There will be a light reception afterward. Carpooling is encouraged, the parking area is not large and there will be a great many in attendance. Passing of David Robbins (T264 Eagle Scout in 2016)

On November 30, David Robbins lost his three year battle with cancer. He was only 18. This is a great loss and he will be missed. Despite the cancer and debilitating treatments, David completed his march to the rank of Eagle Scout, achieving Eagle in September 2016. His Eagle project consisted of designing and creating travel kits for other cancer patients. David graduated from high school at Rockville High in 2017 and was looking forward to the challenges of college. BECAUSE DAVID LOVED SCOUTING, the family has asked scouts and scouters to wear scout uniforms. Class A uniforms only, and merit badge sashes are encouraged for those who have them. DAVID ALSO LOVED THE COLOR BLUE. The color theme of the Service is Blue since David loved all things blue, even blue ice cream. Therefore Mrs. Christiane Robbins suggests that folks wear a blue shirt if they wish. IN LIEU OF FLOWERS, David’s sister Gabrielle is setting up a memorial tribute to David with the Children’s Hospital of Minnesota cancer fund. All donations in David’s memories will go directly to osteosarcoma research. We will forward the donation link to the troop as soon as it is ready.

DECEMBER 9, 2017 UPDATES: Troop 264 was well represented at David Robbins’ memorial service, even with the large turnout, and I heard several nice compliments about the troop's service, attendance, and dress. Mr. Justus counted 13 Eagle scouts in attendance and there were many more scouts moving upwards on that same path. Many troop adults too. Thank you to all who took time out of their day to pay their respects to David Robbins and his family. ~ Mr. Dale Bickel

When I spoke with Christiana Saturday, I told her the Troop would be doing two things to keep David's memory alive in our hearts and minds. First, the primitive camp out will now be called the David Robbins Primitive Campout. We will give David a salute with all the potato cannons at the start of cannon firing, and I will talk about the type of Scout he was. Second, since David was a Viking, the Viking patrol will wear a blue ribbon, under their patrol patch. David's mom will pick the shade of blue. It will be 1.6 inches long to represent the year that David earned his Eagle Rank, 2016. Since I was a patrol dad for the Vikings, I will also wear the ribbon under my SM patch. I personally want to thank Mrs. Julia Pinto-Fryer for all her time and support to Mrs. Robbins. Also I must make special mention of all the help from the Justus family. They deserve special recognition for taking a leading role in Troop 264’s assistance effort.

The Troop's work is not done: Mrs. Robbins will be needing words of support when she returns from staying with her daughter in Minnesota in January. Contact Mrs. Pinto-Fryer about that to help. Trevor Buckingham, T264’s Newest Eagle Scout

Congratulations to Trevor Buckingham, who passed his District Eagle Board on November 17. Trevor joins the growing pantheon of Eagle Scouts from Troop 264, and his name is added to the Eagle List. A date will be set in early in 2018 for the formal presentation of Eagle Rank to Trevor.

Atticus Meehan’s Eagle Court of Honor – Now January 7, 2 PM

Atticus Meehan was to be formally awarded the rank of Eagle Scout in a ceremony St. John’s on Sunday, Dec. 10, but in light of David Robbins’ memorial service on the day before, Atticus’ ceremony has been rescheduled to Janyary 7. In this way we can give Atticus and his achievement the attention they so richly deserve. Watch for an announcement very soon.

An Eagle Court of Honor is a big deal. There were only 55,186 new Eagle scouts in the USA in 2016. Even with small yearly numbers, Atticus (and now Trevor) has joined a fraternity of 2.4 million scouts who have made Eagle since the award was initiated in 1912. Eagle scouts can be found in all walks of life, and are well represented in professions that require focus and discipline. The Eagle Scout rank is well recognized as a likely indicator of success by colleges, employers, and the military. Come celebrate with Atticus, his family, and Troop 264 on his new Eagle Court of Honor date!

Annual Rechartering And Troop Dues for 2018

The annual rechartering process for Troop 264 and Venturing Crew 264 is going on right now into the beginning of December. The goal is to have these recharters completed in early December. For that, we need your help. First, registered adults whose Youth Protection certification will expire before May 2018, should retake the course as soon as possible. The website link is https://my.scouting.org – log in there and complete Youth Protection therein, and the computer system will record the completion. Be sure to print a copy of the completion certificate just in case it is needed later. There is a different Youth Protection course for Venturing Crew adults and any such 18 or older should complete the training. A Youth Protection course takes about 30 minutes to complete. The certification of completion is good for two years. Next, the troop and crew will separately collect the annual dues for each scout and registered scout adult. Payments may be given to the troop and crew treasurer, Mr. Al Barth, with checks made out to “BSA Troop 264” Dues amounts are as follows: Troop 264: $70 per scout, $45 per registered adult Venturing Crew 264: $45 for crew members and adults Unfortunately, these amounts reflect increases from last year. This is happening because of an increase in per-scout and per-adult dues collected by National BSA (affecting every Troop, Cub Scout pack, Venturing Crew, and Explorer Post in the country), along with a separate increase collected from units in the National Capitol Area Council. We have little choice but to pass it along to the families, but we hope that the $15 difference is not enough to deter any scout from continuing.

Dues collected go toward the costs of rechartering, and also support the purchase of merit badges, patches, awards, and other Scouting materials, as well as replacement of equipment and activities. Thanks for your support of T264 and Scouting!

ILSC Training, December 8-9

Venturing Crew 264 has arranged for ILSC (Introduction to Leadership Skills for Crews) training. The training starts Friday evening at the Mason-Dixon council headquarters in Hagerstown, MD. It runs from 6 PM to 10 PM, then participants “camp” overnight in the council building. Training resumes Saturday morning until about noon. If interested, please contact Mr. Dale Bickel at [email protected] . Venturing is a BSA coed youth program for youth aged 14 to 21.

Troop Holiday Sing-A-Long, Saturday, December 9

Tentatively on December 9, Troop 264 will hold the annual Sing-A-Long at Friends Nursing Home, when the troop sings Christmas carols to the residents for an hour. Voice like a frog? You’re in. Scouts with musical instruments are welcome to bring them. We do need someone who can play piano, if you have that skill.

Troop/Crew Holiday Party, Monday December 18, 7 PM

The annual Troop and Venturing Crew holiday party will start at 7 PM on this Monday date, and we invite all scouts, crew members, family members, and former scouts and scouters to come. Please bring something to share, such as a dozen cookies or brownies.

11th Annual Webelos Visit Night, Monday January 15, 7 PM For the 11th year in a row, Troop 264 will hold its annual Webelos Visit Night on Monday, January 15 at 7:00 PM to about 8:30 PM at St. John’s, in place of the regular troop meeting. Webelos 1 and 2 Cub Scouts from local packs are invited to visit. Boys who are not presently in Cub Scouts, but who may be considering Boy Scouts, are also welcome to attend, along with their parents. Each patrol will be demonstrating skills learned and used in Boy Scouts. Patrol skill assignments will be made by the Senior Patrol Leader (SPL) and the Troop Leadership Committee (TLC) in December. Scouts and scouters in contact with local Cub Scout packs should make them aware of this opportunity and get this on their calendars. Questions can be directed to [email protected] . This has been a popular event every year to date and we expect it to be equally so this time. We want as many troop scouts as possible to attend and assist with the demonstrations. This is YOUR opportunity to show Cub Scouts and parents what Scouting has done for you, and how much fun there is beyond Cub Scouts. We hope it will kindle enthusiasm in the Webelos scouts to continue beyond Cub Scouts, whether with Troop 264 or elsewhere.

Philmont ! July 2-16, 2018 Less than year away – the next installment of $800 will be collected in February.

Spaces still available!

Troop 264 was successful in getting slots for 2 crews to Philmont in 2018, dates July 4-16. As T264 generally files out to Denver/Colorado Springs a couple of days before, in part to allow time to sort out any airline snafus and to allow a couple of days to acclimatize to the mile-high elevation (above mean sea level), add 2 days at the front. Crews are up to 12 members in size, with no more than 4 in each crew being adults. Youth are considered “scouts” up through age 20, at the High Adventure bases. Presently both crews are filled. We have collected checks and forwarded the payment to Philmont to hold the reservation for 2 crews. In fairness to everyone else, no refunds unless we can replace you. The next installment – a half payment in the amount of $800 -- will be collected in February 2018. The remaining payment will be due in February. Airline and ground travel arrangements will be made early next year. Mr. Delaney has presently established a closed group site for communication between crew members. Everyone listed below should have joined this group by now. Watch for opportunities to go backpacking and practice the skills you will need. There is still time to sign up! We have had recent changes in attending scouts and adults, and there are spaces available, including one adult slot. If you might be interested, ask!

Scouting for Food Collection – Saturday, November 11

It was 20 degrees at 7:30 when the first arrivals came to Safeway Olney to set up for the Scouting for Food collection. For a long while in the morning, few donations arrived. But at 11 AM donations collected by local packs and troops came rushing in. At one point, Pack 434’s trailer was being unloaded along with tow or stree sizable loads from other units. Bags were set on the ground as the scouts on the truck were unable to keep up with the flow. Last of all to arrive after 1 PM was Mr. Marvin Arthur with donations from Troop 1444, because the Cloverly collection point had already closed. Altogether, 16 large plastic bins were loaded with food items destined for the Manna food bank. Thanks to all the helpers! SSL hour forms have been distributed to the scouts who signed in. Primitive Campout – November 18-19

This year’s Primitive Campout went well (if you weren’t driving into the site). Scouts made good shelters, that mostly held up to wind and rain overnight. The temperature stayed warm (for November) and probably didn’t go below the mid- 40s at any point. With a little initial guidance on construction, the Warriors were first off the mark with a large A-frame shelter with a thick leaf covering for much of the patrol (8, I think). This became the envy of and a challenge to other patrols whose members arrived a little later. Separately, Julian, Fred, and Vashal built a shelter with just a roof and no sides a few feet away. Meanwhile, Nicholas S. started his own patrol shelter for the Spartan patrol in advance of the rest of that patrol’s arrival. Once they arrived, the remainder of the Spartan shelter was rapidly finished.

Camp winning recipe: Dutch Oven Mountain Dew Chicken

Dutch Oven, Recipes, Ingredients

1/2 lb. bacon

1 cup flour in a gallon Zip-loc bag

5 chicken breasts

5 potatoes

10 carrots

1 large onion

12 oz. (1 can) Mountain Dew soda

1/2 cup shredded cheddar cheese

Instructions

Preheat Dutch oven by setting on bed of coals.

Chop bacon into 1-inch pieces.

Dice vegetables.

Cut chicken breasts into quarters.

Fry bacon in Dutch oven until crispy.

Remove bacon from Dutch oven, but leave the grease.

Shake chicken breasts in bag of flour to coat.

Cook chicken in bacon grease to brown, about 5 minutes, turning a couple times.

Pour vegetables, bacon, and Mountain Dew on top of chicken.

Cover with lid and cook at 350 degrees for 45 minutes with 8 coals on bottom and 16 coals on lid (for a 12” Dutch oven).

Using tongs or a fork, lift the chicken breasts so they are resting on top of vegetables.

Sprinkle cheese over the chicken.

Cook an additional 10 to 15 minutes.

And Saturday mid-afternoon, the potato cannons were brought out with great noise:

There was wind and a period of heavy rain early Sunday morning, and a few of the Warrior Patrol scouts who were on the edge of the shelter got wet. Fortunately it was not cold (although they were, a bit) and we moved them under one of the popup shelters and wrapped them up for the few remaining hours of night. A side attraction this year was Getting Stuck. Before most scouts arrived, troop adults drove several vehicles into the site to drop off gear. First, Mr. Bogan’s van got stuck in mud while turning around. He was pulled out by Mr. Dale Bickel with the added help of several pushers. (Most people arrived after this occurred.)

Later Mr. Jim B. drove on a path into a small valley and could not get out due to deep ruts and loose gravel. Efforts to gain traction merely resulted in the pickup sliding further toward a ditch. This became a pilgrimage of sorts, to see the stuck truck. It became necessary to call for a tow truck (at great expense – not paid for by the troop -- due to the off road location). The tow truck (with some difficulty due to the same factors) managed to get the pickup back on the path, and turned around, but now the tow truck itself could not get out of the valley due to the loose gravel. A second tow truck was called, and from the top of the slope it pulled (1) the first tow truck and at the same time (2) Mr. Jim B.’s pickup up the slope. It was after 7 PM and fully dark before this extrication was completed. Lastly, on Sunday morning, Mr. Don light almost got stuck in mud on the way out. Many feet over the previous two days had

churned parts of the path into ankle deep mud. But fortunately, four wheel drive saved the day and Mr. Light was just able to get enough traction to get out on his own.

“Partial” Merit Badge Blue Cards

A few months back, many scouts were given back blue merit badge cards from summer camp, where the merit badge requirements had not been fully completed. The missing requirements were noted on the back side of the card. We encourage scouts to finish up the missing requirements as soon as possible, and turn in the completed blue card so the badge can be awarded at the next Court of Honor. Most merit badges have corresponding counselors in the troop who are quite willing to help scouts finish things up. Please safeguard these “partial” blue cards until the merit badge requirements are completed.

District Roundtable (Each month)

Once a month, the White Oak District holds an evening Roundtable session for the units within the district. These sessions provide information about upcoming events of interest to troops and crews, information on changed policies and procedures, and sometimes troop patches or other items related to district events. The troop asks that one adult from a designated patrol attend the meeting and take notes, and then summarize the meeting at the next Troop Adult Meeting a week or two later. Patrol assignments are listed on the calendar pages at the end of this Signaler. With six permanent patrols now, a patrol adult should not have to attend more than twice a year.

Getting Credit for Troop Activities

It’s important that everyone who participates in Troop 264 campouts, trips, and community service activities gets credit for their hard work. Patrol leaders need to take responsibility for collecting the names of participants in their patrols and send those lists, preferably by e-mail, to the Signaler staff by the monthly deadline (25th of the month). Tell It to Mr. Matyas!

Mr. Gary Matyas is the troop’s Advancement Chair, which is a fancy (and understated) way of saying that he keeps track of all the rank advancements, merit badges, and other awards that all the scouts earn. Plus completed training for the adults, that isn’t done online by registered scouters at http://myscouting.scouting.org . This is a big job, as you can imagine, particularly in the weeks and days before a Court of Honor. You can help. Just drop an e-mail to Mr. Matyas at [email protected] for any of the following. Include the scout’s name, what the e-mail is relating to, and the date(s): Rank advancements that may not go through the 3 person Board of Review (BOR). Generally, this applies to Scout rank, most other BORs are administered by Mr. Greenspon. Service project hours outside the troop, that a scout wants to use to meet a rank advancement or merit badge requirement. This might include, for example, an event outside of scouting where the hours are not being applied to some other purpose, whether inside or outside of scouts. Even if you mark the hours in your Scout Handbook, they aren’t entered into the troop database if you don’t say something. Report them early, well before your Scoutmaster conference. Include a short description of the project(s) along with the date(s) and hours. Eagle project accounting. At the end of each Eagle project, the scout assembles a table of who worked how many hours. Please provide a copy to Mr. Matyas so that he can credit project hours to each scout in the list. Events not in the Signaler. Mr. Matyas uses the Signaler record to establish scouts’ participation record, so he won’t know of anything not published there. The best solution for that is to put an article in the Signaler, and give public credit to those who participated. Your attention to these small matters will improve the function of the troop, and thank you in advance for your assistance!

Attention: Board of Review (BOR) Procedures

Board of Review (BOR) Any scout needing a Board of Review should call Mr. Walt Greenspon @ (301) 774-5394

no later than two Sundays (8 days) before the scheduled Board of Review.

Failure to give proper notification will delay your BOR until the next month. Get

your Scoutmaster Conference prior to calling Mr. Greenspon. If your scout is scheduled for

the BOR, he MUST bring an adult with him. That adult is needed to sit on a BOR for another

scout. This way we can accommodate all scouts striving for advancement.

Scout dress code for BOR will include Class “A” shirt, neckerchief, slide, and scout pants (khaki or black pants can be substituted). Merit badge sash is recommended. A scout hat is preferred.

Scout Spirit for Advancement

We all recognize that Scout Spirit is hard to evaluate.

We know Scout Spirit includes being helpful and cheerful,

but it is more than that…it’s giving back. In an effort to

assist Patrol Dads in recognizing Scout Spirit, the

following guidelines are offered.

Our troop believes that prior to each advancement, participation in the following activities

exemplify the essences of Scout Spirit:

• A minimum of 1 nursing home visit

• Participation in at least 1 fundraiser

• At least 4 overnight outings per year

• Good deeds done outside of scouts

BOR for Star and Life Scout Advancements

While ropes and compasses are provided for younger ranks, by the time you are ready for Star and Life

advancement, you should be responsible enough to bring your own knot rope and compass for your BOR.

We are requiring all scouts who are advancing to Star or Life to bring a knot rope and compass to their

BOR.

Life and Eagle Scouts as Advisory BOR Members

If you are a Life or Eagle Scout and would like to sit on a Tenderfoot, Second Class, First Class, or Star

BOR, as a “Technical Expert”, call Mr. Greenspon on 301-774-5394.

Troop Activity Policy

Please be reminded that it is troop policy (and common courtesy) for a scout or scouter to pay the costs associated with an event he or she has signed up for but did not attend, without being asked. No -shows increase the costs to the troop and the participants, require the troop to reserve unneeded space and transport excess equipment, and results in wasted food and materials. We realize that situations inevitably will occur that prevent a scout from attending events, and ask that the scout or scouter contact the person organizing the event right away. If the conflict is raised early enough, adjustments can often be made where food has not yet been purchased or reservations have not been finalized.
