All local authorities ask for different things!
What is it and Who is it for?
• A guide, describing what is required when applying for a Road Construction Consent
• It is directed to assist Developers and their agents.
• The guide underpin and support economic development by providing a more rapid and certain route to development success.
A Technical enabler of Designing Streets!

Key requirements:- • Web based to improve access to all
• Free to use
• Provide effective links to legislation, best practice specific technical documents etc.
• Adopt a National approach which benefits everybody
• Capable of being updated into the future
• Recognise local variations and placemaking
Concerns about the time taken to achieve Road Construction Consent!
3 permissions in developing a site:- 1 Planning Permission 2 Building Warrant 3 Road Construction Consent (RCC)
The key point is that 1 & 2 are a matter for the developer Point 3 is adopted by the Local Authority
Key concerns are that it that RCC is built to specification and that it has inbuilt durability.
Care is required to ensure this is correct - this takes time
Designing Street with a change in policy to move away from a standards-based approach to one where designers, planners and roads engineers collaborate to develop a design-led solution. advocate a re-designation of road hierarchy to user hierarchy; Support the principles of adopting a multi-disciplinary approach and early engagement to achieve a balanced outcome based on a user function
What is different from the old roads development guides?
Develops a 2 part RCC process to better align with Planning permission and assist speedy decisions.
Includes SUDS as part of the design
A different approach to parking
Introduces a practical Quality Audit process.

How has the guide been received
• 1. Does your Local Authority use the NRDG to agree Road Construction Consents?
• 2. Has your Authority processed the NRDG through your committee process?
• 3. If no to Q2 Do you propose to do so and can you give an indication of time?
• 4. Is your Authority adopting the two stage RCC process?
• 7. In addition to Q6, do you consider that further understanding is either desirable or required with aspects of Designing Streets and therefore the NRDG to provide improved confidence in its use by your Authority?

underlying issue?
• There is a lack of detailed understanding of many changes associated with Designing Streets and the relation in NRDG
• This lack of understanding results in poor confidence to change
• Results in resistance and a slower and inconsistent delivery through out the development industry.

Part 1 – Introduction – Overall vision and outcome benefits of attending the course. Why students are there, what is
expected of them and what they and their organisations will get out of the course. How to use the guide (1 x Module) Overview of the guide’s benefits and interactions, the on-line function, hyperlinks, local variations, updates and that process as well as reference back to the review group

Proposal to establish a Scottish accredited training board and course led by SCOTS in conjunction with Scottish Government, key Agencies, Developers and related professional bodies in support of the SCOTS National Roads Development Guide to provide national consistency and support enhanced national development efficiency.
How is this done • Form an overseeing interest Board to direct and control
the process as a final component
• Support from all LA’s via SCOTS, Scottish Government and development agencies plus professional bodies
• Identify who should undertake delivery of courses and how do we establish consistency across specialist interests groups
• Establish balance of financial support against individual student fees
Final thoughts • A key issue identified was that there is no national
focus for guidance consistency on this wide-ranging subject which results in conflicting system advice.
• This “Board” has an opportunity to form that national focus for industry and address the following:-,
• managing individual agency proportions and priorities
• Provide a single effective communication center to get knowledgeable peer review of proposed change management for the industry to assist consistency
• Provide rapid and effective communication to the key personnel of industry updates that affect public infrastructure
