What is it and Who is it for?

• A guide, describing what is required when applying for a Road Construction Consent

• It is directed to assist Developers and their agents.

• The guide underpin and support economic development by providing a more rapid and certain route to development success.

Key requirements:- • Web based to improve access to all

• Provide effective links to legislation, best practice specific technical documents etc.

• Adopt a National approach which benefits everybody

Concerns about the time taken to achieve Road Construction Consent!

3 permissions in developing a site:- 1 Planning Permission 2 Building Warrant 3 Road Construction Consent (RCC)

The key point is that 1 & 2 are a matter for the developer Point 3 is adopted by the Local Authority

Key concerns are that it that RCC is built to specification and that it has inbuilt durability.

Care is required to ensure this is correct - this takes time

underlying issue?

• There is a lack of detailed understanding of many changes associated with Designing Streets and the relation in NRDG

• This lack of understanding results in poor confidence to change

• Results in resistance and a slower and inconsistent delivery through out the development industry.

How is this done • Form an overseeing interest Board to direct and control

the process as a final component

• Support from all LA’s via SCOTS, Scottish Government and development agencies plus professional bodies

• Identify who should undertake delivery of courses and how do we establish consistency across specialist interests groups

• Establish balance of financial support against individual student fees

Final thoughts • A key issue identified was that there is no national

focus for guidance consistency on this wide-ranging subject which results in conflicting system advice.

• This “Board” has an opportunity to form that national focus for industry and address the following:-,

• managing individual agency proportions and priorities

• Provide a single effective communication center to get knowledgeable peer review of proposed change management for the industry to assist consistency

• Provide rapid and effective communication to the key personnel of industry updates that affect public infrastructure
