Nigeria overtook South Africa as Africa's largest economy this year after it almost doubled its gross domestic product to more than US$500 billion. World powerhouse investment banker Morgan Stanley did not expect this to happen until 2025. Nigeria is one of the world's fastest-growing economies. With the lack of reliable electricity, a population of 170 million people and vast reserves of oil and gas, Nigeria is a natural target for TOSL Engineering Limited’s (TOSL) core busi-ness expansion outside of Trinidad and Tobago.

The increase of power generation and access will provide the much-needed support for sustainable economic growth and social transformation in Nigeria. TOSL is poised to benefit from an increase in international Nigerian private sector involve-ment and Multi-national Oil and Gas Companies investments in the fossil fuel indus-try.

Nigeria’s largest trading partner is India and Indian owned companies are the se-cond largest employer in the country. The Nigerian Federal Government is the largest employer of labour. ……...(Brazil, Russia, India and China), the MINTs have excellent "inner" demographics indicating that they are going to see a rise in the number of people eligible to work relative to those not working over the next 20 years compared to the BRICs. In terms of wealth, Nigeria is on par with India. Hence, these are countries with economies that will compete favourably with the U.S. in the next 30 years. Therefore, it is important and strategic that TOSL begin collaborating with these countries that have similar backgrounds with Trinidad and Tobago allowing our business model to fit nicely and profitably in the Nigerian market space.

To maximize its natural resources, the Nigerian Government created Oil and Gas Free Zones (OGFZs) to favour foreign investments aimed at creating employment, welfare, transfer of technology and overall economic development. OGFZs are strategically located in the heart of the Niger Delta in the Ports of Onne and Warri, which is also the region’s richest in natural resources. It is this region that offers the best platform for the provision of logistics solutions to the industry and the wider region as a whole.

Onne Port Complex is the largest Oil and Gas Free Zone in the world. All of the major industry players are operating from Onne, supporting the exploration and production of Nigerian fossil fuels. Onne Port Complex is the planned home for the first major branch of TOSL outside of Trinidad and Tobago.

Our strategy for actualizing a migration of TOSL’s core business to Nigeria is through the provision of not-at-risk profes-sional services to international oil and gas firms operating on and offshore in Nigeria. These services are provided di-rectly to the Oil and Gas Majors with a guaranteed fee paid to TOSL as the “Technical Partner” of our Nigerian associ-ates. The fees are paid in a combination of US Dollars and local currency. The US Dollar portion of these fees will be repatriated to Trinidad and Tobago while the Nigerian currency will be used to develop TOSL’s core business in Nigeria. As TOSL’s core businesses generate profits from its professional fee investments, these profits also qualify for repatria-tion to our headquarters in Trinidad.

In areas where TOSL may lack a certain competency, TOSL can seek and engage in partnerships with the best in class service providers to assist with qualification for technologically intricate tasks and their execution. This tactic develops both TOSL and its Nigerian partners in new areas of competencies as well as provide Oil Majors a reliable and resource-loaded service provider that meets the stringent domestic content requirements of the Nigerian Federal Government.

The strike rate for international professional service tender awards is one for every ten proposals submitted. As of this date, invitations to tender in Nigeria from Chevron, ExxonMobil, Total, ENI, Agip, Sinopec and ADDAX have been re-sponded to under the above described framework.

Expectations are high for Nigeria amongst specialist investors in Africa. For instance, some of the world’s largest in-vestment bankers have opened its offices (i.e. JPMorgan, Deutsche Bank AG, Citibank, and BNP Paribas SA, the big-gest French bank) here. In 2012, Goldman Sachs appointed Adebayo Ogunlesi, a Nigerian investment banker and pri-vate equity tycoon, to its board of directors.

Nigeria also represents a huge opportunity to utilize the United Nations waste gas emission reduction platform for which TOSL is in partnership with Petrotrin. Nigeria is number two in the world for venting and flaring of free gases. Funding for climate-friendly projects to capture and utilize waste gas is expected to scale over USD1 trillion annually by 2020.

In closing, and in context with the market realities described above, TOSL’s ambition, evolution and entrepreneurial business framework will offer unlimited growth for TOSL as well as its employees in the years to come.

Management Consultant and the Trinidad and Tobago Representative to ISO/TC 176/SC 2/WG 24

For those familiar with ISO 9001, you may think the title of this article is an allusion to the fact that ISO 9001 is the most widely known and, arguably, the most widely used standard of the approx. 20,000 documents issued by the Internation-al Organization for Standardization (ISO). There are, after all, over 1.1 million organizations1 in the world which are cer-tified to this standard. In Trinidad and Tobago, the roughly 100 to 120 organizations certified to ISO 9001 have com-bined gross income exceeding 2 billion (Trinidad and Tobago) dollars per year (based on Devindra’s conservative esti-mates).

Devindra had the privilege of attending a meeting of the ISO group (ISO/TC 176/SC 2/WG 24/TG 6) developing the offi-cial guidance document for the ISO 9001 standard, which is expected to be published in late 2015. He was there as the Chair of the Trinidad and Tobago Bureau of Standards (TTBS) Mirror Committee to ISO/TC 176 to represent our inter-ests in the development of this ISO document. He was also the only representative from the Caribbean at the meeting. …..(Con’t on Pg. 4) 1ISO (2014). The ISO Survey of Management System Standard Certifications – 2013. …..attractive to buyers. However, it is obvious that AVK’s Stainless Steel stem and 10 year warranty will lower the cost of ownership and hence, the higher initial cost will be recouped over the longer life span and dependability of this product.

It has been observed that within the southern areas of Trinidad and Tobago, the geology and climate contributes to the fre-quent occurrence of landslides. When this occurs it results in damage to the Water Utility Infrastructure within the area. Affect-ed areas are further destroyed when there is breakage to the buried pipe, which includes both distribution and transmission piping.

This ultimately results in down time, loss of revenue, costly repairs and dissatisfied customers. TOSL is currently working on a study that will outline the advantages of using HDPE (High-Density Polyethylene) under such conditions. The study will also illustrate how repairs can be simplified via Heat Fusion and internationally proven Trenchless Technologies. Some ad-vantages of HDPE Piping include:

• Increased elasticity – tolerates earth movement thereby resisting breakage of pipes. Deflection limits are greater than oth-er utility piping systems.

• HDPE Joints – proven to be stronger than pipes so weak points are avoided in the HDPE System. Joints are fixed via Heat Fusion and require no additional restraints of thrusting as opposed to other systems.

• Durability – withstands fatigue, surges and weather. Therefore, stimulates long term economy value and dependability.

• Lower frictional losses in HDPE piping (because of the smooth internals) allows for a reduction in pumping horsepower and hence, saves electric cost in moving the water from one place to another.

In addition to the conceptual proposal, TOSL will be embarking on conducting live demonstrations. These demos will include detailed design and engineering, as required. All Systems recommended will comply with the applicable codes and standards recognized by Utility Providers. The solutions proposed by TOSL supported by HD Supply will have applications in several industries such as: Oil & Gas, Manufacturing, Utilities, Construction and General maintenance.

We encourage you to contact us for more details.

(Con ’ t f r om Pg . 2 )(Con ’ t f r om Pg . 2 )(Con ’ t f r om Pg . 2 )(Con ’ t f r om Pg . 2 ) The Meeting The NSAI (the National Standards Authority of Ireland; the Irish member-body of ISO, just as TTBS is for Trinidad and Tobago) hosted the meeting of representatives from Japan, France, Scotland, Russia, USA, Australia, Mexico, Denmark, Italy, Ireland and Trinidad and Tobago.

On Monday 9th June the meeting was opened by Mr. Nigel Croft, the Chairman of the Sub-Committee (ISO/TC 176/SC 2), which is responsible for ISO 9001 (and some related standards), who has been dubbed “one of the world's foremost experts in quality management and conformity assessment of management systems” by ISO2. The CEO of NSAI wel-comed all to the institution and to the meeting. That of morning was spent conducting introductions and explaining the context and purpose of the standard which all were there to develop. After lunch, the task of drafting began in earnest.

After determining that contributions were not being rejected out-of-hand at this stage, Devindra raised a couple of is-sues which were relevant to the Caribbean and to SMEs (small- and medium-sized enterprises) in particular. The Task Group considered his comments and some were accepted. Others, which were outside the scope of the standard, were not.

As the meeting progressed through the week, the members relaxed and discussions became less reserved and allowed for better understanding the rationale and likely impact of the suggestions from the representatives of industry, consult-ing, auditing, standardization, trade & professional associations, education, accreditation and other ISO committees.

It wasn’t all peaches and cream, however, as my colleague from Australia pointed out, a notable absence from the user community was that of top management representatives. A definitive reason for that could not be given, but based on the day-to-day running of organizations to achieve their objectives (including making profits) and a general lack of per-sons with strong Quality backgrounds at top management levels maybe some of the reasons that Devindra would have considered.

Keeping focused attention on discussions for four (4) days (plus some night-time reading on background documents) was quite tiring, and by the Thursday afternoon the energy levels were noticeably lower than on the Monday. The WG24 Secretary was excellent at reading the group concentration level and his wit went a long way in keeping the meeting lively and productive.

Work was wrapped up on the standard (still at the Working Draft stage) just before lunch on Friday, and the Task Group members were assigned different clauses on which to work and submit comments by mid-September 2014.

Next Steps for the ISO/DIS 9001 The deadline for comments on the DIS (Draft International Standard) version of ISO 9001 is the 10th of October, and all comments must go through either an ISO member body (TTBS for Trinidad; neither Guyana nor Suriname are mem-bers3 of ISO/TC 176 and cannot vote) or a Liaison Member (usually large associations such as the International Accred-itation Forum, European Organization for Quality and Latinoamerican Institute for Quality Assurance).

The DIS is the fourth stage of a six-stage process4. Provided all comments received by ISO/TC 176/SC 2/WG 24 are reviewed and the DIS approved (two-thirds positive votes, but no more than one-quarter against), the draft will move into the Final Draft International Standard (FDIS) stage before publication. At that stage the voters (with the same ap-proval ratio) will decide whether the standard is published as an International Standard, or if it is necessary to go back to the drawing board.

With seventy-eight (78) countries listed as participating members and another thirteen (13) listed as observer members (i.e., no voting rights), and over 1.1 million organizations certified to the ISO 9001 standard, a significant part of the global business community is looking forward to the business benefits the revised standard will bring.

This quarter we hosted two events - one religious while the other involved fun and food. Eid-ul-Fitr was celebrated with a function hosted by Azam Edan. There were two specially invited guests - Imam Ameer Hosein and Maulana Ibrahim Bin Yaqub. The Imam spoke on the significance of Eid and reminded us that of all God’s creations, mankind was created special. He also spoke on the meaning of Ramadan through which fasting brings us to a higher standard of living, so that we can be what God wants us to be – that is, the best that we can be! Fasting also brings us to a higher sense of fulfilment of the creator and gives us a greater sense of self restraint. After fasting, you will not respond to others in an ungodly manner. In addition to fasting and praying, we must observe......(Con’t on Pg. 7)

On August 10, TOSL participated as sponsors and competitors at Hardcore Caribbean 2014 which was held in Santa Cruz, Trinidad.

Hardcore Caribbean 2014 was a 5+ mile long, 30 obstacle course. The obstacles were de-signed to test you mentally and physically and to bring out the best in teams. The courses were kept top secret until game day. Among many, the obsta-cles included the infamous electric tentacles and our own designed (by the Construction and Mainte-nance Division) “D’ Horner Escape” which many grunted upon. That being said, TOSL Engineering was a key sponsor and player in this year’s Hard-core event.

On July 12, TOSL participated in Fluor’s Annual Curry Duck Competition at Twin Walls, Gulf View, San Fernando, where we showcased our team “Duck in Rum Sauce”. The event was deemed a fantastic team effort with Roger Simbhoo heading our culinary effort with his secret ingredient of Amaretto! Two hours and four ducks later, the TOSL team was left without any more food for tasting. We regret to report that our best efforts did not earn a place in the prize rankings. However, with the great downpour of rain and a 20-man conga line that followed the judging, it was indeed a fantastic fun affair!

The HSSE Department began the 3rd Quarter with the focus on critical training. In keeping with the process of continuous improvement, employee development and risk reduction techniques, certified “Job Hazard Analysis Training” was a priority.

On August 5 and 6, 60 TOSL employees were certified in Job Hazard Analysis (JHA) Training. This training was facilitated by GNF Solu-tions and captured a significant portion of supervisory and senior workshop/field personnel. This certification was meant to supplement the “Safety Supervisory Training” done earlier in the year and to strengthen senior personnel’s ability to adequately identify and con-trol risk in the workplace.

The JHA process helps us understand and eliminate hazards. It enforces communication between Workers and his/her Supervisor to explicitly identify the hazards associated with the job and to agree how those hazards will be managed. As an employee, you are em-

powered to protect yourself from known hazards and are given information to foresee and avoid future, unknown hazards. From a “Safety” perspective, JHA’s are proven to reduce the frequency and severity of injuries. From a work “Quality and Productivity” point of view, the rigor and formality used in the JHA process to analyze the job often results in improved quality and increased efficiency.”

The HSSE Department also purchased several Blood Pressure and Blood Glucose Monitoring units, which will be distributed to ALL divisions for the use and benefit of all TOSL employees. We are obligated to ensure that persons were trained to use these units safely and effec-tively. To this end, there was a training session hosted by OMRON and a registered nurse on June 24 at TOSL. The session comprised of a question and answer period where staff was given the opportunity to gather valuable information on how to recognize signs of hypertension,

blood glucose fluctuations, etc. and how to treat with same. Additionally, everyone got practical experience and training in using the devices in a suitable and safe manner. This session was very interactive and was well received by all present.

In conclusion, the HSSEQ Department congratulates the members of the Piping and Mechanical Department for exhibiting outstanding safety and quality performance at the Grand Bay Paper Factory – TM Frame Repair Job in July 2014. The crew was able to complete the job without any OSHA reportable incident or lost-time incidents, met all the quality stand-ards, their equipment and mobilization was praised, as well as the close out and handover process was a smooth one as per the client’s feedback.

This safety and quality milestone could not have been achieved without an enormous amount of hard work and effort by everyone working on this project. There has been an enthusiastic and on-going safety commitment from management, supervision, HSSEQ and the entire workforce to provide continual training; improve HSSEQ programs; strengthen commu-nication of safe work practices across the organisation and the sharing of lessons learnt from observations and incidents; and good site safety vigilance to ensure that everyone works safely every day.

A well-known quality guru, Edwards Deming, saw quality as the primary driver for business and societal success and hence, communicated the philosophy as a chain reaction. The premise is that if one im-proves quality, then the cost will reduce and resources would be better utilized. The increase in productiv-ity will then allow the company to capture market share due to both higher quality and lower price, which will allow the organization to stay in business and to provide more jobs.

Deming is known for his 14 points for “Transformation of Western Management” as follows: 1. Create constancy of purpose for improvement of product and service. 2. Adopt the new philosophy. We are in a new economic age. Western management must awaken to the challenge, must learn their responsibilities and take on leadership change.

1. Cease dependence on mass inspection as a way to achieve quality. 2. End the practice of awarding business on the price tag alone. 3. Improve constantly and forever the system of production and service. To improve quality and productivity and thus con-

stantly decrease costs. 4. Institute training on the job. 5. Adopt and institute leadership. 6. Drive out fear so that everyone may work effectively for the company. 7. Break down barriers between staff areas. 8. Eliminate slogans/targets asking for increased productivity without providing methods. 9. Eliminate numerical quotas for the workforce. 10. Eliminate numerical goals for people in management. 11. Remove barriers that rob people of pride and workmanship. 12. Encourage education and self-improvement for everyone. 13. Take action to accomplish the transformation. The transformation is everybody’s job.

Deming also defines “seven deadly diseases” that he believed to be the major barriers to business success: 1. Lack of constancy of purpose: A company without constancy of purpose has no long-range plans for staying in business.

Management is insecure, and so are employees. 2. Emphasis on short-term profits. Looking to increase the quarterly dividend undermines quality and productivity. 3. Evaluation by performance, merit rating, or annual review of performance. The effects of these are devastating – team is

destroyed, rivalry is nurtured. Performance ratings build fear and leave people bitter, despondent, and beaten. They also encourage defection in the ranks of management.

4. Mobility of management. Job-hopping managers never understand the companies they work for and are never there long enough to follow through on long-term changes that are necessary for quality and productivity.

5. Running a company on visible figures alone. The most important figures are unknown and unknowable – the “multiplier” effect of a happy customer, for example.

6. Excessive medial costs for employee health care. These increase the final costs for goods and service. 7. Excessive costs of warranty. These are often fueled by lawyers who work on the basis of contingency fees.

….kindness to our fellowmen. Maulana Ibrahim Bin Yaqub gave a quranic recitation while little Saira Noor, daughter of our employee Marsha Noor, gave a sterling rendition of a Qasida. The audience was impressed with the discipline and quality of the presentation. After the programme, the audience was treated to a large assortment of delicious treats.

This year, our Annual Cook-out was held on August 29 on the grounds of the Pleasantville Community Centre. It attracted teams from Engineering Services, Finance, Construction and Maintenance, Inventory, Corporate Governance, Projects and EI&A. The winner of the best tasting duck went to ‘Duckaholics’ of the Construction and Maintenance Division while the over-all winner was ‘The Pumping Duck Crew’ of Engineering Services. There were also fun activities such as “Ducking booth”, “guess the weight of the cake,” and “ring toss”. The event provided an excellent opportunity for rebuilding team spirit and ca-maraderie. We thank our sponsors and all who came out to ensure that the event was a success.

The club continues to thank everyone who assisted and attended the events and looks forward to more support for the events to close 2014.

Two such initiatives to provide assistance over this quarter included the El Shaddai Restoration Home for Children locat-

ed at Gasparillo and the Hope Centre at Pointe-a-Pierre Road, San Fernando. Our employees were encouraged to participate in a drive to donate the daily necessities in the categories of grocery items, toiletries and cleaning supplies to aid the chil-dren at the El Shaddai Restoration Home for Children. We are pleased to report that TOSL delivered five hampers with an assortment of items. Towards the Hope Centre, we were able to donate a much needed laptop computer so that the chil-dren could have a means of doing research to complete their homework and other projects. TOSL currently contributes to the varied needs of many in our community and will continue to provide meaningful assistance.
