• Sampling for a clean fill determination should consider current and former use in selecting analysis (i.e. agricultural, metals, wood preservation, etc).
Sampling should consider Use and Adjacent Use

• Avoid collection of asphalt material in matrixEven a small amount of asphalt in a soil sample can
contribute unacceptable concentrations of PAHs, particularly benzo(a)pyrene
• Stained or odorous contaminated soil is excluded from clean fill consideration
• Sheen testCan provide an easy “No Go” decision
Field Sampling Tips

• TPH data alone is no longer acceptable for determining clean fill
• Clean fill guidance allows statistical analysis of sample data
• Ensure an adequate amount of samples are collected– Typically, stockpile sampling for disposal warrants one
sample per 100 tons for the first 1,000, then one per every 500 tons
– Landfills and other receiving facilities are relying on owner’s best judgment for sampling
Comparison and Use of Data

• Evaluation of whole volume of soil cut– If upper foot contains concentrations of elevated lead,
evaluation of entire soil cut may result in blending effect and concentrations below DEQ clean fill values
– Performance of stockpile sampling
• Use of ISM Sampling• Segregation of layer of elevated concentrations
(i.e., surface soil) may limit the amount of soil requiring management
