This lubrication is presently done by applying the graphite grease manually. To save the manpower and consistency of lubrication of track, RDSO has done a trial by procuring 12 Nos. of track Mounted Imported & mechanised lubricators. After gathering experience from field trial of these lubricators, existing specifications have been revised. Final draft specifications has been sent to Railway Board for approval. This specification covers the requirement of lubricating system, properties of lubricant, performance of applicators, control on dispensation of lubricant and performance and travel of grease to minimum 2.0 km distance in all climatic & traffic conditions and reduction of coefficient of friction to 0.25 μ Railway Board had directed scrutiny of Schedule of Dimensions for Standard Gauge High Speed Airport Metro Express Line of DMRC. The document was examined in detail in consultation with concerned directorates of RDSO. Several interactions were held with DMRC officials on the subject and accordingly consolidated comments on the subject were forwarded to Railway Board vide RDSO's letter no. CT/MRTS/ NDLS dt:13-05-2010. A meeting was held with DMRC officials on 9-06-2010 at Railway Board as per directives of Railway Board. Accordingly, DMRC submitted amended copy of SOD for further scrutiny to RDSO on 25-06-2010. Further, RDSO had again scrutinized the amended copy of SOD submitted by DMRC on 07.07.2010 and reply sent to Railway Board on 16.7.2010. Further, Rail for Track Structure has been advised to Railway Board vide RDSO's letter no. CT/MRTS/NDLS dated 29.07.2010 and Railway Board have approved AMEL SOD vide letter no. 2009/Proj./DLI/30/4 dated 08-09-2010. Final speed certificate for operation of Double Decker Coach for C & M -1 Vol. I track standard has been vetted by this Directorate along with development of Fixed Structure gauge of SOD. Railway Board have approved MMD/Fixed Structure gauge for modified Eastern/Western Corridor of DFC vide letter no. 2008/CE-II/TS/4 dated 13-09-2010 Track Modulus has been updated and dynamic augment has been revalidated by conducting field trials. Existing infrastructure has been checked for 22.9t and 25t axle load using these updated values. Nine Wheel Impact Load Detector (WILD) setups have been installed one each on Arakkonam-Thirutani (SR), Asansol-Durgapur (ER), Bhilai-Durg (SECR), Guntakal- Gooty (SCR), Hospet-Koppal (SWR), Chakradharpur- Tatanagar (SER) two on Mughalsarai-Mutthani (ECR), and one on K-K Line (ECoR). Report No. TK/SR/05/06 of Aug.,06 for period 2005-06 summarising the details of action taken on tasks entrusted to Track Design Dte. of RDSO has been submitted to Railway Board vide letter No. CT/DG/LW/BOX dated 31.08.2006. Report No CT-15 for the period April 2005- March 2007 containing updated position of the actions taken by RDSO in connection with operation of wagons loaded to CC+6+2/CC+8+2t and analysis of defect generation rates in rails and welds has been submitted to Railway Board vide letter No CT/DG/LW/BOX dated 10.05.07. Report No CT-21 for the period April,2005- March,2008 containing updated position of the activities carried out by RDSO on the subject and analysis of defect generation in rails/welds has been submitted1` to Railway Board vide letter no.CT/DG/LW/BOX dt:6-10-2008. The analysis of data for period April, 2005 to March 2009 has been completed and Report No.CT-23 of January, 2010 has been submitted to Railway Board vide RDSO's Letter 68

Para 427 of IRPWM deals with measures for reducingwear on outer rails on curves, by lubricating the gaugeface of outer rails. This lubrication is presently done byapplying the graphite grease manually. To save themanpower and consistency of lubrication of track,RDSO has done a trial by procuring 12 Nos. of trackMounted Imported & mechanised lubricators.

After gathering experience from field trial of theselubricators, existing specifications have been revised.Final draft specifications has been sent to RailwayBoard for approval. has developed an ultrasonic testing methodology usingside looking 700 probe. Lab studies at RDSO confirmedsuperior performance of side looking probes ascompared to conventional 700 probe. A correction slipincorporating improved method of detection of halfmoon defect has been issued to 'Manual for UltrasonicTesting of Rails and Welds, Revised-2006' vide RDSO'sletter no.CT/USFD after approval of Railway Board.

Railway Board had directed RDSO to offerclarifications/justification for proposing reduction inextra clearances incorporated in Schedule ofDimension of Broad Gauge (BG) corridors of DMRC onplatforms located on curves. The matter was examinedand detailed remarks of RDSO were forwarded toRailway Board.

In pursuance to Railway Board's directives as perRailway Board's letter no. Track/21/2007/0110/ATWelding dt. 16.01.09, Expression of Interest (EOI) wasinvited for enlistment of firms for upgraded technology ofAlumino Thermic (AT) welding of rails. Various firmshave expressed interest in reference to EOI issued byRDSO.In order to freeze norms for registration of firms forupgraded AT welding technology, amendments to'Indian Railway Standard specification for fusionwelding of rails by Alumino-thermic process (IRST-19-1994)' and 'Manual for fusion welding of rails byAlumino-thermic process-1998 (Reprinted, 2006)' wereprepared keeping in view the conditions laid down inEOI for enlistment of firms and Railway Board.Accordingly, draft correction slips to IRST-19-1994 andAT welding Manual were sent to Railway Board videletter no. CT/Welding/TDG dt.30.09.09. The issue wasdiscussed at Railway Board and on obtaining RailwayBoard's approval to correction slip, these correctionslips have been issued vide letter no. CT/ATWelding/Sub-Committee.

The quality of AT welding is a matter of serious concern.On number of occasion, zonal railway reports excessiveno. of defective welds in acceptance test. The reasonfor excessive percentage of defective weld is mostly onaccount of poor execution. In order to promote strictquality control during execution stage and analysis ofthe defects at zonal railway level, RDSO had proposed acorrection slip to to 'Indian Railway Standardspecification for fusion welding of rails by Alumino-thermic process ( IRST-19-1994)' and 'Manual for fusionwelding of rails by Alumino-thermic process-1998

(Reprinted, 2006)' detailing action to be taken in case ofmore than 2 % fractured/USFD defective AT weldsfound in execution vide letter no.CT/AT Welding/Sub-committee dt:21-10-2009. On receipt of approval of thecorrection slip from Railway Board, the correction slipshave been issued vide letter no. CT/AT Welding/Sub-Committee dt:29-06-2010.

USFD testing procedure for AT welds, weld testerspecification and specification of grease was revised in'Manual for Ultrasonic testing of rails/welds, Revised2006'. Accordingly, A&C slip no. 13 to Indian RailwayStandards Specification for Fusion Welding of Rails byAlumino thermic Process' ( IRS: T19 - 1994) was issuedvide letter no. CT/AT/Welding Sub-Committee dt.13.07.2010 to incorporate the USFD testing procedurefor detection of lack of fusion defects in AT welds,revised weld tester specification and amendedspecification of grease to be used as couplant.

Railway Board vide letter no. Track/21/2007/0110/ATWelding dt. 06.10.09 had directed RDSO to develop theAT welding techniques for 60Kg 110UTS, 60Kg NCC railand 60Kg Cu-Mo rails and the parameters for theirmechanical /metallurgical tests be finalized. Theparameters for mechanical /metallurgical tests forabove mentioned rails have been finalized inconsultation with M&C Dte./RDSO. In order to developsources for AT welding of above mentioned rails ,parameters for mechnaical/ metallurgical tests suitablefor above mentioned rails are required to beincorporated in 'Indian Railway Standard specificationfor fusion welding of rail by Alumino-thermic process,IRST-19-1994'.AT w e l d i n g t e c h n i q u e s f o r v a r i o u s r a i lsect ion/chemist ry /grade i .e .52Kg,60Kg,90Retc./72UTS,90UTS,110UTS, HH etc. and with variouscombinations of pre-heating, tapping & crucible systemand moulds have been developed or are beingdeveloped by RDSO through trade. However, in order torender clarity, it is proposed to incorporate variouspermitted combinations of variants for differerntparameters of AT welding technique in a tabular form in'Indian Railway Standard specification for fusionwelding of rail by Alumino-thermic process, IRST-19-1994'. Lab evaluation of AT Welding Technique for52Kg/90UTS rail with compressed air petrol pre-heating, 3-piece mould (zircon wash and auto-tappingthimble developed by M/s Harshad Thermit IndustriesPvt.Ltd. Unit-II, Raipur was undertaken in June,2010.The results obtained during the lab evaluation havebeen examined and the technique has been cleared inlab evaluation stage.

During the meeting held at Railway Board to review theprogress for preparedness and implementation of RailGrinding Machine on 14.07.2010, it was directed thatProforma for monitoring test locations and monitoringbenefits be developed and circulated to Zonal Railwayswhere Rail grinding machine shall be operating.The Proforma for monitoring test locations andmonitoring benefits was devised and sent to Director,IRICEN/ Pune, Chief Track Engineer/Northern Railway,ED/Track Machine & Monitoring/RDSO andED/Wagon/RDSO for examining the same andsuggesting additions/alterations to the proforma videletter no. CT/ML/RG dt. 12.08.2010 on the basis offeedback received, the proforma was revised and sentto all concerned zonal railways and others vide letterno.CT/ML/RG dt:11-01-2011.

Final speed certificate for operation of AC DoubleDecker Coach on Howrah-Dhanbad section has beenvetted by this Directorate and issued by RDSO.

BMRC has submitted Schedule of Dimensions (SOD)for Bangalore Metro Railway Corporation Ltd.Accordingly, Schedule of Dimensions (SOD) wasscrutinized in RDSO and after getting final draft SODfrom BMRCL, comments on the same have been sent toRailway Board for necessary action on 18.03.2011.

Draft A&C slips to 'Indian Railway Standardspecification for fusion welding of rail by Alumino-thermic process, IRST-19-1994' and 'Manual for fusionwelding of rails by Alumino-thermic process, 1998

(Reprinted 2006)' for incorporating the abovementioned amendments were sent to Railway Boardvide letter no. CT/AT/Welding/Sub-Committee dated04.10.2010 for consideration and further orders.Railway Board vide letter no.Track/21/2005/0110/ATManual dt:28-12-2010 has communicated approval todraft A&C slips. Accordingly, A&C Sliip no.14 to IRST-19-1994 and A&C Sllip no.11 to AT Welding Manual wasissued vide letter no.CT/AT/Welding/Sub-Committeedt:18-01-2011.

AT welding for 60Kg (90UTS) rails with CompressedAir-petrol pre-heating technique, three piece mould (zirconwashed) & Manual tapping, developed by M/s OberoiThermit pvt. Ltd., NOIDA has been approved for regularadoption up to 31.12.2010 on Indian Railways videletter no. CT/JW/AT/WR/60 dt. 18/19.10.2010 on thebasis of successful extended field trial of subject ATwelding technique undertaken on MGS division.

In all 117 nos. of speed certificates of rolling stock werescrutinized from track point of view during the yearwhich are enclosed herewith asAnnexure-I.

The subject item was discussed vide item No.29 in 80thTSC at Pune and it was recommended by the committeethat the drawing No. RDSO/T-4183-86 for PSC sleeperon curves up to 10º should be issued to all ZonalRailways. The recommendations have been approvedby Railway Board and accordingly RDSO issued thedrawing to all Zonal Railways. RDSO has alsodeveloped a design of 10mm slack gauge PSC sleepers(Drawing No. RDSO/T-8075 & 8076) for use on 120curves on trial basis at initial speed of 15 kmph for S.Railway construction and same has been issued toSouthern Railway.

As per instructions of Railway Board, RDSO has invitedExpression of Interest for development of fastenings toRDSO design of PSC sleeper for 25t. Total 9 firms hasshown interest and submitted documents. Documentsof all the 9 firms have been scrutinized.After scrutiny, 4 firms were informed that their offeredfastening system is not as per EOI along with advice tosubmit modified design with the existing sleeper andwere given sufficient time to submit the modified design,if any, as per EOI, but no feedback was received fromthem. Further, after scrutiny, deficiencies in applicationswere also pointed out to remaining 5 firms and they wereasked to send compliance. Out of the 5 firms, 4 firmsrequested for extension of time which was extended.Therefore, out of total 9 firms, only 4 firms could givesome details, which are under scrutiny. In view of above,cases of 5 firms have been closed as there has been noresponse from them.

After introduction of cross breaking load test onannealed GFN-66 liner as per corrigendum no.2 to IRSspecification of GFN-66 liner (IRST-44-1995), QA (Civil)Directorate advised to make a study on glass contentvalue with corresponding specific gravity of the liner.Accordingly, a study has been carried out by RDSO(M&C Dte) on GFN-66 liners made out from the materialhaving different glass content from 30% to 35%. Basedon the above study, specific gravity and glass contentvalues have been revised. A draft corrigendum no.3 toIRS specification of GFN-66 liner (IRST-44-1995) in thisregard was prepared and submitted to Railway Boardvide letter dated 04.08.2010. Railway Board hasapproved the corrigendum no.3 to IRS specification ofGFN-66 liner (IRST-44-1995) vide their letter No.2001/Track-II/22/21/1 dated 14.09.2010 and the revisedspecifications i.e. corrigendum no.3 have been issuedfor implementation to all concerned vide letter No.CT/FD/2/NIL dated 20.12.2010 after following allprocedures as per ISO guideline.

As per Railway Board instructions, the final report of thetrial of ERC mark-V & G-clip has been prepared basedup on field performance & Lab testing results & samehas been submitted to Railway Board. Agenda has alsobeen prepared for this item to be discussed in 81st TSCfor considering adoption of both the clips in IR.Railway Board's Orders on recommendations of 81stmeeting of Track Standards Committee on ItemNo.1182, Subject: Clips with higher toe load being usedon Indian Railways were received. Railway Board haveapproved for adoption of ERC Mk-V on Indian Railwaysfor regular use and desired to develop vendors for ERCMk-V from the existing approved vendors of ERC Mk-III.The Item Specific Guidelines & STR for ERC Mk-V has

been finalized. As per instructions of Railway Board, the

fresh registration of vendors are in progress fromexisting approved vendors of ERC Mk-III.Railway Board have also approved for adoption of G-Clip developed by M/s Logwell Forge Ltd., Gurgaon. Incompliance to the Railway Board instructions, the firmhas been advised to submit draft agreement for legaltransfer of IPR. The firm has been asked to submitauthenticated copy of necessary drawings, technicalspecifications and schedule of technical requirementsetc. of the G-Clip developed by them along with the draftIPR document.

Railway Board vide their letter No. 2010/Track-II/22/1/5 dated 11.01.2011 have approved for limitedfield trials of Pandrol ERC Retrofitting System havinganti-vandal features for use in sabotage/theft proneareas to evaluate the technology in actual fieldcondition and have desired that RDSO should makeout proper scheme of trial so that advantages/benefitsor ill-effects are properly quantified. Accordingly, aProforma for performance monitoring of Retrofit ERChas been evolved and sent to all Zonal Railways fortaking necessary action as per Railway Board'sinstructions.

As per Railway Board's direction, the performancecriteria of fastening system for ballastless track forMetro Railways/MRTS systems has been drafted bycommittee with ED/Track-II as convener and sent toRailway Board vide letter No.CT/MT/BT dated 12-05-2010. MAS/9/2 dated 21-05-2010 has finalised theperformance criteria of fastening system for ballastlesstrack for Metro Railways/MRTS systems and same hasbeen circulated to all Metros. This is first of its kinddocument in World Railways.

Railway Board asked RDSO to make proposal forinviting Global Expression of Interest to ascertain thefastening systems in the world for ballastless trackwhich are compliant to Performance Criteria issue bythe Railway Board for the same. Accordingly,documents with technical data have been preparedfor calling Global EOI & submitted to Railway Board.Railway Board has approved the proposal for callingGlobal EOI vide their letter No. 2009/Proj/MAS/9/2dated 21.10.2010. Accordingly, Global Expression ofInterest has been published in 2nd week ofNovember 2010 in Newspapers, RDSO Website andsent to various Embassies with closing date of31.12.2010. However, the closing date has beenextended up to 31.01.2011 to have moreparticipation. A total number of six offers have beenreceived, out of which one offer has been receivedafter the due date. The technical scrutiny of all fiveoffers has been done and firms have been asked forclarifying the various issues observed duringscrutiny.

In July 2010, BMRCL had approached for clearance oftheir proposed 336 fastening system for BangaloreMetro. Since their proposed system was non-compliantto the Performance Criteria in respect of tolerances,guard rail clearance, performance certificate andvarious test results, clarifications were sought formBMRCL. This is still under examination by RDSO.Based on the clarification submitted, RDSO havesubmitted final comments to Railway Board.

The design of 1:8.5 movable switch diamond crossingBG 60 Kg with single slip on PSC sleeper wascompleted in July 2010 and total 39 nos. drawings wereprepared. After receipt of Signal Directorate's vetting onthe concerned drawings, these drawings have beenissued to Northern Railway for trials .

Railway Board instructed RDSO to develop drawing ofderailing switch with symmetrical split layout.Accordingly, RDSO developed the design and drawingfor 1 in 8.5 BG 60 Kg rail section on PSC Sleeper layoutand the same was issued to Zonal Railways in Sep2010. One of the derailing switches laid on above layoutat North Western Railway is performing satisfactorily at30 kmph speed. As most of the loop lines are with 52 Kgrail section, RDSO developed design and drawing for 1in 8.5 BG 52 Kg derailing switch with symmetrical splitlayout also and the same has been issued to Zonal

Railways in Jan 2011. This layout shall help inincreasing speed up to 30 kmph in loop lines.

The subject item was discussed in 80th TSC and it wasordered by Railway Board that RDSO should circulatemodified drawings to all Zonal Railways for trial.Accordingly, the drawings of modified special bearingplate to be used on sleeper no. 24, 25, 26 & 27 in 1:12BG/52 Kg turnouts to drawing no. RT-4732 were issuedto all Zonal Railways for trials. The performance ofabove modified plates was found to be satisfactory asindicated by CTE/SWR in TSC meeting in Dec 2010.

Railway Board approved the adoption of the technologyof In-situ reconditioning of CMS Crossing on IndianRailways. Subsequently, technology of robotic welderwas approved for regular use by Railway Board &accordingly Zonal Railways were informed vide thisoffice letter dt.12/18.10.2010. Another technology ofInweld Canada was also approved by Railway Board forextended field trial & accordingly all Zonal Railways.Further, as instructed by Railway Board, an EOI wascalled from all such firms who had requisite technologyand were willing to guarantee a service life of 80 GMT by

their in-situ reconditioned crossings, on eachreconditioning. Total 6 (six) offers were received againstabove EOI. Out of these six firms, two firm have gotproven technology which is in use at world railways.Scrutiny of the offers of these two firms is in progress.Allthe six offers are under technical evaluation.

As an alternative to bridge timber, RDSO is developingcomposite bridge sleeper for use on steel girder bridges.In this regard composite bridge sleepers of two designsnamely of M/s Recycle Technology International Inc.,USA and M/s Integrico Composite Inc., USA have beenapproved for limited field trials on Central & EasternRailway and South Eastern & South Central Railwayrespectively.

Railway Board asked RDSO to develop the design of1:12 derailing switch.Accordingly, RDSO developed thedesign of 1:12 BG 60 Kg (UIC) derailing switch on PSCsleepers. The drawings were issued to zonal railways inOct'2010 for regular use. The design will help inincreasing speed of loop lines.

Railway Board directed RDSO to technically evaluatethe designs of Zero toe load fittings (ZTLF) to H-beamsleeper of M/s Rawatson & M/s Logwell. Accordingly,RDSO scrutinized the drawings and specifications ofZero toe load fittings submitted by M/s Rawatson & M/sLogwell. Based on RDSO's comments, Railway Boardapproved limited field trial of ZTLF of both the designs inall Zonal Railways. Accordingly, all Zonal Railwayshave been advised to conduct the limited field trial ofZTLF of M/s Rawatson's and M/s Logwell's design inSep 2010 and Jan 2011 respectively.

The design and drawing of 1:12 weldable CMS Xing BG60 Kg was developed by RDSO in past to bridge thetechnological gap between IR and world railways. Tovalidate the design, one set of 1:12 weldable CMS XingBG 60 kg of RDSO design was manufactured by M/sVossloh Beekay Casting Limited, Bhilai and afterinspection of RDSO, the same was laid in Bilaspurdivision of SEC Railway. The joint inspection of abovecrossing by RDSO and Zonal Railways has revealedsatisfactory performance.

Laying and maintenance instructions for SSD weredeveloped by RDSO along with proforma to record theperformance of SSD. The same has been sent to allZonal Railways for suggestions/comments.
