Global recession has taken its toll, but some bright spots remain

The financial woes of the past two years has hit the globalconstruction market. The U.S. market remains in re-cession, and the worrisome debt burdens of severalEuropean countries and the weakness of the Euro haveleft many large international design firms struggling.

However, not all is doom and gloom as many regions around the

tional design revenue from projects inCanada felt the impact of falling oil priceson some of the huge oil-sands work, fall-

ing 4.3%. International design revenue inthe Middle East was down 0.3%, and inthe U.S it was down 0.5%.

    Global Uncertainties Abound

Major design firms are adjusting tochanges following the credit crisis andballooning public debt. A flight to qualityin services characterizes their strategies.Public spending is down transporta-tion and water are still OK. But when youget into urban planning and municipalprojects, [opportunities] are pretty muchdried up, says Bertrand van Ee, CEO ofNetherlands-based DHV Group.

Global economic problems have raisedmany financial concerns beyond just softmarkets. Exchange rates and trade pro-tectionism are major concerns for largedesign firms, says Chen JiHua, managerof international business development forChina Chengda Engineering Co. Thevolatility of currencies is an issue at pres-ent, and its important to structure multi-currency contracts to immunize the risk

globe have provided bright spots for somelarge designers.

The impact of the hard times can be

seen in the survey results for the ENRTop 200 International Design Firms list. The Top 200 as a group generated $52.45billion in design revenue in 2009 fromprojects outside their respective homecountries, a drop of 0.3% from 2008s$52.62 billion in design revenue. How-ever, the Top 200s domestic design rev-enue saw a significant 7.4% falloff in de-sign revenue in 2009 to $59.37 billionfrom $64.14 billion in 2008. So, overall, the Top 200s total design revenuedropped to $111.81 billion in 2009 from$116.76 billion in 2008, down 4.2%.

Despite the sluggish market, a few re-gions showed strength. The biggest win-ner was North Africa, where design rev-enue for the Top 200 jumped 34.9% in2009. Design revenue from projects inLatin America rose 21.7% in 2009. Cen-tral and southern Africa rose 5%, whilethe Asian market crept up 1.5%.

The European market, the largest de-sign market among the Top 200, took thebiggest hit, falling 7.1% in 2009. Interna-

without having to necessarily enter intoexpensive and temporary hedging, saysBarry Norman, managing director, inter-national, for Australias SMEC.

The financial health of clients in trou-bled times is another concern. The re-cession has also increased the focus on notonly winning work but also ensuring thebusiness gets paid during the course of theproject, says Keith Reynolds, CEO ofBeca Group Ltd., New Zealand.

Many firms now worry governmentwork may be affected by public debt con-cerns. The global economic crisis is nowentering into a new phase: a debt crisis,in which the public sector may reduce its

spending significantly, says Flemming Bli-gaard Pedersen, Group CEO, Ramboll,Denmark.

Countries within the [European Eco-nomic Community] all are or will takeharsh measures to reduce their budgetdeficits, resulting in lower public spend-ing and less for the consumer to spendand thus less private investments, saysTon van der Velden, a board member atNetherlands-based Tebodin Consultants& Engineers.

Some design firms worry that the con-tinuing economic problems in Europeand the U.S. may affect the design marketin developing countries, which have con-tinued to be active. The truth is that wehave yet to see any significant slowdownin Asia or Africa. It may well be comingas European and North American donor/capital investment countries redirectmoney to their own economies, saysNorman. But he has yet to see any projectpostponements or a drop in tenders.

Executives at some design firms be-lieve the global market has hit bottom andis poised for a turnaround. While theimpacts of the [global financial crisis] inthe U.K. and Dubai have been substantial, global revenues were down by some 10%at the height of the economic recession, says Paul Dougas, CEO of Australias Sin-clair Knight Merz. However, he believesthe industry is through the worst of it.The prospects for long-lead-time majorprojects in the mining sectors remainpositive, and demand in the power, energy

and transport sectors in developing coun-tries is strong, he says.

On the other hand, many design firmexecutives worry that there may be more

trouble ahead. Beca Group is wary of apotential double-dip recession and theimpact of investor confidence in large-scale capital projects, says Reynolds.

But some companies say that, even ifthere is a double-dip recession, designfirms will be better prepared this timearound. Many international design firmswere hurt because of excessive expecta-tions from the early boom market, says

Yundong Kim, general manager, overseasbusiness department, Hyundai Engineer-

ing Co., Korea. If there is a double-diprecession, the crisis [among design firms]wont happen since people are ready tocope with it, he says.

Many design firms say there are nu-merous countries in which the market isthriving. South Africa, Australia, Brazil,Chile, India and the Middle East offer ter-rific opportunities for international designfirms, says Kurt Strobele, CEO of HatchGroup, Canada. He is concerned aboutcountries that have little or no respect

for the rule of law as they pose risks forclients.

For us, the regions that offered themost opportunity for business growthwere Africa, the Middle East, southernAsia and central Asian republics, saysRoss Hitt, CEO of SMEC.

Europes financial turmoil, both fromthe 2008 financial crisis and the currentnational debt worries, has forced cutbacksat many firms. Boosted by stimulus pack-ages, last year 60% to 70% of Nether-lands-based DHVs European businesswas public sector. Nevertheless, the firmcut 5% of its staff. Further, van Ee expectsmore cuts in Europe but growth in otherregions.

Public-sector business will be seri-ously difficult especially in the U.K. andIreland, adds Richard Williams, develop-ment director at London-based Mott

MacDonald Group. The most challeng-ing are the regions facing a shrinkingeconomywestern and central Europe, says van der Velden of Tebodin.

With 70% of its business in the U.K.,W.S. Atkins plc. is exposed to governmentcuts at home, yet it has improved marginswhile shrinking sales, says CEO Keith

Clarke.Big public-sector spending cuts by theU.K. government are well received bybusiness, says Arup Chairman Philip Dil-ley. But the private-sector recovery willnot likely fill the gap, he fears.

Still, there are some major public proj-ects in Europe. Ramboll has seen top-linegrowth and solid profit margins in theNordic countries due to several significantprojects, says Pedersen. One is the designof a tunnel project under Fehmarnbelt,

connecting Denmark and Germany. Thistunnel will be the longest combined road-and-rail tunnel in the world if this projectis realized. Ramboll also is working on anew signaling system for the 3,000-kmrailway network in Denmark.

Denmarks COWI A/S has remainedstable, says CEO Lars-Peter Sbye. Lon-don-based Arup Group is fairly stable, adds Dilley. U.K.-based Halcrow Groupgrew sales and profits last year, mainly inAustralia, Asia, Latin America and India.

But it cut around 10% of staff, says CEOPeter Gammie. Globally, we are seeinga slowdown in decision-making.

    Strategies

Last year, you already started to see thedifference between [Asian markets] ...compared with Europe, says van Ee. Along-term correction is coming, he be-lieves. The only real advantage Europehas is knowledge and innovation. Ourfocus will shift to innovation and researchand development, he adds.

Going upmarket figures in Atkinssstrategy. The only way to survive is to beable to invest and stay at the higher end, says Clarke. We are not going to chasework for the sake of volume.

COWI plans to stay big by increasingits market share. Its strategy since 2006has been to settle in key regions, focusingon a handful sectors in which it ranks itselfamong the worlds top five players, saysSbye.

Halcrow will be more proactive in

advising clients on saving money, saysGammie. Mott has not made large redun-dancies, and we dont plan to, says Wil-liams. The relative weakness of the British

currency helps considerably to exportskills, says Dilley.Hyundai Engineering Co. is continu-

ing its strategy to expand into the con-struction side of the business. Most Ko-rean engineer-constructors started ascontractors, says Kim. He believes thatHyundai can parlay its engineering andmanagement skills to more effectivelyprovide full-range engineering-procure-ment-construction services.

    The market downturn has exposed

some firms as poorly run and has madeowners wary of the reliability of designfirms. Customers want certainty, andthey want to trust that the company theydo business with will be around also to-morrow and that it has a full understand-ing of their needs, says Pedersen.

Atkinss target sectors include renew-able energy, while nuclear new build iscoming very quickly, says Clarke. Fur-ther, the burgeoning interest in the de-carbonization of society represents a

large market. Energy and climate-changework is also in COWIs sights.

Another firm upbeat about the powermarket is Swedens F. We currently seelarge opportunities in the Middle East,East Europe and Russia, mostly in con-ventional thermal plants, says Eero Au-ranne, president, F Energy Division. However, he also is optimistic about thenuclear market, citing plants in Finland,Switzerland, Brazil and Sweden that arein the pre-design or design phase.

Prospects in the oil-and-gas and com-modities sectors are clearly very strong, says Williams. Gammie sees great poten-tial in energy and mining. Railroad op-portunities are just about everywhere.

    Bright Spot in Asia

Regionally, van Ee reports growing de-mand in a market curving from South Af-rica, through the Middle East, India, Ma-laysia and Indonesia, then to Australia. The underlying demographics and as-sociated strong economic growth of the

Asia-Pacific region point to a sustainedperiod of demand for engineering designservices, says Reynolds.

There are good opportunities in the

transport, energy and resources, and wa-ter sectors in China, Oceania and North

America, says Ian Shepherd, CEO ofGHD Pty Ltd., Australia. He says GHDslocal capabilities and understanding of thebusiness environments of the regions are

keys to GHDs success. For Arup, Asia is flourishing, says

Dilley. Were doing incredibly well inHong Kong with infrastructure projects.Arup remains active in China in buildingdesign and infrastructure planning.

With around 150 people in China,Mott is also present, but it is very diffi-cult to make money, says Williams. Phil-lippe Citron, managing director ofFrances SYSTRA, notes that China hasits own technical strength through its de-sign institutes, making it a tough marketfor foreign firms. China has been disap-pointing due largely to lack of access tomarkets, says Hitt of SMEC.

Large railroad investments are makingHong Kong a very strong market, says

Halcrows Gammie. Atkinss Clarkeagrees, adding that the territorys complexprojects play to his firms strengths.

For China Chengda Engineering,Southeast Asia, southern Asia and theMiddle East remain the strongest mar-kets. Chinese companies are competitiveones in these markets, says Chen.

With rising fee levels, India is goingto be a key part of our strategy, saysGammie. You cant ignore it, addsMotts Williams. Its a very vast market

and rich in term of people. The Middle Eastern market is recov-

ering slowly, and Atkins is moving deeperinto infrastructure, says Clarke. Regional

workload, adds COWIs Sbye, has def-initely slowed down but there are stilljobs in building, energy, climate changeand transportation.

The rebound in fuel prices is poweringnew work. With the price of oil stabiliz-ing above $ 70/barrel, all the Gulf coun-tries have set ambitious investment pro-grams that will have a positive repercussionon the design market in the near future, says Kosti Sefri, area director in Lebanonfor ACE International.

In Latin America, opportunitiesabound in Argentina, Brazil, Chile andVenezuela, says Gammie. SYSTRA alsohas its eyes on Latin America. One of theprojects it is tracking is the proposed 322-mile Rio de Janiero-So Paulo high-speed-rail project, says Citron.

Dougas of SKW is excited about SouthAmerica. The mining sectors within

Chile, Peru and Brazil continue to driveour business in the region, he says, citingSKMs acquisition of Chiles Minmetal asa major turning point for the firm.

    Stirrings of Work in Africa

Africa has shown selective strength forinternational designers. Relatively freefrom the banking crisis, Africa is experi-encing 6% to 7% economic growth, cre-ating business, says Sbye.

North Africa has provided many largeinfrastructure projects for internationalfirms. For example, Algeria, Moroccoand Tunisia are good places for workingon mass transit and railways, says Cit-

ron of SYSTRA. The firm currently isworking on the Kenitra-Tangier high-speed-rail project.

There are opportunities in central andsouthern Africa. For example, Rambollhas delivered about 500 mobile telecomtowers in Ghana, Nigeria and Gabon totelecom solutions provider Shenzhen,China-based Huawei Technologies Co.Further, the two companies recentlysigned a new five-year framework agree-ment for as many as 900 more towers this

year in both central and southern Africa, says Pedersen.

Globalization has had many positiveaspects on the international design profes-sion. The ongoing globalization processhas had a positive effect on the interna-tional design industry since it has helped

to standardize not only design criteria butalso business practices, says Sefri ofACE.

However, a global economy also means

the impact from regional financial diffi-culties will ripple around the globe, re-quiring designers to be ready to respond.Weve always been willing to climb on a

The international design market rapidly is becoming domi-

nated by multidisciplinary megafirms. Despite soft markets,

some are growing through mergers and acquisitions around

the globe. Among ENRs Top 150 Global Design Firms,

there are 32 design firms with a total design rev-

enue of more than $1 billion each in 2009. However,

size is no protection against a falling market, as the 16 largest

designers on the ENR Top 150 Global list all saw a decline

in design revenuebetween 2008 and 2009.
