ORDER:
The Government have decided to implement the scheme of free
distribution of a package of electric fan, mixie and grinder to the women
beneficiaries belonging to families holding family cards which are eligible for
drawing rice. His Excellency the Governor of Tamil Nadu in his address to
the Legislative Assembly on 3.6.2011 made the following announcement,
"This Government will procure and distribute electric fans, mixies and
grinders to the women as promised and commence its distribution with
effect from September 15th, 2011, on the occasion of the celebration of
Perarignar Anna's birth day. During 2011-2012, about 25 lakh families
will be covered. About 1.83 crore women beneficiaries belonging to
families holding family cards which are eligible for drawing rice will get
this benefit and all of them will be covered in a phased manner".
2. The scheme will be implemented by the Special Programme
Implementation Department.
3. The Tamil Nadu Civil Supplies Corporation (TNCSC) is entrusted
with the task of procuring electric fans, !1lixies and grinders under this
scheme. The specifications for the electric fan, mixie and grinder shall be
finalised by the TNCSC taking in view the usage of the electric fan, mixie and
grinder in an ordinary household. The items under the scheme shall be
procured in a transparent manner through competitive bidding process
following the procedure stipulated in the Tamil Nadu Transparency in Tenders
Act 1998 and Rules 2000. Selected suppliers would be requiied to set up
service and repair centres at district level.
4. The distribution of the electric fans, mixies and grinders shall be
done through the respective District Collectors.
5. Women in 1.83 crore families holding family cards which are eligible
to draw rice at present under Public Distribution System (PDS) shall be
supplied with the package of electric fan, mixie and grinder. While distributing
this package, rural areas will be covered first and 25 iakh households will be
covered during the current financial year 2011-12. The remaining household
will be covered in a phased manner.
6. During 2011-12, 25 lakh packages of electric fan, mixie and grinder
will be distributed covering the women beneficiaries belonging to families
holding family cards which are eligible for drawing rice as indicated in para-5
above. Sanction is accorded for a sum of Rs.1250.00 crores (Rupees One
thousand two hundred and fifty crores only) for free distribution of 25 lakh
packages of electric fan, mixie and grinder.
7. The expenditure sanctioned in para-6 above shall be debited to the
following new Head of Account.
"2235 Social Security and Welfare - 60 Other Social Security and
Welfare Programmes - 200 Other Programmes - Schemes in the Eleventh
Five Year Plan - II State Plan KU Free Distribution of Electric Fans, Mixies
and Grinders - 24 Materials and Supplies (DPC 2235 - 60 - 200 KU 2407)".

8. The Expenditure sanctioned in para 6 above shall constitute an item
of "New Service" and the approval of the legislature shall be obtained in due
course of time by an inclusion in the supplementary estimates for the year
2011-2012. Pending approval of the legislature, the expenditure shall initlaliy
be met by drawal of an advance from the Contingency Fund. Orders
regarding this will be issued by the Finance (BG-I) Department separately.
The Secretary, Special Programme Implementation Department, Secretariat,
Chennai - 9 shall apply to the Government in Finance (BG-I) Dept. in
prescribed format along with a copy of this order for sanction of an advance
from the Contingency Fund. The Secretary, Special Programme
Implementation Department, Secretariat, Chennai - 9 shall also send
necessary draft explanatory notes for inclusion of the expenditure in the
Supplementary Estimates for the year 201'1-2012.
9. The amount sanctioned in para 6 above shall not be paid in cash but
kept in P.O. Account of Tamil Nadu Civil Supplies Corporation (TNCSC) by
contra credit to uK. Deposits and Advances (b) Deposits not bearing interest
8443-00 Civil Deposits - 800 Other Deposits - BJ Deposits of Tamil Nadu
Civil Supplies Corporation (TNCSC) (DPC 8443-00-800-BJ OOOG)(Receipts)".
10. The Section Officer (Bills), Special Programme Implementation
Dept. is authorised to draw the amount sanctioned in para 6 above by means
of an account payee cheque drawn in favour of P.O. Account of the Tamil
Nadu Civil Supplies Corporation (TNCSC) indicating the account number
thereon and disburse the same to TNCSC. The amount shall be drawn in four
equal instalments based on the utilization.
11. The Secretary, Special Programme Implementation Depariment is
the Estimating, Reconciling and controlling authority of the above new sub
head of account. The Pay and Accounts Officers/Treasury Officers
concerned are requested to open the above new sub-head of account in their
accounts.

12. The detailed guidelines regarding the distribution shall be issued
separately.
13. This order is issued with the concurrence of the Finance
Department vide its U.O.No.129/Secy(Expr)/Fin(F&CP), dt03.06.2011 and
ASL NO.71 (Seventy One).
