UKIERI OVERVIEW
• UK India Education Research Initiative (UKIERI) started in April 2006 with the aim of enhancing educational links between India and the UK. It has been recognized as a key multi stakeholder programme that has strengthened the educational relations between the two countries and been successful in covering all segments of the education sector.
• UKIERI Phase 1 (2006-2011)- Established UKIERI as a framework to enable a step-change in the UK-India relationship in education and research.
• UKIERI Phase 2 (2011-2016) - Focused on 4 Thematic areas agreed which included Leadership Development, Innovation Partnerships, Skills Development and Enhancing Mobility.
• UKIERI Phase 3 (2016-2021) – aims to build on the achievements of the previous two phases through a targeted approach focused upon maximizing impact. Fewer, long term activities will be undertaken to enhance the quality of education and research links across the two countries and these will be driven by and for practitioners.

Qualifying Criteria for Indian Institutions:
• Indian institutions receiving research grants from DST are eligible to apply
under the programme.
• Prior to submission of the project, it is mandatory for Indian coordinators to
register online through the DST portal (http://onlinedst.gov.in/Login.aspx)
• Indian Lead Applicants, who are presently implementing two or more
projects supported by the International Division of Science & Technology, are
not eligible to apply.

Qualifying Criteria for UK Institutions :
• UK Lead Applicants should be UK citizens employed by a recognised UK university (https://www.gov.uk/check-a-university-is-officially-recognised/recognised-bodies) or not-for-profit UK research organisation (http://www.rcuk.ac.uk/documents/documents/eligibilityiros-pdf/).
• EU citizens may apply provided they hold a permanent position in a UK institution. Non-EU citizens may apply provided they have held a permanent position at a UK institution for at least three consecutive years.

Qualifying Criteria for Indian Institutions:
• Indian institutions which receive development grants from UGC and MHRD funded institutions are eligible to apply.
• A letter confirming the eligibility of the Indian institution issued by the UGC is required. The confirmation letter should be signed by Section Officer, IC section, University Grants Commission. The Indian applicant shall apply to the UGC for eligibility letter at email id: [email protected]

• Long Term Sustainability: Indicate how you will seek to ensure that the activities under the thematic project will be sustainable after the UKIERI project funding has finished.
• Mutuality and Complementarity: Indicate the likely benefits of the thematic project to the two nations - India and UK. Also indicate the scale and scope of the anticipated benefits.
• Inclusion and Capacity Building: Indicate the methods/tools used for social inclusion and capacity building through this thematic project.
• Industry Engagement: List clearly details of association with businesses, industry and corporate through the project.
• ICT, Digital tools and Innovation: List clearly details of how you would incorporate ICT, digital platforms and concept of innovation to outreach in the project.

KEY POINTS TO REMEMBER
• UKIERI cannot facilitate in finding partners.
• Eligibility criterion is jointly agreed with funding partners and needs to be strictly adhered.
• Duration and total funding is clearly detailed in the Call guidelines.
• Focus on quality, methodology and feasibility rather than budget allocations.
• No applications will be rejected on financial miscalculation/assumptions.

KEY POINTS REGARDING SUBMISSIONS
• Joint online submission has to be made by one of the lead applicant and only
once
• Indian applicant should send a soft copy of submitted application form to
respective email ids of UGC and DST officials as mentioned in guidelines.
• Signatures are required on the last page of the application form from both UK
and India lead applicants. The printed copy should be signed by both partners
and submitted by the Indian partner . A forwarding letter duly signed by Indian
institutional authority to be sent along with the copy of application. Hard
copies of applications should be submitted to DST/ UGC by 15th November,
2017 at the respective addresses mentioned in guideline.

EVALUATION PROCESS
• Multi tier evaluation process is followed.
• Evaluation is undertaken by both Indian and the UK subject experts.
• The process usually takes 1-2 months & clarifications are sought if needed.
• Evaluation criteria (not exhaustive) has been published with the application
form. Some key ones include:
• Mutuality and long term sustainable partnerships
• Clarity of outcomes proposed with quantifiable outputs
• Scientific and/or social impact expected
• Linkages, engagement and participation by the business sector
