Queensland – Indonesia/Singapore Trade and Investment Relationship Queensland-Indonesia Trade and Investment Relationship Indonesia is on track to become the world’s fifth largest economy by 2030 and Queensland’s

agri-food capabilities align perfectly with increasing demand from the country’s middle-class

for higher quality and healthy food, including red meat, fruit and vegetables. Queensland’s

competitive advantages include proximity to market, effective food integrity and safety

systems and Halal certification for red meat.

The Indonesia Australia Comprehensive Economic Partnership Agreement (IA-CEPA) due to

enter into force in 2020 will only serve to strengthen and develop the existing trade relationship.

Indonesia is Queensland’s fifth largest agri-food export market. In 2018-2019 preliminary (p),

Queensland’s agricultural exports to Indonesia were valued at $380.8 million, including $110.5

million in boxed beef exports, Queensland’s major agricultural export commodity.

Queensland provides around 20 percent of the Australia’s live cattle exports to Indonesia. In

2018-2019, Queensland exported 183 004 live cattle valued at $172.3 million (p). Over 90 per

cent of these cattle were exported from the Port of Townsville. This was a 60 000 head

increase on 2017-18 figures.

Current fruit and vegetable exports from Queensland include beans valued at $7.6 million,

mandarins valued at $5.1 million and apples valued at $820 000.

There is potential for a greater variety of Queensland fruit and vegetables to be exported to

Indonesia, including avocados, mangoes, lychees, cucumbers, blueberries, pears,

strawberries and tomatoes.

Other key exports from Queensland to Indonesia are wheat, cotton and sugar.

Queensland-Singapore Trade and Investment Relationship Singapore is Queensland’s seventh largest agri-food export market. Exports to Singapore

were valued in excess of $274 million in 2018-2019 (p).

Singapore is also Queensland’s largest market for animal oils and fats, valued at $113.6

million.

Singapore is an important market for Queensland beef valued at $43 million and offal valued

at $6.9 million, pork valued at $6.1 million, as well as sugar, cereal grains and dairy.

Queensland’s horticulture industry benefits from unrestricted market access to Singapore.

In 2018, Singapore was the sixth largest investor in Australia with investments valued at

$85.4 billion. Singaporean companies including Wilmar International, OLAM and Agrocorp

have major investments in Queensland’s sugar, cotton and grains industries respectively.

Event Summary:

Minister Furner officially opened the new Trade and Investment Queensland Office in Jakarta

and delivered a speech on behalf of the Honourable Annastacia Palaszczuk MP, Premier of

Queensland and Minister for Trade.

In recognition of the growing importance of the Indonesia-Queensland relationship, Trade and

Investment Queensland re-established a presence in Indonesia in 2014. Given the increasing

number of Queensland companies doing business in Indonesia, TIQ employed new staff and

it was necessary to acquire larger premises. The TIQ team moved into the new office in

mid-2018.

The event was celebrated in true Indonesian style with a traditional Tempung tower of rice and

many other local delicacies.

Minister Furner met with Indonesian horticulture importers to:

learn more about the fruit and vegetable market in Indonesia and regulation

implementation from Indonesian importers’ perspectives

promote Queensland’s capabilities in premium fruit and vegetable production and

export.

Indonesia is geographically close to Queensland. With rising affluence and the expansion of

world-class supermarket chains in the market, it represents a significant opportunity for

Queensland’s horticulture sector. Queensland’s robust biosecurity and food safety systems

are a key benefit for Indonesian importers. Current fruit and vegetable exports from

Queensland include beans valued at $7.6 million, mandarins valued at $5.1 million and apples

valued at $820 000.

There is potential for greater variety and quantities of Queensland fruit and vegetables

including mangoes, avocados, lychees, cucumbers, blueberries, pears, strawberries and

tomatoes to be exported to Indonesia. Queensland strawberries bred by the Department of

Agriculture and Fisheries (DAF) are the most recent entry into the Indonesian market. Trial

shipments in 2017-18 funded by DAF’s Growing Queensland’s Food Exports program resulted

in strawberries being sold at Ranch Market, Indonesia’s largest high-end supermarket chain.

Indonesian importers at the meeting were frank in their assessment of the difficulties of

importing fresh produce into the market. Historically, imports of fruit and vegetables have

attracted tariffs and quotas imposed by the Indonesian Government.

Horticulture industries in Queensland and Indonesia are hopeful that the Indonesia-Australia

Comprehensive Economic Partnership Agreement (IA-CEPA) will rectify this issue. It is

understood that under IA-CEPA, quotas will be specified for mandarins, oranges and lemons,

and initially these fruits will be subject to a 10 per cent tariff, down from the current 25 per cent.

SITE VISIT – PT Top Food Indonesia Date: Tuesday 5 November 2019 Attendees:

Site Visit Summary:

Mr Nugroho is an alumnus of the Australian education system. He completed his formal school

study at All Saints’ College in Bathurst, New South Wales. He graduated with a Bachelor of

Economics from the University of Sydney.

Top Food Indonesia is a leading food supplier to Indonesian restaurants, including the

Nugroho family-owned Es Teler 77, an Indonesian fast food chain. Es Teler 77 has more than

200 outlets in Singapore and offshore markets, including Malaysia.

Top Food Indonesia imports Queensland and Australian beef, which is used in the production

of bakso (beef balls). The company uses up to four tonnes of beef per day to produce 250 000

bakso, each weighing approximately 16 grams.

The company also purchased specialist food processing equipment manufactured on the

Sunshine Coast for slicing avocado and other fruit.

Minister Furner discussed with Mr Nugroho opportunities for Queensland agribusinesses to

export other high value ingredients, including avocado, to Indonesia. There is increasing

demand in Indonesia for avocado.

Jakarta-based agribusiness PT Pacific Soya Usaha Mandiri (PSUM) was established in 2017.

It operates palm oil plantations in Sumatera and Kalimantan and has significant interest in

soybeans. It was initially part of the Lippo Group, one of Asia’s largest conglomerates, but is

now independent.

Soya is an important component of the Indonesian diet with the national dish ‘Tempeh’ made

from fermented soybeans. Indonesia imports 2.6 million tonnes of soybeans from a variety of

countries, including the United States, Canada and China.

PSUM is considering northern Australia as a potential location to grow up to 1 million tonnes

of non-genetically modified soybeans for export back to Indonesia.

Department of Agriculture and Fisheries (DAF) staff hosted PSUM representatives on site

visits along the east coast of North Queensland in 2017. During the visit, DAF staff advised

PSUM that there are greenfield sites available in North Queensland.

Minister Furner discussed with PSUM representatives the opportunities and challenges of

growing soybeans in Queensland. PSUM were advised, for example, that between 200 000

to 500 000 tonnes of soybeans could be grown as a complementary or rotational crop,

alongside sugarcane and other crops on existing farms in North Queensland.

Minister Furner invited PSUM representatives to meet with him again when they return to

Queensland in January 2020.

Site Visit Summary:

Ranch Market is Indonesia’s largest high-end supermarket chain. The supermarket currently

stocks Queensland food and beverage products, including Oakey Beef, Queensland

strawberries, Dicky Bill baby leaf salads, Bundaberg Brewed Drinks and Capilano Honey.

Queensland strawberries, bred by the Department of Agriculture and Fisheries (DAF), are

stocked in Ranch Market as a direct result of trial shipments sent to high-end supermarkets in

Jakarta, including Ranch Market in 2017 and 2018. The shipments and consumer research

into Indonesian’s strawberry consumption habits were funded by a DAF Growing

Queensland’s Food Exports (GQFE) grant to the Queensland Strawberry Growers Association.

Mr Siswanto was in Queensland recently as a guest of Trade and Investment Queensland. Mr

Siswanto and other overseas buyers met Queensland food and beverage exporters at the

Taste of Queensland Gourmet Experience program in Brisbane from 23 – 25 October 2019.

Mr Siswanto also undertook site visits to the Brisbane Markets, Mulgowie Farming Company

and Story Fresh.

Minister Furner took the opportunity to inspect existing Queensland products available at

Ranch Market, and to express to Mr Siswanto his desire to build a long-term mutually

successful relationship with Ranch Market.

SITE VISIT – PT Tanjung Unggul Mandiri (TUM)

Date: Thursday 7 November 2019

Site Visit Summary:

Minister Furner visited PT Tanjung Unggul Mandiri (TUM) to view the operations of this major

Indonesian feedlot that sources Australian live cattle.

TUM is one of Indonesia’s largest feedlot operators and cattle importers. It has been importing

live feeder cattle from Australia since 2001. TUM’s Australian imports peaked at 92 000 head

in 2014. One of TUM’s biggest supplier is Brisbane-based Frontier International Agri Pty Ltd.

The feedlot facility/infrastructure covers 60 hectares and is considered as one of the best in

Jakarta/Indonesia. Its operations are of a high standard and prioritise animal welfare.

TUM typically supplies 4 500 head per month for slaughter, however it can increase to 7 000

head per month during the religious festival of Ramadan.

Animal welfare issues related to cattle exported from Australia and slaughtered in Indonesia

have been an issue with the Australian public since the matter was raised in the media in 2011.

The Federal Government’s Export Supply Chain Assurance Scheme (ESCAS) ensures animal

welfare standards are enforced. It applies to all participants in the export supply chain and

facilities within a foreign country need to meet ESCAS requirements in order to receive cattle

of Australian origin.

TUM is ESCAS approved. It supplies cattle to 25 abattoirs in Indonesia. These facilities are

also ESCAS approved. Their preference is for Brahman-cross cattle, which are common in

Queensland and the Northern Territory. Brahman genetics provide a tolerance of heat and

resistance to parasites. Crossing them with European breeds provides better

growth/weight-gain and meat quality characteristics.

As preparation for the Singapore leg of the mission, Mr Tom Calder, Trade and Investment

Commissioner for ASEAN, Trade and Investment Queensland (TIQ) provided Minister Furner

with a briefing on the ASEAN market, specifically Singapore.

Singapore is a major investor in Queensland. Potential opportunities for increased investment

in Queensland were discussed. As a direct result of this discussion, Mr Anthony Cheung, the

newly appointed Director for Investment in the TIQ Singapore Office, has commenced a

scoping exercise with the Department of Agriculture and Fisheries (DAF) regarding possible

investment in the pork sector. DAF and TIQ are working together to map out opportunities for

investment in Queensland from the broader ASEAN region.

The briefing with the TIQ Commissioner also reinforced the importance of Singapore’s

reputation as an early adopter of new products in the ASEAN region. Mr Calder outlined to

Minister Furner TIQ Singapore’s strategic focus on measures to promote Queensland’s

premium food and beverage products in the market.

MEETING – Commonwealth Capital Pte Ltd (Commonwealth Capital Group) Date: Thursday 7 November 2019

Commonwealth Capital Pte Ltd (Commonwealth Capital Group) owns a controlling stake in

Barramundi Asia (BA), and Mr Andrew Kwan is Co-Chairman of BA’s board. BA is one of

world’s largest Barramundi farming operations, with production facilities and sea cage farms

in Singapore and Western Australia, with new facilities under development in Brunei.

BA has an ambitious plan to become the world’s largest supplier of high-quality, sustainably

produced fresh Barramundi. During the meeting, Mr Kwan discussed the company’s Cone

Bay Barramundi operation in Western Australia, where Barramundi is sent to Perth and sold

at Coles supermarkets. The company is looking to expand into the Northern Territory and

Queensland. In response to Mr Kwan’s comments regarding possible expansion into

Queensland, Minister Furner provided an overview of the Queensland Government’s strategy

to grow regional export hubs. BA has expressed a keen interest to invest in Queensland

aquaculture and initial discussions have taken place with DAF and the TIQ Singapore Office.

BRIEFING – By Mr Bruce Gosper, Australian High Commissioner to Singapore Date: Thursday 7 November 2019 Briefing Summary:

Minister Furner and the Official Party received a briefing on Singapore’s economy and the

Australia-Singapore bilateral relationship from Mr Bruce Gosper, Australian High

Commissioner to Singapore. Mr Gosper reinforced that Australia’s strategic partnership with

Singapore includes trade, innovation and defence.

The High Commissioner stressed the importance of Singapore as an investment partner to

Australia. Singapore ranks number five in terms of foreign direct investment in Australia. He

also stressed the importance of having more Australian companies in the market as Singapore

is considered a launching pad for companies into other Asian markets.

Mr Gosper noted there were significant opportunities for Queensland companies in healthcare,

food and construction. In the food sector, there are new opportunities in food and beverages

that have a health and wellness focus.

Mr Gosper also highlighted the opportunities in Singapore for Queensland agritech companies.

MEETING and SITE VISIT – NTUC FairPrice Finest Date: Thursday 7 November 2019

Meeting Summary:

Minister Furner undertook a site visit to NTUC FairPrice Finest which is part of NTUC FairPrice

Co-operative Limited (NTUC FairPrice). The store stocks a range of premium Queensland

products including fresh fruit, snack foods, ice cream and honey. The session was led by Mr

Victor Chai, who explained that Queensland products are popular with consumers because

they are clean, green and traceable.

The meeting provided an opportunity to discuss other premium Queensland products that the

chain might be interested in. NTUC FairPrice is considered one of the three leading

supermarket chains in Singapore. Given that Singapore imports more than 90 per cent of its

food, it is important Queensland maintains its focus on this market. Singapore is considered a

leader in the ASEAN region, and with many international tourists visiting, Queensland

products receive significant exposure to potential buyers from other countries in the region.

Minister Furner hosted the Taste of Queensland event for leading Singaporean buyers. The

event showcased sustainably produced premium food and beverage products including

Borrowdale Free Range Pork, North Australian Pastoral Company (Napco) Five Founders

Beef and Bargara Brewed Beer.

Minister Furner had the opportunity to speak one-on-one with influential chefs, buyers and

distributors and receive valuable feedback on the products. In Asia, relationship building is

imperative to grow a footprint in the market. Minister Furner used the event as an opportunity

to express his appreciation to stakeholders who are promoting Queensland products in the

region.

Minister Furner met with representatives from Edwards Lifesciences Asia Pte Ltd (Edwards

Lifesciences) to understand how Queensland beef processors are diversifying their

businesses by providing animal tissue for the life-saving human heart valves developed by the

company.

The Edward Lifesciences plant in Singapore is the world’s largest human tissue plant for

structural heart diseases. The company’s markets include the United States, France and

Germany. The company invests significantly in research and development with an annual

spend of USD$800 million.

Heart tissue from Queensland beef cattle is used to produce artificial heart valves. Five

Queensland beef producers have complied with strict quality and hygiene control measures

to become accredited suppliers. Edwards Lifesciences is seeking additional suppliers from

Queensland.

Meeting Summary:

Minister Furner met with Mr Vijay Iyengar, Chairman and Managing Director, Agrocorp to

acknowledge the significant investment by the company in Associated Grain at Dalby.

Mr Iyengar was positive about Agrocorp’s business in Queensland and expressed interest in

partnership arrangements with Queensland and Australian companies.

Minister Furner discussed with Mr Iyengar, the company’s interest in a processing facility for

value-added protein products. There is also potential for Agrocorp to undertake a collaboration

with Department of Agriculture and Fisheries’ (DAF) facility at Coopers Plains.

Trade and Investment Queensland and DAF will work together to identify appropriate business

opportunities for Agrocorp to consider.

SITE VISIT – Gardens by the Bay Date: Friday 8 November 2019 Site Visit Summary:

Minister Furner visited Gardens by the Bay to view plants exported to Singapore by

Queensland company, Pohlmans Nursery. The plants are featured in the Flower Dome which

also houses the Australian Pavilion and Queensland Bottle Trees.

Pohlmans Nursery was one of 15 recipients of the first round of the Queensland Government’s

Rural Economic Development grants, awarded in June 2019. Pohlmans is using its grant to

develop a greenhouse facility to meet growing demand for its products including herbs,

vegetables, fruit and flowers domestically, and in Asia and the Middle East. The facility is

expected to create eight jobs during construction, and 40 direct and indirect positions on

completion.

Minister Furner met with Mr Verghese to acknowledge the significant investment by OLAM

International Ltd (OLAM) in Queensland, enquire about issues impacting their business

operations in Queensland and Australia, and discuss the company’s future plans in Australia

and globally.

The Minister learnt about OLAM’s journey in Queensland beginning with the acquisition of

Queensland Cotton in 2007. The company operates ten state-of-the-art cotton gins across six

cities in Queensland and also New South Wales. OLAM Australia exports to 500 customers

in 55 countries. Mr Verghese was also frank in his comments about current issues, including

drought impacting on the cotton sector in Queensland.

Mr Verghese noted Queensland’s expertise in agritech and commented that there should be

a greater emphasis on exporting Australian agricultural expertise and management systems.

Mr Verghese discussed opportunities and barriers to further investment in Queensland

agriculture. He hopes to visit Queensland in late 2019 and Minister Furner plans to meet with

Mr Verghese again later in 2019.

Minister Furner met with Mr Peter Bingham, Senior Sugar Trader, Wilmar International Limited

(Wilmar) and received an overview of the company’s global sugar interests. Mr Bingham

acknowledged that Wilmar’s investment in Australia had proven to be more successful than in

other regions.

Minister Furner acknowledged Wilmar’s significant investments in Queensland, through its

ownership of eight of Queensland’s 21 sugar mills. He also noted that the company is now

responsible for nearly 60 per cent of Australia’s raw sugar exports.

Trade opportunities grow COLUMN Carl Walker

I’D like to start this month by congratulating our vice-president Ben Martin on being named Australian Young Farmer of the Year 2019 and say how fantastic it is for our re-gion’s agriculture industry to be recognised in this way.

Ben runs Marto’s Mangoes and works hard on behalf of all growers through BGGA. Well done!

Ben has also been busy at the Taste of Queensland Gourmet Experience 2019 (October 23 to 25) delivered by Trade & Investment Queensland.

Held in both Brisbane and Canberra, it was the largest

ever inbound trade mission, welcoming 35 buyers from eight countries to sample, and learn about, Queensland’s exceptional food and beverages.

The program also featured site visits and one-on-one meetings between Queensland companies and potential buyers and of course Ben was flying the flag for BGGA.

I was also busy at the end of October, heading to the first quarterly Regional Community Forum to be held in Mackay, last Monday (October 28).

Part of the State Govern-ment’s ‘Advancing Queens-land’s Regions’ program, the community forums are aimed at giving people living in our regions greater access to gov-

ernment, and better opportunities to influence government decision-making.

This was followed, on Tuesday, by a meeting with Seta Industries, in Bowen,

who we have been talking to regarding our agriculture plastics recycling.

Following on from the in-

discussions have escalated about the potential for a bio-diesel and oil recycling plant.

The next step is for Seta to come back to Bowen again to present – date to be advised.

I was also at the River Trust Group’s annual meeting, on October 24, in my capacity as a board member of the Don Rivers Trust.

Held in Brisbane, it was a very productive meeting, with all the organisations charged with protecting our precious water sources present.

The Don Rivers Trust will be hosting the 2020 meeting, in Bowen.

And I am off to Europe this month on an AusVeg tour, starting in Hanover at the Ag-Tech event and ending in Amsterdam looking at indoor cropping. I look forward to sharing my learnings with our members and partners.

Our agriculture workforce officer Julia Wheway, meanwhile, has also been to Brisbane, for a ‘Study Greater Whitsundays’ function, as part of Export Week.

Part of Trade & Investment Queensland’s International Education & Training Strategy, the ‘Study Greater Whit-sundays’ project is about reviewing best practice approaches to developing a study cluster.

In all, there were 12 trade commissioners from around the world present and Julia was able to catch up with Tak Adachi, the Japanese

Trade Commissioner, and some very influential people at the event including the Korean Trade Commissioner, which led to some good discussion around potential hospitality and tourism work for unemployed youth, backed up by funding. Julia was also able to have

good discussions with them about the Japanese Agricul-tural Training Abroad Pro-gram, through which nine Japanese trainees are currently studying and working on Bowen farms.

The following week, she was a guest of the Premier’s at an evening State Reception, in Brisbane, for the Governor of Saitama Prefecture in Japan, which is Queensland’s Sister State – all really good connections for our region and industry.

As you can see, we have a very busy team at BGGA and everyone goes above and beyond to make the most of all opportunities as they arise.

Queensland sugar. “Some of the

products we’re bringing over are

made using sustainable farming

practices. I want to show

investors that our farmers are

constantly innovating to produce

Beefing up the state’s trade ties with Asia QUEENSLAND produce will be celebrated during a trade mission to Indonesia and Singapore, with Minister for Agricultural Industry Development and Fisheries Mark Furner promoting our premium beef and horticulture products.

Mr Furner said the aim of this trip was to strengthen the trading ties and seek further investment with two of Queensland’s biggest trading partners.

“Indonesia is on track to become the world’s fifth-biggest economy by 2050 and more of their citizens are demanding high-end premium beef products,” he said.

“Last financial year we exported $380.5 million of agricultural products, including $110 million of boxed beef.

“The Queensland Government is keen to support our producers, processors, lot feeders and their partners in the supply chain to boost our exports to Indonesia and attract more investment in the industry.”

In a further sign of strengthening ties between Queensland and Indonesia, Mr Furner will officially open Trade and Investment Queensland’s new, bigger office in Jakarta. In Singapore, Mr Furner will showcase high-end Queens-land products to potential in-vestors and will also promote further investment in the Queensland sugar industry.

“Some of the products we’re bringing over are made

using sustainable farming practices,” he said. “I want to show investors that our farmers are constantly innovating to produce the cleanest, greenest and tast-iest products in the world.

“I look forward to reporting back on the progress we have made and the opportunities for producers wanting to take their products to the world.”

taken over the beer but they had been exporting their beer to Singapore for over a year.“Funnily it coincided with us exporting new batch of beer to Singapore,” he said.

Qld produce hits tastebuds in Singapore

SOME of the state's finest produce has been sampled by top business leaders in Singapore.

Agriculture Minister Mark Furner showcased what Queensland has to offer at a dinner last week as part of a trade mission to Indonesia and Singapore, which seeks to strengthen trading ties and drive further investment with two of the state's biggest trading partners.

The dinner included a taste of Australia's first car-bon neutral beef from NAP-Co's Five Founders brand and Borrowdale Free Range Pork, which was recognised in 2018 as having Australia's best pork steak.

Mr Furner said the dinner was a great way to showcase the ingenuity and innovation of Queensland agribusiness-es.

"The end result, as these business leaders have found out, is great-tasting beef that

is also friendly to the envi-ronment," he said.

The business leaders also got to whet their whistle on one of the Wide Bay region's finest brews, in the form of beer from Bargara Brewing Company.

"I'm sure our guests were transported to sunny Hervey Bay and the Great Barrier Reef when they sampled these beers."

Mr Furner said the Queensland Government was committed to support-ing increased exports to Singapore and surrounding regions, including premium-quality, sustainably-pro-duced food.

"In 2017-18, Queensland exports of agriculture and food products to Singapore were valued at $326 million.

"We have some of the best premium food products in Australia and consumers in Singapore are demanding more of what we produce."

Gundi pork steals show GOONDIWINDI: Clean, green and great-tasting Queensland pork was served to some of Singapore’s leading business leaders at a dinner last week.

Minister for Agricultural Industry Development and Fisheries Mark Furner said the Goondiwindi product helped showcase the region.

“(The Borrowdale) family-owned farm uses the highest ethical standards to raise pigs, there is no moisture infusion in their meat, no added hormones,” Mr Furner said.

“In 2017-18, Queensland exports of agriculture and food products to Singapore were valued at $326 million.

“Tonight’s dinner is a way of showcasing the valuable trading relationship between Singapore and Queensland and Singapore’s position as one of Queensland’s most important trading partners in South-East Asia.”

He said the government was committed to supporting increased exports.
