig) and Redriff Road / Tesco Access (3 Node Model)

• Surrey Quays Road / Canada Street And, for the following roundabouts using ARCADY:

• Lower Road / Jamaica Road / Brunel Road / Rotherhithe Tunnel.

For Site 08/114, signal timings were recorded by TfL on Wednesday the 15th of November 2017. The average of the cycle time and stage lengths (via pulse points) were taken from the M16 data. If the average cycle time was not compatible with UTC operation, the nearest adjacent UTC acceptable cycle time was used. According to demand dependency data provided alongside the signal timings, Stage 2 and stage 3 are called roughly 50% of the time each (one or the other is called based on pedestrian crossing demand). As such, the site was double cycled with a staging of 1,2,1,3 to represent this demand. Cycle times of 52 seconds in the AM and 60 seconds in the PM were used.

Site 08/178 is not under UTC control, but demand dependency data was recorded by TfL on Wednesday the 15th of November 2017. Timings were taken from the background plan. The demand dependency data was then used to add bonus greens to represent actual operation. According to the demand dependency data Stage 2 is rarely called while stages 4 and 5 are called almost always. As such, a decision was made to assume stage 2 was called 0% and stages 4 and 5 called

100% of cycles. Bonus greens were then added based on the frequency of stage 3. Cycle times of 88 seconds in the AM and PM scenarios were used.

Assumptions:

• Traffic flows were from the traffic survey of December 2014;

• Base signal information was taken from signal timing sheets provided in November 2017 (latest versions as of that date);

• Site signal data was provided by TfL from November 2017;

• Saturation flows and degree of saturation measurements were taken on site in January 2018;

• Link lengths were measured from SLDs and Google Maps;

• Flare lengths were observed on site where possible;

• Cruise times were measured on site in January 2018. Where possible 10 readings were taken and an average entered into the model;

• Flows for base models were entered using Lane Based Mode as per TfL requirements;

Comment:

Surrey Quays Road / Lower Road

The junction currently operates within capacity in all time periods. The northbound flow in the AM peak hour is sensitive to the performance of the eastern Thames crossing points at Rotherhithe and Blackwall and closures / issues can lead to significant delays. However, when taken in isolation, the junction can accommodate the traffic flow using it throughout the day.

According to demand dependency data provided alongside the signal timings, Stage 2 runs 100% of the time. Cycle times of 48 seconds in the AM and 56 in the PM scenarios were used. It was noted on site that the southbound Lower Road discharges directly onto a red light of the downstream exit pedestrian crossing and flow is limited by the number of vehicles that can be stored in the junction central space.

Site 08/006, signal timings were recorded by TfL on Wednesday the 15th of November 2017. The average of the cycle time and stage lengths (via pulse points) were taken from the M16 data. If the average cycle time was not compatible with UTC operation, the nearest adjacent UTC acceptable cycle time was used. According to demand dependency data provided alongside the signal timings, Stage 2 runs 100% of the time. Cycle times of 48 seconds in the AM and 56 in the PM scenarios were used.

Site 08/120, signal timings were recorded by TfL on Wednesday the 15th of November 2017. The average of the cycle time and stage lengths (via pulse points) were taken from a combination of the M16 and M37 data. If the average cycle time was not compatible with UTC operation, the nearest adjacent UTC acceptable cycle time was used. The site operates either 1,2,3 or 1,2,4 staging based on demand. 1,2,4 has been used in the model with a bonus green to represent the amount of 1,2,3 operation recorded. Cycle times of 120 seconds in the AM and 56 in the PM scenarios were used.

Comment: Lower Road / Rotherhithe Old Road / Hawkstone Road The junction operates within capacity in all time periods. It is noted that the site operates a low cycle time with an average recorded of 48 seconds in the AM peak hour which keeps queue levels low. Lower Road / Redriff Road The Lower Road / Redriff Road junction operates within capacity in all time periods. The site is closely linked to the upstream junction of Lower Road with Rotherhithe Old Road, and signal timings are designed to reduce delay across the two junctions. Redriff Road / Deal Porters Way This junction operates within capacity in both the AM and PM peak hours. However, queuing northbound on Redriff Road in the AM peak can be relatively long, despite the approach operating well within capacity.

The Lower Road approach features a bypass lane onto Jamaica Road westbound. Comment: The roundabout operates within capacity in all time periods. The greatest ratio of flow to capacity occurred in the AM peak hour on the Lower Road northbound approach. It is noted that the operation of the roundabout is sensitive to disruption within the Rotherhithe tunnel or at Blackwall, either of which can cause significant delay on the wider road network.

3 2031 Do Minimum Network

3.1 Future Year Traffic Flows Strategic models for 2031 (CLoHAM) have been used to predict future traffic levels in a “Do Minimum” scenario which represents the 2031 with no change to the development site but include committed developments across London. The difference between 2012 base year scenario and 2031 Do Minimum flows was calculated and designated uplift. This uplift was then added to the existing traffic survey data from 2014 to produce future year flows.

This exercise was completed directly for the PM peak hour using 2012 CLoHAM PM model and 2031 CLoHAM model provided by TfL. For the AM peak hour traffic flows were extrapolated from the PM data based on the tidal proportions in the 2014 traffic survey data.

3.2 08/114: Surrey Quays Road / Deal Porters Way / Canada Water Bus Station; 08/178: Surrey Quays Road / Lower Road

There have been no updates to the base model other than those outlined below:

• No alterations were made to link/model structure or signals setup;

4 2031 With Scheme Network

4.1 Future Year Traffic Flows Strategic models for 2031 (CLoHAM) have been used to predict future traffic levels in a “With Scheme” scenario which represents the 2031 with full development of the site alongside committed developments across London. The difference between 2012 base year scenario and 2031 With Scheme flows was calculated and designated uplift. This uplift was then added to the existing traffic survey data from 2014 to produce future year flows.

This exercise was completed directly for the PM peak hour using 2012 CLoHAM PM model and 2031 CLoHAM plus scheme model provided by TfL. For the AM peak hour traffic flows were extrapolated from the PM data based on the tidal proportions in the 2014 traffic survey data.

4.2 With Scheme Network Updates As part of the development proposals the existing roundabout at Redriff Road / Surrey Quays Road would be replaced by a signalised junction. In addition to this update, on Redriff Road to the east of Surrey Quays Road, two new junctions are proposed (modelled as one site) to provide signalised access and egress to the development site. As such, the model of Redriff Road ((08/122): Lower Road / Hawkstone Road / Rotherhithe Old Road / Redriff Road; (08/006): Lower Road / Redriff Road; (08/120): Redriff Road / Tesco Access) has been extended in this scenario to include these network updates whilst the roundabout of Redriff Road / Surrey Quays road hasn’t been modelled.

4.3 08/114: Surrey Quays Road / Deal Porters Way / Canada Water Bus Station; 08/178: Surrey Quays Road / Lower Road

Redriff Road / Deal Porters Way The junction is approaching capacity in the 2031 with scheme scenarios. The southbound arm has reached 93% saturated with a queue of 13 PCUs in the PM peak hour. It should be noted that the flows using this link in the CLoHAM model are greater than the trip development projections for the site in this location. As such these results represent a worst case and delay on this link is likely to be lower than predicted by the model. Redriff Road / Surrey Quays Road The junction is predicted to operate within capacity in the 2031 With Scheme scenarios. Redriff Road / Development Access/Egress The junction is predicted to operate within capacity in the 2031 With Scheme scenarios.

4.5 08/173: Surrey Quays Road / Canada Street

Model Updates: There have been no updates to the base model other than those outlined below:

• No alterations were made to link/model structure or signals setup;

• As the site does not exist as a SATURN node, flows at this junction were projected based on a very worst-case scenario. The traffic flows are considered to be far in excess of actual projected flows;

• Signal timings were optimised where required to replicate future operation under revised traffic demand;

4.7 Surrey Quays Road / Redriff Road The existing roundabout would no longer exist in the with scheme scenario as it has been replaced by a signalised junction which is being tested as part of the LinSig model of the Redriff Road corridor.
