be reported to ACSFOR OT RD, Operational Reports Branch, within 90 days

The 27th Engineer Battalion (CBT) with it's attached unit,591st Engineer Company (LB), was moved to the I Corps area. The 31stMngineer Battalion (CDT) deployed from Fort Bliss Texas and wasassigned to the 34th ngineer Group in late April, it is currently bosedat Elackhorse.

4. PLAM., OPVArXOtJS, AND TRAINING:

a. Since the reorganization of tie Brigade Operations Section inlate Jonuary, t.h. Opertiorl Support Section has become more of rn S-3section. Th! section has become active in training, force developwnt,.OE and ITOE actions, doctrine, and engineer oriented '& D m.tters,contingency rnd defense planning, and all troop mwttors, such as chanaeof com.,-and ceremvnies and unit moves.

b. Following the VC/NVA Tet Offensive, in esrly Febmary, thebrigade's operational support effort was concentrated on constructingand improving instllation defenses and protecting vital facilities%ithin military bases. A large portion of this effort went to imnrovingLong 'linh PRst defenses. Over 48 percent'of the entire brigade effortwent to operational support missions in mid-Februpry.

c. During this period this headouarters directid the estvblisbmentof a Well Drilling School.

(I) The Construction Operation Section took over the writingof construction directives from Engineoring ad Plans the latter partof the lest reporting period. The section hps since been rcorganizedalong fuonctional lines to gain more expertise and faliarity withactiv- projects. A cl3rk-typist was transforred into the section fromthe CROPS Administrative section. The addition oC a typist, who willbucome familiar with the administrative details for constructiondirectives wll greatly reduce the routine details that h-.ve beenwritten by the action officers. The current organization of thesection is as shown on inclasure 1. Tho new organization bnvisionseach action officer maintaining suspense files, current status, and allcorrespondence pertaining to the projects within their area of resnons-bility.

(2) The responsibility for devising a presentation of thecurrent end future workload for the Brigrdn was transferred to COSfrom &P during the period. The statistician has primary responsibilityfor gathering and presenting this information. His current objectiveis to reviaw all projects, to insure that old 18th Brigade directivesand directives that have been inactive for a considerable period of timearc still valid and to be able to present the current Brigade level ofeffort.

b. The recuirement for crushed rock has greatly increased duringthis per ,o, the largest single demand being the ')olta Transportati6nPlan which provides crushed rock to All customers in the Dalta area.It ias determined thet a redistribution of the Brigade's rock crushingassets concentrating them at Long Binh and Vung Tau will increaseproduction from the present 15,000 - 30,000 cu,ic yards per week to40,000 cubic yrds per week durin the next four months. This willallow the Drigad.i to meet its crushed rock reouirements.

c. The Brigade now has four asphaltic concrete plants wich to-gethor reruire 3200 tons of mineral product per csy. These plents arelocatcd at Viing Tau, Long Binh rnd Cu Chi.

6. IiJMPEC1M 0! !,IAL: The dpte of the Annu.1! (ener.r' Inspections forthis herd:uarters has been changed from that reported previously to8 - 12 July 1968.

7. IN'MO.-MCVIO:

a. This period vaw a complete turnover of information personnel,to include the loss of an Information NCO (E-6). The present staffconsista of an Information Officer (It), an Information Specialist (SP474), a Still Photographer (SP4 V), W nd a Clerk Typist (0-C 33).

b. )uring- the third cuarter, FY 68, there were 3080 Vome TomReleoses and 389 Feature Stories submitted by the subordinate units ofthe 20th Brigade. The FTR Program is rtnning smoothly. Feeturn Storiesare beine submitted in sufficient ouantity, but continued emphasis isneeded to assure complete, factual avd timely reporting.

c. The USARV Daily Highlight Program is being strongly emphasizcdas it is the fastest system of getting newsworthy events released tonational and international media. T1,is program will reQuire extensivecooperation and support by all ynits. Once interest is genorpted,cormunications should be the only limiting factor.

d. r Jordan, a senior editoril writer from the National (eo-graphic Magizine, visited Operation "Pinnaroo", a joint land cl&;ringeffort by 20th Engineer Brigade end Australian engineers.

8. CIVIC ACTION:

a. Civic action, in its varied categories continues to be veryeffective. The most inhibitive factor to the Civic Action Program isthe tremendous engineer ronuiremrit in such priority areas as Operati onalSupport and Lines of Communication, which leave little time or eewinmnentavailable.

b. All three subordinate groups continue to maintain well coorn-inated Civic Action Programs, working closly with province -nd district

~advisors.

c. Some of the more significant assistnce provided durin, t1-isreporting period -was material and labor provided to schools, hospitalsand orphn-nages throughout Rien oea and Tong An Provinces. Assistnncein re'-uilding the market place at Tsn Uyen and the AFVI housing at FocMwo both destroyed by the TgT aggression, was a vsluable stenDingstone to stronger US-VII relations.

d. Instal.lion of P secure landline teletype system from .de Hq toP11 subordinate groups using the dediceted circuits already installedwithin the 20th ngr Bde was begun.

10. CI!PLAIB:

a. On 25,26, and 27 February, a chaplains conference was heldfor all chaplains of the 20th Engineer Brigade. The attendance wasstaggered so that eight came at a time. In this manner, there waschaplain coverage in bach Group.

b. A 20th Digineer Brigade Regulation 165-1 was published on 23April 1968. This set command goals for Character Guidance at 85% ofpresent for duty; chapel attendance at 25% of presi.,nt for duty; chaplainpastoral activities at 75% of chaplain time with troops; and sixreligious services per chaplain per week.

11. HEMDOUART WRB COIPANY:

a. Headquarters Company was assigned the responsibility ofoperating a Sector Operations Center in defense of' Bien Hoa Army Base.This additional responsibility places considerable strain on the imitwhich is al1ready heavily burdened with administrative duties.

b. Headquarters Company borrowed various coinmunicatiofis equip-ment and weapons in order to fulfill defensive reouirements.

c. PLL clerk classes were attended at Long Binh, enabling thisunit to improve .its PLL Control policies. ?PI. Control has been furtherenhanced through 3 PLL clerks responsible for mess, supply, and mainten-anco, respectively, with the control PILL being in the maintefiance section.A PLL clerk has been reauested through the personnel section.

d. A TARES clerk (MOS 76P10) has been reruested through thepersonnel section to improve the companies TARTS management program.

a. Reference item concerning personnel, page 8, paragraph 1:Concur. USARV Regulation 614-185 outlines the procedures for theannotation of officer requisitions for special career program membersfor specific duty positions. Due to an administrative oversight, the

20th Engineer Brigade has not annotated officer requisitions in accord-ance with USARV Regulation 614-185.

b. Reference item concerning training and organization, page 9,paragraph 3: Nonconcur. An ITOE for Engineer Brigades in RW. wassubmitted to Department of the Army in February 1968. The proposed:TOE provides Engineer Brigades with tactical voice/RATT and secureland line teletype circuits to higher headquarters and assigned groups.This is considered sufficient back-up comunications for use duringtemporary outages in the AACOXS.

c. Reference item concerning -iedical, page 10, paragraph 6:Concur. The penicillin-probenecid technique as promulgated in Janu-ary 1968 is proving satisfactory. A message will ue disseminated toall USARV medical units with recomoiendations to follow specifiedtreatment programs for acute gonorrhea. The penicillin-probenecidtechnique will be included in the choice of treat-ents to be employedand will be the preferred method.
