Reminders About Open Space/Native Landscape AreasFor residents that have native landscape areas adjacent to your property lines, please do not mow the native areas. The landscape company has a schedule for when those areas are to be mowed. Help & Hope CenterThis organization, formerly called Douglas/Elbert County Task Force, is in need of our help. It offers food, as well as help with rent and utilities to its clients. Now, with grocery store shelves being bare, the result is significantly fewer food bank donations for their trucks to collect. A financial donation is encouraged because it allows them to purchase food from the Food Bank of the Rockies at a substantial discount (the Help & Hope Center provides over 60,000 pounds of food per month). Clubhouse DumpsterFor a limited time, homeowners may use the clubhouse dumpster for personal items. Please make a “reservation” with Heather Renfro on the Sapphire Pointe Happenings page on Facebook. She will coordinate use of the dumpster so it doesn’t get too full. Please note the large dumpster in the parking lot is not for use by residents.

Political SignsHomeowners are allowed to post political signs 45 days prior to the election and they must be removed seven days afterwards. Please do not put up signs until the week of September 21st.

Cara Reed, Neighborhood Liaison with the Town of Castle Rock, offers this advice if you are having problems with solicitors (Sapphire Pointe has No Soliciting signs posted at the front entrance):

Since you are continuing to have issues, I have reached out to the Town Clerk’s Office (they oversee the program) to let them know what is happening. So that we may respond to your concerns in the quickest and most efficient manner, I suggest contacting the Clerk’s Office directly to report any future issues or concerns you have with the No Knock Program - contact information pasted below. HOA Board Happenings August 20, 2020Communication CommitteeA community website proposed by TMMC (Front Steps) was discussed. The Board has given questions to the management company to forward to Front Steps.Clubhouse Monitor/SocialRegarding a Christmas party this year, it is best if we cancel it, however another type of celebration may work. Heather will look into the possibility of having Santa drive the neighborhood, visit houses where reservations have been made for him to appear, and hand out treats. She asked for permission to buy a Santa suit, and it was granted.In reference to the clubhouse, Heather strongly suggests that there be a new access system installed. Some information already has been gathered for that, but the management company will pursue it. She also feels there should be signage indicating a surveillance system is installed in the clubhouse area, and the management company will look into that as well.Traffic CommitteeAnn Marie Jacques-Koski is the point of contact for any traffic matters between the HOA and the town, so if you need any traffic-related information, contact her at [email protected]. Ann Marie also reported the flashing pedestrian traffic sign designated for the entrance to Gemstone Park has been installed. Quite a lot of speeding (and some throwing of fireworks) has been going on all along Sapphire Pointe Blvd. The police have been called numerous times, and the committee suggests homeowners directly contact the officer responsible for our area:Seth Morrissey at [email protected]. Finance CommitteeThe committee has met and communicated several times to work on a proposed budget for 2021. A draft of the Reserve Study was received recently, and that helped in making some decisions. The committee will coordinate with the management company in coming up with a draft budget for the Board’s review in September.Design Review CommitteeThe committee has an online system to approve homeowner requests, and is continuing to review and approve requests. If you need information

on how to access the Design Review form, email Caroline Day at [email protected], or look for the form on the SapphirePointe.com website. Wording that indicates how homeowners can access their property across open space has been added to the Design Review Request. Access via open space will require DRC permission and the homeowner will be responsible for restoration.Landscape CommitteeThe committee will meet via Zoom later in August. Dead trees were identified and removed in the neighborhood. Eight new trees will be planted this fall. The contractor who planted trees last fall will replace three that have died (warranty). Another tree at the front of the community is dead, is under warranty, and will be replaced. The town of Castle Rock is about ready to close the GESC permit associated with the pipeline project under the power lines. The HOA’s weed specialist gave the town a proposal to mitigate the weeds in that area, and the proposal was approved.Unfinished BusinessThe Cliffside Settlement Agreement with Lyon Homes was finalized, and work mostly has been finished on the drainage problem as well as the Overlook Park trail. Debris has been cleared from several corners, soil has been added to bare areas along Sapphire Pointe Blvd, and reseeding will take place in the fall. The engineer for the project recently met with some Board members, the management company, and the HOA landscaper. The landscaper will be restoring the area that was disturbed by the regrading for the drainage. He will repair the irrigation and reseed the area in the fall and spring.Deck repairs were mentioned. Several change orders have come in: framing additions to the stone pillars, sealing all the stone, sanding or replacing the stairway, and adding heat tape to ducts and downspouts. These changes were agreed to by the Board. The contractor also will provide bids to replace or repair three gates in the deck and pool area, as well as close in an area under the deck where critters have gotten in. He felt a second coating on the deck was necessary, and that has been done.The HOA’s weed specialist Ark Ecological recently met with a homeowner to view the area where her contractor had driven over open space. They came up with a plan to restore the area.

Landscape Committee MinutesJuly 23, 2020

Mission Statement: The Landscape Committee will oversee the care, maintenance, improvement and replacement of the common areas of Sapphire Pointe, including without limitation the turf, irrigation, paths, trees, and shrubs, landscape improvements (collectively, the “Common Areas”) in a manner which meets the standards established by the Sapphire Pointe Board of Directors.Those in attendance (via Zoom) were Debra Barnes, Steve Higgins, Ann Marie Jacques-Koski, Lyn Jacobs, Heather Looney, Bill Lueschen, Suzanne McConnell, and Mary Ann Wetzel. Todd Story from Mountain High Lawn & Landscape was not in attendance.The minutes of the last committee meeting were ratified. Bill Lueschen made a motion to accept the minutes from the June meeting, Ann Marie Jacques-Koski seconded it, and the motion passed.A map of the recently removed trees was sent to the committee, and we discussed the areas where trees should be replaced. We will suggest to the Board that the tree in the median at the front not be replaced at this time and that we ask the landscape architect who is working on a design for the front for suggestions in that area. The committee would like to look into moving one of the spruce trees at the information sign, rather than adding a new tree there (it would balance the area with two trees). A suggestion for placing the tree is at the south corner of (the second) Baguette and Sapphire Pointe Blvd. Lyn will contact some companies for a bid to move the tree. Other areas for replacement are on Sapphire Pointe Blvd. between Tremolite and Galaxy (two trees), on Andromeda (two trees), on Cinnabar (three trees). Three trees will be replaced by American Design & Landscape, as warranties from last fall.Fertilization was discussed. The committee suggests that we ask Mountain High Lawns to put on a granular fertilizer as soon as possible. The turf areas of the community are in need of it.The shrubs at the second corner of Baguette and Sapphire Pointe Blvd. need to be trimmed, as they are a sight hazard for motorists.

We expect a bid from Mountain High Lawn & Landscape for an Ips Zimmerman treatment for evergreens and deep root fertilization for all the trees. Todd was asked to work with Shay Miles, the engineer working on projects at Cliffside. Shay has prepared the soil on three corners where construction debris was left behind, as well as in bare spots all along Sapphire Pointe Blvd from Galaxy to Neon, and Mtn High Lawn will reseed them. Our weed management company, Ark Ecological, recommends that Brome grass seed be used to match the existing.It was suggested that we try to communicate with the town again regarding the narrow leaf cottonwoods at the corner of Gemstone Park and the noxious weed problem in the area of the park. Lyn contacted the park personnel from the town and received no reply. Bill contacted the Noxious Weed Coordinator for Douglas County and he was referred to the Colorado Noxious Weed Coordinator. There has been no response.The mulch project at Cliffside and the clubhouse on July 11 was completed. Those who helped were Debra Barnes, Steve Higgins, Bill Lueschen, Lyn Jacobs, Kent George, Kay Tweedy, and Scott Tweedy.There are three dams in the gully along the Marble Lane trail. For several years, two have been noticed to be deteriorating, and now are to the point where they should be repaired. David VanDellen from the stormwater department at the town of Castle Rock had been asked to take a look at them, and the town has reported there is nothing it can do to help.

Castle Rock Water has asked for two easements where monitoring wells can be drilled. The wells will help determine the amount of water that returns to creeks. The town provided some times for a Zoom meeting, and members of the Board will set up a meeting with them.Every thirty days the Board has reassessed the Covid-19 information that was sent in a letter to the community. The Board decided to continue the directives outlined in the letter through the end of the year.A drone policy was drafted by the HOA attorney. The Board had further questions regarding the content, and the management company will get more information for the next meeting.Increasing the number of Board members from five to seven was discussed briefly. The Board will make a recommendation at the September meeting.New BusinessThe draft Reserve Study was presented to the Board, and it was encouraged to send questions to the Reserve Study company.The draft 2021 budget was presented by the management company. Members of the Finance committee will set up an appointment with them to discuss finalizing the budget.Snow removal proposals were presented, and the Board voted to hire Mountain High Lawns and Landscape as our contractor for the next season.

There was a question about the contractor who was chosen to give the HOA a proposal on the front area landscaping. He has done measurements and is working on a design. There should be a proposal ready for the September meeting.Three proposals were given for tree health (Ips Zimmerman treatment and deep root fertilization) of the community. The Board decided to retain the current contractor.Two proposals were available for tree replacement, and Mountain High Lawn and Landscape’s bid was approved. Eight trees will be replaced this season. A proposal to add plant material to the island at Andromeda was presented. The Board sent it to the Landscape Committee for discussion.In the course of the deck reconstruction, it was noticed that the hillside on the north side of the clubhouse and deck is eroding. Mountain High Lawn and Landscape provided a bid to grade the hill, reorient the drain/downspout from the building, and add rock. The Board accepted the bid.A homeowner on the Zoom call asked about setting up a Neighborhood Watch Program. She expressed a desire to coordinate it. The management company will check with the town of Castle Rock on setting up a program.

Join us for an overview showcasing examples and techniques that genealogists use every day as found in the original classic series primarily written by Ohio's own Mildred Wirt Benson. Although Nancy Drew is popular around the world having been

published in over 45 countries in 30 languages, the focus of this lecture is on U.S. records; we’ll go on an adventure exploring old and new tools of the trade, library materials, court records, newspapers, gravestones, incorporating community history, and some very untraditional resources. Ellen Kowitt is Vice President of the Colorado Chapter of the Association of Professional Genealogists, a past president of the Jewish Genealogical Society of Colorado, and a member of the Indian Peaks Chapter NSDAR. She has been researching her own family history for 25 years and enjoys helping others as a mentor.
