    A World Bank report states that the vast majorityof the primary and secondary teachers recruitedthrough examination in 2000 (around 5,000)had mixed qualifications, and only about 100 hadthe required qualifications.

    A challenge for education in general is thelanguage issue. We have two official languages,

    two working languages and many other (33) locallanguages in the country. Distance to schools, poverty, lack of books and

    educational resources are major obstacles toeducational advancement.

    The adult population has very low educationalattainment. Overall, 57% had little or noschooling; 23% only primary school, 18%secondary education, and only 1.4% highereducation (World Bank).

    Brief Historical Background There were Indonesian teacher training schools for primary

    school teachers (SPG) We never had training for secondary school teachers in ET;

    we depended on teachers from outside, mainly from

    Indonesia There is a teacher training school in Baucau, affiliated with

    the Australian Catholic University operational since 2003 The Timor Leste government has started various training

    programs for teachers in various subjects such aslanguages (Portuguese and English) and sciences (Maths,etc)

    Teacher training has now become a major priority for thegovernment education plan

    Dorms can also be a potential place for reinforcinglanguage training skill such as, English andPortuguese. And also psycho-spiritual formationof students.

    Parents try to put in their children whom they cannot control (recalcitrant children). Telling lies is unavoidable among dormers: all

    sorts of reasons to escape dorms' rules

    Sexual harassment and pedophiles: barelycommon cases in Timor's context (or at least inseveral places of research and interviews).

    Economic status of students: students who comefrom very poor families can not afford to paydorm's fees. Such students should pay less theother students. Instead of money, their parentscan bring food (vegetables, rice, kasava and so

    forth).
