    pay U.S. and third-country service providers fortelecommunications, satellite radio and satellitetelevision services provided to individuals in Cuba.

    Authorize the donation of certain consumertelecommunication devices without a license.

    Add certain humanitarian items to the list of items eligiblefor export through licensing exceptions.
