# The largest manufacturing business is manufacturing of food products, beverages and tobacco products (in terms of both number of units and GFA) (based on the Hong Kong Standard Industrial Classification Version 2.0 adopted by the Census and Statistics Department).

Area Assessment
The area (about 1.6 ha) involves three industrial buildings and a gas plant, mixed with a concrete batching area (zoned “OU” annotated “Aggregate/Cement Handling and Concrete Batching Area”) and sewage treatment works (zoned “G/IC”) (Plan A4). The Aberdeen West Typhoon Shelter is to the immediate south while the Aberdeen Wholesale Fish Market is to the immediate east. Wah Kwai Estate, and the residential and industrial developments at Tin Wan are to further northwest and northeast respectively. Without any addition or demolition of the existing industrial buildings since the completion of the 2009 Area Assessments, the total industrial stock is about 0.12 million m2
GFA. The three industrial buildings in the area are 23, 36 and 38 years old. The first one is a 35-storey building in fair condition and under multiple ownership. The second one is a 13-storey building in poor condition and under multiple ownership. The third one is a 4-storey building in poor condition and under single ownership.
The updated overall vacancy of the area is only 0.3%, which is much lower than the 2.2% identified in the 2009 Area Assessments. Such vacancy is also relatively lower than the territorial figure of 3.5% for all “I” areas and the average of 1.1% for the six areas on Hong Kong Island. No subdivided unit was found in all the buildings. Warehouse/Storage remains the largest user, occupying about 66.8% of the GFA which is significantly higher than the 48.7% identified in the 2009 Area Assessments. Manufacturing/Workshop and

Office occupy about 16.0% and 8.7% of the GFA respectively, both of which are lower than the 20.9% and 18.8% identified in the 2009 Area Assessments. “Other Uses” take up about 0.7% of the GFA with gallery (about 0.3%) and training centre/educational institution (about 0.2%) as the two largest types of uses. If taking into account the three industrial buildings in the subject “I” area and the seven industrial buildings in the nearby Tin Wan/Aberdeen “R(E)” area together, the overall vacancy is about 2.1%. Warehouse/Storage is still the largest user, occupying about 59.3% of the GFA. Manufacturing/Workshop and Office take up about 15.1% and 12.1% of the GFA respectively. “Other Uses” account for about 3.2% of the GFA. In terms of employment, about 703 workers are estimated to be engaged in the occupied units of the industrial buildings in the area, including about 229 workers (32.6%) in the manufacturing business and about 474 workers (67.4%) in the non-manufacturing business. The overall figure accounts for about 1.3% of the total of 56,174 persons engaged (other than those in the civil service) in various business/industries in the Southern District identified by C&SD in June 2014. So far, there has been no planning permission or building plan approval for proposed new development in the area or proposed redevelopment/wholesale conversion the existing industrial buildings in the area. In view of the low vacancy rate of the industrial buildings and their relatively high usage for industrial uses (in particular Manufacturing/Workshop), the area could be retained as “I”.
Recommendation
To retain the area as “I”.
