Monitoring of Title I, Part A Programs

Definition“Monitoring is the regular and systematic examination

of a local educational agency (LEA) administration and implementation of a federal education grant, contract, or cooperative agreement administered by the state.”

Monitoring of Title I, Part A Programs

Purpose• Ensures that all children receive the opportunity for a high-quality

education

• Assesses the state’s guidance to LEAs to see if it is adequate for appropriate policies and procedures to be in place for compliance with Title I, Part A regulations

• Gathers data about LEA needs and designs technical assistance accordingly

LEA Responsibilities• Assure alignment of teacher preparation, professional

development, and instruction with state academic standards

• Meet educational needs of at-risk students

• Close the achievement gap

Process• LEA prepares for monitoring visit.

• DPI Monitoring Team conducts the on-site visit.

• LEA receives notification of compliance results.

• LEA celebrates and/or takes action steps to become in compliance in areas of concern.

Preparation• Attend DPI Webinar concerning Title I Monitoring

• Gather documentation based on the monitoring instruments provided (programmatic and fiscal)– Kathy Williams

• Inform Title I Principals and relevant district staff about the monitoring visit– WEEK OF DECEMBER 3, 2012

• Meet with Title I Principals to discuss monitoring documentation and interviews– Elementary Cluster– School visits in November

On-site Visit• Brief Opening Meeting

– 15 to 20 minutes – LEA Staff– Principals– Superintendent– Assoc. Superintendent– Former Title I Director

• DPI Monitoring Team reviews documentation of Stakeholder Involvement; Governance, Administration, and Funding; Program Quality; and Accountability and Reporting.

• Usually Two Schools are “Visited”– Any school that has been in improvement in the past– Any new Title I school

Findings• Monitoring Team interviews district personnel, principals, teachers, and parents as

appropriate.– Pre K Director– District Homeless Liaison– Leadership / SIP Teams– Principals– Parents (5 – 7)– Community Members

• DPI shares compliance findings with district staff.

• LEA takes action steps to correct any compliance issues.

• Title I Director completes a process check for how to make the next monitoring visit even better

• Celebrate!
