THE NCAA DIVISION II universities in Puerto Rico haveplayed a big role in the post-Hurricane Harvey rebuilding work ontheir island.
Puerto Rico-Bayamon, Puerto Rico-Mayaguez and PuertoRico-Rio Piedras are part of the rebuilding process and had theirathletic seasons affected by the storm.
The Division II governance leaders voted in January to providelegislative relief to the Puerto Rico members during the next fiveyears.
The schools will not be required to fulfill certain membershipduties, such as paying dues and meeting sports sponsorshiprequirements. They will have to provide a progress report to thedivision at the end of each academic year.
ANOTHER NCAA DIVISION II school that also providedcountless hours of volunteer work in the South Texas area hit byHurricane Harvey is Texas A&M-Kingsville.
The athletes from the Javelina teams spent many hours goinginto the areas hit hardest by the hurricane to help with cleanup, working in food kitchens, etc.
Once the storm hit and the damage was done, the responsefrom the Javelinas was immediate.

of four 2019 NCAA Convention proposals last week. At its nextmeeting in August, the council will finalize sponsorship of theproposals for a membership vote in January.
One proposal will include modules on eligibility and recruitingrules as well as health and safety education designed for coaches.
It will serve as a voluntary resource for schools unless theproposal to require the completion of modules in place of the annualmandatory coaches’ test is adopted at the convention.
Under the proposal, coaches who do not complete the requiredmodules will not be permitted to recruit off-campus or participate incountable athletically related activities with their team.
“We’re trying to equip our coaches with a better set of toolsthat will assist them with understanding NCAA rules and regulationsand health and safety,” Glen Jones, president at Henderson (Ark.)State and chair of the Presidents Council.
The council also supported the following proposals:…A proposal to allow athletes to receive actual and necessary
expenses, such as meals, lodging, apparel and transportation, froman institutional staff member to participate as a member of anoutside team.
…A proposal to define and clarify academic misconduct beforeenrollment at an NCAA school.
…A proposal to amend the NCAA banned-drug classes tomirror the World Anti-Doping Agency list of prohibited classes.
The council agreed to eliminate the requirement that an athletemust receive written approval from the school’s president orchancellor, or his or her designee, before the athlete participates in anon-institutional, charitable or non-profit promotion.
This change will eliminate the requirement in equestrian, tennisand golf that a coach must receive written approved before teachinga private lesson.
This proposal will not require a full membership vote and willtake effect Aug. 1.
The council opposed one concept that would have eliminatedthe requirement that athletes be academically eligible in order torepresent the school in media activities. The council did supportone piece of the concept which specified that an athlete should notmiss class for media activities.
EARLIER THIS YEAR, the NCAA Division II PresidentsCouncil approved nearly $1.3 million to support enhancements inDivision II championships.
The allocation covers 23 budgetary requests, most of whichpertain to officiating fee increases and addition participation opportunities.
The requests will be included in the 2018-21 budget. The changes include altering the baseball championship format
and increasing the squad and travel party sizes for the women’s andmen’s tennis championships.
