SAILING INSTRUCTIONS

1.0 Rules

1.1 The race will be governed by the rules as defined in the Racing Rules of Sailing (RRS)

2013-2016.

1.2 Yachting New Zealand Safety Regulations Part II – Offshore & Coastal Racing &

Cruising, Race Safety Regulations Part II category 4. Plus

a) One Safety harness and double clipped tether per crew member.

b) Personal Locator Beacon (PLB) 406 MHz

OR EPIRB, 406 MHz (marine).

2.0 Notices to Competitors

Notices to competitors will be posted on the official Notice Board, located at the TBCC.

3.0 Changes to Sailing Instructions

Any change to the sailing instructions will be posted on the Notice Board 1 hour before start time of the

race.

4.0 Schedule of Events

4.1 Races are scheduled as follows:

5.0 The Courses

The diagrams in Attachments 1, 2 and 3 show the courses and the order in which the Islands are

to be passed.

6.0 Hazards

There is a submerged boulder approximately halfway between piles 2 and 3 and approximately 2-

3 metres inside an imaginary line between these piles on the course side. At or near low tide this

boulder can be hazardous to a boat’s safe passage.

There is a submerged rock NE of Tonga Island and a reef runs north from Pitt Head light.

There is a sand bar to the south of Adele Island Rock in the channel between Adele and

Fisherman Islands.

Skippers are encouraged to consult charts – and the Cruising Guide if carried – prior to

navigating these Islands, to ensure safe passage.

7.0 Sign On

Boats must sign on at the briefing at the Tasman Bay Cruising Club before each race.

8.0 The Start

2: Adele Island return 30th October 2016 Nelson & Tasman Bay 1000 hours

3: Tonga Island 27th November 2016 Nelson & Tasman Bay 1000 hours

8.1 Races will be started at 1000hrs by the use of GPS time.

8.2 The starting line will be between the Nelson Yacht Club (NYC) judges box at the port

end, and pile no 6 at the starboard end.

Alternatively and outside start may be used see Appendix A, to be advised at the briefing.

9.0 The Finish

9.1 Nelson Finishes - the entrance to Nelson Harbour, being a line between the first red

(No 1 Beacon) and green piles, (Mole end Beacon)

9.3 Boats are responsible for recording their own finishing time, please use GPS time and

report this to Richard Borrell 027 8600838 by phone or text as soon as possible on

finishing.

10.0 Time Limits

11.0 Protests and Protest Arbitration

11.1 For protests where only a Rule of Part 2 is alleged to have been broken, an arbitration

hearing will be offered prior to any formal hearing.

11.2 Protests shall be notified to the Race Officer when advising of finish time, written

protest form to be completed and handed in to TBCC no later than 1800hrs on the Sunday

following the race (or 1800hrs on the Monday following the Torrent Bay-Nelson race). Protest

forms are available at the TBCC.

11.3 Notices will be posted by 1815hrs on the Sunday following the race (or 1815hrs on the

Monday following the Torrent Bay – Nelson race) to inform competitors of hearings in which

they are parties or named as witnesses. Hearings will be held in the Tasman Bay Cruising Club,

at a time decided by the Protest Committee Chairman.

12.0 Safety Regulations

12.1 A boat that retires from a race shall notify Richard Borrell 027 8600838.

12.2 Boats must report their position to “Nelson Marine Radio” on VHF channel 28 at 1403

hours, 1803 hours and 2203 hours.

12.3 Boats must notify Richard Borrell 027 8600838 to advise they have finished the race,

as soon as possible after finishing the race.. This includes boats retiring once back in the harbour

12.4 Boats are to maintain a listening watch on VHF channel 28

12.5 Skippers are reminded of Maritime Rule 91,

’Navigation Safety’, which requires all vessels to carry a correctly sized, serviceable lifejacket for

each person on board every vessel. The rule also requires that lifejackets be worn at all times of

heightened risk.

12.6 A boat that retires from a race shall notify Richard Borrell 027 8600838.

12.7 Safety inspections will be carried out by the race committee on balloted boats at

random.

12.8 Crew shall consist of a minimum of two (including skipper).

12.9 No rubbish to be disposed of overboard.

13.0 Prizes

13.1 There will be prizes for 1st on line & 1st on handicap boat in each race.

13.2 The John Cotton Memorial Trophy will be awarded to the overall winner of the

series.

13.3 Only members of the Tasman Bay Cruising Club will be eligible for the John Cotton

Memorial Trophy

13.4 The low points scoring system will apply.

13.5 There will be no races dropped from this series.

14.0 Disclaimer

12.1 Competitors participate in the series entirely at their own risk. See rule 4, Decision to

Race. The organising authority will not accept any liability for material damage or personal

injury or death sustained in conjunction with or prior to, during, or after the series.

12.2 The organising authority is not responsible for the seaworthiness of a boat whose entry

is accepted and/or the sufficiency and/or adequacy of its equipment, or the competence of its

skipper or crew.

15.0 Minimum Number of Starters

A minimum number of three boats must appear in the start area for the race to be started.
