By Ashley Jacobs Post & Voice Staff Writer What has been described as an emotional roller coaster ends in cheers for both the owner and manager of Tif- fany’s Motel in Surf City. It was just over a year ago that a strong fire ripped through the landmark hotel, burning more than half of it to the ground. “We went pretty quickly from devastated to what do we need to do to continue do- ing business,” hotel manager Regina Carter said. “Once we made sure we were able to continue running through a temporary office across the street, our focus was on get- ting a new building designed and built that would not only blend well within the rest of the complex, but would have customer friendly features.” The building has been owned by Baymor Properties since 2005 and is managed by Tiffany’s Management, Inc. Owner Boyd Taylor calls the motel a home away from home, but really wanted to make sure the new addition met customer needs. “We really tried to make sure we took the feedback we’d received over time from our customers,” said Carter. For example, all of the new rooms have king size beds and there is now a large covered area next to the pool for guests who prefers shade over the sun’s beaming rays. “Because our guests always loved the elevated sun deck, we made sure we added one to the new building.” It was a long process to get to the ribbon cutting celebrat- ed less than a week ago. “The fire was at the end of [last] January, but we really didn’t get to break ground to start on the building until we were already into the Summer rental season,” Carter said. Challenges over several months it took to complete construction and restora- tion included regulatory chal- lenges and paperwork, not to mention costs. “The total cost to rebuild was $600,000,” Carter ex- plained. “Insurance did not cover the costs to rebuild. We were very lucky to work with Costal Bank and Trust in Jack- sonville to get the remaining funding we needed to complete the project.” One may imagine that it would be easy to get depressed or angry after flames tore apart something so dear to the community. But Taylor has been and will continue to be optimistic about this life- changing experience. “We wanted to take lem- ons and make lemonade,” he said. And lemonade is ready to be served up just in time for the new tourist season. Taylor estimated her lost hundreds of thousands of dollars in busi- ness during the reconstruc- tion, but that word pops up again – optimistic. “We’re optimistic,” Carter said. “We feel that our custom- ers are going to love the new building and be happy that we have two pools again. Our new office and lobby will provide a pleasant check-in process for our guests and a great work- space for our personnel.” Carter said the community feedback thus far has been positive. RC Creations, LLC, a subsidiary of Acme Smoked Fish has decided to site a 100,000 square foot seafood processing facility on a 20 (+/-) acre site located in the Pender Commerce Park. The Company will create 120 new full-time jobs with benefits within sixty months of its announcement and leverage a $21.5 million private investment. RC Creations, LLC will be the Pender Commerce Park’s first tenant. Pender County has invested over $40 million toward the development of the Park including the construction of a new 2 MGD water treatment plant (WTP). The 774 acre tract acquired by the County consists of: (1) 431 developable acres where the Pender Commerce Park is located; (2) 41.28 acres set aside for the location of Pender County’s new 2 MGD WTP and proposed 0.5 MGD waste water treatment plant WWTP); and (3) 100.00 acre Brownfield (former BASF Industries site). To serve RC Creations, LLC a 0.5 MGD WWTP must be constructed. A $750,000 Small Cities Community Development Block Grant – Economic Development is being requested to help finance the 0.5 MGD WWTP. Public infrastructure (water distribution lines, sewer collection lines, roadway and storm sewer) are being extended into the Commerce Park to RC Creations, LLC site using 100% local funds. Total CDBG-ED Project Cost (0.5 MGD WWTP) =$7,767,000; Total CDBG-ED Cost=$750,000; CDBG-ED/Total Cost Percent=9.6%. Project Location: The project will be located adjacent to Pender County’s 2 MGD Water Treatment Plant located at 289 Quality Way, Wilmington, NC 28401 in the Pender Commerce Park located on US 421 at the New Hanover/Pender County-line. Purpose of Notice This notice is intended to meet two separate procedural requirements of 24 CFR Part 58: (1) to provide notice to the public that the County has determined that the request for release of funds for the above named project will not have a significant impact on the environment, and (2) to provide notice to the public that the County is requesting the release of funds for the above named project. Finding of No Significant Impact It has been determined that such request for release of funds will not constitute an action significantly affecting the quality of the human environment and accordingly the above named County has decided not to prepare an Environmental Impact Statement under the National Environmental Policy Act of 1969 (PL 91-190). The reasons for such decision not to prepare such statements are as follows: There are no known construction or project activities that cannot receive or are compliant with required local, State and Federal permits and requirements. There are no other known adverse environmental conditions resulting from the project. An Environmental Review Record respecting the above project has been made by the above named County which documents the environmental review of the project and more fully sets forth the reasons why such Statement is not required. This Environmental Review Record is available for public examination and copying upon request at the Pender County Manager’s Office located at Pender County Government Complex, 805 South Walker Street, Burgaw, North Carolina 28425 between the hours of 8:00 AM and 5:00 PM. No further environmental review of such project is proposed to be conducted prior to the request for release of Federal Funds. Public Comments on Finding All interested agencies, groups and persons disagreeing with this decision are invited to submit written comments for consideration by the County to the County Manager’s office. Such written comments should be received at the Pender County Manager’s Office located at Pender County Government Complex, 805 South Walker Street, PO Box 5, Burgaw, North Carolina 28425 on or before 03/27/2014. All such comments so received will be considered and the County will not request the release of Federal Funds or take any administrative action on the within project prior to the date specified in the preceding sentence. Release of Funds The County of Pender will undertake the project described above with Community Development Block Grant funds from the North Carolina Commerce Finance Center (CFC) under Title I of the Housing and Community Development Act of 1974. The County of Pender is certifying to CFC that the James David Williams, Chairman, in his official capacity as Chairman, Pender County Board of County Commissioners consents to accept the jurisdiction of the Federal courts if an action is brought to enforce responsibilities in relation to environmental reviews, decision making and action; and that these responsibilities have been satisfied. Johnson was just about 500 people who wandered through the Surf City Community Cen- ter Mar. 8 between the hours of 10 a.m. and 2 p.m. “It was an opportunity to fee refreshed, rejuvenated and recharged,” said Department of Parks and Recreation De- nise Rossi. The weekend event marked the 8th annual Women’s Expo and was certainly a festive atmosphere. “If I had a home based busi- ness, I would have definitely been involved in a professional capacity,” said Johnson. “It seemed like a great opportu- nity to get one’s name out there and reach out to potential new clients.” Caitlin Stevens echoed that thought. She runs a home based business as a consul- tant for Premiere Jewelry. She admitted to learning about the expo too late to set up her own booth, but said she really enjoyed walking through and would keep the expo in mind for next year. “It’s an opportunity to spend an enjoyable day shopping for clothes, jewelry and gifts. Learn to pamper yourself with new clothing and accessories,” Rossi said. Local companies took ad- vantage of the time to really give customers one on one at- tention. “Women could cater to home improvement, health, nutrition, cosmetics and more. You’ll feel like a new woman,” Rossi said. Events like the Women’s Expo are about more than pampering; there’s an underly- ing message to attendees and vendors as they browse local businesses. According to the Bureau of Labor Statistics, “full time” working women spend about 35 hours a week working, while men spend about 41 hours each week on the job. That statistic comes in a day and age when women are still fighting to break through the class ceiling and earn the same amount of money as men within the work place. As local events, such as the expo, empower women – more attention could center on women taking matters into their own hands whether that be through beauty products or business plans by signing up to become a consultant or stylist for companies based at home. “I have three young kids,” said Johnson. “Personally I’m not ready to return to the work- force fulltime, so as I browsed local businesses and indepen- dent consultants’ displays I had the idea in the back of my head – I could do this someday.’” Though she didn’t commit to working with any indepen- dent consultants at the time, Johnson admitted she has a knack for style and would love to work for a jewelry company someday. “The idea of making my own hours, spending time with my family, yet still feeling like I have a purpose professionally is enticing.” “We were really happy with the great diversity of vendors,” said Director of Parks and Recreation Kristie Grubb. “We added some entertain- ment this year with our Club Line Dancing Class dancing every hour. It was super cool. And the Azalea Coast Cho- rus of Sweet Adeline’s came out and sang a few songs for us.” But she won’t be able to bask in the glory for long. It’s already time for organizers to look forward to their next event. “On tap for us now are Spring Athletics, which are already underway.” Grubb said, “Safe, fair and fun. We’re empowering not only women and girls to come out and re- kindle their love of play, but all participants from kids to coaches to spectators. We are definitely a co-ed league and have lots of female coaches and volunteers.” Although she has a full plate, Grubb will hit the pause button just for a moment to look back and soak up the suc- cess of the expo, that happened to fall on a gorgeous weekend full of sun and warmth. “I definitely want to thank the Surf City Town Council and Town Managers who not only support our events in spirit, but also show up at those events and participate,” Grubb said. “Surf City rocks. “Women could cater to home improvement, health, nutrition, cosmetics and more. You’ll feel like a new woman,” Rossi said.

Events like the Women’s

Expo are about more than pampering; there’s an underly-ing message to attendees and vendors as they browse local businesses. According to the Bureau of Labor Statistics, “full time” working women spend about 35 hours a week working, while men spend about 41 hours each week on the job. That statistic comes in a day and age when women are still fighting to break through the class ceiling and earn the same amount of money as men within the work place.

As local events, such as the expo, empower women – more attention could center on women taking matters into their own hands whether that be through beauty products or business plans by signing up to become a consultant or stylist for companies based at home.

“I have three young kids,” said Johnson. “Personally I’m not ready to return to the work-force fulltime, so as I browsed local businesses and indepen-

dent consultants’ displays I had the idea in the back of my head – I could do this someday.’”

Though she didn’t commit to working with any indepen-dent consultants at the time, Johnson admitted she has a knack for style and would love to work for a jewelry company someday.

“The idea of making my own hours, spending time with my family, yet still feeling like I have a purpose professionally is enticing.”

“We were really happy with the great diversity of vendors,” said Director of Parks and Recreation Kristie Grubb.

“We added some entertain-ment this year with our Club Line Dancing Class dancing every hour. It was super cool. And the Azalea Coast Cho-rus of Sweet Adeline’s came out and sang a few songs for us.” But she won’t be able to bask in the glory for long. It’s already time for organizers

to look forward to their next event.

“On tap for us now are Spring Athletics, which are already underway.” Grubb said, “Safe, fair and fun. We’re empowering not only women and girls to come out and re-kindle their love of play, but all participants from kids to coaches to spectators. We are definitely a co-ed league and have lots of female coaches and volunteers.”

Although she has a full plate, Grubb will hit the pause button just for a moment to look back and soak up the suc-cess of the expo, that happened to fall on a gorgeous weekend full of sun and warmth.

“I definitely want to thank the Surf City Town Council and Town Managers who not only support our events in spirit, but also show up at those events and participate,” Grubb said. “Surf City rocks. I am so proud to be a part of such an amazing town.”

“Our top sponsors were Food Lion of Hampstead and Village Pharmacy of Hamp-stead,” said Bullard. “Without sponsors like them, we could not have put this event on.”

The South Topsail Elemen-tary PTO wanted to host a 5K but didn’t know where to start. Sabella said Kim Chamblee, an avid runner, stepped forward and offered to organize the run.

“Kim is new to our school,”

said Bullard. “She volunteered and she did an awesome job.”

The South Topsail PTO hired Go Time, the timing company owned by WECT me-teorologist Colin Hackman.

“They arrived at 4 a.m. and started setting up,” said Sa-bella. “Colin Hackman made it a point to call everyone’s name who crossed the finish line. For so many, this was the first race, so it was an accomplish-ment and to hear your name, that just made it all the more special.”

The PTO had awards for the students who ran in the .5 mile fun run.

“So many of the children

crossed the finish line and then wanted to know when we were going to do this event again,” said Sabella. “Many students told me they just didn’t know running could be so fun.”

Tara Conway ran the .5 mile fun run with her two sons, Will and James. She said the boys ran in the Dolphin Dash last year and they realized running was a fun sport. She said she was glad the school organized the run because it gave her young boys another opportu-nity to run with children their ages.

Sabella said so many won-derful personal stories have emerged from the race, such

as the brother who finished, then ran back to run with his sister to encourage her to fin-ish the race.

Bullard and Sabella were so pleased that as many as 15 teachers ran in the events too.

“Of a staff of 20-plus teach-ers, around 15 ran,” said Sa-bella. “They are supportive. We just couldn’t ask for a better day.”

“We’ve already talked to Go Time about a run next year,” said Sabella.

The community turned out on behalf of the children, said Sabella. “It was an important day for us. Emotions ran high. That’s why we were crying.
