The statistical portrait is based on 11 indicators of child well-being: (1) children living in poverty; (2) children in families receiving food stamps; (3) children receiving free or reduced-price school lunch; (4) children born to teenage mothers; (5) children born at low birthweight; (6) children transferring schools; (7) children not graduating on time; (8) children arrested for serious crime; (9) children abused and neglected; (10) children in out-of-home placements; and (11) children dying from homicide, suicide and injuries. Following an introduction, the data book provides regional and statewide statistical summaries for each indicator, discusses the importance of the indicator, describes potential improvement strategies, and notes Minnesota trends. The second section and bulk of the report provides data by county, including demographics, areas of positive improvement and concern, and trends to watch. Data are compared for 1991, 1996, and 2000, and data for individual counties are compared to the overall statewide data. Among the long-term trends noted are a 10 percent decrease in poverty among children, a 23 percent increase in children born at low birthweight, and a 14 percent decrease in children born to teen mothers. SUBJECT: Information on the Policy Committee Agenda for January 25, 2017 Meeting

Here is information on Policy Committee agenda items. 7. Acceptance of the Central County Transportation Authority as a Voting Member (Enclosures) (ACTION) As of October, 2016, the Central County Transportation Authority took over the operations, resources, and liabilities of the City of Kalamazoo’s Metro Transit operations. With the transition, the Kalamazoo Transit Advisory Board suspended its activities and the Central County Transportation Authority is now the authority responsible for the urban area operations of Metro Transit. It is time to replace the Kalamazoo Transit Advisory Board with the Central County Transportation Authority as a voting member of the KATS Policy Committee. The KATS Bylaws (Article III, Section 1 and 3), provides for voting membership of local elected or appointed officials from units or public transportation service providers and allows the KATS Policy Committee to admit new voting members on a two-thirds vote of members present. Staff recommends that the Policy Committee accept the Central County Transportation Authority as a voting member and welcome Ann Nieuwenhuis as their representative. Appendix A will be updated to add the Central County Transportation Authority and delete the City of Kalamazoo Metro Transit from the list of voting members. 9. Auditor’s Report on the FY 2016 KATS Audit Aaron Stevens of Abraham & Gaffney will present the auditor’s report on the completed FY 2016 financial audit of KATS. There are no findings in the audit. Copies of the draft audit are available from KATS ahead of the meeting. Hard copies of the report will be available at the meeting. The action requested from the Policy Committee is to accept this FY 2016 audit report. 10. FY 2017 – 2020 Transportation Improvement Program Amendments (Enclosures) (ACTION) The FY 2017 – 2020 Transportation Improvement Program is the listing of projects, funded with available federal funding that supports the KATS Metropolitan Transportation Plan. It contains road, transit, congestion mitigation air quality, and safety projects planned for completion within the four year time period. The local Act 51 agency road projects are on the list based on the Project Prioritization Process adopted by the Policy Committee to rank proposed projects for federal funding. Now that the Transportation Improvement Program has been reviewed and approved, changes can be made that reflect more recent information. The list included in your packet contains 15 projects that are proposed to be added, have cost adjustments, or are deleted from the Transportation Improvement Program. The projects include the following:

The addition of a FY 2017 MDOT right of way phase project for the northbound US-131BR project between Michigan Avenue and Hopkins mill and resurface project in Kalamazoo. The total project cost for this phase is $30,000 with @25,000 coming from federal sources.

The addition of a FY 2017 MDOT General Program Account for trunkline livability and

sustainability projects in the KATS Area. General Program Accounts are intended to contain in one place smaller projects in that category. This General Program Account is $125,000 funded with federal Congestion Mitigation and Air Quality funds.

The addition of a FY 2017 MDOT preliminary engineering phase for a corridor traffic responsive traffic signal project on Stadium Drive between 11th Street and Academy Street. The total project cost is $295,000 coming from federal Congestion Mitigation Air Quality funds.

The addition of a FY 2017 City of Kalamazoo project to construct a shared use path on Drake between West Michigan Avenue and Greenbriar. The total project cost is $401,000 with $321,000 coming from federal safety funds.

The addition of a FY 2019 MDOT project on Stadium Drive from 11th Street to Academy to install the Corridor Traffic Responsive traffic signal system that began in FY 2017.

A change in cost for a FY 2017 Road Commission of Kalamazoo County D Avenue bridge over the Kalamazoo River restoration and rehabilitation project. Federal, State, and local funds increased to a project total of $414,000.

A change in costs for the FY 2017 MDOT project to resurface M-96 from 35th Street to the west village limit of Augusta excluding the City of Galesburg. The Project total cost is now $958,000 with $784,000 coming from federal sources.

A change in costs for a FY 2017 MDOT project to rehabilitate various I-94 bridges near US-131. The total project cost decreased to $570,000 with $467,000 coming from federal sources.

The change in cost of a FY 2017 MDOT General Program Account for Trunkline Preventive Maintenance at various locations in the KATS area. The new cost is $612,000 of MDOT funds.

A change in cost for a FY 2017 Road Commission of Kalamazoo County safety project to complete traffic signal system improvements on Sprinkle between G Avenue and Market Streets and between Kilgore Road and Zylman Avenue. The Local share of the project decreased from $200,000 to $102,000.

An increase in local costs for a FY 2018 Portage project to resurface Westnedge Avenue between Romence Road and Mall Drive. The Local cost increased from $327,000 to $525,000.

A minor change in a FY 2018 Metro Transit bus stop update program at various locations. The cost increased from $10,000 to $13,000 in MDOT funds for this $63,000 project. The balance of the $50,000 comes from federal sources.

The change in cost of a FY 2019 MDOT project to replace the bridge deck of US-131 over Amtrak and KL Avenue. The total project cost is $10,346,000 with $8,468,000 coming from federal sources.

The deletion of a FY 2017 MDOT project to reconstruct and install a traffic circle on M-40 at 62nd, 32nd, and CR 653 in Van Buren County. The project was dropped following public involvement.

The deletion of a FY 2018 MDOT project to widen and resurface the outside shoulder on eastbound I-94 from Miller to 40th Street.

The Technical Committee reviewed and discussed these project changes. The Technical Committee and Staff recommend that he Policy Committee approve these project amendments to the FY 2017 – 2020 Transportation Improvement Program. 11. FY 2016 Designated Recipient for Urban Transit Funding (Enclosures) (ACTION) In May 2016, staff prepared the resolution to name the Central County Transportation Authority as the Federal Transit Administration designated recipient for federal urban public transportation funding in the KATS urban area. However, the prior action naming the City of Kalamazoo as the designated recipient expired at the end of FY 2015. The resolution passed in May of 2016 naming the Central County Transportation Authority as designated recipient started with FY 2017. This left a gap for FY 2016. The attached resolution will extend the Federal Transit Administration urban funding designated recipient status of the City of Kalamazoo for the KATS urban area through fiscal year 2016. The resolution naming the Central County Transportation Authority as designated recipient passed in the May 2016 Policy Committee meeting took effect in fiscal 2017.

KATS as the Metropolitan Planning Organization for the urban area must agree with the designation by resolution. The agreement for the Central County Transportation Authority to share a portion of the KATS area urban funding with Van Buren Transit is coming close to fulfilment. Following review and advise from the Federal Transit Administration, and MDOT, a draft agreement exists. Staff recommends that the Policy Committee approve the Resolution extending the Federal Transit Administration urban funding designated recipient status for the City of Kalamazoo through fiscal year 2016. 12. Federal Certification Report Discussion (Enclosures) Andrew Pickard from the Federal Highway Administration Regional Office will be here to discuss the first KATS Certification Report. Once KATS became a Transportation Management Area, having an urbanized population exceeding 200,000, the KATS planning activities are reviewed by the Federal Highway Administration and the Federal Transit Administration. After the on-site review, a report was issued that found that KATS was in compliance with the regulations but that there were areas that we could improve on. In addition a corrective action to include more treatment of four planning factors in our 2045 Metropolitan Transportation Plan was included. This corrective action required that KATS provide a draft of the additional discussion of these factors by the end of January 2017. The final draft is to be incorporated in the Plan by July of 2017. KATS staff and staff from Federal Highway and Federal Transit Administrations and MDOT staff were helpful to KATS in planning how best to address the corrective action. The plan arrived is to add an appendix that incorporated the additional information and identifies where the various planning factors are in the Metropolitan Transportation Plan. The draft was sent to our planning partners on Friday, January 13, 2017. Staff looks forward to continuing our efforts to address the corrective action and to improve our planning process. 13. Pedestrian, Greenway, and Transit Study Update (Enclosures) The Pedestrian, Greenway, and Transit Study has been under way and is beginning the public involvement process. A public Information Meeting has been scheduled on February 7, 2017 from 4:00 to 7:00 p.m. at Metro Transit to gather comments and input from the public. A copy of the flyer is included in your packet. 14. Public Transportation Updates Members of the Kalamazoo County Transportation Authority Board, the Central Country Transportation Authority Board, Van Buren Public Transit, and/or staff will provide additional updates to the Policy Committee as appropriate. 15. Executive Director’s Report Payments from MDOT – KATS has recently received overpayments from MDOT for the billings for the KATS program. These overpayments are for a prior closed fiscal year and for our most recent billing. Staff has contacted MDOT Finance and our program manager to resolve this issue. The problem is related to our in kind contributed services. Transportation Improvement Program Amendments – The Michigan Department of Transportation, the Federal Highway Administration, and some Metropolitan Planning Organizations including KATS have been meeting to come up with some more uniform policies that govern whether a change in a project in the Transportation Improvement Program is handled as an amendment or as an administrative modification. Since the individual policies of the Metropolitan Planning Organizations vary, uncertainty is involved at the State level on how to process the changes. KATS developed an Administrative Modification Policy in the past to reduce the number of amendments that are brought to the Policy

Committee for action, allowing smaller changes to be approved administratively. Our dollar change is 20% of the total project cost. The committee has recommended that the threshold be 25 percent of the total project cost. If approved by the association of Metropolitan Planning Organizations, there will be a one year trial period with the consistent cost change threshold. It is intended that consistency will reduce the time required to process changes and allow focusing at the state and federal level for more significant changes to projects. Safety Performance Measure Data – The recently approved Safety Performance Measure that is part of the performance measures included in the federal legislation funding surface transportation has a requirement for the states to gather and report on road system data elements for the entire public road network including the local non-federal aid eligible system. It has been realized at all levels that crashes occur on all types of roads. The states are required to have a plan by July 1, 2017, that details how they will provide the data. There will be a five year period to assemble and report the data. Information on the physical road network is part of the data needed. Depending on the roadway type and volumes, the data requested varies from minimal to extensive. Annual Average Daily Traffic is also needed for all of the system, in estimate or actual count form. MDOT is approaching the Metropolitan Planning Organizations and the Regional Planning Organizations to recruit our assistance in getting the data. We do have relationships with our member Act 51 agencies. The count data will be the biggest challenge to get, in staff’s opinion. Additional funding would be necessary if this were to proceed and available resources would need to be assessed.

Start, Executive Director Date: January 18, 2017 Subject: Technical Committee Report (January 12, 2017) The Technical Committee met on January 12, 2017 at 9:00 a.m. at Kalamazoo Metro Transit. There was one action item on the agenda for a recommendation for Policy Committee approval of the proposed amendments to the FY 2017-2020 Transportation Improvement Program. This is an action item on the Policy Committee agenda and will be discussed in the Informational Memorandum. Discussion items included updates on the Public Participation Plan review and revisions, the Pedestrian, Greenway and Transit Study, a review of 2016 Technical Committee Member attendance and voting status, and the 2017 Technical Committee calendar. Kalamazoo Metro Transit provided public transportation updates. There were also status reports on roads and planning activities which included: ROAD STATUS REPORTS Michigan Department of Transportation: Thus far, all bid prices are coming in favorably at about 8-10% under engineers’ estimates. Latham reported that MDOT is in the process of hiring a consultant for the next phase of the Downtown Kalamazoo Planning and Environmental Linkages Study. The illustrative alternatives and proposed operation improvements will be developed over approximately the next 12 months. A schedule will be available in February.

City of Portage: The Shaver Road improvement project from Vanderbilt to W. Centre will be in the March letting. The Angling Road improvement project from Squire and Heath to Romence will be in the April letting. Final drawings will be submitted next week. The city is currently evaluating detours and finalizing drawings for its’ Portage Road reconstruction project from Mandigo to Osterhout.

Road Commission of Kalamazoo County: The Stadium Drive Traffic signal projects came in 2% overbid. Tree removal is scheduled to begin in March and signal work scheduled to begin in April. Design work on Stadium Drive and 9th Street to US-131 will be completed within the next week or so. The Texas Township Texas Drive Trail Project has been selected for the 2016 American Public Works Association Project of the Year Branch Award. The Sprinkle Road project is targeted for February letting.

City of Kalamazoo: The Drake Road project and Burdick Street project are in the February letting. The Portage Road project and Vine Street project are on track for May letting. The Vine Street project between Davis Street and Oak Street is still in design and looking for obligation letting this year. The city’s local project for a roundabout at Harrison Street and Gull Road will be bid next month.

Village of Augusta: The village has been awarded grant funding through the Stormwater, Asset Management, and Wastewater (SAW) Program and will be moving ahead with infrastructure improvement plans in the spring. Engineering and budgeting work is being done.

LAND USE/PLANNING AND ZONING UPDATES

Kalamazoo County: The Brownfield Program continues to be active with major projects including one in the City of Portage with Stryker along with several others. The Master Plan process is continuing with a first draft of a population and land use map of the county completed. An updated version of the street guide will available by the end of the week on the website or for purchase through the Kalamazoo County Planning and Development office.

City of Portage: Stryker has recently purchased 288 acres of land from Pfizer between Lovers Lane and Portage Road south of Millham. A brownfield plan is underway with work being done with Stryker on a tax abatement. Construction is planned for early this year including a 500,000-square foot facility on the southeast corner of the purchased 288 acres along Portage Road. A new road is being constructed between Portage Road and Lovers Lane with another extending up to Millham Avenue. A new traffic light is being added on Portage Road opposite of another Stryker facility. State legislature has passed an amendment which will allow for medical research and tourism facilities to apply for Transportation Economic Development Funding (TEDF) which may make some of the Portage Road improvements eligible for funding.

Kalamazoo Area Transportation Study: State legislation has passed to eliminate local cost sharing in cities and villages whose population exceeds 25,000 on state interstate projects. This will result in cost savings to locals on I-94 projects.

Michigan Department of Transportation: MDOT has invested in a large amount of time evaluating the impact and feasibility of the new 75 mph speed limit limitation.

Subject: Public Transportation Monthly Report

This year marks the fiftieth anniversary of Public Transportation in Kalamazoo.

The service enhancements put into place by the Central County Transportation Authority and the Kalamazoo County Transportation Authority for later evening, shorter headways on busy routes, and Sunday service have shown increased ridership. Metro Transit staff tracks ridership on their routes and reports this to their authority boards.

DISCUSSION OF FEDERAL TRANSPORTATION FUNDING AND METROPOLITAN PLANNING ORGANIZATIONS – ERIC MULLIN FROM MDOT

Eric Mullen of the Michigan Department of Transportation presented on Federal Transportation Funding and Metropolitan Transportation Planning Organizations. (A copy of the presentation is available at www.katsmpo.org.)

Kinney inquired how the first come first serve basis for federally obligated projects is determined for funding. Mullen reported that once the complete biddable package is received from the local agency by the Michigan Department of Transportation, the project is obligated.

Reid2 asked when the current transportation legislation expired. Mullen reported that the Fixing Americas Surface Transportation (FAST) Act would expire in 2020.

Nielsen inquired if state revenues projections were on target for Michigan’s Road Funding Package. Mullen noted that state revenues are currently coming in as normal and that the revenue package would not be effective until January 2. Nielsen asked if there would be any changes to Act-51 formula changes. Mullen reported that no changes to the Act-51 are anticipated at this time. Mullen noted that the 21st Century Infrastructure Committee has projected an additional 4 billion in funding is needed annually. This is not limited to funding transportation. Mullen explained that the revenue package will be phased-in slowly and there are concerns with whether new legislators will support the revenue package. Nielsen observed that the gap between funding and need would continue to widen. Mullen concurred noting that the 1.2 billion needed through 2021 is the funding level needed for MDOT. The 1.2 milion in revenue MDOT will receive will go through the same formula as Act-51 funding and a portion distributed to locals so the gap is anticipated to widen.

Teeter asked what the acronym TMA stood for. Mullen noted TMA stands for Transportation Management Area which is a Metropolitan Planning Organization with an urbanized area with a population over 200,000. KATS is a TMA as of the last census. Start noted that as a TMA, KATS is now subject to a federal certification review to ensure KATS is meeting federal requirements for transportation planning. Prior to being designated as a TMA KATS had the ability to self-certify that it met the federal requirements rather than go through the federal review process. As a TMA KATS now receives its own allocation of funding for programs such as the Transportation Alternatives Program.

Nielsen inquired if Michigan is still the GAP donor state? Mullen noted that Moving Ahead for Progress in the 21st Century (MAP-21) established that every state receives 95% of the percent of the funds that the state contributes to the Highway Trust Fund. Michigan has achieved this.

PEDESTRIAN, GREENWAY, AND TRANSIT STUDY UPDATE

Stepek reported that today is the kick-off for public engagement for the Pedestrian, Greenway and Transit Study. KATS received additional planning funds from the Federal Transit Administration to fund the project. The study will focus on how to connect pedestrians and non-motorized users to the transit system.

Stepek reported a new website has been launched at www.katsmoves.org. Members interested in viewing the website were invited to stay after the meeting. The website features an interactive map where the public may leave comments and a survey. The study also has “meeting in a box” meeting materials available for public engagement.

Britigan asked how long the public input period would last. Stepek reported the public input period would be approximately a month and a half. Heppler inquired if the plan would tie into the trailways. Stepek reported that the Kalamazoo River Valley Trail (KRVT) from Galesburg to Battle Creek is starting pre-planning. That planning process and the KATS Pedestrian, Greenway and Transit Study will be coordinated. Heppler opined that the connection was a critical connection in the network.

Sorensen observed that there has also been discussion regarding connecting the KRVT to Grand Rapids. Stepek reported that Allegan County received a grant for its’ Interurban Trail.

Stepek noted that one of the outputs of the study is to identify a process for how projects for non-motorized connections will be ranked and prioritized so that KATS can better stage the projects and improve coordination for available funding between agencies.

ADOPTION OF MEETING CALENDARS FOR 2017

The proposed 2017 meeting calendars for KATS Policy Committee and Technical Committee were included in the meeting materials.

ELECTION OF 2017 POLICY COMMITTEE OFFICERS

Reid4 reported that the subcommittee consisting of Teeter, Sorensen and himself met regarding a recommendation for 2017 Policy Committee Officers. The slate recommended by the subcommittee is Paul Dykstra as Chair, Ann Nieuwenhuis as Vice-Chair, and Marsha Drouin as Treasurer. Those selected have agreed to the nominations.

PUBLIC TRANSPORTATION UPDATES

Teeter thanked everyone for their assistance in 2016 noting it was a year of transition and change for public transportation with the transition of fixed route service from the City of Kalamazoo to the Central County Transportation Authority. Sunday service and late night service were implemented in September and Demand Response Sunday service was implemented in February. The administration is still monitoring and evaluating ridership trends. Ridership on Sunday has been good. Teeter reported that Executive Director McBride will continue to explore methods to market the new services.

Deruyscher inquired-how late routes were running. Teeter reported that some routes are currently operating until midnight. Additionally, some of the busier routes have greater frequencies per hour.

EXECUTIVE DIRECTOR’S REPORT

Start reported that 21st Century Infrastructure Commission has released its report. A link to the report was contained in the Policy Committee Informational Memo. The infrastructure studied included streets, bridges, water and sanitary, utilities and broadband. There are several recommendations such as coordination of public utility work with road projects to avoid having to immediately tear up the road to make repairs such as for a watermain break.

Start continued stating that he and Joanna Johnson, Managing Director of the Road Commission of Kalamazoo County, are members of the Transportation Asset Management Council (TAMC). TAMC is charged with working with Act-51 Agencies to annually collect Pavement and Surface Evaluation Ratings (PASER) data on the federal aid system and determine how to best spend available dollars. TAMC is encouraging local agencies to submit Pavement and Surface Evaluation Rating data collected on local streets to the TAMC.

The Notice of Proposed Rulemaking for Metropolitan Planning Organization Coordination and Planning Area Reform has been approved. The rule requires that Metropolitan Planning Organizations with an overlapping Metropolitan Planning Area (MPA) to develop a single Metropolitan Transportation Plan, a single Transportation Improvement Program, and a jointly established set of performance targets for the MPA. KATS and the Battle Creek Area Transportation Study do have overlapping MPAs and are affected by this rule. The options available to achieve this are to merge, change the MPO boundaries, or created joint planning documents. The rule is effective after the next census in 2020 and affected MPOs will have 2 years to be in compliance with the rule. Start noted that there is time to discuss the matter with the Battle Creek Area Transportation. Additionally, the 2020 census may involve changes to the urbanized area so KATS will not know of the full impact until that time.

On the KATS Policy Committee Agenda for January, there will be an action item to extend voting membership to a representative from the Central County Transportation Authority, remove the Kalamazoo Transit Authority Board as a member, and amend the KATS Policy Committee Appendix A for these changes. Ann Nieuwenhuis has been designated as the representative to serve on KATS Policy Committee for the Central County Transportation Authority. Teeter asked if Nieuwenhuis’ appointment as KATS Vice-chair was alright procedurally given CCTA membership was not yet approved. Sorensen noted that terms for new officers did not begin until January and as such it was alright that members had appointed Nieuwenhuis.

Reid inquired if there was any money to implement the findings of the 21st Century Infrastructure Commission Report. Start reported there was no designated funding at this time.

Heppler reporting receiving information pertaining to utilities in the right of way in conjunction with a road project. He indicated concerns that the cost of relocating utilities buried in the right of way was the responsibility of the local jurisdiction. Start noted that this was not the case.

Start shared that the City of Portage was proactive in replacing the water mains as part of the Westnedge Avenue project.

NEW BUSINESS

Stepek reported that KATS would be hosting its annual KATS 101 Education Sessions for new members. More information will be emailed to members. Nieuwenhuis inquired if an advanced session would be available. Stepek reported KATS would host an advance session if there was interest.

Start requested changes to KATS Policy Committee members be emailed to KATS.

CITIZEN COMMENTS-NONE

MEMBER COMMENTS

Nieuwenhuis observed Michigan has had a significant amount of snowfall so far this year. She recommended extending a thank-you to businesses who shoveled the sidewalks. She also noted that local business in her experience have also been open to requests to shovel sidewalks. Given the number of people relying on public transportation, assistance in keeping access to bus stops via sidewalks is important.

Nielsen asked members to remember to submit reviews for the KATS Executive director prior to the January Policy Committee Meeting.

Heppler reported receiving complaints concerning contractor plow trucks plowing snow on or across the roadway. He noted this is illegal. He asked members to remind their local municipal police department regarding the matter. Sorensen noted that townships would need to rely on the county. Nieuwenhuis reported this can be done through their ordinance office. Newton reported this is an issue particularly after a thaw. When the temperature drops again, this creates hazardous ice conditions.

RESOLUTION BY THE KALAMAZOO AREA TRANSPORTATION STUDY SUPPORTING DESIGNATED RECIPIENT STATUS OF FEDERAL TRANSIT ADMINISTRATION SECTION 5307, SECTION 5310,

SECTION 5337, AND SECTION 5339 FUNDS

This resolution dated this 25th day of January, 2017 by the Kalamazoo Area Transportation Study (hereinafter “KATS”).

WHEREAS, the Federal Transit Administration (hereinafter “FTA”) requires the selection of designated recipient(s) for Federal Transit Administration Section 5307, Section 5310, Section 5337, and Section 5339 funding for urbanized areas with populations greater than 200,000; and

WHEREAS, the Kalamazoo urbanized area population in the 2010 United States Census exceeded 200,000; and

WHEREAS, KATS is the Metropolitan Planning Organization for the Kalamazoo urbanized area; and

WHEREAS, KATS is the designated Transportation Management Area for the Kalamazoo urbanized area based on the 2010 United States Census; and

WHEREAS, the City of Kalamazoo Transportation Authority Board, the Kalamazoo Country Transportation Authority and the Van Buren County Board of Commissioners were the public transportation service providers servicing the entire Kalamazoo urbanized area October 1, 2015-September 30, 2016; and

WHEREAS, designated recipient(s) in urbanized areas with populations greater than 200,000 shall receive, distribute, and dispense the FTA Section 5307, Section 5310, Section 5337, and Section 5339 funds for the urbanized area; and

WHEREAS, the City of Kalamazoo was the designated recipient of FTA Section 5307, Section 5310, Section 5337, and Section 5339 funding through September 30, 2015; and

WHEREAS, this resolution pertains only to FTA Section 5307, Section 5310, Section 5337, and Section 5339 funding and does not change any current designated recipient status of any public transportation agency for any other Federal Transit Administration or Michigan Department of Transportation funding sources.

NOW THEREFORE IT IS RESOLVED THAT,

The Kalamazoo Area Transportation Study agrees that the City of Kalamazoo continue as the Kalamazoo urbanized area’s designated recipient for Federal Transit Administration FTA Section 5307, Section 5310, Section 5337, and Section 5339 funding through September 30, 2016.

IT IS FURTHER RESOLVED THAT,

The City of Kalamazoo receive one hundred (100) percent of the Kalamazoo urbanized area’s Federal Transit Administration FTA Section 5307, Section 5310, Section 5337, and Section 5339 through September 30, 2016.

IN WITNESS WHEREOF, this agreement is retroactively effective October 1, 2015-September 30, 2016.
