AECASSOWARY 6 reported thatkpr) Modest EPETSKYY has solicited his aid in .obtaining more information about his pa ents in Lvov from AEBLEACHER. REPETSKYY's request was prompted by his assumption that AECASSOWARY 6 had contact with the "other American agency" which took over AEBLEACHER from ODOPAL. AECASSOWARY 6 was advised by us to refrain from discussing this matter further with REPETSKYY. In the meantime, however, information REPETSKYY seeks will be passed to ODOPAL with a request that they give it to REPETSKYY. During the period reported on, the Kar6tTF1ILZ documents were releasedto the public in Germany by AECASSOWARY 1 and AEDRUMMER 1 staffers. On210 July an all-Ukrainian press conference was held in Munich during Whichthe documents were released, and on 24 July a similar conference was heldin Bonn for German and other foreign journalists, etc. Both conferenceswere very successful and were followed by a wide dissemination of theprisoners' appeal in both the German and the Ukrainian press.

Operational Matters and Comments:

1. Operational business transacted included the following:

a) Received accountings for AECASS(WARY 1 and AEDRUMIM.newspapers for the months of April, May and June.

b) After some delay, AECASSOWAR:: 3 finally came throughwith an organizational breakdown chart of AEDRUMMER 1. (Thiswill be translated into English and forwarded to headquartersalong with a request that key people in AEDRUilit:H be assigneda cryptonym in this category.)

c) Received several copies of AECASSOWARY 1 and AEDRUMMER1 newspapers.

On 6 June the Union of Ukrainian Journalists held aeeting during which it was formally decided to call Boris

TSKIY before the group to explain his recent activities andrest on charges of espionage. A letter was drafted during

this meeting for thi ••se. However, someone attending themeeting, probably Dmi , • ANDREIVSKIY, warned LEVITSKIY of theaction contemplated, cau ing the latter to resign from the Unionof Ukrainian Journalists. Whoever warned LEVITSKIY also with-held mailing the Union's letter to LEVITSKIY until after he hadresigned, for when he finally got the invitation, he answered itby saying that he saw no reason to explain his actions to theUnion of Ukrainian Jou alists since he was no longer a memberof that organization.

1. Almost the entire meeting was spent discussing the forthcomingpublic release of the Karolina HILZ documents, both in PURIM and inGermany. Upon receipt of notification from AECASSOWABY 2 that the documentshave been released publicly in FISPR1ME, AECASSMARY 3, AECASSOWABY 8 and otherAECASSOWABY 1 and AEDRU/dMi members are to hold a press conference in Munichfor Ukrainian journalists, emigre leaders, and other interested Ukrainiansduring which the documents are to be released and discussed. After the Munichconference, a similar meeting is to be held in Bonn for German and other foreignpress representatives. ABCASSOWABY 3 said he would let the undersigned knowwhen these conferences are to take place and would also furnish a report onthe results.

2. AzcAssa t :A 3 presented the undersigned a Mikhailov Committee letter10#received by Miros ,4q JARTINETS. This letter was signed by a notional group

calling itself "SO'c " and contained the usual appeal for its reader to returnto the Homeland. (The undersigned later learned that a similar letter had beenreceived by others and copies forwarded to headquarters.)

3. The next meeting is to be arranged via telephone.

Operational Matters and Comments

1. The above meeting was held in order to receive AECASSOWARY 3 and6's report on the European exploitation of the HILZ documents. The publicrelease of these documents followed a aim-ill:1r release in P8PRIME viaAECASSOWARY 2 and the American Ukrainian Congress Committee. In Germany,and specifically Munich, a press conference was held on 20 July attended byapproximately 70 Ukrainians representing the Ukrainian Emigre press, variousemigre organizations and private individuals. This conference was sponsoredby AECASSOWARY 1 and conducted by AECASSOWARY 8. Although AEGASSOWARY 3actually was the key person behind the exploitation of the HiLZ documents inGermany, for political and personal reasons, he chose to remain behind thescenes.

2. The Munich press conference was well received by those attendingalthough one or two visitors did ask rather naive and even embarrassing ques-tions regarding the authenticity and origin of the HILZ documents. By andlarge, however, all were impressed with the documents and most showed deepsympathy for the slave camp inmates who authored the documents. In fact,even the opposition to AECASSUJARY 1, AECAVATINA 6, was moved, and since theconference, published the documents in their paper with favorable comments.At the conclusion of the conference, a pro tern committee was selected to forma permanent committee which would study ways of exploiting the documents furtherin presenting the prisoner's plea to a wider audience and, of course, in thegeneral anti-Soviet struggle.

3. On 24 Jul; a press conference was held in Bonn for the benefit ofGerman and other foreign presses and interested parties. This conference wasconducted by AECASSOWARY 8 with the help of AECASSOWARY 3 and other AECASSOWARY1 and AMitUidiEd people. According to AECASSOKARY 3, this conference was evenmore successful than the one held in Munich for Ukrainians. To say the least,all present were impressed with the HILZ documents. Shortly after the confer-ence ended, Bonn radio presented a twenty-five minute program devoted entirelyto the HILZ documents, and BIAS in Berlin and radio Stuttgart also aired thematter for quite a lengthy time over their respective stations. The foreignpress and radio, said AECASSOWARY 3, gave the documents and pertinent backgroundinformation thereto treatment worthy of the best Ukrainian nationalist.

4. The above is rather a rough sketch of the results of AECASSOWAHY 1exploitation of the 11.112 documents. On 31 July, AECASSOWARY 3 will submit forour retention and information a complete report of the two press .conealong with press clippings, radio transcripts, etc. '

5. An interesting aspect of the release of the HIM documents, asidefrom their contents, is the fact that the sub—source of the documents(Karolina RITZ) and the method by which she brought them out of the SovietUnion, were not revealed at either press conference. Thus, if this informationis also kept secret by those releasing the documents in PBPRIME, then thedocuments, their publication, etc., should cause some concern for the Soviets,especially if they conclude that AECASSOWARY 1 and other emigre groups havechannels to the slave labor camps in the Soviet Union. Unless the source ofthe documents is divulged, wittingly or unwittingly, it seems certain the RISwill make an attempt to learn more about the documents. Their first target,quite naturally, will probably be Munich

6. Other matters discussed during this contact were:

a) The undersigned asked where St DANYLUK might be located.They replied that they had seen him recentl y at AECAVATINA 6 offices,working part—time on the paper.

b) The undersigned asked whether they had heard anything aboutthe alleged courier from the homeland reported in DIR-21503. Theyreplied in the negative.

7. The next meeting was scheduled for 31 July 1956.

1. Operational matters handled during the above meeting included thefollowing:

a) Paid the 4ViLDRULI,M1 and AERODYNAldC newspaper subsidy for themonth of August.

b) Received German Press clippings on the release of the HILZdocuments in Bonn by AECASSOWARY 3, 8 et. al. Following the success-ful press conference staged for the purpose of releasing the EILZdocuments to the German and other foreign press services, AECASSOWARY3 engaged several press clipping services to clip for him any materialpublished as the result of the conference. As reported earlier,German reaction to the HILZ papers was very favorable and an accountof the prisoner's appeals appeared in over forty German newspapers.These clippings, along with transcripts of several radio broadcastson the subject of the HILZ documents, were loaned to the undersignedby AECASSOWARY 3 for MOB perusal with a request that they be photo-copied for Headquarters' and AECASSOWABY 2'sVdification. (A copyshall be sent to Headquarters under separate Aspatch.) AECASS(WARY-3

llt1repeatedly expressed his deep satisfaction over e results of thetwo press conferences held for the release of t LZ documents andstressed the significance of the wide dissemination by the Germanpress in that not only has the prestige of the Ukrainian emigrationincreased because of its presentation of the plight of the prisoners,but because a genUine bit of anti-Soviet propaganda has been offeredthe German public which is certain to have lasting effects. Furtherpublic reaction to these documents, additional press clippings fromGerman and other foreign presses, and any other material pertainingto the documents will be submitted by AHCASSOWARY 3 when received.

c) AECASSOWARY 6 reported that recently he was approached by.1110r. MddesOTEPETSKYY (Person instrumental in the AEBLEACHERapprehension) who told 6 he had something very important to discusswith him. In the discussion which followed between these two,

\\\ PETSKYY confided in 6 the events leading to the arrest of AEBLEACHER.AliZASSWARY 6's report of this conversation has been passed to the

--case officer at MOB handling the AIMLEIMIER case.) The basis forREFETSKYY's approach to 6 in this matter is as follows. After CDOPAL

-) had arrested AEBLEACHER via the help of REPETSKYY, the latter turnedto them to learn what all AEBLEACHER knew about his (Repetskyy's)parents, brothers and sisters. ODOPAL told him they turned AEBLEACHERover to another agency (American). case, AECASSOWARY 6 was not in a position to help REPETSKYY but drew outREFETSKYY in order to inform us of the case as REFETSKYY knew it. Case officercomment: AEBLEACHER's approach to REFETSKYY was based on his contact with theREPETSKYY family in Lvov from whom he had gotten (via HIS help) letters andphotographs which he gave to Modest Repetskyy. After ODOPAL arrested AEBLEACHER,it was only natural that REPETSKYY would seek more information about hisfamily which he was certain AEBLEACHER was able to provide. However, sinceODOPAL had turned AEBLEACHER over to us, rather than tell REPETSKYY they wouldget additional information about his family, which they could have requestedof KUBARK and probably gotten, tttey told RETETSKYY AEBLEACHER was no longer intheir hands. Since no doubt REFETSKYY knew AECASSOWARY 6 was in contact withsome American agency other than °DUAL, and probably the one now holding AEBLEACHERREFETSKYY solicited his aid in obtaining the information he desired. With-out going into details, the undersigned told AECASSOWARY 6 that the matterbroached by REPETSK11 to him (AEBLEACHER case) was known to us and that unlessadvised to the contrary, he was to tell REPETSKYY, if asked, that he knowsnothing about the case. However, in all fairness to REPETSEYY and compensationfor his role in apprehending AEBLEACHER, information he seeks about his familyshould be provided him either via ODOPAL or AECASSOWARY 6. Furthermore, thiswould prevent REPETSKYY from seeking this information from his other emigrecontacts which, if not curtailed, will certainly lead to the blowing of theAEBLEACHER case. Abile ODOFAL was involved in the case, REPETSKYY was swornto secrecy but apparently, since ODOPAL has withdrawn from it, REFETSKYY

visa to 'Visit Turkey, the undersigned asked AECASSWARY 3 for his comments rethis. 3 Stated that for the past several years AECASSOWARY 1 was trying toget one of their representatives to visit Turkey to study the Ukrainian emigra-tion there, if such exists, and to determine from this whether it would beworthwhile to include Turkey in their field of emigre work. ORTINSKYYiseffort to go to Turkey was for this reason.

3. The next meeting with AECASSOWARY 3 and 6 was scheduled for 8August 1956.
