    This initiative by Auckland Council provides a concreteframework to local government to use to implement andsupport many of the initiatives previously contained in theDraft Structure Plan and accompanying outcomes.

    It also contains a commitment to grassroots village

    planning - aligned with previous work by PVI andcommunity.

    The document also contains commitment to implementdifferent community design, implementation andownership models for community spaces, facilities andreserves.

    PVI was contacted by Andy Baker, and stated thatFranklin Local Board was not against UNESCOcertification of Franklins volcanoes. We thanked him forhis input, and were pleased to edit that Franklin LocalBoard were in favour of volcanoes recognition. Contactedagain, we received the following wording which we repeatfor accuracy here:" Just want to update you on my investigations into the UNESCO / LocalBoard issue raised. I appreciate you have pulled any reference to it fromyour presentation and hope if it is discussed at all this evening that thefacts are very clearly put.There is absolutely no recordwithin our minutes, agendas or

    workshop notes of the Franklin Local Board ever considering or

    discussing our position re the UNESCO sites. Likewise I have beenunable to find within the archives of my emails any mention whatsoever.So the staff member who advised you that we as a board had given aview and chosen to not submit anything is completely and totally wrongand had no right in giving you that advice as far as we can ascertain. Ifound information about the Council undertaking a study of volcanic

    cones with reference to the UNESCO thing, but that is all I could find."

    At the March 14 2013 meeting, Bill Cashmore advisedthat no further possiblity of community involvement existed

    now the application process had been finalised.Alan Cole reiterated this.

    Both representatives receive a draft post giving them oneweek's right of reply before online posting showing thatdecision documents DO provide for continued communityinvolvement with current landowner, developer and/orAuckland Council. No corrections were received and theclarifications were posted online.

    Alan Cole attends next PVI meeting and concedes he wasunaware of the removal of the words regarding theviewing summit, and in fact agrees that this may haveremoved the option for community access altogether.

    It is reiterated that the community meetinga are aninformation sharing and discussion activity to gaugecommunity support for proposal.

    There is no harm in continuing this so that when evidential

    Both applicant planners and current owners indicated

    that they were willing to discuss options in the future.

    the property for a set figure and will have theresponsibility of ongoing maintence in perpetuity.

    In the case of Patumahoe Hill the following items arerelevant:

    Due to a flawed calculation process, but one thatdictates Auckland Council spending, Patumahoe isconsidered to have an over- allocation of Parks &Reserves,

    Any agreement to allow a new reserve on the PPCfurther diminishes any chance of other reserves beingprovided,

    Auckland Council then is committed to purchasing,taking ownership after completion of development, and

    paying for maintenance in perpetuity, Value of subdivided property increases with the

    provision of a reserve,

    The end result was the inclusion of a reserve in thesubdivision, a linked access to summit, a proposedcommunity access along the buffer zone that includedthe summit location.

    Planning advice indicated that previous local and regional

    government identification of Patumahoe as a "growthnode", and Auckland Council's recognition of same, alongwith the inclusion of half the proposed property in the FDCDistrict Growth Strategy would indicate a favouraloutcome for the applicant when the process wascompleted.Emphasis should go to attaining community access tosummit while still undeveloped, and getting communityinput on a design that would have the best long term

    outcome and recognition of the opportunity to have avalued community asset.

    PROFESSIONAL PLANNING ADVICE AND

    INPUT- low impact design planner advice stillaccessed- advice from Auckland Council communityspace planner- participation in Flaxroots village planningprogramme which included Auckland Councilspatial planning advice

    It is a prerequisite for making anapplication for a Private PlanChange (PPC).A PPC changes the existing zoningon a property - in this case fromRural to Residential.

    Engagement with community resulted in more than oneopen community meeting, with feedback mostly againstthe development occuring at all.As our purpose dictates this feedback was related to theplanners.However, in recognition of likelihood of planning beingapproved - mitigation proposals were made and

    discussed.The proposal with overwhelming support was the one with

    2010 Once upon a time.... FRANKLIN DISTRICT & AUCKLAND REGIONALCOUNCILParks & Reserves staff held an open meeting to discusssituation of lack of reserve monies and options forPatumahoe and suggest a community effort to coordinatesports groups and clubs to work together as money will

    not be available in the short or long term for a continuationof building, renovation and maintainance of individualcommunity facilities.This meeting was arranged by the need for PatumahoeBowling Club to upgrade their greens and facilities.At this time FDC staff advised that all development moniescollected from Patumahoe go into central fund, and asPatumahoe (using flawed calculation model) was currentlyoversupplied - none of this development contributionswould be spent in mitigating the effects of increasedresidential development in the area.(At that time, up to $2 million dollars was to be contributedby the development in the next few years)Advised that community needed to come together toimprove long-term outcomes to be able to validatenumbers, usage and priorities and advocate for change.

    Provided information and support regarding populationstatistics, maps as visual aids, and encouragement ofgetting as much community involved as possible.

    Existing local councillors reiterated that for support fromcouncil, community needed to be brought together toidentify priorities and support

    Existing representative pointed out that if a legal entitycould be formed, a grant and planning support would beavailable to help consult, inform and engage community

    After quick formation of PVI, and LIDIG grant was applied

    for and this money has been used to do the above. Low Impact Design grantInitial meeting held to identify if community had aspirationsthey wanted to pursue, concerns, or values they wanted toenhance throughout this period of transition.Overwhelmingly there was support for the formation ofsome kind of programme that would inform and effectivelyconsult with community and a starting list of priorities tobegin consultation with.
