Title I School Parent and Family Engagement Policy 2020-2021 LAKELAND ELEMENTARY 1. Such policy shall be made available to the local community and updated periodically to meet the changing needs of parents and the school. Section 1116 (b)(1) & (e)(5) The Lakeland Elementary Parent and Family Engagement Policy is jointly developed with and agreed on by the Site Based Decision Making Committee (SBDM). The committee, composed of parents and school staff, annually reviews and revises this policy during the month of May. Then, the approved policy is distributed and explained to parents at the beginning of each school year. The policy will be emailed to parents, posted on the school/district website, distributed at the back-to school Open House event, and given/discussed at the Parent-Teacher Conferences during the fall semester. The campus policy will be available to the local community through a direct link on the campus/district website. The mission of the Lakeland Parent and Family Engagement Program is to provide support for parents and families so that children are prepared socially, emotionally and intellectually to achieve the States high academic standards in a supportive and effective learning environment. Some of the documents that will be provided in English and Spanish include the School Policy, School-Home Compact, Campus Improvement Plan, Parent and Family Engagement event flyers, progress reports, report cards, monthly calendar, informative flyers, and school emails. Parents/families needing oral interpretation or written translations into other languages should contact the school principal. 2. Title I School Parent and Family Engagement Policy2020-2021

LAKELAND ELEMENTARY

1. 3. Lakeland Elementary School shall offer a flexible number of meetings, such as meetings in the morning or evening, and may provide, with funds provided under this part, transportation, childcare, or home visits, as such services relate to parental involvement; Section 1116 (c)(2)

• Lakeland will offer a variety of meetings at convenient times throughout the year to meet the identified needs of parents/families, such as: monthly parent meetings (coffee with the principal) and meetings about various other topics including, but not limited to, informative meetings regarding math, reading/writing, and science curriculum, STAAR assessments, parenting skills, and health/wellness. The school may assist with needed Family Engagement supports to promote active participation in the meetings, such as transportation, childcare, or home visits when requested.

4. Lakeland Elementary School shall involve parents, in an organized, ongoing, and timely way, in the planning, review, and improvement of programs under this part, including the planning, review, and improvement of the school parent and family engagement policy and the joint development of the schoolwide program plan under section 1114(b) (Campus Improvement Plan), except that if a school has in place a process for involving parents in the joint planning and design of the school’s programs, the school may use that process, if such processincludes an adequate representation of parents of participating children; Section 1116 (c)(3)

• Parents/families jointly develop the PFE program and activities by electing to participate in our parent/family surveys. The Site-Based Decision Making (SBDM) Committee, including parents, will study the parent evaluation responses and compile trends. The Lakeland Elementary Parent and Family Engagement Policy is jointly developed with and agreed on by the Site Based Decision Making Committee (SBDM). The committee, comprised of parents and school staff, annually reviews and revises this policy during the month of May. Then, the approved policy is distributed and explained to parents at the beginning of each school year. Additionally, the SBDM will jointly develop the Title I CIP School Wide Plan with the active participation of parents.

5. Lakeland Elementary School shall provide parents of participating children: (A) timely information about programs under this part; (B) a description and explanation of the curriculum in use at the school, the forms of academic assessment used to measure student progress, and the achievement levels of the challenging State academic standards; and (C) if requested by parents, opportunities for regular meetings to formulate suggestions and to participate, as appropriate, in decisions relating to the education of their children, and respond to any such suggestions as soon as practicably possible; Section 1116 (c)(4)

• Additional parent information meetings, both formal and informal, will be held to explain and discuss Lakeland’s accountability rating, assessments used to monitor and measure student progress, curriculum, as well as Principal forum /coffee chat on topics or concerns expressed by parents.

6. If the schoolwide program plan (Campus Improvement Plan, CIP) under section 1114(b) is not satisfactory to the parents of participating children, submit any parent comments on the plan when the school makes the plan available to the local educational agency. Section 1116 (c)(5)

• The CIP is explained to parents during the annual Title I Parent meetings in the fall and the Site- Based Decision Committee Meeting in fall.

• If the parents have negative comments, the comments will be given to the school principal who will submit the comments to the District’s State and Federal Programs office.

7. To ensure effective involvement of parents and to support a partnership among the school involved, parents, and the community to improve student academic achievement, Lakeland Elementary School shall: Section 1116 (e)

(i) provide assistance to parents of children served by the school, as appropriate, in understanding such topics as the challenging State academic standards, State and local academic assessments, the requirements of this part, and how to monitor a child’s progress and work with educators to improve the achievement of their children;Section 1116 (e)(1)

• Parent-Teacher conferences will be offered at Lakeland in the Fall semester and on an individual as-needed basis and at a variety of times to increase parent awareness/involvement. These may be requested by the parent or teacher.

• Newsletters, personal contacts, written notices, marquee, school’s and teacher’s web pages will be utilized to establish and maintain open communication. Weekly folders will keep parents informed of classroom activities and student progress. Students receive progress reports mid-way through each nine weeks period.

• Parents are always encouraged to request opportunities for regular meetings to offer suggestions and to participate, as appropriate, in decisions relating to the education of their children. The school will respond to suggestions as soon as is practically possible.

(ii) provide materials and training to help parents to work with their children to improve their children’s achievement, such as literacy training and using technology (including education about the harms of copyright piracy), as appropriate, to foster parental involvement; Section 1116(e)(2)

• Lakeland employs a full-time Family Engagement Liaison who is fluent in English and Spanish who can assist parents/families with questions or concerns. The Family Engagement Liaison provides materials and trainings to support parents/families throughout the year, including, but not limited to:

o Literacy trainings (i.e. Come Read with Me) o Math training (i.e. Come Count with Me) o Nutrition/Wellness Classes o Math, reading, and science nights

(iii) educate teachers, specialized instructional support personnel, principals, and other school leaders, and other staff, with the assistance of parents, in the value and utility of contributions of parents, and in how to reach out to, communicate with, and work with parents as equal partners, implement and coordinate parent programs, and build ties between parents and the school; Section 1116 (e)(3)

• Lakeland staff participate in professional development trainings offered during PLC and faculty meetings from the district and school counselors, the district and school behavior

coach and the district Parent Involvement coordinator. These trainings focus primarily on the social and emotional growth of children.

• Lakeland Staff receive on-going training from district and campus instructional support personnel and math and reading consultants in order to improve the classroom instruction to meet the needs of more students.

(iv) to the extent feasible and appropriate, coordinate and integrate parent involvement programs and activities with other Federal, State, and local programs, including public preschool programs, and conduct other activities, such as parent resource centers, that encourage and support parents in more fully participating in the education of their children; Section 1116 (e)(4)

• District parent/family/community events (i.e. Special Education, English Learner, Gifted and Talented, Health/Wellness fairs)

• Community social service agencies such as HAAM and Legacy

(v) provide such other reasonable support for parental involvement activities as parents may request. Section 1116 (e)(14)

• Other types of PFE programs/services that may be provided by the school or requested by parents/families include computer classes and English classes.

This “Title I School Parent and Family Engagement Policy” was developed jointly with and agreed upon by staff and parents of children participating in our school’s Title I Part A program as evidenced by meeting agendas, sign-in sheets, and minutes. The policy was adopted by Lakeland Elementary School on May 8, 2020 and will be effective for the entire 2020-2021 school year. The plan is reviewed annually and revised as necessary. The school will distribute this policy to all parents of participating Title I Part A children on or before September 30, 2020. 1. • Siempre se alienta a los padres a solicitar oportunidades para reuniones regulares para ofrecer sugerencias y participar, segun corresponda, en las decisiones relacionadas con la educacion de sus hijos. La escuela respondera a las sugerencias tan pronto como sea practicamente posible.

• El personal de Lakeland participa en capacitaciones de desarrollo profesional ofrecidas durante las reuniones de PLC y facultad del distrito y los consejeros escolares, el entrenador de conducta del distrito y la escuela y el coordinador de participacion de padres del distrito. Estas capacitaciones se enfocan principalmente en el crecimiento social y emocional de los ninos.

• Eventos distritales para padres / familias / comunidad (es decir, educacion especial, aprendices de ingles, dotados y talentosos, ferias de salud / bienestar)

• Las agencias de servicios sociales comunitarios como HAAM y Legacy

(v) brindan otro apoyo razonable para actividades de participacion de los padres segun lo soliciten los padres. Seccion 1116 (eH 14)

• Otros tipos de programas / servicios de PFE que pueden ser provistos por la escuela o solicitados por padres / familias incluyen clases de computacion y clases de ingles.

Esta "Politica de Participacion de Padres y Familias de la Escuela Titulo I" fue desarrollada conjuntamente y acordada por el personal y los padres de los ninos que participan en el programa Titulo I Parte A de nuestra escuela, como lo demuestran las agendas de las reuniones, las hojas de registro y las actas. 2020-2021 Humble ISD Programa del Titulo I, Parte A Mejorando los Programas Basicos y la Participacion de los Padres y las FamiliasOnce escuelas en el Distrito Escolar de Humble reciben fondos bajo el Titulo I, Parte A de la Ley de Educacion Primaria y

Secundaria (ESEA por sus siglas en ingles), segun la enmienda de la Ley Cada Estudiante Triunfa (ESSA). Los fondos se utilizan como

recursos para ayudar a las escuelas con gran cantidad de alumnos provenientes de familias de bajos recursos, para que les puedan brindar una educacion de alta calidad, que les permita a todos los nines alcanzar los estandares impuestos por el estado para el rendimiento de los estudiantes. ESEA se basa en la rendicion de cuentas por los resultados, la participacion de los padres y las familias y el enfasis en hacer lo que funciona para mejorar el rendimiento academico basado en actividades, estrategias e intervenciones basadas en la evidencia (colectivamente Uamadas intervenciones).

AMELIA PLANIFICACI6NCada escuela que trabaje bajo el Titulo I debera comprometerse a realizar una planificacion detallada de como se utilizaran los fondos para mejorar los logros academicos de los estudiantes. Esta planificacion incluye:

2020-2021 Humble ISD Title I, Part A Programs Improving Basic Programs & Parent and Family Engagement

Eleven schools in the Humble ISD receive funding under Title I, Part A of the Elementary and Secondary Education Act (ESEA),

as amended by the Every Student Succeeds Act (ESSA). The funding is for resources to help schools with high concentrations of

students from low-income families provide a high-quality education that will enable all children to meet the state's student performance standards. ESEA is built on accountability for results, engagement of parents and families, and an emphasis on doing what works to improve academic achievement based on evidence-based activities, strategies, and interventions (collectively called interventions).

EXTENSIVE PLANNINGEach Title I Schoolwide campus must engage in detailed planning on how funds will be used to improve student academic achievement. This planning includes:1. Comprehensive Needs Assessment: created by the school administrators, staff, parents

and community members to identify the needs for all students to meet Texas' achievement standards.

2. Campus Improvement Plan: the action plans that will be implemented to meet the needs identified in the Comprehensive Needs Assessment.

3. Budget Plan: detail of accounts and amounts that will be used to implement the action plans identified in the Campus Improvement Plan. This can include funding for parent education programs, additional instructional staff, instructional materials, and tutoring. Annual Evaluation: each campus must evaluate the activities used to address needs over the past year. Activities that did not have a high-impact on student achievement must be improved upon or eliminated.

1. Agree on a time for homework on a daily basis. If your child does not have homework on a given day, have him use the agreed upon time to review prior work or read for pleasure.

3) Educate teachers, pupil services personnel, principals, and other staff, with the assistance of parents, in the value and utility of contributions of parents, and in how to reach out to, communicate with, and work with parents as equal partners, implement and coordinate parent programs, and build ties between parents and the school.

3) Humble ISD campuses with Title 1 programs will hold annual meetings with staff members and families to inform them about the Title 1 components, requirements, as well as the family engagement programs that will provide opportunities for continuous engagement and improvement. The district will coordinate and integrate Parent and Family Engagement strategies in Title 1, Part A with other appropriate Parent and Family Engagement programs.

5) Ensure that information related to school and parent/family programs, meetings, and other activities is sent to the parents/families of participating children in a format and, to the extent practical, in a language the parents can understand.

5) In an effort to best accommodate the needs of families, the district will:• Define and utilize an ESSA Title 1 Translation Procedure for each school year;• Monitor campus-based Title 1 Parent and Family Engagement events (meetings,

trainings and other activities) to ensure they are being offered at different times during the day and through multiple communication methods in a language families can understand;

B.Humble ISD will provide coordination, technical assistance, and support through campus site visits performed by district staff from the State and Federal Programs Department for the purpose of serving in an advisory capacity to campuses with Title 1 programs. At a minimum, the district will promote home-school partnerships by:

• Offering Community Outreach Seminars to support student learning• Providing professional development trainings that focus on evidence-based

strategies associated with improving effective Title 1 Parent and FamilyEngagement Programs; and

• Supporting the campus-based Tl Principals and Parent Involvement Liaisons in achieving their campus goals, coordinating with other federal, state, and local programs (including public preschool programs), and conducting other outreach initiatives, such as trainings and workshops.

C. Build the schools & parent capacity for strong family engagement —

1) Assist parents/families of the children being served in understanding such topics as the challenging State academic standards. State/district/school assessments, how to monitor a child's progress, and how to work with educators to improve the achievement of their children.

c.1) Humble ISD is committed to building trust and a sense of security and belonging in order to provide trainings and other resources to help parents and families of children participating in Title 1 programs better understand the state's academic standards (TEKS) and local/state academic assessments (e.g. STAAR, TELPAS, Benchmarks). The district will monitor campus Tl Parent and Family Engagement events to ensure capacity­building information is being provided to families on a regular basis. School-Family academic events, Parent-Teacher Conferences, and/or written communication (i.e. report cards, progress reports) may be used to serve this purpose.

2) Provide materials and training to help parents work with their children to improve their children's achievement, such as literacy and technology.

2) Humble ISD campuses with Title 1 programs will provide materials and targeted trainings in order to empower families to support their children at home to improve achievement. The district will ensure that a variety of programs and materials are offered for families and staff based on the identified needs of each campus in their Campus Improvement Plan. The district will provide each Title 1 Principal and Parent Involvement Liaison with information on effective evidenced-based Parent and Family Engagement strategies. The district will also offer Community Outreach Seminars to support learning.

F.Families will have the opportunity to participate and collaborate in the Title 1 programs. Family Engagement Plans, and campus specific Family-School Compacts. Input will be gathered annually to revise this plan.

Every family and community member is always welcome in our schools to collaborate with our campuses to make every student in our district a successful learner. Humble ISD will provide appropriate family participation opportunities for regular meetings, course sessions, and workshops to ensure that every student succeeds.

G. G.Reserve funds The district will ensure that at least 1% of its Title 1, Part A funds is set-aside for the

purpose of Parent and Family Engagement activities. In addition, the district will ensure that no less than 95% of the 1% fund reservation is distributed to campuses with Title 1 programs. The campus principal will consult with their Site-Based Decision Making Committee about use of these funds. The district will collaborate with the campus staff regarding Title 1 funding approval for identified the Parent and Family Engagement activities. The district will monitor the campuses for (a) Title 1 fiscal and programmatic compliance and (b) high quality Title 1 Parent and Family Engagement Program implementation.

This "Title I Parent and Family Engagement Plan" was developed jointly with and agreed upon by staff and parents of children participating on campuses with Title I, Part A programs. The plan was adopted by the Humble ISD Title I Parent and Family Engagement Advisory Committee on June 30, 2020 and will be effective for the entire 2020-2021 school year. The school district will distribute this plan to parents and families of children participating on campuses with Title I programs no later than September 30, 2020. Activities could include, but are not limited to, childcare, transportation, and/or home visit expenses to enable parents to participate in school- related meetings and training sessions. The district will provide other reasonable support for Parent and Family Engagement activities as campuses or parents may request by contacting the Department of State and Federal Programs at 281-641-8385.

D.Humble ISD will support various Family Engagement activities for the benefit of all students. Families are encouraged to participate in school Parent and Family Engagement activities, volunteer programs, and to create a supportive home atmosphere that promotes learning. Each school will provide activities designed to meet the unique needs of their students and families. The district will utilize the annual evaluation data for continuous improvement. The district will offer Community Outreach Seminars focused on empowering all families and community members to support student learning.

E.Conduct with parents an annual evaluation of the content and effectiveness of the Parent Involvement Policy in improving the academic quality of the schools served under this part, including:

(a) identify barriers to greater participation by parents in activities authorized by this section (with particular attention to parents who are economically disadvantaged, are disabled, have limited English proficiency, have limited literacy, or are of any racial or ethnic minority background),

(b) use the findings of the evaluation to design strategies for more effective parent involvement,

(c) revise parent involvement policy as necessary.

E.Humble ISD will provide an annual "Title 1 Parent and Family Engagement" evaluation survey to identify program strengths and opportunities for growth related to barriers, needs, and strategies. The district will distribute the survey to Title 1 parents in a timely manner. The district will compile and distribute survey results to each Title 1 campus in orderto aide in the development of the Campus Improvement Plans and Campus Needs Assessments. Such plans will be used by campus leadership teams to design strategies that will address specific needs of their parents.

The district will oversee the "Title 1 Parent and Family Engagement Advisory Committee."The committee will be made up of parent and staff representation from Title 1 campuses.The purpose of the committee is to serve in an advisory role for Title 1 PFE program improvements (policy, funding, program decisions) and to review and revise, if needed, the district's Tl PFE Plan at least annually.

• Read for at least 15 minutes each night.

• Find a quiet place at home to study each day.

• Commit to demonstrate a learner’s attitude and skills daily.
