The HRC personnel briefly visited Rivier- sonderend to speak to the local ratepayers asso- ciation about a drinking water complaint lodged in December last year. Clive Sandenbergh, chairperson of the Riviersonderend Ratepayers Association, says the association lodged the complaint on the re- commendation of Jaap Kelder, chairperson of the National Ratepayers Union. According to Sandenbergh, the complaint is based on allegations that sewage spills from Greyton, and animal manure from dairy farms upstream from Riviersonderend, polluted the Sonderend River, from which water is pumped for purification into drinking water. He ex- plained that the cleaning of settling dams brought a dark brown colour to the water days afterwards. Although he admits they are not experiencing problems at the moment, since the Theewaterskloof Municipality has been transporting sewage from Greyton to Genaden- dal, the association has been lobbying for drinking water from the Olifants River. Mem- bers are concerned that come the wet winter season, problems might arise again. The HRC personnel, who were en route to George to attend their road show in celebration of Human Rights Day, met with three members of the association, which represents 150 mem- bers who are all concerned about the quality of the town’s drinking water. Sandenbergh says Riviersonderend is bless- ed with two independent water sources: the Sonderend River, which he describes as “hea- vily polluted” at times, and the Olifants River, which has “sweet, unpolluted” water, for which the association has been lobbying. The existing pipeline, however, is in disrepair and attempts to negotiate water from this river with the municipality have been unsuccessful. Sandenbergh is also concerned about results of testing done in the Sonderend River water at the pump station between January and Octo- ber 2011. He says that because of the pollution, high dosages of chlorine have to be applied in order that the polluted water is fit for human consumption. “When one opens the tap, the water often smells of chlorine and often tastes like Jik.” He says the solution would be to fix the pipeline and use unpolluted water from the onset. “In a matter of three years the cost of the pipeline would be repaid as less chemicals will be re- quired.” Stiffie Cronjé, media spokesperson for the municipality, said that as soon as they receive a letter from the HRC, with a copy of the letter of complaint from Sandenbergh, they will send their response directly to them. He added that they can confirm that they are following the procedures and guidelines as prescribed in the South African National Standard SANS 241 and in terms of the Water Act to the letter. Tammy Carter, senior legal officer at the HRC, confirmed that Sandenbergh lodged a complaint on behalf of the Riviersonderend Ratepayers Association. “It is still in the inves- tigation stage... there is unfortunately no fin- ding at this stage.” Sandenbergh said the HRC committed them- selves to forwarding the association’s com- plaint to the municipality, whereafter they will have 21 days in which to respond, and also to get the Water Board to test the water indepen- dently. Wind­farm developers plancommunity investmentsANNETTE THERON

The developers of wind farms currentlyproposed for theOverberghaveall commit-ted themselves to local corporate social in-vestment initiatives.The extent of their community invest-

mentswill onlybeknownonce the turbinesare turning, however, and communitymembers appointed as trustees will deter-mine the exact beneficiaries in future.The Dassieklip wind farm is one of four

proposed projects for the region, the othersbeing the Langhoogte project, CaledonWind and Dassiesfontein.Should all proposals be approved, the

Overberg will have 91 turbines erectedacross the landscape.Asocial reportbySagit, oneof theproject

developers, stated that 1,5% of the annualrevenue will be earmarked for socioeco-nomic and enterprise development andthat a further 20% of the shares in theproject will be reserved for the local com-munity.Sagit was not prepared to confirm num-

bers, but based on the projected revenueexpected from the project, the money flow-ing to local shareholdersandtrustbenefici-ariescouldrunintomillionsof randsannu-ally.Mich Nieuwoudt, director of Sagit Ener-

gy Ventures, said an investment of R2 bil-lion (the cost of the development) shouldprove that they are also investing in thecommunity.He said the management of the planned

trust will be based on a treasury trust andin time the trusteeswill be elected from thecommunity.“There are a certain number of seats

available with different portfolios andmemberswillbeelectedbymeansofastrin-gent process.”Hesaidmechanismsstillneededtobeput

beavailable fromdayonefromfundsgener-atedthroughtheturnoverof thewindfarm.“It is a well-structured financial transac-tion that results in the beneficiaries of thetrust benefiting from the projects fundedby the trust.”Chris Punt, executive mayor of Theewa-

terskloofMunicipality, said hewas hopingthe municipality would be responsible forthe management of the trust as they are intouch with the community’s needs, but ithas been decided that the developers willappoint specialists to determine the needsof the community.Ludwig van Aarde, technical director of

the Biotherm project, responsible for twoof the wind farms, said their communitytrust, separate fromthoseof theotherwindfarms, will be managed by members of thelocal community as well as Biotherm.“We’ve appointed trustees from the local

community before we submitted our bid.”Hesaid theyarecurrentlyworkingclose-

ly with the Theewaterskloof Municipalityand are also taking part in the TWK 110%Green Forum.The 110% Green Forum is a municipal

drive to infuse asmany current projects aspossible with a sustainable outlook.“We were present on 4 February when

the strategy for the forum was developed.We will have a direct contribution of 1,5%of the annual revenue to be earmarked forsocioeconomic and enterprise develop-ment.“We are busy with energy-yield studies

so it will be difficult to give a revenue pro-jection at the moment.”He added that Biotherm Energy has

structured the project in such a way thatcommunities locatedwithina50 kmradiusof the facility will benefit through a trustthat has been established for communityupliftment and support, as well as throughsocioeconomic development programmes.“Many jobs will also be sourced locally

during the 2013 construction period andmore indirect jobs will be created or sus-tained at local manufacturers and suppli-ers.”The developer of the Caledon Wind

project had not responded to enquiries atthe time of going to print.

waar dit skielik opswaai en loodreg soos ’nvuurpyl klim en in die hemeltrans verdwyn.’n Halfminuut later duik dit weer af en pyltoe al vinniger die diepsee in.Toe volg daar ’n rollende, almagtige don-

Bekostigbare behuising en die druk opdie regering om Hop- en Gap-behuisingte lewer is van die kwellendste vraag-stukke in gebiede soos Caledon, Rivier-sonderend en omstreke. Die behuisings-probleem bly ingewikkeld.

Dít is hoe Leon Viljoen, direkteur vanTurnkey Holdings wat die Bergsig-behui-singsprojek vir lae- tot middel-inkomste-groepemoetontwikkel, verledeweekdiéuit-daging beskryf het.Maar wat sê die Theewaterskloof-munisi-

paliteit? Die Gazette het gaan uitvind.StiffieCronjé,mediawoordvoerder, sêmu-

nisipaliteite het beperktemandate in die sindat hulle nie die bevoegdheidhet omgeld virbehuising te genereer nie en nasionale toe-kennings via die provinsie ontvang.“Munisipaliteitehetweinigbeheeroordie

volumes geld wat hulle vir behuising ont-vang en tree hoogstens as agent op vir diestaat indieontwikkelingenimplementeringvan projekte. gering erken die behuisingsagterstand endat daar nie genoeg geld is om dit aan tespreek nie. “Theewaterskloof het vanjaar ’nbehuisingstoekenning van R38 miljoen ont-vang en in vergelyking met die behoefte isdit maar ’n druppel aan die emmer.“Met die beskikbare geld moet projek-on-

dersoeke, projekbeplanning en -ontwikke-ling gedoenword, projekte goedgekeurworden diens-infrastruktuur en huise daargestelword. Met die implementering van behui-singsgeldword klemgelê op projektewat ge-reed is om geïmplementeer te word asookprojekte wat in proses is en voltooi moetword.”Cronjé sê gebiede met die grootste nood

aan behuising kry voorkeur. In Grabouwwag 3 646 hulpbehoewendes op huise, in Vil-liersdorp 2 139, in Caledon 1 613, in Rivier-sonderend 619 en in Botrivier 550.Diemeesteprojekte is gemikomdiebehui-

singsnood in Rooidakke en Pineview (Gra-bouw), Villiersdorp en Site Saviwa in Cale-

lingsraamwerk (ROR), ’n dokument wat rig-lyne vir ontwikkeling aandui vir die volgen-de vyf tot tien jaar. Diemeeste ontwikkelingen verandering in grondgebruik vereis be-planningstoestemming van TWK. Theewaterskloof leads in LEDTheewaterskloof Municipality has retainedits first place for advancing Local EconomicDevelopment (LED)more thananyother localauthority in the province.Stiffie Cronjé, media spokesperson for the

municipality, says the second round LEDma-turity assessments done inNovember andDe-cember last year by the South African LocalGovernment Assessment Association (SAL-GA) and the Department of Local Develop-ment and Tourism in the Western Cape con-firmed that TheewaterskloofMunicipality re-tains its first place. “The LED maturityassessment takes into consideration munici-palities’ readiness in reference to its strategicposition and indicates to what level munici-palitiessucceededincreatinganenvironmentconducive to local economicdevelopment andgrowth,” Cronjé says.

He says that the assessment is based on thebelief that LED successes ultimately dependontheway leadersmakedecisionsand thepri-vate sector collaborates with local govern-ment,andthesystemsputinplacetofacilitate,enable and empower local communities toparticipate in the economy.“The goals of the assessments are to create

awareness for gaps in expertise and learningopportunities; identify flaws in LED ap-proaches; assess the strengths and weakness-esofLEDinmunicipalities;anddeterminethereadiness to benefit from good practice tolearn from others and teach colleague organi-sations.”He added that the assessment scrutinises

LED capacity and development programmes,and monitors growth in LED maturity overyears.
