2012 ICMA Service Awards

Recognize Long Tenured Dedication

Staunton, Virginia is thought by many to be the

first city in the U.S. to employee the Council-

Manager form of government and appoint the

first city manager in 1908. Among the other

communities to first employ a city manager

were Sumter, South Carolina (1912) and

Dayton, Ohio (1914). The first city manager

association meeting was in December, 1914

with eight members. Only those who have

served as a city manager can truly understand

and appreciate the job, its responsibilities and

expectations. The list we present here is of some

of the California City Managers who have

survived the trade for a good many years.

When you consider that the average tenure of

city managers has improved over the years,

and has improved from about two-years to be

7 to 8 years these days. All term city managers

are truly professional at what they do and

deserve recognition for their long public service.

Donald L. Bradley received a very

rare 45-year ICMA Service Award

this past year. Brad lists his first

public management position as

Administrative Assistant to the City

Manager in Livermore from 1967 to

1972. In 1972 Brad was appointed to serve as

an Assistant to the City Manager in Livermore.

He joined the Pinole staff as the City Manager in

1976, and served in that post until 1999; some-

23-years. Brad was appointed to the City

Manager position in Cathedral City in 1999, and

he recently announced his retirement at the

end of the year. He is the longest-serving city

manager in the Coachella Valley. Brad earned

a BA at St. Marys College and an MPA at

Golden Gate University.

Recognize Long Tenured Dedication

There are five California ICMA 40-year Service

Award recognized in the 2012 presentation

listing. They include: John Bramble of Merced;

Tim Casey of Laguna Niguel; Bruce Feng of

Camarillo; James Nantell of Burlingame; and J.

Edward Todd of Dinuba. Also, former California

City Manager Robert L. LaSala, currently the

County Administrator in Pinellas County, Florida.

40-year ICMA Service Awards are rare, and

most notable.

John M. Bramble worked in city management

positions in Oregon, California, Nevada and

Colorado. John began his career in 1969 as an

Administrative Assistant in Salem, Oregon. In

1973 he worked in the private sector for about

a year, and he took a Management Analyst

position with Las Vegas, Nevada in 1975. He

was promoted to the Office of Budget &

Finance Director in Las Vegas in 1977. In 1979

he came to California to serve as the Assistant

City Manager & Finance Director in Belmont. In

1981 he was appointed City Manager in

Commerce City, Colorado. In 1984 John joined

the Pueblo, Colorado staff as City Manager,

and in 1987 he spent about a year as a

Professor at the University of Southern Colorado.

In 1988 he returned to California to serve as

Interim Director of Administrative Services in

Atascadero. Later that year (1988) he was

selected to serve as the City Administrator in

Bell, where he worked until 1993. He became

the County Administrator in Adams County,

Colorado in 1993, and in 1996 he was

appointed City Manager of Brighton, Colorado.

John once again returned to California in 2008

when he was recruited to serve in his current

position as City Manager in Merced. John

earned a BS at Oregon State University and an

MPA from the University of Nevada.

Timothy J. Casey started his long public

management career in 1972 as an

Administrative Intern in Manhattan Beach.

(During the time former El Cerrito City Manager

Ronald Creagh served as the Manhattan Beach

Assistant to the City Manager.) Tim became an

Administrative Assistant in Ventura in 1974, and

in 1975 he took an Administrative Analyst post in

Redondo Beach, which began his rise in that

city organization. In 1976 he became an

Administrative Assistant; 1976-1980, Assistant to

the City Manager; 1980-1981, Assistant City

Manager; and in 1981 Tim was appointed to the

Redondo Beach City Manager position, where

he served for some 11-years. In 1990 Tim was

recruited for the City Manager position in

Laguna Niguel and he has served in that post

since. Tim is retiring this year. He earned a BA

as the University of Southern California (USC)

and an MPA at the University of California, Los

Angeles (UCLA).

Tripepi Smith is positioned at the nexus of marketing,

technology and public affairs. The firm is professionally

solid in each of those areas, but overlap them and the

firm's experience and unique focus excels.

Bruce S. Feng is currently the City Manager in

Camarillo, a city in Ventura County with a 2010

census population of 65,201. Bruce started his

public management/service career in San

Diego (according to the ICMA Who's Who

Directory) as a Plan Check Engineer. In 1981

Bruce joined the Santa Ana city staff as a Plans

Examiner Supervisor, and he left that position in

1988 to become the Assistant Director of

Community Development in Burbank, where he

began his rise in that organization. In 1993 he

became the Burbank Community Development

& Building Official; 1994, the Assistant Director of

Public Works; 1998, Director of Public Works; and

2003, Deputy City Manager. Bruce left Burbank

in 2005 to become the Assistant City Manager

in Camarillo and he was elevated to his current

post as Camarillo City Manager in 2010. Bruce

earned a BS from the University of

Massachusetts and an MBA from California

State University, Long Beach.

Burlingame City Manager James

M. Nantell has served as Interim

City Manager since his

retirement earlier this year.

Alameda Assistant City Manager

Lisa Goldman has been selected

to fill the Burlingame City Manager post. Jim

began his public service career in 1973 with San

Mateo. After serving in various positions, Jim was

appointed San Mateo Community Services

Superintendent in 1981; the Assistant City

Manager position in 1985; and was selected as

Deputy City Manager in 1990. Jim left San

Mateo in 2000 when he was selected to serve

as the Burlingame City Manager. He earned a

BA from the University of Wisconsin and an MS

from San Francisco State University.

In 1972 J. Edward Todd went to work for Lane

County, Oregon as a Budget Analyst. In 1974

Edward was selected to serve as the Assistant

Finance Director of Springfield, Oregon and in

1981 he was appointed Finance Director.

Edward became the Corvallis, Oregon

Financial Services Manager in 1983, and was

chosen to serve as Deputy City Manager in

1985. In 1988 Edward left the Corvallis staff and

moved to California to become the City

Manager in Dinuba, where he continues to

serve 24-years later. He earned a BS and an

MPA from the University of Oregon. Edward

served as a member of the Board for the

Oregon City/County Management Association

between 1987 and 1988.

Robert S. LaSala started his working career in

the private sector in 1971. He became a

Program Coordinator for Syracuse, New York in

1972, and in 1974 he was hired to be the

Assistant to the Business Administrator in Jersey

City, New Jersey. Bob was appointed Assistant

City Manager in Niagara Falls, New York in 1977

and served there for about two years. In 1979

Bob took his first post with Pinellas County,

Florida as the Assistant County Administrator. In

1980 his title was changed to Chief Assistant

County Administrator, and he served in that

position for about 9-years. In 1989 Bob became

the City Manager in Boca Raton, Florida serving

there until 1991. That year (1991) he took an

Acting Finance Director job in Coral Springs,

Florida, and he was appointed Deputy County

Administrator in Sarasota County, Florida. In

1997 Bob moved west to California to become

the City Manager in Sunnyvale. In 2005 he was

recruited to be the Lancaster City Manager,

and he served there until 2008. He moved back

to Pinellas County that year (2008) to be the

County Administrator. Bob earned a BA at

LeMoyne College and an MPA from Syracuse

University. He served as the Secretary/Treasurer

for the Florida City and County Management

Association in 1996-1997. He was the President-

Elect for the City Manager's Department of the

League of California Cities in 2008; the year he

returned to Florida.

Marina City Manager Anthony J. Altfeld left

office in March of this year after serving as the

Marina City Manager for ten-years.

Development Services Manager Doug Yount

was appointed Interim City Manager with Tony's

departure. Tony began his public service

career in law enforcement as a Reserve Police

Officer in Hermosa Beach in 1976. In 1978 he

became a Hermosa Beach Police Officer and

he was promoted to Police Commander in

1989. Tony left Hermosa Beach in 1992 to

become the Chief of Police in Atwater. In 1995

he was appointed to the Atwater City Manager

position. He left Atwater in 2002 to become the

Marina City Manager. Tony earned an AA from

El Camino Community College; and a BS and

an MPA from California State University.

James L. Armstrong has been

Santa Barbara City Manager since

October, 2001. He began his

career as a Management Intern in

Santa Ana in 1977. In July of that

year (1977) Jim took an

Administrative Aide post in

Anaheim where he was promoted to

Administrative Assistant in 1978. In 1979 Jim

became the Assistant to the City Manager in

Anaheim, serving in that post until 1983. Jim left

Anaheim in 1983 when he was appointed

Hanford City Manager where he served for 7-

years before returning to Anaheim as the

Assistant City Manager in 1990. In 1992 he was

selected to be the Fullerton City Manager, and

he served there until his appointment in Santa

Barbara in 2001. Jim has a BA from the

University of California, Los Angeles (UCLA), and

an MPA from California State University, Long

Beach..."The Beach"!

Bruce E. Channing started his

public management career

in 1976 as an Administrative

Intern in Santa Barbara.

Bruce completed the

internship that year and moved to another

internship in Santa Monica. In 1977 Bruce was

hired as an Administrative Analyst in Pasadena,

where he worked for the next four (4) years. In

1981 Bruce joined the Yorba Linda staff of City

Manager Art Simonian as the Assistant to the

City Manager. In 1982 Bruce was promoted to

Assistant City Manager. In 1991 Bruce left Yorba

Linda when he was selected to be the City

Manager in Laguna Hills where he continues to

serve. He earned a BA from the University of

California and an MPA from the University of

Southern California (USC). An award winning

city manager, in 2001 Bruce was the recipient

of the ICMA Award in Memory of Carolyn

Keane for Programs for the Disadvantaged,

and in 2006 he received the Program

Excellence Award for Community Health &

Safety. Bruce serves on the California City

Management Foundation (CCMF) Board. He

also served as the President of the City

Managers' Department of the League of

California Cities, 2011-2012. He is currently the

immediate past President.

Fred E. Cohn began his public management

career in 1977 as a Teen Program Specialist in

Fountain Valley. In 1978 he took a Senior

Recreation Leader position with West Covina.

Fred moved to the Beverly Hills staff in 1979 as a

Senior Administrative Assistant where he worked

for about 5-years. In 1984 he joined the

Monterey city staff as a Deputy to the City

Manager. He was appointed to a Monterey

Deputy City Manager post in 1998, and was

elevated to Assistant City Manager in 2005

where he serve until his retirement this year.

Fred earned a BA from the University of

California and an MBA from Golden Gate

University.

Maria E. Dadian, was a Child Services

Superintendent in Hawaiian Gardens in 1975.

Maria was promoted to Assistant to the City

Manager in 1982, and in 1995 she left Hawaiian

Gardens when she was appointed Assistant City

Manager in Artesia. Maria was selected to

serve as Artesia City Manager in 2001 and she

served in that post until her retirement this year.

Former Santa Fe Springs City Manager Don

Powell is serving as the Artesia Interim City

Manager during the recruitment period for a

replacement for Maria. She

earned a BA from California

State University.

It was 1979 when Robert E. Deis took an

Accounting Auditor position with the City of

Sacramento. Bob work there until 1983 when

he was hired to serve as an Administrative

Analyst II in Eugene, Oregon. After two years in

Eugene, Bob joined the Washington County,

Oregon staff as a Senior Administrative Analyst,

and in 1987 Bob was appointed Deputy County

Administrator to County Administrator Charles

Cameron. In 1990 Bob took the Support

Services Director job in Washington County. He

moved from Oregon in 1996 when he was

selected to be the Shoreline, Washington City

Manager. Bob returned to California in 2000 to

serve as the Sonoma Assistant County

Administrator. He was rewarded by his 9-years

of good work as the Assistant County

Administrator in 2004 when he was named

County Administrator. Bob was appointed City

Manager in Stockton in 2010 and currently

continues to serve there. Bob earned a BS from

California State University, and an MPA from

Lewis & Clark College.

Blythe incorporated in 1916 and is named for

gold prospector Thomas Blythe, who owned

Colorado River water rights for the region in

1877. David A. Lane is the Blythe City Manager,

starting his Blythe service in August, 2008. He

began his career as an Economic

Development Coordinator in Humboldt County.

He was appointment County Administrator in

Iron County, Michigan in July, 1996. He moved

in May, 1997 to the County Administrator

position in Centre County, Pennsylvania, and in

May, 1999 Dave came west to accept the

appointment to the City Administrator position

in Clearlake. In 2005 he moved to the Calimesa

City Manager post in December where he

served until accepting the Blythe appointment.

Dave has an AA from San Diego Evening

College, a BA from San Diego State University

and an MA from the University of Redlands.

Oxnard City Manager Edmund F. Sotelo served

a three-year term as a West Coast Regional

Vice President on the ICMA Executive Board,

2006-2009. Ed started his career as a Personnel

Analyst in Compton. In 1981 Ed became an

Economic Development Specialist in Compton;

then Special Assistant to the City Manager in

1982; and Assistant City Manager in November,

1986. Ed was appointed City Manager in

Colton in 1990, and in July, 1991 he was

selected to serve as Assistant City Manager in

Pasadena. Ed became the Oxnard City

Manager in February, 1998. Ed has a BS and an

MPA from California State University.

In 1980 Kenneth R. Pulskamp was

a Management Analyst II in the

City of Fresno. He was promoted

to Deputy City Manager in 1982.

Ken left Fresno in 1986 to become

an Assistant City Manager in

Bakersfield. After working a year on the

administration side, Ken was appointed

Assistant City Manager, Development in

Bakersfield. He left the city in 1988 when he was

selected to be the Assistant City Manager in

Santa Clarita with then-City Manager George

A. Caravalho. In 2002 he was appointed first

“Interim” and then permanent City Manager in

Santa Clarita and has served there for the past

10-years until his retirement this year. Ken has

been retained to serve as the Interim City

Manager in Burbank. Ken is a Past President of

the City Managers’ Department of the League

of California Cities. Ken has a BA from California

State University and an MPA from the University

of San Francisco. Ken is the 2005 recipient of

the ICMA Program Excellence Award for

Outstanding Partnerships; Public-Private

Partnerships. He continues to participate with

the ICMA Knowledge Network Leaders. Ken

was also awarded the League’s City

Managers’ Department “City Manager Award

for the Advancement of Diverse Communities.”

He actively attends City Manager meetings

throughout the State, including the City

Managers’ & Administrator Committee of the

California Contract Cities Association. Away

from the office Ken enjoys traveling and has

visited more than 70 foreign countries.

Housing Programs that Work: A Half-Day

Seminar On January 16, 2013, the Independent Cities Finance Authority is

hosting a half-day seminar on Developing Housing Programs in

the Post-Redevelopment World. the event will take place at

Luminarias in Monterey Park from 9 a.m. to 1 p.m. A buffet lunch

will be provided.

The event will be an excellent opportunity for private sector

professionals and city officials alike to share ideas and expand

their networks.

Speakers will include Pam Newcomb and Janees Williams of the

Newcomb DeDios Financial Group, George Turk of Millennium

Housing, Vaughn Irons and Duane Covert of APD Solutions, John

Raymond of the City of Palm Springs, Matt Duke of Avant

Conference in San Diego. George Wentz, a former Menifee City

Manager, is currently a Vice President and HR Green area

manager for governmental services in Southern California. In 2004

2012 ICMA Service Awards

Recognize Long Tenured Dedication

For about a year, from 1977 until 1978, George

E. Scarborough served as the Planning Director

in Greenfield. In 1978 George took the Scotts

Valley Planning Director post, and in 1980 he

returned to Greenfield to accept the

appointment to serve as City Manager.

George was appointed City Manager in Los

Altos Hills in 1984, and he joined the San Juan

Capistrano staff in 1988 as the Assistant City

Manager. George was appointed to the San

Juan Capistrano City Manager post in 1993 and

served in that position for about 10-years. In

2003 he was recruited to his current position as

the San Clemente City Manager. George

earned a BA from

the University of

California.

Trackdown Management salutes all those in the

city management community, and a special

salute to those who earned these "long-

tenured" ICMA Service Awards. City Managers

often work alone in many respects. Even

though they develop outstanding support staffs,

it is the manager who in the end stands alone.

Thank you City Managers for all you do. There is

one more City Manager we are acknowledging

in this list, though he currently serves in

neighboring Oregon. Gary Milliman is a true

professional and we are pleased to included

him here.

Gary D. Milliman, was

appointed to his current City

Manager assignment as the

Brookings, Oregon in August

2007. Gary began his career in

1971 in the City of Bell Gardens, where he was

Deputy City Manager when he left in 1977 to

become the City Manager of Cotati. Gary was

selected to serve as the Fort Bragg City

Manager in 1979, where he served for about 18-

years until 1997. Gary work in the private sector

from 1997 to 2000; including President of the

Skunk Railroad that runs between Fort Bragg

and Willits. In 2000 Gary went to work as the

Manager of the Los Angeles Division of the

League of California Cities. In 2003 he was

appointed to be City Manager in South Gate,

where he did an award winning job

straightening out a poor organizational

situation. After retiring from South Gate, Gary

kept active as a City Manager when he was

appointed to the Brookings City Manager

position. Gary earned an AA degree from East

Los Angeles College, a BA from California State

University, Los Angeles, and an MPA from the

University of Southern California (USC). Gary

served on the Maywood City Council, 1973-

1974. He served on the Board of the City

Manager's Department of the League of

California Cities in 2007. Gary received an

ICMA Management Innovation Award in 1979,

and he was the recipient of the 2012 ICMA

Award for Career Excellence in Honor of Mark E.

Keane.

Picking Up The Pieces: Walnut Deputy City

Manager Chuck Robinson and his wife had

twins born on November 12, 2012: Charles H.

Robinson V "Quinn" and Cassandra Hailey

Robinson, "Cassie." Retired City Manager Peter

Cosentini is the new Oroville Interim City

Administrator replacing Pat Clark, Director of

Business Assistance and Housing, in that capacity.

Oroville City Administrator G. Harold Duffey resigned

in June, and Pat has been filling in in a double-

capacity since. Peter has served as City Manager or

Administrator in Montebello, San Jacinto, San Pablo

and Half Moon Bay. Menifee City Manager Bill

Rawlings stepped down during a Special meeting of

the City Council November 20. Rob Johnson will

serve as the Interim City Manager. Bill was

appointed City Manager in January, 2011 and took

over from Interim City Manager Steve Harding. Rob

has been with the Menifee staff since September,

2009. Prior to that he held positions in Corona,

Murrieta and Oceanside. San Leandro City Manager

Chris Zapata has proposed to reduce his salary by

$20,000 so that the money may be used to provide

Police Chief Sandra Spagnoli and Assistant City

Manager Lianne Marshall with salary increases. Perris

City Manager Richard Belmudez joined a group of

city officials to make presentations to the students at

Landmark Middle School to encourage them to go

to college. Santa Paula City Manager Jaime Fontes

has been signed to a three-year employment

agreement extension. He was originally appointed

to the Santa Paula City Manager post in 2010.

Temecula City Manager Robert C. Johnson and

Chief Financial Officer Genie Wilson have been

placed on administrative leave. Robert took the

City Manager post when City Manager Shawn

Nelson left the position in December, 2011.

Community Services Director Aaron Adams has

been appointed Interim City Manager while Robert

is on Administrative Leave. The San Diego County

Taxpayers Association has endorsed the $984 million

Poseidon Resources desalination plant proposal in

Carlsbad as an insurance policy against uncertain

future water supplies. Beginning on December 27

Alameda Assistant City Manager Lisa Goldman will

take over as City Manager in Burlingame, replacing

the retired Jim Nantell, who has been serving in as

an Interim City Manager during the recruitment. Lisa

earned a BA from Harvard University and an MPP

from the University of California, Berkeley. Greenfield

City Manager Susan A. Stanton is a former Largo,

Florida City Manager. She has relocated to

California from Florida and moved into the city-

owned residence in Greenfield. City Manager Bob

Bell of Redwood City has announced the

appointment of Sean Brooks as the

city's new Economic Development

Manager beginning December 5.

Sean has served in economic

development posts in Hayward and

Brea. He also has significant experience in public

accounting, finance and public/private

development. Sean is a CPA and he earned an

MBA from UCLA. Camarillo City Manager Bruce S.

Feng began his public service career as a Plan

Check Engineer in 1979 through 1981 in San Diego.

He then worked a dozen years with Santa Ana

Building & Safety before moving to Burbank where

he became the Director of Public Works in 1998, and

then Assistant City Manager in 2003. Bruce moved

to Camarillo as Assistant City Manager in 2005 and

was appointed to his current post in 2010.

Sonoma City Manager Linda Kelly, 46, has been

selected to be the next Town Manager in Windsor

replacing Town Manager Matt Mullan, 61, who is

retiring in December. Sonoma Assistant City

Manager Carol Giovanatto will replace Linda as

Sonoma City Manager. Former Camarillo City

Manager Bill Little, 76, has won election to the

Camarillo City Council. Bill retired as the Camarillo

City Manager in 2000 after serving in that post for 11-

years. With City Manager Lisa Hildabrand retiring in

December, the Carlsbad City Council has selected

the Carlsbad Director of Parks and Recreation John

Coates to serve as the Interim City Manager. Laura

A. Biery, an Analyst in the Economic Development

Department in Santa Clarita, has accepted a

position with the City of Manhattan Beach where

David Carmany is the City Manager. Laura served as

President of MMASC in 2008-2009. She earned a BA

from the University of California, San Diego and an

MPA from San Diego State University. Former

Livingston, Ceres and Turlock City Manager Tim Kerr

has resigned his position as Executive Director of the

Stockton Downtown Alliance. Do not forget that

More Pieces Picked Up: On Thursday, November 1,

2012, the Stockton Police Department and the

California Highway Patrol hosted a joint news

conference to formally announce a temporary

partnership between the two agencies. The

arrangement mirrors a similar effort in Oakland,

where the CHP is teaming with that city's police

department. CHP Captain Rob Patrick, Commander

of the Stockton CHP office, indicates that the CHP

will assist the Stockton PD Community Response

Team created to focus on problem areas. Bob Deis is

the Stockton City Manager. Do not forget that

Mother's Day is on Sunday, May 12, 2013. Jack Hood

Vaughn, who was appointed by President Lyndon B.

Johnson in 1966 to serve as the second Director of

the Peace Corp following R. Sargent Shriver, died of

cancer on Monday, October 29, 2012 at his home in

Tucson at the age of 92. He served as Ambassador

to Panama, 1964-1965, and Ambassador to

Colombia from 1969 to 1970. He later served in a

number of important positions, including the

President of the National Urban Coalition. He was

born in Lame Deer, Montana. Early, he was a

professional featherweight boxer under the name of

"Johnny Hood." Mindy Jacobs, the Manager of

Business Support Services at IntelliBridge Partners,

continues to recruit talented professionals in

accounting, finance, information technology and

human resources. Veteran Long Beach Police

Department Commander Joe Stilinovich has been

appointed to serve as the new Chief of Police in Seal

Beach. Joe has been with the Long Beach Police

Department for 17-years; five as a Commander. He

will be taking over for Interim Chief Keith Kilmer. Jill R.

Ingram is the Seal Beach City Manager. Novato City

Manager Michael Frank is a native of Philadelphia,

Pennsylvania. Mike is a former Assistant City

Manager in Santa Rosa. He earned a MBA in Public

Management at Yale University. Santa Monica City

Manager Rod Gould, a former President of the City

Managers' Department of the League of California

Cities, has been installed for a three-year term as a

West Coast Regional Vice President on the

International City/County Management

Association's Executive Board. Cindy Schaer has

joined the Quad Knopf firm as a member of their

professional planning team in the Sacramento area.

Cindy is a member of the South Placer Women's

Leadership Coalition. Lake Forest Public Works

Manager Luis Estevez has joined the Seal Beach staff

as the Deputy Director of Public Works effective

November 12. Luis has been with Lake Forest since

2007. West Hollywood City Manager Paul Arevalo is

planning to compete in the 2012 Honolulu Marathon

on December 9 as a member of the Team To End

AIDS (T2). Paul is trying to raise at least $3,200 for the

AIDS Project Los Angeles (APLA). Nearly 1.2 million

Americans are living with HIV. Those who want to

Long Beach City Manager Patrick H. West was born

in Inglewood. Pat became an ocean Lifeguard in

Huntington Beach at the age of 16. According to

officials with the California Public Employees'

Retirement System, the City of Compton owes PERS

about $2.7 million and San Bernardino has fallen

behind its retirement system payments by around

$5.2 million. Harold Duffey is the Compton City

Manager and Andrea Travis-Miller is the Acting City

Manager in San Bernardino. Among former

Hawaiian Gardens City Administrators are: Noyes

Alexander, Jack A. Simpson, John Jameson, Wesley

Wolf, Doug Dunlap, Chuck Bryant, Ray Harris, Nelson

Oliva, Leonard Chaidez, Anthony Lopez, and a few

others. The current chief executive for the city is

Ernesto Marquez. Brandywine Homes is a residential

homebuilder based in Irvine that specializes in

challenging infill development.

A whole generation of baby-boomer managers has or will

soon retire. Because this has been a “quiet crisis,” the

professional associations have not responded with

substantive support for senior managers who are struggling

with how to successfully transition to their next life phase

and develop fulfilling “encore” chapters. The Cal-ICMA

Board has authorized the development of a Senior

Manager/Encore Manager Initiative and created a
