Mr. Gary Hoelzer City Administrator City of Town & Country 1011 Municipal Center Drive Town & Country, MO 63131 Dr. Mr. Hoelzer, We are pleased to submit our proposal for the construction of the Town & Country Gathering Place. This proposal is in accordance with the attached letter showing clarifications and conditions of our proposal. We propose to construct all of the work for this project for a lump sum of $4,061,533. Retail Development: We propose to constructed between 10,000 SF and 12,000 SF of retail space in accordance with the attached drawings. We will require that the retail parcel be approximately 1 acre of fee simple property with appropriate cross access agreements between the City Gathering Place and the retail parcel. We will purchase this parcel from the City of Town & Country for $400,000. Alternates: We are providing numerous alternates in our proposal. While we are preparing to meet at the public forum on November 2, 2016, we believe it would be appropriate to meet prior to that time to discuss which alternates may or may not be desirable by the City of Town & Country. City of Town & Country Development

Brinkmann Holdings Outline Specification/Clarification/Conditions

The project consists of the construction of a new outdoor event space, pavilion, and retail space located on the formerly known Wirth Property located at 13660 Clayton Rd. The project will feature a newly constructed pond with fishing piers on both sides, a historical compass rose, town square, outdoor pavilion with restrooms, walking trail, and a retail and restaurant development.

General Conditions

We intend to staff and manage the project with a full time Project Superintendent and part time Project Engineer onsite. The project will also be staffed with a Project Manager and Administrative Assistant working out of our Chesterfield office.

Within our proposal, we have made provisions to provide temporary support facilities for the on-site construction management and administration. These facilities shall include temporary offices, temporary protection for weather, printing costs, miscellaneous office supplies, and material hoisting and temporary toilets.

We have included the cost for miscellaneous cleanup labor to remove all construction debris and provide on-site coordination.

Testing

We have included the cost for material testing such as concrete and geotechnical testing for this project.

Taxes, Permits and Fees

We have included building permit and plan review fees

Surveying

Surveying for construction and controls including a project benchmark, locating property corners, staking of building corners along with one column line in each direction, and staking of curb lines for pavements after mass grading is complete.

At the completion of construction, we will furnish an as-built survey showing lot lines, setback lines, the building, sidewalks, curbs, easements, paved area, manholes, drain inlets, accessory structures, and all other physical improvements on the property.

Earthwork and Grading

We will clear and grub the site as well as strip and stockpile all topsoil for reuse at the end of the project.

Saw-cutting and removal of the existing pavement and curbs as necessary to install the new utilities and parking entrances is included.

We have included all onsite cuts & fills. We anticipate this site to be a balanced site and we have not included any export of fill material.

We will backfill all new pavements, curbs and sidewalks using onsite materials.

We have not included any budget for lime stabilization of the building pad or the parking lots.

We have not included any budgets for handling or removal of contaminated soils.

Removal of the existing well points are included.

SWPPP

We will construct and maintain a gravel construction entrance/exit and staging area during construction.

We will install silt fence, inlet protection and required BMP’s as required to maintain compliance with the SWPPP plan.

Site Paving and Concrete

We have included light duty asphalt pavement in the parking lot consisting of an 8” rock base with 3” asphalt section. A heavy duty section of asphalt assumed to be 10” of rock base with 4” of asphalt is included at the entrance and drive lane that connects to the Straub’s parking lot for truck traffic.

We have included an asphalt walking path around the proposed lake and pavilion to the southwest corner. The walking path shall include a 4” rock base with 3” asphalt section.

The proposed Town Square area shall be a 6” concrete pavement with 4” rock base. This includes a standard gray color for the base proposal. The sidewalk / entrance from the parking lot to the Town Square shall also be also be included as a 6” concrete section.

Concrete sidewalks are included around the compass and overlook area with a standard gray color.

We have included alternates below to upgrade the concrete to include one integral color with the radius forming layout. A separate alternate is also provided to include a colored checkerboard pattern for the Town Square as depicted in the original M+H rendering dated September 30, 2015.

An alternate is provided to change from an asphalt walking path to a 4” concrete sidewalk around the lake and pavilion at the southeast.

A separate alternate is included to provide the a crushed granite walking path with a Ryerson edging system in lieu of asphalt.

Sanitary Sewer

We have included an 8” PVC SDR 35 gravity sanitary line from the south property line to the proposed pavilion bathrooms and retail space with the associated manholes and cleanouts as necessary.

Site Water

We have included extending the existing water main on the north side of Clayton Road to the property line and installing an 8” water main. One tap will be made from the water extension to service the future retail and park properties.

A water line to the proposed pavilion is included.

Gas & Electric

Electrical service shall be provided to the pavilion and restrooms at the southwest corner.

Four (4), 100A electrical outlets are included at the North, South, East, and West sides of the Town Square to service activities at the park.

Power to the lake fountain and stream pump are included.

Fourteen (14) decorative light poles are included around the Town Square and parking lot entrance per the plan indicated at Attachment 1 at the end of this outline. We have also included cut sheets for the proposed light fixture in Attachment 2.

LED light fixtures are included at the parking lot with a cut sheet provided in Attachment 3. We have included a photometric layout of lighting that is included as Attachment 4 to our outline.

Storm Sewers

We have included new storm sewers to included piping of storm water from the bio-retention basins and parking lots.

All storm water shall sheet flow into the basins from the Town Square and then piped into the proposed lake, which shall act as the sites water detention area. Storm inlets are included for the parking area and piped to bio-retention ponds and the lake.

An overflow structure shall be placed under the south fishing dock to act as an emergency overflow and control the maximum water level of the lake.

We have also included $85,000 of bio-retention basins, which consist of:

a. 8” Layer of C-Gravel b. 6” Layer of Pea-Gravel c. 6” Layer of C-33 Sand d. 30”-36” Layer of Bio-Soil e. MSD #4 Filter Fabric f. 6” PVC SDR 35 Perforated Drain Piping with Cleanouts

Miscellaneous Site Improvements

We have included the pedestrian tunnel crossing under Clayton Road. Included in this scope is the concrete approach leading to the tunnel, steel plate support system for the walls and arched roof, concrete slab, asphalt walking trail on the north side of the Clayton Road, and associated concrete foundation walls.

Limestone retaining walls have been included around the future retail and at the overlook.

A fountain is included for the lake.

The stream is included with the boulders, gravel stream bed, a small fountain at the bubbler pond.

A concrete fountain with pedestal is included at the south end of the Town Square to place the Discovery Statue.

An allowance of $15,000 for a monument sign has been included.

We have included a lighted flagpole within our base bid.

The two fishing docks are included as exterior grade wood framing on concrete piers. Two small trail bridges are also included with concrete head walls.

Guardrail is included along the overlook and docks.

Landscaping & Irrigation

We have included landscaping throughout the park. The Town Square shall consist of canopy, evergreen, and flowering trees with shrubs placed around the concrete area. The Compass/Overlook includes six (6) canopy trees, shrubs, perennials and ground cover between the concrete walkways. The Park/Grove and Lake areas will have evergreen and canopy trees, shrubs, perennials placed throughout, and a native seeded slope at the south side of the dam. We have included the layout of the preliminary landscape plan labeled Attachment 5 at the end of this outline.

We have included irrigation for the entire park, with the exception of the south side of the dam, where native plants are anticipated.

Pavilion & Restroom

Foundations

We have included foundations consisting of spread footings around the perimeter of the proposed pavilion and restroom. We anticipate the restroom to be placed just outside of the proposed cross shaped pavilion. We have included a proposed layout of the restroom that is included in our proposal as Attachment 6.

A separate foundation for the fireplace is included.

Floor Slab

We have included an un-reinforced 4" thick concrete slab on 4” of clean rock base.

No coloring of the floor slab is included.

Masonry

The fireplace shall have a stone veneer installed on the surface for the entire height.

Carpentry

We have included a Douglas fir heavy timber framing for the pavilion structure.

Tongue and groove decking is included for the roofing structure with cedar shingles.

Railing is included around the pavilion.

We have included wood framed walls and roof trusses for the restroom, plywood sheathing, and cedar shingles for the roof.

The exterior of the restroom will included a cedar shake siding over exterior sheathing.

A tongue and groove ceiling is included in the restroom.

Insulation

We have included any insulation on the restroom walls in our bid.

Joint Sealants

We have included caulking of door frames and plumbing fixtures as necessary.

Sealing of the concrete joints at the Town Square have been included with a Dymeric caulk.

Doors & Windows

Three hollow metal doors and frames are included for the restroom and anticipated storage area per the floor plan provided.

Finishes

We have not included any flooring in this proposal.

Sealing of the restroom concrete floor is included.

Specialties

Standard finish toilet tissue, mirrors, soap dispensers, grab bars, and paper towel/disposal are included for the restroom.

Signage for the Men’s and Women’s restrooms are included at each door.

Plumbing

The plumbing scope includes installing water closets, urinals, sinks, mop sink, exterior hose bib, and floor drains is included for the floor plan provided.

HVAC

Bathroom exhaust fans are included in the two restrooms.

We have included two (2) 1500W electric heaters for the restrooms.

Electrical

Lighting of the pavilion is included. A total of eight (8) LED weather resistant fixtures are included. A cut sheet is included as Attachment 7.

Four (4) weatherproof GFI receptacles are included at the pavilion.

Bathroom lighting and power to HVAC equipment is included.

Alternates

Provide an additional 1,800 SF pavilion at the east of the Town Square similar to the one described above. This alternate includes a restroom located within the pavilion. ADD $379,343

To eliminate the bathroom from the pavilion at the southwest corner of the park. DEDUCT $128,039

Provide gray concrete walking path in lieu of the asphalt path included above. ADD $101,271

Cost to provide an earth tone integral color concrete walking path in lieu of the asphalt path included above. ADD $124,852

The cost to provide a crushed granite walking path with a Ryerson edging system in lieu of the asphalt walking path around the lake and pavilion. ADD $12,740

The cost to provide one earth tone integral color at the Town Square concrete in lieu of the standard gray color ADD $99,587

Cost to provide a checkerboard colored pattern in lieu of one color at the Town Square as depicted in the original rendering by M+H Architects. ADD $79,801

To provide one integral color at the concrete sidewalk at the overlook and associated steps in lieu of standard gray color concrete. ADD $3,755

To provide a smaller pavilion, 800 SF, at the southwest area of the park similar to the original rendering provided by M+H Architects. This includes a fireplace, but does not include a restroom at this location. DEDUCT $175,060

To eliminate all sodding of the park and seed all disturbed areas DEDUCT $58,003

Allowances

An allowance of $25,000 for the relocation of possible utility conflicts while crossing Clayton Road.

Clarifications / Exclusions

Builders risk insurance has been included in our proposal.

We exclude provisions for inadequate soils or geotechnical recommendations not specifically outlined in the proposal documents.

Rock excavation is not included.

No provisions have been included for environmental studies, handling, removal or disposal of hazardous materials or other environmental concerns, including but not limited to resulting delays once we have commenced with work on site.

We exclude any work associated with monitoring wells, including modification or adding new systems except for their removal.

We have not included costs associated with a phone system, voice/data networks, or security systems.

We have not included any tenant signage or building signage.

This proposal does not include additional work which may result from subsequent reviews and the code interpretation of the authorities having jurisdiction over the project.

The costs associated with providing a performance and payment bond have not been included.

ConstructionExtruded aluminum driver enclosure thermally isolated from Light Squares for optimal thermal performance. Heavy-wall, die-cast aluminum end caps enclose housing and die-cast aluminum heat sinks. A unique, patent pending interlocking housing and heat sink provides scalability with superior structural rigidity. 3G vibration tested and rated. Optional tool-less hardware available for ease of entry into electrical chamber. Housing is IP66 rated.

OpticsPatented, high-efficiency injection-molded AccuLED Optics technology. Optics are precisely designed to shape the distribution maximizing efficiency and application spacing. AccuLED Optics create consistent distributions with the scalability to meet customized application requirements. Offered standard in 4000K (+/- 275K) CCT 70 CRI. Optional 3000K, 5000K and 6000K CCT.

ElectricalLED drivers are mounted to removable tray assembly for ease of maintenance. 120-277V 50/60Hz, 347V 60Hz or 480V 60Hz operation. 480V is compatible for use with 480V Wye systems only. Standard with 0-10V dimming. Shipped standard with Eaton proprietary circuit module designed to withstand 10kV of transient line surge. The Galleon LED luminaire is suitable for operation in -40°C to 40°C ambient environments. For applications with ambient temperatures exceeding 40°C, specify the HA (High Ambient) option. Light Squares are IP66 rated. Greater than 90% lumen maintenance expected at 60,000 hours. Available in standard 1A drive current and optional 600mA, 800mA and 1200mA drive currents (nominal).

MountingSTANDARD ARM MOUNT: Extruded aluminum arm includes internal bolt guides allowing for easy positioning of fixture during mounting. When mounting two or more luminaires at 90° and 120° apart, the EA extended arm may be required. Refer to the

arm mounting requirement table. Round pole adapter included. For wall mounting, specify wall mount bracket option. QUICK MOUNT ARM: Adapter is bolted directly to the pole. Quick mount arm slide into place on the adapter and is secured via two screws, facilitating quick and easy installation. The versatile, patent pending, quick mount arm accommodates multiple drill patterns ranging from 1-1/2” to 4-7/8”. Removal of the door on the quick mount arm enables wiring of the fixture without having to access the driver compartment. A knock-out enables round pole mounting.

FinishHousing finished in super durable TGIC polyester powder coat paint, 2.5 mil nominal thickness for superior protection against fade and wear. Heat sink is powder coated black. Standard housing colors include black, bronze, grey, white, dark platinum and graphite metallic. RAL and custom color matches available.
