•TO ENABLE THE CROSS-BORDER EXCHANGE OF CULTURE BY PROVIDING AN INNOVATIVE, MULTILINGUAL IT PLATFORM, BASED ON AVAILABLE OPEN SOURCE SOCIAL PLATFORM SOLUTIONS AND ADAPTED FOR CULTURE PRODUCERS (ARTISTS, MUSICIANS, ETC.), CULTURE OPERATORS (MUSEUMS, FESTIVALS, ETC.) AND OTHER ACTORS IN THE CULTURE MARKET•AN ONLINE TOOL, WHERE ALL ENTITIES WILL BE ABLE TO ADVERTISE, DISCUSS AND ORGANIZE CULTURAL EVENTS IN THE REGION•AN IMPORTANT SOURCE OF INFORMATION ABOUT THE CULTURE AND THE RELATED CULTURAL EVENTS IN THE REGION.

Main requirements for the platform:
Language of the platform – English, Bulgarian, etc. Available search engine (under an assigned word) Possibility for uploading minimum 5000 photos Possibility for optimization of the pages The platform must have a part for the users – the main part,
visible for the users. The platform must have an administrative part – panel for
platform’s content management.
Requirements towards the design
Observing the requirements of PRAG for Visual Identity Proper division of the main elements - heading part (header),
menus, content, footer Nice, purified interface, use of optimal number of colors and
adequate contrast Utility of the design, ability for carrying the inner pages of the
platform Superiority of the photo material, use of format in the texts Width of the platform suitable for presenting in dividing capacity
1024х768 pixels without horizontal scrolling
Requirements towards the content and the structure
Organization of the main content of the site in a structure with availability for developing and adding
Proper presentation of the platform’s structure through menus and supporting navigation elements (buttons, breadcrumbs)
Maximum short way for finding information Search under a key word in the frames of the platform Creation of an unified form for filling the information

Module for management and presentation of news - a list with news, news details – title, text, data
Module for presentation of objects A list of objects: availability for presentation of a list of objects
for searching through their location (district, city, municipality, village), for type of the object (cultural, historical, archaeological, etc.), under a name (with the web search engine of the site)
Details for the object: name, text, photos, location, type, map position, related objects
Module for return connection – filling a form Module for content management – informative pages

Technical requirements
Use of popular programming languages and data base with open code (HTML, PHP, MySQL )
Observing the standards for elaboration of platform of W3.org
Use of photos for presentation of the text information only where it is necessary, minimum use of outer technologies - JAVA, Flash, etc.
Observing the principles for accessibility and utility of the platforms – An option for attachment of files
Functions for avoiding spam
Technical requirements
Observing the best UI (User Interface) and UX (User Experience) practices
Valid HTML 5 and CSS 3 code
Conformability with different browsers
Adaptive (Responsive Design) and mobile design
Elaboration and integration of systems for content management (CMS)
Web design based on the best SEO practices

Creation of RSS flow for the news on the platform
Optimization of the content and the structure for the search devices, instruments for initiation of meta data to the pages
Translation of the interface part of the platform
Setting of counters for a statistic of the platform’s visits.

Semantic HTML codes
Good inner connection and map with the content
Edit of the information from all of the pages
Addition of unlimited number of domestic pages
