Mission
To enable the sustainable co-existence of man and wildlife through the participation of local
communities with the ethical use of science and technology.
Background
Major threats to wildlife, especially tigers are poaching, habitat degradation and man-animal
conflicts. The law protects wildlife in India
and specific areas are designated for tigers
in the form of Tiger Reserves. These areas
usually share boundaries with heavily
populated villages and often become a
challenge to manage these as there are
free ranging animals, in this case Tigers.
Poaching, Man-animal conflict, habitat
encroachment need constant surveillance by which park managers and staff are often stretched
thin on ground zero. Hence, in 2013, Tiger Watch pioneered a very innovative program called
the Village Wildlife Volunteer Program in collaboration with the Forest Department of
Rajasthan, with the assistance of various supporters. The initiative was developed under the
guidance of Mr. Y.K. Sahu, the Field Director – Ranthambhore Tiger Reserve. The village wildlife
volunteers are a vigilant task force constituted by local villagers living around the
Ranthambhore Tiger Reserve, chiefly engaged in rearing livestock and subsistence agriculture
and but they now also defend the forest and the wildlife around their villages on a part time
basis. Tiger watch financially remunerates these volunteers.
Geographic Focus
Ranthambhore is one of the most popular tiger reserves in India, cushioned in and around the
Aravalli & Vindhya hill ranges in the state of Rajasthan. ‘Project Tiger’ was launched here in

April 1973. ‘Project Tiger’, as a concept, seeks
to sustain tiger populations in natural habitats
by demarking specially constituted ‘Tiger
Reserves’ throughout the country. Therefore,
this also means freeing parks from the
burdens of human exploitation and other
biotic disturbances. Unfortunately, the conflict
between people and the tiger has always had
a devastating impact on every protected habitat of the tiger in the country. Ranthambhore was
no exception. Being one of the first nine parks to be created as a Tiger Reserve meant that the
tiger’s habitat had to be managed efficiently in order to prevent further damage to the
ecosystem and to facilitate the recovery of the ecosystem back to its inviolate natural state.
Historically, Ranthambhore has always been a populated area with several villages scattered
within the periphery of the reserve. Implementation of the fundamentals of tiger conservation
therefore meant embarking on a collision course with the human population living and
sustaining itself within its boundaries.
The Ranthambhore Tiger Reserve lies between latitudes 250 41' N to 26022' N and longitudes
76016' E to 77014' E. The reserve is situated in the S-E part of Rajasthan and spreads over 3
districts viz. Sawai Madhopur, Karauli & Bundi. On the eastern side of the reserve is the mighty
river Chambal. The river Banas divides the reserve in 2 parts. The N-E part being Kaila Devi WLS
is also a part of the reserve.
The total area of the Ranthambhore Tiger Reserve is 1473.554sq.km, out of which 1113.364
sq.km. Has been notified, as critical tiger habitat in the official gazette of the state wide
Notification No. F.3 (34) forest / 2007 dated December 28, 2007. Apart from this remaining
360.19 sq.kms of RTR will be buffer area.
The Concept
The Village Wildlife Volunteer Program is conducted within the Ranthambhore Tiger Reserve. It
is operational in the 3 protected areas of the Ranthambhore National Park, the Sawai Mansingh

Sanctuary and the Kaila Devi Wildlife Sanctuary, which, all of which are Critical Tiger Habitat.
Local villagers were hired from adjoining villages to help the forest department monitor wildlife
activity outside the protected areas. Their task was to report information relevant to the
movement of wild animals especially tigers and leopards. But fortunately, they also started
providing information regarding poaching and other illegal activities like mining and logging.
These villagers then came to be known as the ‘Village Wildlife Volunteers’ (VWV). They are
mainly subsistence farmers or pastoralists, who were being remunerated by Tiger Watch for
assisting the forest department in such situations.
Legally the forest department cannot hire villagers without following certain government
recruitment protocols. Secondly, the villagers may not meet the government’s most basic
criteria for the post of a forest employee. In the past the forest department hired similar
individuals for forestry work but these individuals soon petitioned the court for permanent
employment. In this particular program, Tiger Watch hires individuals on a part time basis;
therefore the volunteers continue to be engaged in their professions. This is in sharp contrast
with the forest department which hires villagers for such purposes, and then preoccupies them
with routine chores as a result of which they simply become extra bodies in forest guard
outposts and also become detached from the very villages they were to provide information
from. This program allows the volunteers to move about freely thereby allowing them to collect
information, and also helps develop a positive public opinion about the conservation of wildlife
in their respective localities.
The Village Wildlife Volunteer
An ideal Volunteer should be a villager who lives close to the park boundary and should
primarily be engaged in subsistence agriculture or a pastoralist. The remuneration provided is
not the main source of income for the individual, but a specific task oriented payment. If the
individual is not able to fulfill the role desired of him, remuneration can be halted by the
agency. One agency should maintain contact with them, it could be the forest department or
the NGO, which maintains a cordial relationship with the forest department; this will help
directing information to the right channel and will help in accomplishing objectives on time.

Among the volunteers, a coordinator should be selected to monitor, train, guide and help them
overcome challenges whilst working. The coordinator should analyze critical intelligence and
make sure it reaches the correct channel on time.
Training
The Volunteers receive some informal training from the forest guards in the installation of
camera traps, the use of GPS and the construction of POP pugmark casts to track tigers, when
they are outside protected areas. They are not only monitor tigers, but also convince their
fellow villagers to help the forest department in their respective capacities with this
momentous task. The village wildlife volunteer is now also a village based forest representative
and acts like a buffer or point of liaison between the forest department and villagers.
Immobilizing and rescuing a stray tiger does not have to be nearly as monumental a task, if the
villagers are cooperative with the forest department.

Current Status
Tiger Watch renewed the Village Wildlife Volunteer program in 2015 under the guidance of Mr.
Y.K.Sahu, Field Director- Ranthambhore Tiger Reserve. The major highlight of this program was
that the Forest Dept. recruited Tiger watch and the Volunteers to monitor tigers in and around
Ranthambhore Tiger reserve directly. Tiger Watch trained the Volunteers in the use of camera
traps, provided them with smart-phones and taught them the easy transmission of critical
intelligence using applications like whatsapp etc. Farmers who continued practicing subsistence
agriculture as well as herders are now well versed in the most modern technology available to
save the tigers and wildlife of Ranthambhore.
At the moment, there are 28 Village Wildlife Volunteers. 3 coordinators selected from the
group, who report directly to Tiger Watch on a daily basis, index the information transmitted by
them. One of the coordinators is from the Gurjar community and did not even finish high

school, but is now using a smart phone to transmit real time data provided by the volunteers
every day. Tiger Watch further shares crucial information with the Tiger Cell of the forest
department with additional information such as locations of Tigers etc.
Highlights
1. The deliberate use of explosives might be heard of in war zones but intentionally placing a
gunpowder bomb on a wild animals path is a disturbing reality. During a camera trapping
exercise near Hinoni Ki Talai, one such incident was reported and a significant series of
images was picked up by volunteer Roopchand Berwa on the 13th of December 2016, in
which a Nilgai with a broken lower jaw was photographed wandering in pain. He informed
his coordinator at once as well as the forest department officials.
These bombs are usually fabricated and concealed in a way that they are camouflaged. Such
explosives are extremely cruel as they don’t often just kill wild animals but may physically
incapacitate or impair them, sentencing them to slow and agonizing death.

2. On the 20th of December 2016, a tragic incident was reported to volunteer Naresh Gurjar by
a local resident of Sanwta Village (unable to distinguish between a Gharial and Muggar) that
a diseased Muggar is lying beside the bank of Banas River. The volunteer found to his
dismay that an incapacitated Gharial was sprawled lifeless on the bank, it was blinded by
and its iconic snout was detached. Examining the scene, he was sure that this was a case of
man-animal conflict and that the Gharial was probably mutilated by irate fishermen. The
volunteer immediately relayed the bad news to the Forest Dept., which rescued the animal.
In addition to playing a key role in rescuing the animal , the volunteer also found the
detached snout of the Gharial, which he post-haste submitted to the nearby Talda Chowki.
3. Illegal poaching near Nai Ghati, Maram was camera trapped on 30th of December 2016. The
images were procured by Volunteer Hanuman Gurjar , and showed three men armed with

guns were captured strolling about the area. They also had a sack with them and were
suspected to have been trafficking illegal bush meat. The Forest Dept. was instantly notified
about the case and was assisted by our volunteers in identifying of the poachers. The
suspects were later released on the chance of doubt.
4. On the 30th of December 2016, another team of Volunteers comprising of five members viz.
Ramsingh, Roopchand, Kailash, Pradeep and Harimohan were able to capture a series of
images of Tigress T-11’s cubs through a camera trap in Nidar Dang area, Karauli (Kaila Devi
Division). The coordinator was informed of some tiger pugmarks being frequently noticed in
the area for two to three months but officials were not able to track the animal. The team
eventually reached the location thinking that the pugmarks could be of the Tiger T-72
(Sultan) who was previously residing in the Kudka Kho area and went missing around a
month before. The team followed the pugmarks to the opposite side of the water body,
where they found a two-day old kill. They installed 12 camera traps in the nearby area to
monitor the tiger’s movement. To their delight, the images of the long disappeared (since
December, 2015) T-11’s female cub were captured the same night. It was the now
experienced volunteers who efficiently helped the Forest dept. in finding and identifying the
animal. Later, they also camera trapped T-72(Sultan) in the same region , leading us to
believe that the two tigers are co-existing in the area.

5. Another improvised explosive was spotted lying near a tiger pug mark in the Banpur area
within the range of Khandar by volunteer Kamlesh on the 30th of January 2017. Suspecting
an assault on the animal, he informed his coordinator at once as well as the Forest Dept.
and appropriate action was taken. These explosives are extremely dangerous for both
humans and wildlife; this was indeed threatening for an already critically endangered
species.

6. Wildlife today faces various anthropogenic pressure, one such problem is agricultural
malpractices around the park, which have a direct and fatal impact on the health of wildlife,
especially during the winter when Rabi is sown. The Village Wildlife Volunteers, on the 3rd of
February 2017, reported one such unfortunate incident when some peafowl were found
dead in Sanweta Balaji area. The case was suspected to be of poisoning. This could have
been due to a dangerous local agricultural practice called bichwa ,in which seeds are soaked
in insecticide (which prevents termites from eating the seeds) prior to sowing. These
dangerous insecticides contaminate the food chain and affect the food web through
biotransformation and accumulation.
The Village Wildlife Volunteers immediately informed the Forest Department about the
incident, they in turn collected the bodies of the birds and took further action.

7. An attempt at poaching was nipped in the bud by our Village Wildlife Volunteers on the
20th of February 2017 morning, when they caught a poacher before the act in Kudka Kho.
Volunteers Ramsingh Mena and Kailash Meena were on their way to retrieve a camera trap
they installed the previous day, for a tigers movement was noticed in that area. They
suddenly saw an armed man walking downhill towards them. The volunteers confronted
him and in the process he made it clear that he was a poacher, Kailash tried to physically
restrain him while Ramsingh took several pictures of him secretly with the camera trap. The
poacher turned out not is alone and in the scuffle managed to get the attention of two of
his armed comrades who suddenly appeared on the scene. Outgunned and outnumbered,
volunteers were forced to let the poachers flee, nevertheless, they instantly informed the
forest officials and sent the photographs of the culprit. The forest officials circulated the
photographs of the culprit through both the print media and wanted posters, in addition to
a bounty of 10,000 rupees was also put-forth for individuals providing information
regarding the suspects.
It was a gallant effort by these wildlife warriors, which prevented tragedy. Poaching is one
of the most serious threats to the survival of wildlife populations and has a detrimental
effect on biodiversity both within and outside protected areas.

8. Several camera-trapping surveys conducted by the volunteers revealed some of the
most elusive wildlife of the Ranthambhore Tiger Reserve. Many rare species were
camera trapped by the volunteers. Please fine some of the best photographs to come
out of these surveys below.

On the 23rd of March 2017, Joanna Lumley, a
veteran Hollywood actress of “Absolutely
Fabulous” and “James Bond” fame visited us.
She is an active philanthropist and has been a
benefactor of various causes in the past. At the
moment she is working on a documentary on
India. She met our Village wildlife volunteers
who explained their raison d’etre and work in
detail. She was impressed by their work and dedication and also by the concept behind the
Village Wildlife Volunteer Program.
