To Make Your Life Easier
This section provides some quick reference to the amenities and services in St. James and Brunswick
County.
Beach Club • Entry passes to the beach club are obtained at the St. James Plantation Property Owners’
Association office, 910-253-4805. The Beach Club is owned and maintained by the POA. The
access code for the restroom is on the POA website (www.stjamespoa.org). Restroom facilities
(external to the Beach Club) are available during the winter months. Beach Passes are required
to use the facility. The Beach Club (upper level) may be reserved Monday through Thursday.
See Section 2.1.9 of the St. James Plantation POA Rules and Policy document for more
information. The reservation form for the Beach Club is available on the POA website or in the
POA office.
Chapel • The St. James Plantation Chapel offers a non-denominational worship service provided by
visiting pastors, on the second Sunday of the month at 9:00 am. The chapel is available to
Property Owners for weddings, baptisms, memorial services, and other religious activities.
• To schedule an event, contact Carol Martin at 910-253-7567 and/or Sandra Bell at 910-253-
0660.
Club Membership • For Club membership questions, call the Membership Director at 910-253-9500, Ext 2.
Dog Parks • We have two Dog Parks – one temporarily located on Regency Crossing near the gate; the second is
located in The Woodlands near the lake and amphitheatre.
• The following rules are provided for the protection of our canine residents and their owners /
custodians. The temporary Dog Park at Regency Crossing has two entrances – one for large dogs
and one for dogs less than 20 lbs. Currently there is only one entrance to the Dog Park in The
Woodlands. The hours of operation are between 7:00 am and 7:00 pm. Please provide water for
your dog(s).
o Dog owners agree and acknowledge that they are using the dog park at their own risk and
assume all risk associated with their use.
o Dogs must have current vaccinations.
o Children under the age of 12 are not permitted inside the dog park area.

o Be considerate – owners are required to clean up after their dog. Waste stations are
provided.
o Dogs acting in an aggressive manner must be muzzled and/or removed. All dog attacks
should be reported to the POA Office (253-4805).
o Each dog owner is responsible for any damage or injury caused by their dog and
acknowledges that use of the Dog Park may expose them and their dogs to injury.
o Food, toys, glass containers and alcoholic beverages are prohibited.
o Eyesight supervision and vocal control of all dogs is required.
o Do not leave dogs unattended.
o Dogs must be leashed upon entering or leaving the Dog Park.
o Female dogs in heat are prohibited.
o Puppies less than 4 months of age are prohibited.
o No more than 2 dogs per visitor.
o Owners or custodians of dogs are responsible for filling holes dug by their dog.
o Anyone failing to comply with the rules of operation will be required to discontinue use of
the Dog Park.
Driver's License / Registration • Within 60 days after establishing residency in North Carolina, you must obtain a state driver's
license. Residents from outside the state must bring their out-of-state driver's license, proof of
automobile insurance, proof of residency, and their Social Security card to the following DMV

Call 910-754-4591 for a recorded announcement covering all details and costs for licensing
and for registering vehicles.
Out-of-state drivers must take a written, vision and signs test and surrender their old license. The written test contains several questions which refer to NC laws that may be different from your previous state’s test. You can obtain a copy of the manual at the office in Shallotte or on-line at http://www.ncdot.org/DMV/. It is recommended that you take a birth certificate or passport to the office.

The Registration Office is next door to the licensing office; it does not accept credit cards. Phone # is 910-754-4591. To change an out-of-state title, an owner must show the title and registration and insurance policy number and declare the mileage on the vehicle.
Elections and Voting Locations • Voter registration forms are available at the Town Hall. You may also register when you apply
for a North Carolina driver's license at the DMV, 910-754-5114.
• The Board of Elections office is located at the Brunswick County Government Center in Building
F, 910-253-2620.
• Residents in Players Club and Regency Park vote at Southport Precinct 2, International
Longshoremen’s Association, 211 W. 10th Street, Southport, NC 28461.
• All other residents living in the Mosquito District will vote at the St. James Community Center
(4136 Southport-Supply Road).
• If utilizing early voting privileges you may vote at the Brunswick County Government Center or
in the designated locations provided by the County.
Emergency • For any emergency call 911. The fastest response to any emergency will be obtained by calling
911, not the security gate or the St. James Fire Department. Our local fire, rescue and EMS as
well as other emergency responders are dispatched by the 911 call-center. Cell phone users
should dial 910-253-7490.
• We have many volunteer fire, rescue, fire police and EMS personnel within our community as
well as a wide array of emergency response vehicles. Please be observant and yield to
emergency vehicles displaying red flashing lights with sirens. When responding to an
emergency call our volunteers turn their emergency flashers on and many display a red flashing
light as well. Please yield the right-of-way to these “private” vehicles. Their response time may
determine the outcome of an emergency situation.
• For information regarding updates on emergency situations such as hurricane evacuations, re-
entry, etc. call 910-253-0949.
Garbage and Recycling - Collection every Thursday • Garbage collection is provided by Brunswick County under contract with Waste Industries.
• Curbside recycling is provided by the Town of St. James under contract with Waste Industries.
• Garbage and recycling containers are delivered to your residence by Waste Industries. Contact
their Brunswick County Operations Services, 910-253-2520 and provide your street address to
begin service.

• Trash and Recycling containers may be placed at the street on Wednesday evening and should
be removed on Thursday. If you are going to be away, please ask and friend or neighbor to
move your containers away from the street for you.
• The aluminum recycling container is located behind the library. This program provides financial
assistance to area non-profit organizations. Cardboard recycling is also located behind the
library.
• Landscape debris, white goods, bulk items, etc. can be taken to the Southport convenience site
located directly across from the traffic light at Dosher Cut-Off and NC 87. The hours of
operation are 8 AM to 6 PM Monday, Wednesday, Friday, and Saturday. Call 910-457-9484 for
more information.
• The Town also provides for residential landscape debris curbside pickup once a month during
the off-season and twice monthly during the growing season. The schedule is posted on the
Town’s website at www.townofstjamesnc.org. Landscape debris and bags may be placed
curbside no earlier than the Saturday prior to the scheduled Monday pickup for your area.
• Used tires, batteries, antifreeze, and oil can be taken to the Brunswick County Landfill in Supply.
It is located on Landfill Road off of Highway 17 just north of the NC 211 and Highway 17
intersection.
• Spring and fall cleanup weeks: Residents can bring items, except household garbage, to the
landfill in Supply free of charge during the third week of April and September.
Library • The Library serves as a central location for books (hard cover and paperback), puzzles, books on
tape, videos, etc. which the Chapel Board deems appropriate for sharing. Property owners are
welcome to donate and borrow items that are on display in the Library. The Library is located
on St. James Drive behind the chapel.
Mailboxes • Standard mailboxes are available for use by St. James residents on a permanent basis. As
construction begins on your home, please inform the POA office (910-253-4805); stop by the
POA office or e-mail [email protected], of your need for a mailbox. Be sure to apply for your box 6-
8 weeks before receiving your Certificate of Occupancy. There is a fee associated with the
mailbox and installation.
• If you are a resident of the Reserve or Woodlands communities, there is a form available at the
POA office for your mailbox supplier or you may download the form from the POA website .
Select St. James POA > Forms. There is a fee for the mailbox as well as a lead time of at least 4 –
6 weeks.
• White mailboxes tend to get black from the elements. Clorox products (such as bath and tile
cleaners) work well to clean the boxes.

Publications • “Cat - Tales” is a monthly magazine managed by the St. James POA. It is mailed to all property
owners and can also be viewed on the Property Owners’ Association web site:
www.stjamespoa.org. Hard copies are available in the POA office, the golf club pro shops and
the membership office at The Members Club.
• Various other tools are used to promote the community, including websites o St. James Plantation (stjamesplantation.com)
o St. James Property Owners’ Association (stjamespoa.org)
o Town of St. James (townofstjamesnc.org)
• The State Port Pilot and Brunswick Beacon are the local weekly newspapers.
Roads • All roads within the Plantation are privately owned and are maintained by the Property Owners’
Association, 910-253-4805. Roads within St. James are designated as PVA (Public Vehicular
Area). This designation allows the State Highway Patrol and Sheriff to enforce all motor vehicle
laws on the roads in St. James. Please be aware of the speed limits within the Plantation.
• The community-wide speed limit is 20 mph unless posted otherwise. Some of our main roads
are posted for 30 mph; but, once off these main roads the speed limit is 20 mph whether posted
as such or not. Driving speeds are monitored by radar and tickets are issued when appropriate.
Please be especially careful near the golf course clubhouse complexes where heavy automobile
traffic, pedestrian traffic, and golf cart crossings increase the chance for an accident. Roadway
traffic has the right-of-way at cart crossings.
• There are a number of roads in St. James Plantation that have directional signs posted, for
example, ‘KEEP RIGHT’ when a road goes around an island or a median divider - also, on a one-
way street such as on our circles. Many of these areas do not have sidewalks but are favorite
places for use by pedestrians, dog walkers, baby strollers, bicycle riders, roller skaters, guests
and grandchildren. These individuals are used to traffic in these areas coming from one
direction – not two. Disobeying a directional sign causes a dangerous and unsafe condition and
is subject to a fine.
• Bicycle Operation. Bicyclists should observe the same rules of the road as those for motorized
vehicles, except where walking/biking paths are available. Bicyclists should use them for the
safety of all. Courteously sharing paths with pedestrian traffic has worked well in our
community and offers a safer alternative to the roadway. If a walking/biking path is not
available, bicyclists should ride single file on the right edge of the roadway. When riding with
young children, ride last so that the young riders can be observed and directed as needed. It is
strongly recommended that bicyclists avoid using the main entry road. This is a 30 mph road
with heavy traffic and limited sight distances. When biking during times of limited visibility light
colored or reflective clothing as well as appropriate lighting is strongly recommended. Bicycle
helmets are always recommended. Bicycle traffic is not permitted on the golf course or cart
paths at any time and entry points are so posted.

• Pedestrians. Whether walking, jogging or running, pedestrian traffic should use the
walking/biking paths where available. If a path is not available pedestrians should proceed
single file on the left edge of the roadway facing traffic. Pedestrians should also avoid the main
entry road for the reasons already stated and should use the cart bridge in lieu of the roadway
bridge near the Founders Clubhouse. Only registered golfers are permitted on the golf course
and casual pedestrian traffic is not permitted at any time.
• Golfers. We have a fantastic array of golfing facilities for your enjoyment here at St. James;
however, a golf cart accident could ruin your visit or worse. Roadway traffic has the right-of-
way at the golf cart crossings. Every cart crossing is posted with a “STOP” sign for the golf carts.
Please comply with the stop sign and then proceed when the roadway is clear. Enjoy your
round, safely. Club golf carts are not permitted on the roads or for point-to-point transportation
within the community.
Services (Cable, Electric, Internet, Sewer, Telephone, Water) • Cable TV access is provided by Cable Direct TV, 1-888-777-2454, Dish Network, 800-823-4929,
and Time Warner, 888-892-2253.
• Electric service is provided by Brunswick Electric, 800-842-5871. To report an outage, call 800
682-5309.
• Basic internet service is provided by ATMC, 910-754-4311 or 1-888-367-2862, Time Warner,
763-4638 or 800-222-8921 (TW Road Runner 457- 6319).
• Sewer service
o For the Regency and Players Club residents is provided by the Southeast Brunswick
Sanitary District at 910-457-0006. For a sewer emergency call 910-457-1259. For grinder
pump service, call 910-253-7650.
o For all other residents, sewer service and maintenance is provided by Brunswick County
during normal working hours at 910-253-2655. In an emergency, call 910-371-3490.
(Brunswick County Utilities – Route 211 local facility) or the St. James Guard House at
910-253-7177.
• Telephone service for the Players Club and Regency Park is provided by AT&T formerly BellSouth
910-780-2355. Service for the remainder of St. James is provided by Atlantic Telephone, 910-
754-4311.
• Water is provided by Brunswick County. Customer Service billing may be reached at 910-253-
2655; and, in an emergency, 910-253-5797.
Street Lights • Street lights are maintained by Brunswick Electric at 800-842-5871. You will be asked to provide
the pole number (the sticker with yellow numbers) when reporting a problem. You may also
contact the Town offices (910-253-4730) who will notify Brunswick Electric. Street lights are the
responsibility of the Town of St. James.

St. James Resident Directory • The St. James Fire Department auxiliary publishes the Resident Directory. To obtain a copy or to
be listed call the Town office, 910-253-4730. You must be in the POA database to be listed in the
directory. See more details in the Communication Section of this document or on the POA
website.
Vehicle Stickers and Resident Gate Openers • As Property Owners you are entitled to two (2) vehicle stickers and Resident Gate Openers.
Please complete the “Owner Information” form available from the POA office and return it to
the POA office by mail or fax to (910) 910-253-4808. However, if you require more than two
stickers/openers, please send by mail or fax copies of the registrations for ALL of your vehicles.
We will issue you the number of stickers/openers required. The vehicle sticker must be
displayed on the bottom left driver side windshield of your car. This decal will allow you entry
into the Plantation as well as to the parking lot at the Beach Club on Oak Island.
• When selling or trading a vehicle, please remember to remove the St. James sticker. It will not
peel off and will be in pieces. Please bring the sticker remnants to the POA office for a new one.
By returning the old one, you will not be charged the $5.00 for a new sticker.
Visitors to St. James • Property Passes for Guests or Contractors can be obtained at the St. James Main Gate, either by
stopping by or calling (910-253-7177). You will be asked to provide: your name, address and
telephone number; your guest’s name and duration of stay. Visitors need to be reminded to
follow our local rules and policies.
Waterway Park • Waterway Park, located on St. James Drive at the traffic circle, is maintained for the benefit of
property owners in St. James Plantation. For planned functions, a reservation form is available
on the POA website or from the POA office.
• Waterway Park Playground. The POA has installed playground equipment at Waterway Park for
the use of children, grandchildren and guests of POA members. Children must be under the
supervision of an adult at all times whenever playing in the playground. Reports of damaged
equipment should be made to POA Security.

Woodlands Park / Pavilion /Amphitheatre • The Woodlands Park area, located off Parkridge Drive, is a new amenity area maintained for the
benefit of all property owners. The area includes a covered bridge, walking /biking paths, a
picnic pavilion, an amphitheatre, a large lake, dog park and rest rooms. Property Owners may
reserve the picnic pavilion and amphitheatre by contacting the St. James Plantation POA office.

How We Communicate
Cat-Tales Cat-Tales is the St. James Plantation POA Newsletter and is developed under the oversight of the
Communications Committee of the Property Owners’ Association. It is published monthly and
distributed via the U. S. mail to all property owners. It is also posted to the St. James Plantation POA
website. Property owners are requested to notify the POA office (910-253-4805) of address/name
changes in order to maintain an up-to-date mailing list.
Addresses may be updated directly on the POA website at
http://www.stjamespoa.org/login.asp?Ret=/update_form.asp. Please contact the POA Office to obtain
the User ID and password.
Contact Cat-Tales Editor, Carol Miller (910-253-9140 or [email protected]), if you wish to submit an
item for publication in Cat-Tales. Deadline for submissions is approximately the 4th of the month prior
to the next month’s issue.
The current month's Cat-Tales , as well as several months of archived issues, is also available on the St.
James Plantation POA web site under the "POA" link from the Home page.
What’s Up?
The St. James Plantation POA Communications Committee has created an on-line electronic newsletter
to provide the St. James POA and St. James organizations, clubs and committees with a regular, timely
method of sharing information and community activities. It will not be used for selling or advertising
items nor will it be used to espouse any political belief or endorse any products.
The blast e-mails are sent to all current residents on the 2nd and 4th Mondays of each month. Deadline
for submission of information is by the Friday prior to the Monday publication date. Anyone wishing to
publish something in “What’s Up” should send their information via e-mail to Chris Nicholas at
Persons wishing to ‘unsubscribe’ to this service are advised that if you remove your name from the list,
you will NOT receive any e-mails from the POA. Should you remove your name by mistake and wish to
re-subscribe, please call the St. James Plantation POA Office.
The St. James Plantation POA Website is under the operational oversight of the POA
Communications Committee. The website contains a wealth of information, and its usage is strongly
recommended. The site is especially useful if designing and building a home since ACC guidelines are
current. Downloadable ACC forms and POA Governance documents are also available on the website.

Another excellent resource is the hurricane preparedness document available through the Town link.
The POA website is used to disseminate the following information:
• The Cat-Tales Newsletter, Calendar of events, POA Board news, Current Rules, Policies and
Guidelines, POA Committee Members, St. James Clubs and Activities information, St. James
Chapel, Directory of Residents, Directory of property owner services (see guidelines), Plantation
Club notices (Link to the Clubs Website), community activities of general interest, other items of
general interest.
• The 2-Way POA feature on the POA website enables on-line communication with members of
the POA Board. Residents are welcome to submit questions/comments to Board/Committee
members or the POA Administrator. A response will be received within ten (10) business days of
receipt.
St. James Resident Directory • The St. James Resident Directory provides a current listing of names, street addresses, e-mail
addresses and phone numbers for all residents. The Directory is reproduced annually and is
available for purchase at the Town Office. The purchase price for the directory is generally $8.00.
The directory is produced by the Fire Department auxiliary and the cost to purchase defrays the
printing costs and is used as a fundraiser. A binder is also available for purchase.
• The St James Resident Directory is also available on the St. James POA website and provides an
up-to-the-minute version of the hardcopy directory. This directory is current once the resident
has informed the POA of any changes. In order to protect our resident's privacy, the on-line
directory does require a User ID and password. These are available from the POA Office.
Residents may update their own information on-line as well.
Blast E-Mail / Phone Message System • Residents listed in the St. James online Resident Directory are automatically added to the POA
and Town distribution lists for important Town and POA e-mails and telephone messages.
Meetings Monthly POA Informational Meeting. The POA Board hosts a general informational meeting at
4 pm on the first Thursday of the month. All residents are invited to come. This is an open
forum for residents to remain current on POA projects/programs and to ask questions of Board

month, 4:00 pm. On a quarterly basis, the Board meeting is open to all property owners.

History and Purpose
St. James was incorporated in 1999 and is located along the southeast coast of North Carolina – just a
few miles from the old fishing village of Southport, NC and about 30 miles south of Wilmington, NC. St.
James is in Brunswick County, NC, which is characterized by growing communities nestled in some of the
most unique wetlands areas of the United States.
St. James is a residential town, with a large population of vibrantly active retirees who enjoy our four
and a half golf courses, many tennis courts, swimming pools, full service marina and beach club along
the Oak Island sea shore. However, we are also home to many young families and enjoy the sight of
children playing and the yellow school buses throughout the community.
Our residents – currently about 2,700 from all over the United States – are talented and active
volunteers – from our all volunteer Fire and EMS Department, to our award winning Service Club, and to
all manner of community service opportunities throughout the Brunswick County area. We hope you
will explore our community further via our web site and the links to our Property Owners’ Association
and other local sites of interest.
Organization
The Town government is organized as a Council/Manager system of government, with five councilors.
All councilors serve four year terms, with elections held every other year to elect either two or three

council members. The Town Council elects a Mayor from its members every two years. The Town
Clerk/Administrator manages the business activities for the town.
Areas of Responsibility
The Town of St. James is responsible for the health, safety and welfare of the citizens of the Town.
Specific areas of responsibility are:
• Providing fire and first responder medical services via a contract with the St. James Volunteer
Fire Department.
• To provide police protection though an agreement with the Brunswick County Sheriff.
• In coordination with Brunswick County, providing emergency management to the Town.
• Assessing ad valorem and personal property taxes, which are billed and collected by Brunswick
County under contract with the Town.
• Establishing and administering land use and permitting policies and functions via a Planning
Board.
• Developing an annual town budget and property tax rate and administering town finances in
compliance with North Carolina statutes.
• Conducting local elections through a contract with Brunswick County.
• Developing and administering the Town’s Comprehensive (Long Range) Plan.
• Providing appropriate representation of residents in County\State matters.
• Instituting, as required, local ordinances and resolutions.
• Providing street lighting for safety via a contract with Brunswick Electric Corp.
• Providing and managing a town community center.
• Providing a recycling and yard waste pick up program.
• Monitoring the activities of county and state agencies to identify issues which might impact the
town and, where possible, taking actions to ensure that the interests of the town and its citizens
are properly served.
• Cooperating with the Property Owners’ Association and Developer regarding areas of mutual
interest.
• Monitoring growth issues and establishing programs to address future town needs.
Meetings
The Town Council conducts a monthly meeting on the first Tuesday of each month at 4 p.m. at the Town
Hall. The Council also conducts Workshops and Public Hearings as required. All meetings are open to
the public. Members of the Town Council attend numerous meetings throughout the County
representing the interests of the Town of St. James.

Purpose
The St. James Plantation Property Owners’ Association (POA) was established to provide for the
operations, maintenance and preservation of Common Areas and architectural control of homes and
other structures.
Structure
The POA Board currently has four representatives elected by the property owners and five members
appointed by the Developer. Developer control of the POA will continue until certain conditions as
specified in the “Master Declaration” are met.
The POA Board meets on the third Thursday of each month. On a quarterly basis, the Board meeting is
open to all property owners. The annual meeting of the Association takes place in October of each year.
The POA holds an open Informational Meeting on the first Thursday of each month at the Community
Center.
The four people that are elected to serve on the Board of Directors need support from many volunteers.
There are nine (9) committees currently staffed by almost 70 volunteers to help manage and do this
work.

To better understand each committee, a brief mission statement is provided.
Architectural Control Committee:
� Reviews site plans, exterior building and landscaping plans in order to preserve
harmonious and aesthetically pleasing designs in St. James Plantation
Communications Committee:
� Responsible for all forms of communications between the POA and the property
owners. Includes Cat-Tales, the monthly magazine, the web site and broadcast email.
Finance Committee:
� Works with the POA Board and the POA Community Manager to developer POA Budgets
and review expenditures against budget during the year.
Transition Committee:
� In December 2010 the POA Transition Due Diligence Committee and the Club Options
Committee (“COC”) were combined. The Club Options Committee was chartered by the
POA in 2006. This committee was tasked with identifying available options for acquiring
the St. James Clubs if and when the Developer decided to sell them. The final report of
the COC was submitted to the Property Owners Association on March 13, 2008.
� As of January 2011 the new combined committee working on these issues is called the
Transition Committee. This committee will continue meeting and providing updates and
changes to the Transition Plan Outline as needed.
Infrastructure Committee:
� Provides oversight for St. James POA assets and infrastructure components. These
assets include but are not limited to roads, storm water control devices as shown in the
storm water permits, entrance building, ponds owned by the POA, Waterway Park
pavilion and the Beach Club and any new amenities turned over to the POA from the
developer.
Landscape Committee:
� Responsible for advising the Board on matters relating to landscaping within the
Plantation. This would include recommendations for proper plant materials to be used,
identifying areas where additional landscaping efforts would be desirable to enhance
the Plantation and other work as assigned by the Board.
Nominating Committee:
� Responsible for identifying candidates to run for open Board positions and managing
the election process.

Safety and Security Committee:
� Works with the Board, POA Administrator and the security contractor to identify and
make recommendations for any items affecting safety and security in St. James.
As vacancies occur on the Committees, the vacancies are announced via the Communications team to
the property owners/residents of St. James. Interested parties are asked to submit a brief summary of
their experience and interest in working on the Committee to the Community Manager. Each applicant
is invited to meet with the Committee chair, the Community Manager and the Board member who has
committee oversight so an exchange of information can take place. You can imagine how wonderful it is
to have so many highly qualified people with diverse experience living in our community. However, not
all committee members need to be experts in the committee’s focus area. A high level of interest and a
desire to serve the community is sufficient. Many of our Committees have terms for the positions –
usually two or three years – so there is always an upcoming opportunity to join a committee. This is the
ideal way to get involved with the POA - - thru the Committee.

available at the POA Office and on the website. Requests for additional or supplemental information
may be made to the POA Manager.
The Board encourages questions, suggestions and comments from all members of the Association.

Responsibilities
The POA has the following general responsibilities as outlined in the “Articles of Amendment” filed with
the North Carolina Secretary of State on December 17, 1998 and the Amended and Restated Charter
filed with the Secretary of State on June 28, 1991.
• Establish reasonable rules and regulations governing the use of Common Properties.
• Levy and collect assessments to defray the common expenses of the Association.
• Construct, maintain and replace common properties.
• Contract for the management of the St. James Property Owners’ Association.
• To acquire, own, hold and improve, convey, sell, lease transfer, dedicate for public use, or
dispose of real and personal property in connection with the affairs of the Association.
• To enforce the provisions of the Declaration and other rules and regulations including but not
limited to the Architectural Control Guidelines.
Specific Services Provided by the POA Include:
• Operation and maintenance of all landscaping and other flora, structures, and improvements
situated on the Common Properties and the private streets within the development.

• Security and traffic control.
• Lighting of entrances, boardwalks, sidewalks, and walking paths.
• Insect and pest control, in supplement to State or other governmental activities.
• Operations and maintenance of the St. James Beach Club, the Dog Parks, Waterway Park and
the Woodlands Park area and the picnic Pavilions at Waterway Park and Woodlands Park.
• Operation of the following committees: Architectural Control, Communications, Finance,
Infrastructure, Landscaping, Nominating, Safety and Security, Transitions.
• Operation and maintenance of the Library building.
• Levying and collection of assessments and fees.
• Development and administration of an annual budget and five year plan.
• Enforcement of POA Covenants, Rules and Policies. Water, sewer and trash pickup services are
provided by Brunswick County.
• Administration of the Architectural Control Committee.
• Conduct annual meeting for Property Owners and elections for the Property Owner members of
the Board of Directors.

1. Definitions
• Town – Town of St. James
• Center – The St. James Community Center
• Eligible Users - Town residents, property owners, guests of property owners, guests of the
St. James Plantation Subdivision Developers, and outside groups that pay a fee for use of the
Center.
• Town residents and property owners may be required to show identification (Troon
membership card, drivers license, current address) if requested by a Center staff member.
• Those other than Eligible Users outlined above, may use the Center when attending “special
events”. Admission for guests attending “special events” will be determined as part of the
reservation registration process.
• Any guest under the age of 18 must be accompanied by an adult.
2. Hours of Operation - The Center will be staffed at all times during hours of operation. All meetings
and events must end at midnight, and all activities must conclude 15 minutes prior to the designated
closing time.
• Monday through Friday 9:00 AM to 5:00 PM. Evening events must be scheduled in order to
insure access to the Center.
• Saturday and Sunday as needed per scheduled event.
• All exceptions to the Hours of Operation shown above must be approved by the Center
Manager prior to the event.
• Holiday closing schedule (TBD).
3. Scheduling - To minimize scheduling conflicts the following guidelines will be implemented:
• Scheduling requests for “standing” (weekly, bi-weekly and/or monthly) meetings for the
following calendar year (January through December) may be submitted by each Eligible

User from November 1st through November 30th each year. Requests will be honored on a
first come first serve basis. Events that experience low turnout or cancellations may lose
their space.
• For “special events” a Facility Reservation Form must be completed and signed for all
meeting requests by the Eligible Users. Once space and date have been secured the Form is
reviewed and signed by the Center Manager.
• The Center Manager will be responsible for room assignments to maximize utilization.
• Scheduling for the Multi-Purpose Room, Multi-Purpose Room A or Multi-Purpose Room B,
may be made no more than18 months in advance of the scheduled date.
4. Fees - Room rental rates are based on organization, activity, rental room, and status (resident/non-
resident). Please refer to the current Room Rental Fee Schedule. Residents and TSJ organizations that do
not serve food and beverages are not required to pay a fee for meetings and events. However, if groups
do not “leave the area in the same condition as it was found” they will be required to submit a cleaning
fee deposit check for future meetings.

• A member is anyone who lives in, owns property in or works within the borders of the State and
County defined fire service district.
• The day-to-day operation of the Fire Department as well as operations at fires and other
emergencies is managed by the Chief of the Department. The Chief is appointed by the Board of
Directors.
• The members own the Corporation; there is no stock. Any member may stand for election to the
Board.
• The Board of Directors is the caretaker of the assets and receives no compensation.
• If the Corporation is ever dissolved, the net assets must be transferred to a comparable 501 (c)(3)
tax exempt organization or to a unit of government.
• All members of the department, fire fighters, EMS personnel, fire police are volunteers.
History
The Department is an outgrowth of the Incorporation Committee formed under the Property Owners’
Association. It was apparent to the members of the Committee that having a fire department was an
important component of our efforts to become an incorporated town. The economics showed that
considerable savings would eventually accrue to the property owners via reductions in insurance
premiums.
Equipment
• An up-to-date list of Fire Department equipment is available on the Town of St. James website.
Operations and Insurance Inspections
• Achieved a “9S” rating from the North Carolina Insurance Department as of December 8, 1999.
• A second inspection improved the ISO rating to Class 5, which is the best rating achievable for non-
commercial facilities. This resulted in lowering homeowners insurance by 52%. These inspections
are under the auspices of the North Carolina Office of State Fire Marshal.
• Operate under a mutual aid agreement with Brunswick County which provides funds and
operational reciprocity among county fire departments when responding to a fire or a medical
emergency call.

• Basic life support and emergency transport capabilities.
Funding
• The Town and St. James Fire Department, Inc. enters into an annual contract for services to the
Town’s residents.
• Those property owners in our fire district that live outside the St. James town limits are assessed an
annual fire fee. The fee is collected with the annual county property tax and passed on to our fire
department in quarterly installments. An ambulance operating stipend is also budgeted at the county
level and reimbursement is made when a patient transport occurs.

• The Club Owner has established an Advisory Committee to serve as a liaison between the Club

St. James Activities
There are many activities available to St. James residents – too numerous to mention in this document.
We refer you to the POA website for greater detail. A list of Clubs and Activities is available (Under the
Activities Tab (General Activities). Points of Contact and events are available for most Clubs. Some of
the organized activities/clubs follow:
Activities Committee The Activities Committee is social and exists to help us become better acquainted with each other and
the community. Committee members generally plan one social event per month. The events might be
“dinner for 6”, a golf/dinner event, a holiday reception, a night at the theater, a dance, bowling, etc. All
activities are well advertised.
Ladies Golf Association The LGA has a very active membership with activities planned throughout the year. Lady golfers with
varying degrees of experience and expertise will find a program to enjoy.
Men’s Golf Association The MGA is extremely popular with a year round variety of weekly events and tournaments.
St. James Tennis Association The St. James Tennis Association was established in 2001 to promote tennis sportsmanship, friendly
competition, and enjoyment of the game. It also serves as the liaison to the developer of St. James in all
matters concerning existing tennis facilities and future plans.
St. James Service Club The St. James Service Club is dedicated to identifying and supporting the needs of the community
through volunteer participation. It is a most active and successful club with hundreds of
members/volunteers supporting major fundraising events benefiting local non-profit organizations and
scholars.

St. James Plantation Chapel
Address: 3620 St. James Drive, Southport, NC 28461
Purpose
To establish and operate an interfaith, nondenominational chapel where religious activities (including
but not limited to worship services, weddings, funerals, memorial services, baptisms, Bible studies and
religious education programs) may be held and individual meditation and prayer may be conducted.

History
As Homer Wright was planning the community of St. James, he envisioned a place where people would
establish permanent homes. Out of that vision came the idea of a building for worship that would
portray a sense of community.
• In 1991, the first two buildings were built at St. James, the gatehouse and the chapel. As the
community grew, the residents expressed a desire to make the building more than just a facade.
The developers responded to this wish by completing and furnishing the interior.
• In 1997, Homer Wright deeded the building and the surrounding land to the St. James Chapel non-
profit corporation.
• The first service in the chapel was a Thanksgiving service on November 14, 1995.
• The first monthly Sunday service was on March 3, 1996.
Financial
The St. James Plantation Chapel is funded entirely by donations from property owners. In addition to
paying for routine maintenance and utilities, special donations have enabled the purchase of new
hymnals, Bibles, stained glass windows, a new roof and re-upholstery of the pews.
Organizational Structure
• St. James Plantation Chapel is organized as a 501(c)(3), non-profit organization. The corporation has
no members and no capital stock.
• The Chapel and St. James Library is owned and operated by the Chapel Board.

• A non-denominational worship service, with visiting pastors, is held on the second Sunday of the
month at 9:00AM
• The chapel is available to property owners for weddings, baptisms, memorial services and other
religious activities. To reserve the chapel, please contact Carol Martin at 910-253-7567 and/or
Sandra Bell at 910-253-0660.
St. James Plantation Library
Purpose
• The St. James Library is owned and operated by the Chapel Board. The Library serves as a
central location for books (hard cover and paperback), puzzles, books on tape, videos, etc. which
the Chapel Board deems appropriate for sharing. Property owners are welcome to donate and
borrow items that are on display in the Library.
• The Library Committee is responsible for maintaining the orderliness of the facility. Bins are
provided for new donations and returns.

History and Purpose
Brunswick County was established in 1764 and has a proud history as the southernmost coastal county
in North Carolina. Brunswick County is primarily rural and agricultural, with over 47 miles of ocean
beaches. The towns in Brunswick County are Bald Head Island, Belville, Boiling Springs, Bolivia, Calabash,
Carolina Shores, Caswell Beach, Holden Beach, Leland, Navassa, Northwest, Oak Island, Ocean Isle
Beach, Sandy Creek, Shallotte, Southport, St. James, Sunset Beach, and Varnamtown.
Organization
The County government is organized as a Commissioner\Manager system of government. Five County
Commissioners are elected for four-year terms. All registered voters in the county vote for all
commissioners; however each represents a particular district. The Town of St. James is in District 3.
Areas of Responsibility
Brunswick County is responsible for the health, safety and welfare of the citizens of the County, as
provided by state law and local ordinance. Brunswick offers a comprehensive range of services to its
residents; the list below is only a sampling of those services that might be of particular interest to the

Meetings
The Brunswick County Board of Commissioners meets on the first and third Mondays of the month, at
6:30 p.m. in the Commissioners’ Chambers of the Public Assembly Building at the Brunswick County
Government Center in Bolivia. The Board also conducts Workshops and Public Hearings as required.
