    1 Project Explanation

    1.a

    Plant will consist: 2 GTs with capacity 40 MW each 2 HRSG 1 ST with capacity 40 MW

    1.bConstruction schedule: Completion of GT (Open Cycle) and bypass stack for 18 months from commencement date Completion of ST (Combined Cycle) and HRSG for 28 month for commencement date

    2 Technical Discussion

    2.1 Switch yard not yet included in the BQ, but TPSC request WME for erection and will submit BQlater. BQ of OH Crane will be informed by TPSC.

    Switch yard BQ was revised (See attached PPL Item 4)OH Crane BQ was described in Item 3.And further following items also were revised.Item 2 HRSGItem 3 Condenser, Cooling Water System, Plant waterSystem, HVAC.Item No. 4 Generator Step up Trans, Unit AuxiliaryTransformer, Emergency DG, Cathodic ProtectionItem 6 150KV HV Cable (see attached detail information)

    2.2CWP will use from existing power plant, so new CWP will be not required. Only new reroutingpipe requires from CWP existing to inlet, as well as from outfall new plant to existing to seawater

    2.3 WTP will be connected from existing. Demin. water tank will be used the existing, onlyrequired connection pipe to new plant. explained in last meeting

    2.4Gas piping will be connected from existing pipeline to gas compressor. Main connectionalready installs and ready for connection. TPSC will inform WME the connection procedure,after discussing with Owner.

    The tapping point for Gas pipeline will be existing areaand flange connection. (see attached photo)Work shall follow Gas piping standard practice.

    2.5 Service water will be used from existing and will be new connection to storage tank for servicewater and fire water. explained in last meeting

    2.6

    For water consumption for Hydrostatic test will be included in WMEs scope. HV Test isincluding to WME scope, included Oil treatment equipment. Chemical (alkali) for chemicalcleaning will include in scope supply of WM, as well as chemical disposal. TPSC will informthe volume of required chemical as reference.

    Water consumption for Hydrostatic test is SC scope.(Section 1 Scope of Work 9 4) c))HV test is SC scope. (Section 1 Scope of Work 8 B 24)Oil Treatment Equipment is SC scope. (Section 1 Scopeof Work 8 B 24)Chemical Cleaning is SC scope.(Section 1 Scope ofWork 8 B 32))

    Regarding to our last meeting, We herewith send the"Chemical Cleaning Procedure" and HRSG WaterVolume as follows,Please estimate the cost of HRSG Chemical CleaningWork.

    - HRSG Water Volume is 40m3 / HP&IPDRUM andEVAPORATOR for one (1) HRSG. - Planned procedure of chemical cleaning is as attached(but for reference only)

    2.7Leveling and compaction for storage area will be done by TPSC (Civil Contractor), as well asaccess road of site plant. Storage area, Temporary Facilities, etc will be inside the site area.WME will inform TPSC space requirement for WMEs Temporary Facility.

    2.8 GT/G, ST/G, Transformer will be delivered near erection point beside foundation, othersdelivered to storage. explained in last meeting

    2.9 Cost of Inspection test by Third Party Certification (Depnaker certification) shall be included inWME quotation, such as Load Test of OH Crane, etc. explained in last meeting

    2.10 Fabrication of large bore will be discussed later TPSC will supply prefabricated pipe spools larger than 2".

    2.11 WME proposed alloy welding rod, alloy jig plate, as well as test piece of alloy supplied by TPSC.TPSC agreed. explained in last meeting

    2.12 For supply of expansion of anchor bolt, TPSC will inform WME estimated quantity. Scope change : TPSC will supply

    2.13 Raw material stack delivered in half part and TPSC will inform the detailed. It required UT or xrayafter installation. TPSC will inform WME whether UT or xray is required.

    The volume of stack, Layout drawing and revised PPLThis welding required PT.

    2.14 TPSC will inform WME for installation procedure for HRSG as reference for WME to study andmake the complete procedure.

    Depend on HRSG Vender.Please consider at this moment to lift & install fromcasing top.So, large size crane and support crane is required.

    2.15 TPSC will provide WME for cable schedule, Isometric drawings, and other drawings asreference during construction explained in last meeting

    2.16 Condenser will be delivered in one package. It only needs welding work for connection towater box. TPSC will inform later for detail information. Delivery condition described in revised PPL.

    2.17

    For power and water consumption will be discussed with Owner by TPSC for possibility to usethe existing, as well as temporary power for test and commissioning. For WME quotation,TPSC request WME to quote the temporary power by using DG and water, included in WMEsscope.

    2.18 TPSC will discuss with Owner regarding to Partial Taking Over and will inform WME. to be informed later2.19 WME questioned number and type of instruments. TPSC will send P&ID within next week. See attached P&ID

    2.20 TPSC will send list of special tools supplied by TPSC or manufacturer. to be informed later

    2.21 WME proposed BQ adjustment for Bulk Material exceeding +/ 5%, instead of +/ 10% in theRFQ. TPSC will confirm. we accept adjustment for Bulk material +/- 5%

    3 Quotation Submission TPSC will submit updated BQ for this project within next week and accept WMEs proposal toextend the submission date to end of July 2010 (3 weeks after receiving updated BQ). Please try to reply us by End of July.
