Design Council and its Transform Ageing partners require the information sought in this grant application to inform the appointment of Delivery Organisations in the South West of England.

We are looking to appoint up to four Delivery Organisations or consortia of organisations in Somerset, Cornwall, South Devon and Torbay and NEW (north, east, west) Devon.

The Delivery Organisations will work with the Transform Ageing partners, for two years of the programme. They will provide outreach and engagement with local stakeholders and participants and support programme delivery.

This specification document should be read in conjunction with the Transform Ageing Delivery Organisation grant application: application form.

Design Council is a charity and is recognised as a leading authority on the use of strategic design. We use design as a strategic tool to tackle major societal challenges, drive economic growth and innovation, and improve the quality of the built environment. We take a people cen-tred approach to address challenges drawing upon all aspects of design including product, service, user experience and design in the built environment. We are a UK govern-ment adviser on design.

UnLtd is the leading provider of support to social entrepreneurs in the UK and offers the largest such network in the world. UnLtd resources hundreds of individuals each year directly through its core awards programme and hundreds more through a network of community-based partners.

South West Academic Health Science Network is one of fifteen networks established by NHS England to accelerate the development and adoption of innovation across the health and social care system. The network is a membership organisation with partners drawn from a range of collaborating organisations acrossthe south-west.

Centre for Ageing Better is an independent charitable foundation. It uses the results of major studies undertaken with people in later life, alongside existing research and the views of other organisations working in the field, to identify areas that are key to achieving a society in which everyone enjoys a good later life.

About Transform Ageing03.

One of the triumphs of the previous century, a vastly improved life expec-tancy, looks set to be one of the great challenges of this one. Today, for the first time in history, Britain’s over 65s outnumber people under the age of 16, and by 2020 nearly half of the adult population will be over 50. This creates huge demand on an already stretched health and social care sys-tem. Collaboration is needed across sectors and within local communities in order to bring the right stakehold-ers together to support the creation of a health and care system that is more personalised, more connected and above all more preventative.

Transform Ageing is a pioneering programme, taking a design-led approach to improving people’s experience of ageing. This new cross-sector initiative will bring together people in later life, social entrepreneurs and health and social care leaders. With their support the Transform Ageing programme will define, develop and deliver innovative new solutions that better support the needs and aspirations of our ageing communities.

Through convening these stake-holders we will catalyse new ways of working and new behaviours in a drive to reimagine and redesign support for a healthy and active later life; thereby promoting and enabling effective, people-centred, design-led innovation in products and services.

The programme aims to ensure that the best innovations reach people in later life as quickly as possible and positively transform their experience of ageing.

Funded by the Big Lottery Fund and delivered by Design Council in part-nership with UnLtd, the South West Academic Health Science Network and the Centre for Ageing Better, from now until mid-2019 we will be working with local communities in Cornwall, Devon and Somerset to es-tablish the wants and needs of people in later life in those communities.

We can’t do this alone, local communities, individuals, carers, family, friends and professionals in each of these regions need to be at the heart of this process. We need to work with local organisations to make this happen.

The programme objectives include, to:

• enable people in later life and their support network to feel more able to contribute to how and what services are commis-sioned in their community

• support social entrepreneurs to develop new ventures and scale or replicate existing successful ventures that meet the needs of people in later life

• develop local products and services that better meet the needs of people in later life and their support network

• support social entrepreneurs to have a closer understanding, appropriate communications and improved strategies for navigat-ing challenging commissioning markets

• provide health and social care leaders with clear intelligence on how to foster closer relationships with people in later life and their networks and how to effectively commission social entrepreneurs

• convene a national network of supporters to contribute to and learn from our work.

As lead partner in the programme, Design Council is responsible for recruiting Delivery Organisations and will enter into a grant agree-ment with successful applicants.

The core purpose of Delivery Organisations within the Transform Ageing programme is to:

• provide a route into and anchor within the local community, reaching people in later life and their support network through the course of the programme to ensure their consistent engage-ment and participation

• ensure the programme objectives and activities are grounded in the needs and wants of the local community

• support the local delivery of the programme

• support embedding programme legacy within the region by gaining an understanding of the processes of: running a design led innovation programme, sup-porting social entrepreneurs and how to commission and manage programmes of this nature.

The benefits of becoming a delivery organisation are to:

• gain an understanding of what is involved in delivering a de-sign-led innovation programme in your local community includ-ing how to: • commission the expertise

needed to do this in health and social care or other sectors

• support social entrepreneurs to develop and scale their offer

• add design-led innovation to the portfolio of engagement your organisation offers

• contribute towards the selection of local ageing challenges, ensur-ing we build on what is working well in the local community

• contribute to the selection of so-cial entrepreneurs and ventures

• be better equipped to meet the needs of people in later life by combining the use of your existing assets and resources with those of the Transform Ageing programme

• build capacity as a facilitating partner between the VCSE sector, community sector, statutory sector and other stakeholders within your locality

• collaborate with like-minded stakeholders and build stronger networks locally and nationally

• gain confidence in investing in and supporting health and social care innovation.

Working alongside the Transform Ageing programme team to support delivery of the programme in your region. The Delivery Organisation must be able to:

Recruitment

• lead the recruitment of the fol-lowing participants (to provided criteria) for the ‘Exploring the Challenge’ programme work-shops:• at least 8 people in later life • at least 8 people from the

wider support network of people in later life (friends, families, formal and informal carers etc.)

• support the recruitment of the following participants for the ‘Exploring the Challenge’ pro-gramme workshops:• at least 8 social entrepreneurs • at least 8 health and social care

leaders.

Engagement

• provide access to, and engage-ment with existing local net-works, and create new networks if necessary, of suitable people in later life and their wider net-works, social entrepreneurs, and health and social care profession-als.

Management

• manage and deliver the engage-ment and relationships with people in later life and their wider support network to ensure their continued participation throughout the duration of the programme

• support the management and delivery of the engagement and relationships with social entre-preneurs and health and social care leaders to ensure their con-tinued participation throughout the duration of the programme

• if necessary, carry out DBS checks, undertake other due diligence, and manage any safe-guarding issues that arise.

• work to the Transform Ageing programme team requirements, including the set up and man-agement of a programme contact database of participants and their wider support networks.

Outreach

• provide access to wider networks of people in later life in the local community (particularly those who are harder to reach) to support workshop participants in their activities and to ensure user insight is generated from a repre-sentative mix of the community

• provide ongoing engagement with these networks of people throughout the duration of the programme to maintain their participation at all stages.

Delivery Support

• source facilities and support the project management and delivery of the local launch events and workshops for the programme. Utilise networks to ensure the right mix of people in later life, health and social care leaders and social entrepreneurs are in attendance

• support the marketing and com-munications of the programme in your local area to ensure the programme is communicated to agreed audiences

Insight and Evidence

• actively participate, and support participants to gather insight and consolidate findings into suitable innovation briefs

• work with the team to collect and collate data to support the devel-opment of an evidence base and the continued development of the programme’s Collective Impact Framework.

Programme Coordination

• the Transform Ageing pro-gramme team will have a perma-nent base in Exeter. Coordination between a Delivery Organisation and the programme team will occur through a mix of electronic communication and face to face meetings, held either in Exeter or at the Delivery Organisa-tion’s premises. The Delivery Organisations will work with the management processes, tools and reporting requirements set out by the programme partners.

Transform Ageing will part fund the appointment of one full-time equivalent staff member within each Delivery Organisation or consortia of organisations. The funding available is to be put towards this role, and the associated costs of this employment (including employers’ national insur-ance contributions).

Funding will be available for two years from April 2017 until March 2019.

The funding is in the form of match-funding. This means that a successful Delivery Organisation must provide, as a minimum, equal match- funding towards the costs of employing this staff member along-side the funding from Transform Ageing for a period of 2 years. A Delivery Organisation can provide the match-funding either from a third party or from its own resources.

You will need to confirm the source of the match-funding you have acquired during this application process.

Evidence of match-funding for the full 2 year period will be required prior to the formal appointment of Delivery Organisations.

A maximum of £40,000 funding will be available from Transform Ageing to each Delivery Organisation for the 2 year period: April 2017 to March 2019.

Your organisation will be the employer with responsibility for all employee related matters and day-to-day line management. However, your employee will need to work alongside and under the direction of the Transform Ageing programme team, led by the Head of Social Innovation employed by Design Council.

If you are applying as a consortium of organisations, the employee should be employed by a single organisation within the consortium unless Design Council is satisfied there are exceptional circumstances which do not allow for this.

It is the responsibility of the successful organisation to:

• agree and obtain Design Council sign off of the job description for the appointed person

• ensure that a transparent recruit-ment process is adopted

• commit to providing equal op-portunities for all.

Design Council suggests the following as the minimum requirements for the role specification, and to provide guidance as to the level of role we anticipate.

The role will be required to work with the Transform Ageing team to:

Recruitment and Engagement

• access existing, and develop new, networks of: people in later life and their friends, family and formal and informal carers, social entrepreneurs, and health and social care professionals to support the recruitment of par-ticipants and other stakeholders.

Management

• manage the ongoing relationship with these participants to ensure their continued participation and engagement throughout the duration of the programme

• if necessary, carry out DBS checks, undertake other due diligence, and manage any safe-guarding issues that arise.

Outreach

• provide access and ongoing engagement to networks of people in later life in the local community and their wider support networks and support workshop participants and their activity with these networks.

Delivery Support

• source facilities and support the project management and delivery of the local events, workshops, meetings for the programme

• support the development and dissemination of marketing and communication of the pro-gramme in your local area.

Insight and Evidence

• actively participate, and support participants to gather insight and consolidate findings into suitable innovation briefs

• support the collection and colla-tion of data for the development of an evidence base and the continued development of the programme’s Collective Impact Framework.

Programme Coordination

• maintain a programme contact database of participants and their wider support networks.

The skills and experience we would ideally be looking for are:

• Educated to degree level or equivalent experience

• Experience providing support to large, complex projects or programmes

• Senior administration experience (e.g. document control, minute taking etc).

• Advanced Microsoft Word, Excel and PowerPoint skills

• Excellent written and verbal communication skills.

Assessment Criteria and Scoring09.

Part 1 contains questions that an organisation must answer and sat-isfy minimum criteria in order to be considered. Failure to provide the necessary information or to meet the minimum criteria may result in Part 2 not being scored and your applica-tion not being considered. However Design Council reserves the right to consider applications that do not satisfy these criteria.

To satisfy the minimum criteria in Part 1 you should:

a. have been in operation for a minimum of two years

b. be physically based within Dev-on, Cornwall, Somerset

c. have a minimum turnover of £250,000 per year

d. have a minimum of at least 5 FTE employed staff

e. have the appropriate insurances in place as detailed in Question 27, or declare that you will put them in place prior to the con-tracting process being completed

f. have the appropriate policies and procedures in place as detailed in Question 28 and 29, or declare that you will put them in place prior to the contracting process being completed

g. not have a history of insolvency.

The selection panel that will assist Design Council in considering applications will comprise of members of the Transform Ageing Programme Governance Board from Design Council and SW AHSN, along with selected representatives from Councils and NHS organisations in your region.

Shortlisted applicants will be invited to interview with an assessment panel. The interviews will be assessed and will inform the final selection.

It is proposed that interviews will take place in the south west during the week commencing 27 February 2017. We will confirm the dates and location of these interviews to all applicants as soon as possible.

At any stage in the application process, Design Council reserves the right to ask clarification questions by email, or by inviting applicants to meet. Scores may be modified based on the responses provided.

Selection Panel and Interviews10.

Design Council shall not be liable for any costs incurred in the production or submission of an application or attendance at interviews or meetings as part of this process.

Successful applicants will be selected and appointed at Design Council’s sole discretion, bearing in mind the views of the selection panel and the assessment criteria. Design Council reserves the right not to appoint delivery organisations if not satisfied with the quality of applications received.

Grant Agreement11.Successful applicants will enter into a Grant Agreement with Design Council to record the terms of the funding. Those applicants invited for inter-views will be sent a grant agreement in advance of the interview.

The Grant Agreement will have a term of two years from April 2017 to March 2019.

Where an application is made by a consortium, the Grant Agreement will be between Design Council and the lead applicant of the consortium, and the lead applicant will be solely accountable to Design Council to fulfil the terms of the agreement. Consortium partners are required to come to their own arrangements on sharing responsibility with the lead applicant.
