FORT CARSON, Colo. -- Airmen from the 21st Security Forces Squadron recently emerged from a five-day, 48-hour intense training course as certified active shooter instructors.

The SFS members attended the instructor course, taught by a private Washington-based company, at Fort Carson Army Installation’s Range 60 - a “town” of blown out buildings, burned out vehicles and dusty courtyards. The Airmen and Department of Defense police were able to conduct building searches, medical assistance and other scenarios they have faced or will face, the course instructors said.

Tech. Sgt. Edward Satterfield, 21st SFS, organized the event, which included 20 other Airmen and DoD police from across Air Force Space Command. The company, Active Shooter Training, is owned and run by a former Marine who is a sheriff’s officer in King County, Wash. The company has taught active shooter training since 2001 and started work-ing with the military in 2007, said Nick Minzghor, Active Shooter Training owner.

“What we specialize in is the stuff that happens after the bad guy is dead - mass medical, command and control, search procedures and multi-team response,” Mr. Minzghor said. “Our scenarios go from the point when the call comes in, to when the SWAT arrives, which could be one hour later.”

In the course, the Airmen and DoD police learned tech-niques necessary to plan and implement thorough, on-going training for their squadrons, Mr. Minzghor said. Their in-struction also included policy implementation and course development.

U.S. AIR FORCE ACADEMY, Colo. -- Despite restricted abilities, this year’s athletes participating in the 2011 Warrior Games here will boast strength, speed, stamina and a whole lot of will power as they strive to reach higher and celebrate each other the best way they know how, through the power of sport.

Because of the world of assistive technology, the term used to include technology which helps rehabilitate, adapt and improve quality of life for people with disabilities, many have been introduced or re-introduced to sports they otherwise would not have approached before.

After surviving injuries sustained from a free fall jump, 19-year-old Matthew Pirrello, a sophomore at Ohio University and Air Force ROTC cadet, became an amputee above his right knee. The challenges of adapting to a prosthetic leg, designed specifically for him, have not kept this young cadet from pursing his goals. New designs in prosthesis have given above-the-knee amputees the ability to face small obstacles many take for granted.

Commander’s Corner21st space Wing

PETERSON AIR FORCE BASE, Colo. -- Have you ever been run off the road by another vehicle as you’re pulling over to re-spect reveille or retreat? Have you ever seen someone lose their patience while waiting in line to enter the base? Have you ever heard vocal complaints as you wait to get your pre-scription refilled?

If your answer to any of these questions is yes, you’ve been witness to someone who has lost perspective. They have lost the under-standing that service is a privilege. Serving others, serving our country, and experiencing the benefits of taxpayer dollars is a privilege that comes with service in the United States military.

There has been no greater time in the history of our country, perhaps since the ticker tape parades of World War II, to serve the United States of America. The American public trusts us, they respect us, and regardless of their political affiliation, they are grateful for our sacrifice and service. We should be proud of our service, but we should never forget ... it is a privilege.

I was struck by this concept as I was wan-dering around the commissary on a Saturday afternoon, admittedly not my favorite thing

to be doing on a Saturday. My mind was else-where as I was looking high on the shelves, trying to find couscous in the bread isle. If you know what couscous is, you know I was way off.

Anyway, I must’ve wandered into the main aisle when this commissary shopping cart almost clocked me. Behind it was a very angry, very vocal and very aggressive cart driver. I said something like “Excuse me,” as she cursed and bumped her way down the aisle.

The incident got me thinking: if she doesn’t like shopping in the commissary, she can leave. Then I began thinking ... if she doesn’t appreciate the privilege of shopping at the commissary, she should leave. Shopping there, with its reduced prices and easy base access,

is a privilege. It’s a privilege subsidized by American tax payers. In principle, American tax payers think enough of us on Peterson AFB that they are willing to pay taxes out of their own pockets to help offset the cost of groceries for us. Wow. That’s humbling.

It doesn’t stop with groceries. In fact, take a look around. Our uniforms, offices, training, body armor, weapons, fitness centers, child care, medical care, base homes, water, and heat ... everything we need to live, work and get the job done ... is subsidized.

Double wow. Humbling indeed, and we are privileged to receive it.

This sense of privilege is ever-expanding: It’s a privilege to have been selected to serve in the defense of this; our great nation. It’s a privilege to learn a skill, conduct a mission and lead Airmen. We are entrusted with the lives of those we lead and those we protect, and that may be the greatest privilege of all. So, the next time you hear reveille or retreat, stop and pay proper respects: Take a moment to appreciate the meaning of it, and remember those in harm’s way who cannot enjoy the privileges we sometimes take for granted.

BISHKEK, Kyrgyzstan -- Children are the same all over the world. They laugh, smile, sing funny songs, love their parents and just want to be happy. But they also cry and you can see sadness in their beautiful eyes when they suffer.

We saw sadness in the eyes of the children when the members of the U.S. Air Forces Central band Wild Blue Country arrived at Children’s Cancer Center in Bishkek. The little patients were shy and quiet while entering a small activity room where we set up for our performance. They simply did not know what to expect. Is it time for another, painful chemotherapy session? Are we foreign doctors who would give them some new medication? But suddenly they noticed all the various musical instruments!

They were still very quiet when the band began to play the first song. Suddenly their eyes sparkled. Clearly, they could not understand the words to the song but they were just fascinated by the sound of our music. This was music they were not familiar with and probably had never heard before.

By the time the band played the third country song, some children started to clap their little hands. The clapping was very, very gentle; they were almost afraid we may not like it and would stop playing.

That presented an awesome opportunity for us to do something extraordinary. We had brought with us simple percussion instruments: shakers, drum sticks and little tam-bourines. We handed them all to our very special audience. Suddenly, the next song was accompanied by an enthusiastic and spontaneous percussion orchestra! All children were playing along with emotions coming from the bottom of their hearts. They were laughing and smiling and I’m pretty sure that was the moment they forgot about their illnesses and suffering. For at least an hour, music was the best medicine, maybe even more powerful than chemotherapy drugs.

After the performance, some of the children invited us to their hospital rooms. With help from 376th Air Expeditionary Wing Medical Group staff we gave each patient toys, candies, Wild Blue Country CDs and Air Force patches that they proudly attached to their jackets.

Even more importantly, we had a chance to interact with their parents who expressed deepest gratitude for our visit. It was a powerful reminder that we are all the same human beings and we will do anything possible for our children. My heart breaks when they suffer and there’s not much I can do to relieve their pain.

As a band member, I am very grateful for the opportunity to bring music and joy to the patients at Children’s Cancer Center in Bishkek. I will never forget that very emotional ex-perience. It reminded me again that, despite all the wars and conflicts, children all over the world are the same. In their beautiful eyes you can see hope for better future for all of us.

Air Force officials announce civilian hiring controlsWASHINGTON -- Air Force leaders an-

nounced that hiring controls were instituted May 12 to reduce projected growth of the civilian workforce.

The Air Force-wide efforts to stem the civil-ian personnel growth are a result of Secretary of Defense Robert Gate’s efficiency initiatives to maintain civilian manning at fiscal 2010 levels.

Hiring controls will allow Air Force offi-cials to take a targeted approach to meet the mandated manning levels.

Effective immediately, one person will be hired for every two new vacancies in areas

affected by hiring controls. This doesn’t apply to current hiring actions when a job selection has already been made; however, all other hiring actions may only be filled at a 1:2 ratio as new vacancies occur.

“As our nation and the Air Force face sig-nificant budgetary challenges, tools such as hiring controls help us manage hiring and posture ourselves for the future,” said Paige Hinkle-Bowles, the deputy director of force management policy.

Hiring controls will enable a more focused approach to hiring, giving higher priority to strategic mission areas such as the nuclear

enterprise, the acquisition workforce, and test and evaluation.

“Civilian hiring controls will be used as a bridging mechanism as the Air Force develops strategic plans for the future to ensure civil-ian authorizations are in the right place to meet mission priorities,” said Lt. Gen. Darrell Jones, the deputy chief of staff of Air Force manpower, personnel and services.

Air Force officials will continue to moni-tor and assess hiring controls throughout the summer and will provide additional hiring guidance and prioritization details as the overall plan develops.

“The Air Force recognizes the invaluable contributions of our civilian workforce, but also recognizes the fiscal constraints under which all the services are operating. We will do our best to balance mission needs while taking care to minimize the effect on the civil-ian workforce,” General Jones said.

THULE AIR BASE, Greenland -- “Culture does not change because we desire to change it. Culture changes when the organization is transformed; the culture

ref lects the realities of people working to-gether every day,” wrote Frances Hesselbein in “The Key to Cultural Transformation, Leader to Leader.”

One symbolic emblem of a unit is its booster club coin. Leadership at all levels in the 12th Space Warning Squadron has contributed to the unit’s current “do work”

mentality and transformed the unit into a positively focused and productive unit.

The unveiling of a new booster club coin is the work of Staff Sgt. Jeff Roberts, 12th SWS crew chief, which is helping to pro-mote a positive image for the unit and leave an emblem of the professional culture.

Located at Thule Air Base Greenland, approximately 700 miles north of the Arctic Circle, the 12th SWS is one the 21st Operations Group’s many geographi-cally separated units. Harsh arctic weather conditions and family separation are just some of the daily challenges for members of this unit, yet they remained focused on mission success.

Their desire to succeed grew into a cul-ture of working endlessly toward improv-ing operational proficiency while under evaluation and during exercises. Crews were rated “Satisfactory” and the training and evaluation/standardization shops were rated “Excellent” during the 14th Air Force Standardization and Evaluation Team in-spection in March 2011. This success is ref lected in the unit’s new coin as well.

Professional behavior is required on and off duty, and at close-knit Thule AB, there

is visibility on off duty activities as well as on duty performance. The members of 12th SWS contribute to the overall profes-sional conduct off duty. It requires great leadership and it’s an inherent responsi-bility that should be shared at all levels. Delegation is a powerful tool and ensures all members of a team work together on a common vision. That vision is now being characterized into one of the remaining emblems of the unit. The booster club coin will leave a legacy the current members of the 12th SWS family can take pride in knowing that they had a positive impact on this unit and its culture.

The unit’s booster club coin will remain symbolic of the professional qualities of the squadron members’ efforts that con-tributed to a culture of excellence.

With the high turnover in the unit, we’re reminded of Gen. Speedy Martin’s quote: “things don’t stay fixed.” It will take the ef-forts of the successors to this team, which is more of a family at 12th SWS, to ensure the culture continues in a professional manner. The unit will stay focused on Col. Nina Armagno’s motto for the 21st Operations Group: Always Ready.

KENNEDY SPACE CENTER, Fla. (AFNS) -- Two Air Force officers who served as astronauts with NASA were inducted into the U.S. Astronaut Hall of Fame at Kennedy Space Center, Fla., May 14.

Lt. Gen. Susan Helms, the 14th Air Force commander, and retired Col. Karol Bobko were inducted in a ceremony at KSC a little less than an hour after an Atlas V launched from neighboring Cape Canaveral Air Force Station, Fla., carrying the first satellite in the Space Based Infrared System.

Before a crowd in the hundreds, the two Air Force Academy graduates were wel-comed into the Hall by fellow Astronaut Hall of Famers.

The first inductee, Colonel Bobko, was also part of the first class to graduate from the Air Force Academy in 1959. He flew on three space shuttle missions and logged more than 386 hours in space, to include piloting the first flight of the space shuttle Challenger in 1983.

On his second space shuttle flight in 1985 on space shuttle Discovery, which he com-manded, he participated in something for which his crew never trained for before the flight. When one of the satellites they deployed malfunctioned, they decided to do a spacewalk and use the robotic arm to activate the satellite. Also, despite having a blown main landing gear tire, he success-fully landed the space shuttle.

Colonel Bobko’s last flight was on space shuttle Atlantis, which was a Department of Defense mission. Since his retirement from NASA and the Air Force in 1988, he

has stayed connected with space and is cur-rently the president of the U.S. chapter of the Association of Space Explorers.

A few years after Colonel Bobko finished up his astronaut career, General Helms, a member of the first class of the Air Force Academy to include women, was begin-ning the astronaut portion of her career in 1991.

The former commander of the 45th Space Wing had her first shuttle flight in 1993 aboard space shuttle Endeavor. During this mission, the crew deployed a $200 million satellite.

General Helms’ second flight happened in 1994 aboard space shuttle Discovery; she served as a flight engineer and primary re-mote manipulator system operator.

On her third space shuttle flight in 1996, General Helms was the payload commander and flight engineer on space shuttle Columbia. This flight was the first to combine both a full microgravity studies agenda and a comprehensive life science investigation.

The former director of plans and pol-icy for U.S. Strategic Command had her fourth space shuttle flight aboard Atlantis in 2000.

General Helms’ prime responsibilities during this mission were to perform critical repairs to extend the life of the International Space Station.

In addition, she was responsible for the onboard computer network and served as the mission specialist for rendezvous with the ISS.

General Helms returned to the ISS on space shuttle Discovery in 2001. She, along with a Russian cosmonaut and another as-tronaut, retired Army Col. James Voss, were

aboard the ISS from March until August of that year. It was during this time that General Helms and Colonel Voss set a world record for the longest spacewalk, which lasted 8 hours and 56 minutes.

She returned to Earth on space shuttle Discovery in August; this mission capped off 211 days she had spent in space during her career.

As the current joint functional compo-

nent commander for space at U.S. Strategic Command, General Helms still is involved with the nation’s space program, though in a different capacity than as an astronaut.

Both inductees received standing ovations numerous times throughout the ceremony and praised the people who made both of their journeys possible.

“I drew more from them than they ever drew from me,” General Helms said.

Under the gym’s bright fluorescent lights, the Air Force band performed popular country songs to provide enter-tainment and boost the morale of deployed Fort Hood troopers and civilians.

“It’s nice to be able to relax and enjoy some good American music,” said Spc. Matthew Coons, a motor trans-port operator assigned to Forward Support Company E, 2nd Battalion, 7th Cavalry Regiment, 4th AAB.

Specialist Coons and his “battle buddy,” Spc. Donald McDonald, arrived early to the gym to ensure they had good seats to get the most out of the live concert experience.

Both Soldiers usually work long shifts, either conduct-ing maintenance on tactical vehicles in the motor pool or conducting mounted patrols to deliver equipment and supplies to different remote installations and patrol bases across Ninewa province.

“This is the first concert I’ve had the chance to attend, and it’s great to see these guys come over here and play for us,” said Specialist Coons.

The small crowd of listeners who initially arrived at the start of the performance grew into a large audience that filled the bleachers and surrounded the basketball court that housed the concert.

Listening to popular songs like Toby Keith’s “American Soldier” and “My Kinda Party” by Jason Aldean, the Soldiers swayed, shouted and sang along with the country band.

After the band played a rendition of “Sweet Home Alabama”, Soldiers and civilians joined one another for a line dance on the basketball court.

“Playing for the troops is one of my favorite things to do because it gives these guys a chance to relax and have a little piece of home here,” said Senior Master Sgt. Jerome Oddo, Wild Blue Country’s bass guitarist, vocalist and superintendent.

Wild Blue Country has performed for deployed service members and civilians in Saudi Arabia, Afghanistan, Kuwait and Germany and is currently on a 10-day tour to entertain service members stationed in Iraq.

“Troops are under a lot of pressure in a deployed environ-ment,” said Sergeant Oddo. “We just want to be able to help them recharge and lift their spirits with some good country music.”

After their performance, the audience gave the band a

standing ovation and 4th AAB executive officer Lt. Col. Monte Rone presented the band members with a certificate of appreciation.

Prior to departing the gymnasium, Soldiers had the op-portunity to take a picture with the group and receive band’s autographed CD.

“It was nice to receive this kind of entertainment in be-tween our daily missions,” said Specialist McDonald. “It made my day.”

PETERSON AIR FORCE BASE, Colo. -- All members of Peterson Air Force Base are invited to take a trip around the world with a “Passport to Diversity” at the 21st Space Wing’s Diversity Fair.

The Diversity Fair, scheduled from 10: 30 a.m. to 3 p.m. May 20 at The Club, features 30 cultural booths, including the Sons of Norway, the Low-rider Hispanic Bike Club, a Holocaust Traveling Display and the Colorado School for Deaf and Blind. Event organizers say the fair is a cel-ebration of the rich diversity in the Air Force and 21st SW workforce.

“When we are able to see the differences in people and what uniqueness people bring, and come together, wonder-ful things happen,” said Wynona James, 21st SW Special Emphasis Program manager.

Ms. James has been thinking of hosting such a diversity fair for several years. This year, she said, dozens of vol-unteers from the base and the community came together to make it happen.

booths, entertainment and food sampling. There will be performances by groups such as Danza Folklorica, Magic of Pacific Island and Czech/Slovak Dancers. Participants at the fair will receive a “passport” to take with them and get stamped as they visit each booth. It’s entertainment, Ms. James said.

“But, it’s also an educational platform to bring a level awareness of the rich diversity we have on the installation,” she said. “We, especially in the Air Force, have a unique culture of active duty military and civilian workforce that comes from all over the world.”

Those who complete the edutainment tour will receive a gift. There will also be prize drawings throughout the event. The fair is free and open to all members of the base community.

Other Air Force installations, including Schriever Air Force Base, have hosted Diversity Days to celebrate a va-riety of cultures and experiences. The event does not take the place of other special emphasis programs such as Dr.

Martin Luther King Day or Hispanic Heritage Month, Ms. James said.

Rex Jones, 21st SW Equal Opportunity Office director, said the fair is meant to enhance awareness and under-standing between all people groups and include more people in the celebration than just the particular group being recognized for a day or month.

“The Special Observance Committee encourages each and every civilian and servicemember at Peterson AFB to strive for a better understanding of their American Heritage by participating in the upcoming diversity fair,” he said.

It should be one of the most memorable events of the year, he said.

vibrate and changes modes to free swing. So when you’re riding a bike and it’s in free swing mode, there’s no compression on the cylinder and you can bring the peddle back up on the bike without it stiffening up,” said Cadet Pirrello.

“You can change modes like that to go ride a bike, or on the rowing machine at the gym or on the stationary bike... stuff like that you don’t think of,” he added.

For Tech. Sgt. Israel Del Toro, who be-came the first 100 percent disabled Airman to re-enlist in the Air Force, the chance to participate in this year’s cycling competi-tion was made easier with the help of a custom recumbent bike build especially for him.

Restricted use to only his right hand made regular recumbent bikes difficult to navigate.

“(During) last year’s Warrior Games, I had to leave the bike in second gear because I couldn’t shift, going up and down hill was hard (because) of that,” said Sergeant Del Toro.

Only having the use of the gears and functons on the right side meant Sergeant Del Toro could only brake on one side as well, making it dangerous to stop suddenly at higher speeds.

“With this custom-built recumbent, I have

all the functions on the right side and have total control over the bike,” said Sergeant Del Toro

Built for racing, the recumbent was made in Austin, Texas, and paid for by a local charity for military heroes.

“It’s a whole other world,” said Sergeant Tel Toro, “(and a) great work out too.”

The custom recumbent has given Sergeant Tel Toro more than the ability to compete in this year’s Warrior Games with a better edge. It also gave him the chance to spend time with his son.

“I can go riding with my boy, and that means a lot,” Sergeant Tel Toro said.

“He wants one (recumbent) of his own now,” he said laughingly.

This will be Sergeant Tel Toro’s first race with the new recumbent, and with the custom built features that give him the same com-petitive edge, he will unquestionably give the other riders a good race to the finish line.

“At each event I speak at, I end with a quote, ‘Many of you out there might think I’ve gotten a bad break, but I’m the luckiest man in the world to have worked with some the greatest men out there. I have a wife that is a pillar of strength, a son that is all my motivation, so yeah I might have gotten a bad break but I still have a lot to live for,” said Sergeant Tel Toro.

COLORADO SPRINGS, Colo. -- The U.S. Air Force Warrior Games team gathered for breakfast here May 8 to mark the beginning of a week of training before the kick-off of the 2011 Warrior Games.

During the breakfast, Gen. William Shelton, Commander of Air Force Space Command, passed on thanks and encour-aging words to the 23 teammates for going above and beyond the call of duty.

“To the athletes in particular, let me tell you how much we appreciate what you do,” Gen. Shelton said. “One of my priorities for AFSPC is to support the joint fight. All of you have done that in a very meaningful way and have made a lot of sacrifices. You inspire us to continue to sacrifice and do what is best for the country every day.”

While these warriors may have worked alongside their sister service members in bat-tle, they will compete against each other May 16-21, in a variety of Paralympics-type events held at the Olympic Training Center.

According the U.S. Olympic Committee website, more than 200 injured service-members will compete in the second annual Warrior Games, sponsored jointly between the Department of Defense and the USOC. Athletes will compete in events such as, ar-chery, cycling, basketball, shooting, swim-ming, and volleyball, as well as track and field, to aid their recovery and hopefully inspire new goals.

“This is an important event because a lot of times the athletes are experiencing sports for the first time post-injury or post-illness,” said Cami Stock, USAF Warrior Games team head coach. “I think this is an opportunity for them to push themselves past what they expect they can do and translate that perse-verance into other parts of their lives.”

Gen. Shelton also joined the Air Force’s Warrior Games cycling team for prac-tice at the Air Force Academy later that afternoon.

The AFSPC commander expressed his pride in the athletes for their perseverance and bravery.

“Thank you for your willingness to inspire us and your willingness to continue to com-pete as you move forward,” Gen. Shelton said. “I can tell you from those of us observing from the sidelines how meaningful it is to see you continue to keep fighting the fight. You really are an inspiration to us all.”

Gen. Shelton also challenged Air Force

members in the local area to support their brothers and sisters in arms.

“These men and women are examples of incredible resiliency and courage,” Gen. Shelton said. “It’s a great privilege to be here and thank every one of them for their service and sacrifice, to tell them how proud I am to serve with such outstanding professionals.

I encourage all Air Force Space Command members to attend next week’s events to support these heroic members of our Air Force family.”

The purpose of preseparation counseling is to ensure all active duty separating service members have the opportunity to be made aware of the transition services and benefits available to assist them and their spouses in adjusting to civilian life. instructors to maintain continuity in its active shooter training program, Sergeant Satterfield said.

“What we are hoping to do is get all the other individu-als in the unit trained up, that way everybody uses the same tactics,” he said. “With how things are today, you may never be with the person you were with yesterday during training. So, if we get everybody together we will all know the basics of how we will set up and how we will enter into a facility.”

Fort Carson’s Range 60 provided the 21st SFS and the other Airmen and trainees with a realistic setting. In one scenario, teams of five were sent into a courtyard, where civilians were screaming, the enemy was down, and there was a wounded person in need of medical attention.

“They have to tactically approach, keep their 360-cover-age and make sure no bad guys are around while they deal with the medical problem,” said Doug Deppa, an Active Shooter Training instructor.

The 21st SW has incorporated active shooter scenarios into its quarterly exercises for the past year, ever since the Nov. 5, 2009 shooting on the Fort Hood Army Installation in Texas.

Master Sgt. Jason Smith, Air Force Space Command train-ing and standardization and evaluation superintendent, said the Active Shooter Training course employs the most common sense approach to preparing for a possible active shooter, either in a deployed location or at a home base.

“Our expectation is to be able to get more specifics on what we should do with our active shooter teams,” Sergeant Smith said. “Above all, we want to neutralize an active shooter if that situation were to actually occur.”
