    Technical Education and Skills Development Act of 1994

    (Republic Act No. 7796)

    Section 22, Establishment and Administration of the NationalTrade Skills Standards of the RA 7796 known as the TESDA Actmandates TESDA to establish national occupational skillstandards. The Authority shall develop and implement a

    certification and accreditation program in which private industrygroup and trade associations are accredited to conduct approvedtrade tests, and the local government units to promote such tradetesting activities in their respective areas in accordance with theguidelines to be set by the Authority.

    The Training Regulations (TR) serve as basis for the:

    1. Competency assessment and certification;2. Registration and delivery of training programs; and

    3. Development of curriculum and assessment instruments.

    Each TR has four sections:

    Section 1 Definition of Qualification - refers to the group of competenciesthat describes the different functions of the qualification.

    Section 2 Competency Standards - gives the specifications ofcompetencies required for effective work performance.

    Section 3 Training Standards - contains information and requirements indesigning training program for certain Qualification. It includescurriculum design, training delivery; trainee entry requirements;tools equipment and materials; training facilities; trainersqualification and institutional assessment.

    Section 4 National Assessment and Certification Arrangement - describesthe policies governing assessment and certification procedure.

    SECTION1 ABLE SEAFARER DECK (STCW Regulation II/5) QUALIFICATION

    The ABLE SEAFARER DECK (STCW Regulation II/5) Qualification consists of competencies thata person must achieve to enable him to perform watchkeeping to look for obstruction in path of

    vessel, turn wheel on bridge, perform mooring and unmooring operations as directed by theOfficer of the Watch, provide support in cargo operations, operate deck equipment and machinery,perform marlinspike and canvass work and perform deck maintenance

    This Qualification is packaged from the competency map of the Maritime Sector as shown inAnnex A and complies with the requirements of STCW Regulation II/5.

    COMMON COMPETENCIES

    UNIT TITLE : LAUNCH SURVIVAL CRAFT AND RESCUE BOATS/ LIFEBOATS

    UNIT CODE : MTM834201

    UNIT DESCRIPTOR : This unit identifies the competence required to launch and operatesurvival craft and rescue boats / life boats on a vessel under thedirection of Officer of the watch in compliance with the Philippinesand International regulations and guidelines

    ELEMENT PERFORMANCE CRITERIAItalicized terms are elaborated in the Range of Variables

    1. Launch and operatesurvival craft and lifeboats

    1.1 Preparation for the launch of lifeboat orsurvival craftare madein accordance with vessels procedures and manufacturersdirection

    1.2 An appropriate launch strategy is adopted following anassessment of weather and sea conditions and the nature ofthe emergency situation

    1.3 Launching equipment is operated in accordance with vesselsinstructions and accepted nautical practice

    1.4 The survival craft engine is started using the sequence ofactions provided in the manufacturers instruction

    1.5 Appropriate handling strategies are applied to maneuver thesurvival craft in rough weather and sea conditions

    1.6 Exposure cover is deployed on an open lifeboat in accordance

    with accepted survival practice and manufacturersspecification

    1.7 Strategies are adopted and implemented to counterthreatsto survival following the abandonment of a vesselinaccordance with accepted survival practice

    1.8 Food and water is rationed to survivors in accordance withaccepted survival practice

    ELEMENT PERFORMANCE CRITERIAItalicizedterms are elaborated in the Range of Variables

    1. Carry out hatch coveroperations

    1.1 Assistance is provided in hatch cover opening and closingoperations in accordance with established procedures andunder the supervision of the responsible officer

    1.2 Carry out checks and routine maintenance on hatch securingand opening devices and machinery in accordance withestablished procedures and under the supervision of theresponsible officer

    1.3 Assistance is provided in securing hatch covers for sea inaccordance with established procedures and under the

    supervision of the responsible officer

    2. Clean and preparecargo spaces

    2.1 Assistance is provided in cleaning and preparation of a cargospace in accordance with established procedures and underthe supervision of the responsible officer

    2.2 Assistance is provided in the opening, checking, cleaning andsealing of a bilge and the dismantling of a strum box

    3. Lash cargo 3.1 Assistance is provided in the lashing of cargo in accordancewith established procedures and under the supervision of theresponsible officer

    3.2 Appropriate precautions are taken during cargo lashingprocedures to avoid cargo damage

    3.3 Faulty and defective lashing and securing gear and equipmentis identified, marked and reported to the responsible officer

    4. Follow safety andhazard controlprocedures

    4.1 All required safety precautions and regulations are followedwhen carrying out cargo handling operations

    4.2 Operational hazards are identified and action is taken inconjunction with the officers, engineers and other members ofthe crew to minimize or eliminate risk to personnel, vessel andthe environment
